Slab Pour and Finishing Standard
Purpose
Most finishing defects a shop pays to replace come from one decision made too early: working the surface while bleed water is still coming up. Float or trowel into that water and the top eighth of an inch takes on a higher water content than the concrete beneath it, which is how a slab dusts, scales or delaminates in sheets two summers later while the cylinder breaks look fine. Steel-trowel an air-entrained exterior slab and you seal a surface that has to breathe, and it blisters. None of it is visible at handover, which is why the finishing call cannot belong to whoever is holding the tool.
Scope
Covers placing, consolidating, striking off, floating, troweling and texturing cast-in-place slabs on ground for residential and light commercial work, from the release of forms, steel and subgrade to the start of the cure.
It does not cover subgrade, base, forms or steel, released by the pre-pour checklist and reinforcement SOPs before this begins; delivery and ticket acceptance, owned by the ready mix delivery SOP; joint layout and sawcut timing, owned by the joint SOP, which this procedure only marks out; curing, which starts where this ends; or weather limits, set by the hot and cold weather pour standards.

Procedure
1. Set the placement plan on the slab before the first truck. Mark pour direction, wet screed or rail lines, crew stations, the buggy route, and any construction joint the layout allows if the pour is interrupted. Acceptance: a walked plan every crew member can repeat, with the start corner and direction of travel named. Wrong looks like a crew starting at whichever corner the truck reached first, which strands the finishers behind the placement; stop rule, no start until the plan is walked. Hazard: identify every overhead line now and mark a no-tool zone under it, because the tools in step 4 reach far higher than the person holding them.
2. Place against a live edge and consolidate rather than move. Discharge into the previously placed concrete, not away from it, and consolidate in place with vertical vibrator insertions on a regular spacing, withdrawn slowly. Acceptance: concrete fully surrounds the reinforcement, no honeycombing at the form face, no aggregate segregation at the edge. Wrong looks like a vibrator used as a rake to drag concrete across the slab, which drives coarse aggregate away and leaves a mortar-rich lane that cracks and dusts on its own; stop rule, a dragged lane is re-mixed with the shovel and re-consolidated before the screed reaches it. Hazard: the vibrator head is lifted by the shaft and never the cord, the cord runs on a GFCI protected circuit, and nobody reaches into the form to free a head while the unit is running.
3. Strike off to grade, then check it before anyone floats. Screed to the marked grade, fill low spots with concrete rather than mortar, and pull a straightedge across representative lines while the surface is still workable. Acceptance: the gap under a 10 ft straightedge at or below the tolerance the specification names, checked on at least four lines including both diagonals. Wrong looks like a low spot filled with cream pulled off the surface, which sets as a soft patch that wears through; stop rule, a line outside tolerance is re-struck now, because after set the only fixes are grinding or a topping. Hazard: screeding is where backs go, so a vibratory or roller screed is used where the width allows and the crew rotates.
4. Bull float once, early, before bleed water shows. Make one pass to close the surface and embed coarse aggregate, overlapping half the blade, with the leading edge lifted on the push and the trailing edge lifted on the pull. Acceptance: a closed, uniformly textured surface with no aggregate proud of it, completed before water appears. Wrong looks like repeated bull float passes chasing a flat surface, which works fines and water upward and sets up the delamination this whole procedure exists to prevent; stop rule, one pass, then off the slab. Hazard: a metal bull float or highway straightedge handle contacting an overhead conductor is a fatality, and 29 CFR 1926.702(e)(1) requires handles used where they may contact energized conductors to be nonconductive or insulated with an equivalent sheath, so the marked zone from step 1 is respected and a conductive handle never goes under a line.
5. Wait for the bleed water to leave, and let the surface be the clock. Nobody touches the slab between bull float and float. Acceptance: no free water and no sheen anywhere, and a boot leaves an impression of roughly one quarter inch. Wrong looks like a crew starting because the schedule says so, or squeegeeing standing bleed water back into the surface; stop rule, water still rising means wait, and never dry-cement a wet surface to soak it up, which builds a weak, high-shrinkage skin. Hazard: this wait puts crews standing on an open slab in the sun, so water and shade are on site per the hot weather standard, and nobody sits on form stakes or exposed dowel ends.
6. Edge, mark the joints, and float. Run the edger against the forms, mark or tool the joints the layout calls for, then float to open the surface and level minor irregularities. Acceptance: a uniform matte surface with no wet lines, edges consolidated with no voids at the form, joint marks landing on the layout lines. Wrong looks like joints eyeballed off the form rather than off the layout, which shifts panel size and puts a random crack next to the joint you cut; stop rule, marks that do not match the layout stop the work until they are re-measured from the control dimensions. Hazard: kneeling on fresh concrete is an alkali burn exposure, so knee protection over impervious trousers and the flush station from the wet concrete contact SOP are in place before anyone kneels.
