Waste Water Disposal and Fresh Water Fill

Purpose

Two water connections bracket every extraction job and both can end badly in a way the carpet never will. On the way out, a tech tips a waste tank into a curb inlet because it is right there, and that inlet reaches a creek without passing through any treatment plant. On the way in, a fill hose sits in the top of a fresh tank on a customer's bib, and if the street main drops pressure while that hose is submerged, the tank's contents move the wrong way, into a house's drinking water.

This standard names where the water may go, names how it may come in, and makes both a written field rather than a habit.

Scope

Covers filling from a customer, building or shop water source and disposing of routine carpet cleaning waste from residential and light commercial extraction work.

Does not cover: sewage-contaminated Category 3 water from a loss, which the water damage restoration SOP owns and which never goes down a customer's own fixture; the machine-side startup sequence; how a portable's points get approved in a tower (the high-rise SOP); and leftover concentrate or unused mixed batches (the chemical mixing SOP).

Procedure

  1. Decide the disposal point before the first tank of fresh water goes in. Default is the shop's own approved sanitary connection at end of day; on-site options are a customer's toilet, a utility or mop sink, or a cleanout with the right adapter, and always with permission. Accept: the disposal point named on the ticket before the machine starts, with the name of who approved it. Wrong: starting the job intending to work it out later, which is how a tank ends up in a landscape bed at dusk. Stop rule: no approved point, no start. Hazard: none; a decision made before any water moves.

  2. Rule out every point that is not a sanitary connection, out loud if you have to. Never a storm drain, curb inlet, street, alley, driveway, ditch, landscape bed or lake. Accept: the chosen point provably drains to the sanitary sewer or to a septic system you have permission to use. Wrong: a parking lot grate that "goes to the sewer" - most go to surface water untreated. Stop rule: if nobody can tell you where a drain goes, it is not a disposal point. Hazard: none physical, but the exposure is real: discharge to surface water sits under the Clean Water Act's NPDES stormwater program, run by EPA and delegated state agencies, and the rule you answer to day to day is your local sewer authority's discharge policy.

  3. Handle a septic system as a separate decision, not a default. On a septic address, dumping hundreds of gallons of surfactant-loaded water into the tank in one afternoon can lift solids toward the drainfield. Accept: either the homeowner explicitly approves and the shop caps what it discharges there, or the tank rides back to the shop connection full. Wrong: treating a septic house like a sewered one because the toilet flushes the same. Stop rule: no explicit approval, the waste rides back with you. Hazard: none at the tech; the harm lands on the customer's drainfield months later, and they will remember who was there.

  4. Protect the fill connection before you open the bib. Fit a hose-connection vacuum breaker on the bib, or fill through an air gap by holding the hose above the tank's flood rim. Accept: a vacuum breaker fitted and the hose submerged is acceptable; otherwise the hose outlet sits at least twice the hose diameter above the rim, which for a 5/8 in hose is 2 times 0.625, or at least 1.25 in of clear air, and never less than 1 in. Wrong: a fill hose lying in the water inside a tank on an unprotected bib, which is a direct cross-connection to the building's potable system. Stop rule: no vacuum breaker and no way to hold an air gap means you fill at the shop and haul water. Hazard: this one runs backwards into the customer's house rather than at the tech, and it only shows up when street pressure drops; the plumbing code your jurisdiction has adopted, IPC or UPC by edition, sets the gap.

  5. Ask before you use anyone's water, and log a well. Confirm with the customer or building contact, and check the ticket for the office's well flag. Accept: verbal permission recorded on the ticket, well addresses noted so the tech watches draw-down. Wrong: running a full tank off a shallow well in August because the bib was unlocked. Stop rule: if the pump short-cycles or flow drops off during fill, close the bib and finish on tank water. Hazard: none at the tech; the risk is running a well dry and burning a pump the customer did not budget to replace.

  6. Screen the waste before it leaves the tank. Keep the tank's lint screen or an inline hair screen in service. Accept: screen in place and clear before discharge starts. Wrong: sending fiber and hair straight into a customer's water closet or a mop sink trap. Stop rule: a fixture you plug is your call to a plumber, so clear the screen rather than pushing through it. Hazard: pulling a loaded screen lifts biologically contaminated debris to hand and face height, so gloves on, lift low and slow rather than shaking it out, and wash hands before touching a door handle.

