Recall and Safety Notice Check During a Visit

Purpose

A recalled appliance carries a repair somebody else already agreed to pay for, performed to a remedy the manufacturer defined. If the check happens after the quote, the shop has sold work that was free; if it never happens, the shop has repaired around a defect the manufacturer has publicly said needs a specific fix.

This standard puts the lookup between capturing the model and serial and ordering any part, names what a hit forbids, and ends with the result on the ticket whether the answer was yes or no. A no-result nobody wrote down is indistinguishable from a check that never happened.

Scope

Every service visit on a residential or light-commercial appliance, including warranty visits and second visits for parts.

It does not decide whether the appliance is fit for service, which the unrepairable appliance condemn decision SOP owns, and it does not perform any recall remedy: that is the manufacturer's program and its authorized servicer network. Resale and disposal of used units are the delivery, installation and haul-away SOP's subject, with the legal question routed as below.

Where to look, and which body owns which product

Three sources, and they are not interchangeable. The CPSC recall database at cpsc.gov, which also serves recalls.gov, is the general index and the fastest first search. The manufacturer's own safety notice page carries notices that are not full recalls, including service pointers issued to their network. The manufacturer's service portal, searched by serial, is the only one that answers whether this unit is inside the affected range and whether the remedy has already been performed.

Microwave ovens fork away from the others. As radiation-emitting electronic products they sit with the FDA's Center for Devices and Radiological Health, where defect notification and the repair, replacement or repurchase remedy run under 21 CFR Parts 1003 and 1004 rather than through a CPSC corrective action. On a microwave, a clean CPSC search does not close the question.

A model match is not a hit. Nearly every notice names a serial or date-code range, and the range is the gate. A tech who stops at the model either raises an alarm on a unit that is not covered or, worse, learns to ignore model matches and misses the one that is.

The procedure

  1. Capture the model and full serial from the plate, not from the customer. Find the plate, photograph it, and transcribe both strings character for character including any suffix. Acceptance: a legible photograph and a transcription that matches it on a second read. Wrong looks like a model number copied off the front badge, which on a private-label unit is not the manufacturer of record. Stop rule: an unreadable or missing plate stops the search here and goes to step 2's alternate sources rather than being guessed. Hazard: none at this step where the plate is accessible; where it is not, step 2 governs.

  2. Where the plate cannot be reached, move the appliance properly or use an alternate source. Try the door jamb, the drawer runner, the underside of a lid and the compressor date stamp before moving anything. Acceptance: a plate found without moving the unit, or the unit moved and the plate photographed. Wrong looks like a tech pulling a range single-handed to read a plate. Stop rule: no second person for a heavy move means the alternate sources are used and the gap noted on the ticket. Hazard: close the appliance shutoff before a gas range is pulled so the connector is not strained, unplug first so the cord is not dragged across a hot surface, and move on hardboard with two people.

  3. Search the CPSC database on the manufacturer of record and the model. Use the plate's manufacturer, not the badge, and read the notice text rather than the headline. Acceptance: a search performed with the source and date recorded, returning either candidate notices or a clean no-result. Wrong looks like a badge-brand search on a private-label unit returning nothing, which reads as safe and is not. Stop rule: where the badge and the plate name different companies, both are searched before any no-result is recorded. Hazard: none at this step, it is a lookup made at the truck.

  4. Put the serial against the affected range before calling anything a hit. Decode the date code or use the manufacturer's serial checker, and compare it against the range the notice names. Acceptance: the serial inside or outside the stated range, written down with the range beside it. Wrong looks like "the model is on the list" recorded as a recall, which sends a customer to a program that will turn them away. Stop rule: a serial that cannot be decoded is escalated to the manufacturer's service line rather than assumed clear. Hazard: none at this step, it is arithmetic done on a photograph.

  5. Check whether the remedy has already been performed. Ask the manufacturer's portal or service line, and ask the customer whether a kit or a service visit has happened. Acceptance: a yes or no from the portal or the service line, dated. Wrong looks like the customer's recollection taken alone, which is unreliable years later. Stop rule: an unresolved answer is treated as remedy not performed, since the conservative reading is the one that gets the unit fixed. Hazard: none at this step, it is a phone call.