7. Trowel to the specified finish, and stop at the boundary the mix sets. Trowel only after floating, with progressively steeper blade pitch, and stop at the finish the specification names. Acceptance: the specified surface, with the hard boundary that air-entrained concrete placed outdoors gets a float and texture finish and never a hard steel trowel finish, because troweling seals a surface that has to release air and water and the result is blistering and sheet delamination. Wrong looks like a burnished, dark, glassy patch on an exterior slab; stop rule, stop the machine, tell the crew leader, mark the troweled extent on the plan, and hold that area for a sounding check before handover. Hazard: a walk-behind power trowel will drive itself and the operator into a wall, and 29 CFR 1926.702(i) requires manually guided powered trowels to have a control switch that shuts off power when the operator's hands leave the handles, so the switch is function-tested before the machine goes on the slab and no one blocks or ties it.
8. Texture, then check flatness and release to cure. Apply the specified texture, commonly a broom pulled in one direction perpendicular to traffic on exterior flatwork, re-check the straightedge, and hand the slab to the curing SOP. Acceptance: texture uniform in depth and direction with no skipped lanes, no straightedge line worse than the specified tolerance, cure started inside the window the curing SOP sets. Wrong looks like a broom dragged both directions, which reads as two surfaces once it is wet, or a slab left bare while the crew cleans tools; stop rule, cure starts before cleanup, and a slab that failed the straightedge is photographed and reported before anything covers it. Hazard: brooming is done from outside the slab or off a kneeling board, and the tool goes down before the operator repositions.
The record this produces
One finishing log per pour. Fields: job and pour identifier, specified finish and straightedge tolerance from the work order, placement start and complete times, bull float time, the time the sheen cleared with the footprint depth observed, float start, trowel passes with start and stop times and the operator, texture type and direction, straightedge readings by line, and the cure start time.
It sits with the delivery log and the pre-pour checklist. The PM reads the trowel times the day a customer reports a flaking surface, because a trowel pass logged before the sheen cleared explains a delamination that no cylinder break will. The owner reads it across a season to see whether one crew works the surface early every time, which is a training problem rather than a materials problem.
One pass, with a step that failed
A 24 by 30 ft interior garage slab at 4 in, hard trowel finish, plus an 8 by 20 ft exterior entry apron at 4 in in an air-entrained mix with a broom finish. The work order named a 1/4 in tolerance under a 10 ft straightedge.
Placement ran 07:20 to 08:40. Step 3 read four straightedge lines plus both diagonals at a maximum gap of 3/16 in, inside the 1/4 in named. Step 4 bull floated the garage at 08:52 in one pass. Step 5 held the crew off until 09:35, when the sheen had gone and a boot left an impression of about 1/4 in. Floating started 09:40 and the first trowel pass on the garage at 10:15.
Step 7 failed on the apron. An apprentice moved the walk-behind trowel from the garage onto the apron and made most of one pass before the crew leader stopped him. The stop rule ran as written: machine off, extent marked on the plan, and the burnished area measured at roughly 3 by 4 ft, which is 12 sq ft of the 160 sq ft apron, or about 7.5 percent, sitting inside one 8 by 10 ft panel.
The decision then follows from what troweling did, not from how much area it covered. Steel-troweled air-entrained concrete has a sealed surface over a layer still releasing air, so the risk is a delaminated sheet, and it stops at the panel joint. The crew broomed the rest of the apron, left the burnished panel alone rather than texturing a surface already closed, and logged it for a sounding check. Sounded three days later with a chain drag, the panel gave a hollow response over about half the burnished area, so the shop removed and replaced that panel to the joints.
Replacing 80 sq ft out of 880 sq ft placed that day, about 9 percent, is what one unsupervised machine pass cost. The alternative was handing over an apron that would delaminate in the first freeze, which ends with the same panel replaced plus a callback and an argument about who caused it.
When the pour does not go to plan
Rain starts after strike off: cover with plastic held off the surface on battens, stop finishing, never work rainwater in, and assess once it clears rather than assuming the slab is lost. Bleed never appears at all on a hot or windy day: the surface is drying rather than setting, so route to the hot weather standard's evaporation gate and fog upwind, because floating a surface dry on top and plastic underneath tears it. The slab stiffens faster than the crew can finish: add finishers or shorten the placement front, and do not wet the surface to buy time, which is floating in bleed water with an extra step. A customer asks for a different finish mid-pour: stop, call the PM, and get the change written before a tool touches the slab, because a smooth finish on an exterior walk is a slip complaint the shop will own.