  7. Discharge through a hose into the fixture, never by pouring. Put the discharge hose down into the bowl or the sink and let it run. Accept: hose end below the fixture rim, flow controlled, nothing splashing outside the fixture, towel down around the base. Wrong: tipping a bucket into a toilet in a customer's guest bathroom. Stop rule: any splash outside the fixture stops discharge until containment is down, because that mark on their baseboard is yours now. Hazard: waste water out of a truck mount tank is hot enough to scald and is biologically loaded, so it moves through a hose with gloves and eye protection, face out of the plume, and the fixture and floor get wiped with a disinfectant per its own label directions.

  8. Never carry a loaded tank, and never lift one to pour it. Pump out or gravity-drain in place. Accept: every tank drained where it sits, drain hose reaching the fixture, nothing lifted above knee height with water in it. Wrong: two techs walking a portable's full tank across a lobby. Stop rule: if the hose will not reach, move the machine empty and re-run hose. Hazard: water weighs 8.34 lb per gallon, so a 12 gallon tank holds about 100 lb before the tank's own weight, and carrying that on stairs is a back injury and a spill in one motion.

  9. Close the loop on the fixture and the bib before you leave that point. Flush the fixture twice, rinse the sink, wipe the rim, disconnect and drain the fill hose, and shut the bib. Accept: fixture running clear, bib closed with no drip, vacuum breaker recovered if it was yours, fill hose drained so it does not freeze or grow anything on the van. Wrong: leaving a bib cracked open because you want a second tank later. Stop rule: any fixture left slow or backing up gets reported to the customer before you leave, not found by them that night. Hazard: a wet bathroom floor is a fall for the household, so it is dried before the door opens back up.

  10. Log both ends and, in freezing weather, empty the waste tank before the truck is put away. Accept: fill source, backflow method, disposal point, approximate volume and approving name all written on the ticket; in freezing weather the waste tank is empty and its drain closed again before the freeze protection step in the startup SOP begins. Wrong: parking a van overnight with a half-full waste tank below 32 degrees F, which cracks a fitting and puts the truck down. Stop rule: if there is no approved point available before the end of the day, the shop connection is used even if it means a detour. Hazard: ice from an overnight spill on a driveway or a shop apron is a fall for whoever arrives first in the morning, so nothing gets drained onto pavement in freezing weather.

The record this produces

Each job's ticket carries: fill source (customer, building, shop, hauled), whether the address is on a well, backflow method used (vacuum breaker or air gap, with the measured clearance if an air gap), permission given by name, disposal point and its type, approximate volume discharged, and the time.

That record does two things a habit cannot. It answers a sewer authority or a property manager asking where a specific job's water went, months later, with a name and a fixture instead of a shrug. And it makes the well and septic flags cumulative, so the office can see the shop should be arriving at that address with a full tank rather than negotiating for water at the door every time.

Worked pass, with a step that failed

Three room residential, on public sewer, customer home. Ticket showed no well and no septic flag.

Step 1 named the disposal point up front: the shop's sanitary connection at end of day, because the job was the last on the route. Step 2 ruled out the storm inlet at the end of the driveway, which the customer offered.

Step 4 failed. The only reachable bib was a frost-free sillcock with no vacuum breaker and no thread left to fit one over the existing splitter. The step's acceptance allows either a fitted vacuum breaker or an air gap of at least twice the hose diameter, and the tech's first setup had the hose lying in the tank opening, which is neither.

The stop rule ran without hauling water, because the second option was available: the tech pulled the hose out of the tank and clamped it to the tank rim bracket with the outlet held clear. Measured clearance was 2 in, against the 1.25 in the 5/8 in hose requires under this step and the 1 in floor, so the gap passed with margin. The clearance and the reason went on the ticket, since an air gap is only protective while somebody is looking at it.

Volumes at the end: the fresh tank started at 100 gal and finished at 38 gal, so 100 minus 38 is 62 gal put through the wand. The waste tank sight tube read 55 gal. The 62 minus 55, or 7 gal, difference is water left in the carpet, in the hose and on the wand, which is normal and is also the reason a job that recovers far less than that is a job that is going to dry slowly.

At the shop, 55 gal went into the sanitary connection through the drain hose, screen cleared first. Nobody lifted it: 55 gal at 8.34 lb per gallon is about 459 lb of water, which is why the drain hose exists. Forecast low was 44 degrees F, above 32, so step 10's freeze condition did not apply, and the tank was left drained and the drain valve closed anyway.