  6. Tell the customer what the notice says, in the notice's own words about use. Give them the recall reference, the manufacturer's contact and the remedy, and repeat the notice's own instruction about whether to keep using the appliance. Acceptance: the customer holding the reference number and the contact in writing. Wrong looks like a tech improvising a risk opinion, either "it is fine, they always say that" or a warning the notice does not make. Stop rule: where the notice says stop using the product, the appliance is unplugged or its gas shutoff closed before the tech leaves, and the customer is told plainly why. Hazard: on a gas unit being shut down under a stop-use instruction, close the appliance shutoff and leave the connector attached; if gas is smelled at any point, nobody touches a switch or a phone in the room, everyone leaves, and the call is made from outside.

  7. Hold the parts order and the repair authorization on any component the remedy covers. Tell parts to hold, and do not quote or perform your own version of the fix on that component. Acceptance: the order held with the recall reference attached, and no authorization signed covering that component. Wrong looks like a control board ordered and fitted on a unit whose recall replaces that exact board free. Stop rule: an unrelated fault on a recalled unit may proceed only if the repair does not touch the recalled component and the customer has the recall reference; anything touching it waits for the manufacturer's program. Hazard: none at this step, it is a call to parts.

  8. Restore anything you disturbed, and verify the restore before you leave. Where the appliance was moved at step 2, push it back, re-level it, reopen the gas shutoff and leak-check the connection with a listed leak-detection solution or a gas detector, never a flame, then restore power. Acceptance: no bubbles or detector response at any joint, appliance level, and the unit either running or deliberately left isolated under step 6. Wrong looks like a range slid back with the shutoff still closed and nobody told. Stop rule: any indication at a joint closes the shutoff again and the work goes to the gas range connection and leak check SOP. Hazard: this step puts gas and line voltage back with the customer nearby, so keep them out of the aisle and make the leak check before the burner is lit, not after.

What a hit forbids

A recall reference removes options rather than adding them. The shop does not perform its own version of the remedy, does not modify the recalled component, does not fit a generic equivalent to it, and does not return the unit to service against a stop-use instruction. Under the Consumer Product Safety Act it is generally unlawful to sell or distribute a product subject to a publicly announced corrective action, at 15 U.S.C. 2068, which reaches a shop reselling used units; whether a given transaction falls inside that is a question for your own attorney, and the operational fact you can bank is that a recalled unit does not go on your resale floor.

The record this produces

Model and serial as transcribed, the sources searched with the date of each, the notice reference or a dated no-result, whether the serial fell inside the affected range, whether the remedy had been performed, what the customer was told about continued use, and any parts order held.

The dated no-result is the field shops skip and the one that matters most later: two years on, with a notice published in between, it shows what was known on the day rather than leaving the shop to argue it checked. Parts reads the held-order flag before a second visit ships a component the manufacturer would have supplied.

Worked pass: a private-label badge that hides the manufacturer

Front-load washer, drain fault, retailer's own brand on the front panel. The notice figures below are illustrative, a stand-in for whatever the search returns.

Step 1 passes: the plate inside the door opening carries a model string with a three-digit prefix and a full serial, both photographed and transcribed twice. Step 2 does not apply, since the plate was reachable without moving the machine.

Step 3 fails on the first pass. Searched on the badge brand, the CPSC database returns nothing, which would have closed the check as clear. The stop rule applies because the badge and the plate name different companies: the plate's manufacturer code identifies the actual builder, and a second search on that name returns a candidate notice covering a door-lock assembly.

Step 4 puts the serial against the range. The notice names 12 model numbers and units manufactured from March through November of one year. The plate's model is one of the 12, and its date code decodes to August of that year, inside the range on both ends. Recorded as a hit with the range written beside the serial.

Step 5 asks the portal, which shows no remedy performed on that serial. The customer thinks somebody may have come out once, which under the stop rule is treated as not performed.

Step 6 gives the customer the reference and the manufacturer's number and repeats the notice's own wording on continued use rather than the tech's opinion. Step 7 holds the door-lock order and lets the drain repair proceed, because the drain pump is not the recalled component. Step 8 is limited to restoring power, since the washer was never moved.

The instructive part is that a badge-brand search returned a clean no-result on a unit with an open recall. Had the check stopped there, the ticket would have read "no recall found," wrong in exactly the way that is impossible to catch later.
