High Dusting and Vent Cleaning Standard

Purpose

High dusting fails in two directions and both are expensive. Run it in the wrong order and everything it dislodges lands on surfaces the crew has already finished, so the room is cleaned twice and billed once. Run it from the wrong platform and it stops being a cleaning problem: a fall from a chair, a counter or a tub rim is the most serious injury a residential cleaner is realistically exposed to, and it happens on the step nobody planned for.

Scope

Covers reachable high surfaces and visible vent faces on residential and small commercial visits: ceiling fan blades, light fixture exteriors, ceiling corners and cobwebs, door and cabinet tops, ledges, exposed pipes and beams, supply and return register faces, and bathroom exhaust grille faces.

Does not cover the inside of any duct, plenum or exhaust housing beyond the grille face, which is duct cleaning and a different trade. Does not cover disassembling a light fixture, removing a smoke or carbon monoxide alarm, a ladder taller than the crew is trained and equipped for, work over a stairwell or an open floor, attic or crawlspace entry, or any surface reachable only from a scaffold or a lift.

Procedure

1. Survey the ceiling plane and decide access before carrying anything up. Stand under each area, note the height, what is directly below, and whether the floor there is level and firm. Acceptance: every high area in scope has a named access method - a floor-standing step stool, the crew's ladder, or an extension pole from the floor. What wrong looks like: a cleaner already holding a duster looking for something to stand on. Stop rule: an area with no level footing, over a stairwell, over an open rail or above the crew's equipment is declared inaccessible and noted, never attempted from furniture. Hazard: none at this step, which is the point of deciding from the floor before anyone is holding a tool overhead.

2. Run high dusting first, and protect what is below it. Sequence the room so all high work is finished before any horizontal surface, upholstery or floor is cleaned, and cover or clear what sits underneath. Acceptance: no cleaned surface sits under an area still to be dusted, and beds, sofas and open food surfaces below are covered or cleared. What wrong looks like: gray fallout on a finished countertop or a made bed, which is a full redo of both. Stop rule: if the room has already been cleaned low, high dusting still runs first and the lower surfaces are re-done; do not skip it to protect the work. Hazard: keep people and pets out from under the work area while it runs, because a dislodged fixture cover or a dropped tool strikes with the ceiling height behind it.

3. Set the platform, and never improvise one. Open the stepladder fully, check both spreaders locked, set all four feet on firm level floor, and keep your belt buckle inside the rails with three points of contact. Acceptance: spreaders locked, no rocking under a deliberate shift of weight, and the highest step you use is within the ladder's labelled limit, with you, your tools and anything you carry inside the duty rating printed on that label. What wrong looks like: a ladder foot on a rug edge or a threshold, which is how a stable ladder becomes unstable. Stop rule: no chair, no counter, no tub rim, no closed stepladder leaned against a wall, and no standing on the top cap; if the ladder does not reach safely, the area is inaccessible and gets noted. Hazard: portable ladder use sits under 29 CFR 1910.23 for general industry work and 29 CFR 1926.1053 where the job is construction, and which applies is set by the activity rather than by whether the building is a house; either way a damaged, missing-footed or bent ladder is tagged and taken out of service.

4. Capture the dust rather than moving it. Use an extension duster with a capture head, a microfiber sleeve, or a vacuum with a wand and the filtration the machine is rated for. Acceptance: dust is coming away on the tool rather than drifting, and no visible cloud forms as you work. What wrong looks like: a dry feather duster on a heavy accumulation, which relaunches it into the room and settles for hours after you leave. Stop rule: never use compressed air or a blower indoors to move dust off a high surface. Hazard: overhead work drops dust directly into your breathing zone and your eyes, so eye protection goes on for anything above shoulder height. Where accumulation is heavy, or the property is older and the material could include fibrous insulation or disturbed rodent droppings, the control is a respirator, and a respirator is only worn under a written program per 29 CFR 1910.134 with medical evaluation and fit testing. If nobody on site is in that program, the crew does not do that work; it gets noted and quoted.

5. Ceiling fans: stop the blades before you reach, then sleeve them. Switch the fan off at its wall control or pull chain and watch until the blades are completely stationary, then slide a capture sleeve over each blade and draw it back so the dust stays inside it. Acceptance: blades fully stopped before your hand enters their arc, and blade tops clean with no debris on the surfaces below. What wrong looks like: dust falling in sheets onto a bed or sofa, which means the sleeve was not used or was not drawn. Stop rule: a blade that wobbles visibly or a fan with a loose canopy is not cleaned; note it as a mounting issue for the customer. Hazard: a coasting blade strikes at head height with real force, and someone else switching the fan on while your hand is in the arc is a real risk in an occupied home, so tell the occupant what you are doing and ask them to leave the control alone until you are down.

