Cleaning Cart and Caddy Setup Standard

Purpose

A cart is not storage on wheels. It is three controls on one frame, and it fails as all three at once when it is loaded by whoever got to the closet first.

It is a segregation control: incompatible chemistries apart, clean textiles off soiled ones, restroom colors out of the general stack. It is a stability control: a top-heavy cart catches a threshold or an elevator gap and goes over, and what goes over with it is a row of open-topped bottles. And in an occupied building it is an egress control, because a cart parked in a corridor narrows the path people leave by, and a cart propping a rated corridor door has defeated a fire barrier for the whole shift.

The version that hurts a shop most is the quiet one: a cart set up correctly on Monday and re-loaded Thursday by a covering tech who put the bowl cleaner next to the bleach in the same closed caddy, in a warm van, overnight.

Scope

Covers building, parking and breaking down a janitorial cart and its caddies for a route in an occupied building.

Does not cover diluting or labeling what goes in the bottles, owned by the dilution control and labeling standard; the color assignment, owned by the microfiber laundering and color coding SOP; or keys and access cards, owned by the key and access management SOP.

What is deliberately not on the cart

The exclusions carry more of this standard than the inclusions do, because everything on this list gets onto a cart by someone being helpful.

  • Concentrates. The cart carries labeled ready-to-use secondary containers only. A concentrate on a cart is a splash injury waiting for a caster to catch a threshold, and it invites mixing where there is no eyewash.
  • Two incompatible chemistries in one enclosed caddy. An acid bowl cleaner and a hypochlorite product in the same closed box find each other eventually through a weeping trigger.
  • Loose soiled textiles. Soiled goes in a sealed bag at the far end of the cart or in the barrel, never in the same open tray as clean stock.
  • Food and drink. 29 CFR 1910.141 prohibits consuming food or beverage in an area exposed to a toxic material; the practical version is that a coffee cup on a chemical cart is how somebody drinks a diluted quat.
  • Anything above chest height, because it blocks the sight line over the cart and the collision is with a person, often a child or a resident.
  • A found sharp in a trash bag. Needles and razors go in a rigid sharps container, and if the cart does not carry one the route stops until it does.

Procedure

Step 1 - Start from an empty cart and check the frame and casters before anything goes on it. Acceptance: the empty cart rolls straight with one hand, every caster turns freely through a full circle, no wobble in a stem, no cracked shelf. What wrong looks like: one caster that skids instead of rolling, which steers the loaded cart into door frames all night. Stop rule: a seized caster or a cracked shelf takes the cart out of service; it does not get loaded and nursed through a shift. Hazard: shelves and folding frames pinch fingers, so keep hands off the pivot points while you fold and unfold, and get a second person for a cart you cannot lift into the van without twisting.

Step 2 - Load the chemical tier: labeled ready-to-use containers only, incompatibles separated. Check each bottle against the route sheet, read its label rather than its color, and put acid products and hypochlorite products in different caddies. Acceptance: every bottle on the tier appears on the route sheet, is legible at arm's length, and no acid and hypochlorite share an enclosed container. What wrong looks like: two triggers in the same closed box because they were the two that fit. Stop rule: an unlabeled bottle is unknown - it stays capped, gets marked "UNKNOWN, DO NOT USE" and goes to the supervisor, and is never emptied, combined or poured to a drain by whoever found it. Hazard: acid plus hypochlorite liberates chlorine gas, so if a leaking caddy produces a sharp smell nobody opens it to look; it goes outdoors, the area is cleared, and both SDSs go to whoever responds.

Step 3 - Load textiles by color, clean at one end and sealed soiled bags at the other. The posted color assignment goes on the cart where the operator reads it without asking. Acceptance: only this route's colors on the cart, clean stock in a closed bin, soiled bags sealed and physically separated from it. What wrong looks like: a soiled bag open on top of the clean bin because it was quicker. Stop rule: a clean towel that touched a soiled bag or the floor goes into the soiled bag, not back on the stack. Hazard: soiled restroom textiles carry a biological contact and hand-to-mouth route, so gloves go on to handle them, nobody compresses a bag by hand because of the sharps that end up in one, and hands get washed before the next task rather than at end of shift.

Step 4 - Load tools and consumables with the mass low and nothing projecting. Heavy items on the bottom shelf, mop and broom handles clipped upright inside the cart footprint, vacuum cord coiled and secured. Acceptance: nothing extends past the cart's own width, no handle at head height, and the cart holds still on a slope without being held. What wrong looks like: a mop handle angled into the corridor at eye level. Stop rule: an item that cannot be secured inside the footprint rides on a second trip. Hazard: a projecting handle strikes a passer-by in the eye and a loose cord is the trip that puts an operator down with the cart on top of them, so both are secured before the cart moves.

Step 5 - Run the push test and the height check before the cart leaves the closet. Push at walking pace, stop it, rock it gently at the top rail. Acceptance: it stops without pulling to one side, lifts no caster when rocked, and the operator can see over the load. What wrong looks like: a cart that feels fine on smooth floor and tips at a threshold because the mass is high. Stop rule: any caster lifting on the rock test means the load comes down to the lower shelves before the cart leaves the room. Hazard: never take a loaded cart on stairs or an escalator, never pull one backward down a ramp, and cross an elevator gap square-on at walking pace so a caster cannot drop in and pitch the load forward.

Step 6 - Park it where it does not narrow an exit path or hold a rated door open. Inside the space being cleaned, not in the corridor. Acceptance: the clear path past the parked cart is at least the 28 in exit-access width 29 CFR 1910.36 sets for general industry, and wider where the fire code your authority having jurisdiction has adopted requires more for that occupancy; no exit, stair or corridor fire door held open by the cart or a wedge. What wrong looks like: a cart wedged in a stair door because it was one trip. Stop rule: if the only place the cart fits narrows the path below the required width, it does not go there - it stays in the suite and the operator carries a caddy. Hazard: a cart in a corridor is what people trip over in a dark evacuation, and a propped rated door lets smoke into the stair everyone above you is coming down; a door that will not stay closed without propping gets reported to the site contact the same night in writing.

Step 7 - Break down at end of shift, close what you opened, and leave the cart legal. Any door propped or hold-open defeated at step 6 is restored and watched closing and latching on its own. Acceptance: every such door latched under its own closer, soiled bags routed per the microfiber standard, every bottle capped and back on the tier or returned to the bench, sharps container emptied through the shop's route, cart parked clear of any egress path overnight. What wrong looks like: a cart left in a corridor overnight, the step 6 violation lasting twelve hours longer. Stop rule: a door that will not latch on its own is reported the same night, and the cart does not stay in the doorway to hold it. Hazard: leftover diluted product never goes down a drain or into another bottle - back to the shelf where the label allows a diluted shelf life, otherwise the route SDS section 13 names.

The record this produces

The route sheet is the artifact: the chemical list the cart was built against, initialed and dated by whoever built it, with any substitution noted and routed through the product substitution SOP.

Alongside it, three things get written down because a supervisor cannot see them from the office: any unlabeled container found and where it came from, any door that would not latch and the site contact told, and any cart taken out of service at step 1 with the component that failed. Months later it answers a claim that a crew propped a fire door, and it stops the same closet producing an unlabeled bottle every quarter.

Worked pass: building a cart for a four-suite office floor

Route sheet calls for six chemical containers: neutral floor cleaner, glass cleaner, disinfectant, acid bowl cleaner, general degreaser, and stainless polish.

Step 2 check: neutral, glass, disinfectant, acid bowl cleaner and degreaser were labeled with identifier, hazard wording and date. The sixth, the stainless polish, an amber liquid in an unmarked trigger bottle, was not. Five of six passed, one failed, so step 2 takes its stop rule: capped, marked "UNKNOWN, DO NOT USE", set aside for the supervisor. Nothing poured out, nothing combined. The cart left with six products: the five that passed, plus a labeled polish from shop stock replacing the one set aside.

Step 2 separation: the acid bowl cleaner went in the closed restroom caddy alone; the disinfectant, a hypochlorite product on this route, went in the general caddy at the other end of the cart.

Step 6 parking check at the first suite: the corridor measured 44 in wall to wall and the cart is 22 in wide. 44 minus 22 leaves 22 in of clear path, below the 28 in step 6 requires. Step 6 fails for that corridor, so the cart went inside the suite. The suite door has a compliant hold-open, used rather than wedged, so step 7 released a hold-open rather than removing a prop, and the door was watched latching on its own before the crew left the floor.

Self-check against the criteria: six containers required, six checked, five labeled and one not; 44 minus 22 leaves 22 in of clear path against the stated 28 in gate; acid and hypochlorite in different enclosed caddies; the step 6 hold-open restored at step 7 with the door observed latching.

Exceptions you will hit

Site too tight for a cart: the route runs on caddies, and every rule above applies to the caddy - labels, incompatible separation, no food, sealed soiled bags, nothing above chest height when carried.

Occupied residential, childcare or memory care: the cart is never left unattended within reach of a resident or a child, even for one room. Take the caddy with you; a cart standing in that hallway is a security failure as well as an egress one.

Covering tech on an unfamiliar route: build from the route sheet and only the route sheet. A product added because it was in the closet and looked useful is what the product substitution and SDS check SOP exists to gate.