6. Light fixtures and alarms: exteriors only, nothing soaked, nothing removed. Wipe fixture exteriors and shades with a barely damp cloth, and dry-dust a smoke or carbon monoxide alarm's exterior only. Acceptance: no liquid entering a fixture, no fixture cover removed, and every alarm still in place with its indicator behaving as it did before you touched it. What wrong looks like: an alarm chirping or silent after cleaning, which means it was disturbed. Stop rule: never remove, unclip or open an alarm; if one is disturbed or falls, it is reseated and its indicator confirmed before you leave, and the customer is told. Hazard: never spray liquid at a fixture, a socket or a ceiling box, because a wet fixture in a room you are still working in is a shock path, and a hot incandescent or halogen lamp can crack when a damp cloth touches it, so let a lamp cool first.

7. Vent and register faces: the face is yours, the duct is not. Vacuum or wipe supply, return and exhaust grille faces in place, and remove a grille only where it is held by accessible screws and the customer has agreed. Acceptance: grille louvres clean front and back with no lint bridging them, and the duct beyond untouched. What wrong looks like: a vacuum wand pushed past the grille, which moves debris deeper and is outside this scope. Stop rule: anything found inside the housing that is not lint, particularly droppings, a nest, staining or visible mold growth, stops the step at once. Do not brush it, vacuum it or disturb it; photograph from outside, note it and route it to a duct cleaner or the appropriate specialist. Hazard: a bathroom exhaust grille sits on an energized fan housing, so the circuit is switched off at the breaker and confirmed off at the fan switch before any grille comes off; and disturbing dried rodent droppings puts an inhalation hazard into the air, which is why the stop rule above is do-not-disturb rather than clean-it-carefully.

8. Restore everything you opened, then verify from the floor. Refit every grille and its screws, restore any breaker you switched off and confirm the fan or light runs, and walk the room looking up and then down. Acceptance: every grille back with all its screws, every circuit restored with the device confirmed running, no dust visible on any surface below the work, and the ladder folded and off the floor before you leave. What wrong looks like: a grille left off or a breaker left open, both discovered by the customer. Stop rule: a grille or screw that will not refit is reported before you leave, never left loose in a ceiling. Hazard: restoring a breaker energizes a circuit you have been working under, so hands are clear of the fixture and the grille is fitted before the breaker goes back on, and stand clear of the fan as it spins up.

The record this produces

  • Access map - ceiling height, method used, and every area declared inaccessible with the reason. The office quotes the pole or scaffold visit off this field.
  • Register and grille count - how many, where, and which were removed. This proves everything went back on.
  • Find note with photo - droppings, nesting, staining, mold growth, a wobbling fan, a loose canopy. Photographed from outside, never after disturbance.
  • Circuit note - which breaker was switched off and confirmed restored, with the device seen running.
  • Sequence confirmation - that high dusting ran before the lower work in each room. When a redo is claimed, this is the field that answers it.

Worked pass: a small office suite, six registers and two fans

Areas in scope: an open work area with three supply registers, two private offices with one register each, and a corridor with one, six registers in total, plus two ceiling fans in the open area and one bathroom exhaust grille.

Step 1 named an access method for every area: the step stool for the corridor and both offices, the crew ladder for the open area, an extension pole for the corner cobwebs. Step 2 put all of it ahead of desk and floor work and cleared the desks under the open-area registers. Step 3 set the ladder with both spreaders locked and no rocking, on hard flooring rather than the rug edge two feet away.

Steps 4, 5 and 6 held. Dust came away on the capture heads with no visible cloud, both fans were stopped before any hand entered the blade arc and sleeved so nothing fell on the desks below, and the fixtures took a barely damp cloth after the lamps had cooled. Both smoke alarms were dry-dusted on their exteriors, still seated, indicators unchanged.

Step 7 failed on the bathroom exhaust grille. The circuit was switched off at the breaker and confirmed dead at the fan switch, the grille came off on its two accessible screws, and the housing held dried droppings alongside the lint. That is the step's stop condition, so nothing inside the housing was brushed, vacuumed or wiped. The grille face was cleaned, the grille refitted, and the find photographed from outside and written up with a recommendation to bring in a specialist.

Step 8 refitted all six register faces with every screw accounted for, restored the bathroom breaker, and confirmed the exhaust fan ran on the switch before the ladder was folded. The floor check found no fallout under the work.

Two exceptions worth naming. A customer who wants the ductwork done because the grille came off anyway gets a referral in writing; that is a different trade. And an area declared inaccessible at step 1 does not quietly become accessible later because the crew is nearly finished; the note stands and the office quotes it.
