Ledger Attachment and Flashing Standard

Purpose

This procedure guarantees that a deck ledger transfers gravity and lateral load into a sound band joist, and that the wall it is bolted to stays dry for the life of the deck. Both halves have to be true at once. A ledger with a perfect fastener pattern behind a reversed flashing lap will hold for years and then drop the deck once the band joist behind it turns to punk, which is why ledger connections dominate the catastrophic residential deck collapse record.

It also forces one decision point. An opened wall is the only look at the band joist anyone will ever get, so this SOP puts that look before the fasteners and stops the job when what is behind the siding is not what the contract assumed.

Scope

Covers ledger attachment to a wood-framed band joist on a residential deck under the IRC, from the sheathing out to the counterflash, plus the lateral load connection.

Does not cover attachment to masonry, brick veneer, concrete, or a cantilevered floor edge; each of those is grounds to redesign the deck free-standing or route it to an engineer. Footings, posts and beams belong to their own standards. Pre-1978 lead-safe practice belongs to the permitted deck demolition SOP, which gates step 2 here.

Procedure

1. Confirm the attachment is legal on this wall. Identify what the ledger bolts to: solid band joist, engineered rim, masonry, veneer, or a cantilevered edge. Acceptance: wood band joist or engineered rim at least 2 inch nominal thickness, which is the assumption the IRC ledger fastener table is built on. Wrong looks like brick veneer, stucco over unknown backing, or a floor that cantilevers past the foundation. Stop rule: do not drill, route to a free-standing design or to an engineer. No hazard yet, which is the point, since every hazard below is created by an attachment you may not be allowed to make.

2. Open the wall and read the band joist. Cut siding back to the ledger footprint plus 4 inches all around, then probe sheathing and band joist with an awl at every planned fastener location, not at a sample. Acceptance: the awl stops within 1/4 inch under firm thumb pressure at every location and the wood is dry to the touch. Wrong looks like the awl sinking to the handle, or a dark stain radiating from an old fastener hole. Stop rule: one soft location means opening until you reach sound wood both sides, photographing it, and escalating to the office as a change order before any fastener goes in. Hazard: on a pre-1978 house, cutting painted siding is demolition of painted surface and runs under EPA RRP work practices with a P100 half-mask, wetted surfaces and contained chips, not a dust mask.

3. Dry-run the lap order before anything is fastened. Call out, from the sheathing outward, what each layer laps: membrane on sheathing, ledger, ledger flashing over the ledger top, housewrap and siding over the flashing leg. Acceptance: every layer sheds onto the one below with no reverse lap, said out loud and photographed. Wrong looks like housewrap tucked behind the flashing leg, which aims water into the wall. Stop rule: if the wrap is already cut short above the ledger line, splice new wrap in rather than taping over a reverse lap. Hazard: this happens off a ladder at the ledger line, so set it at a 4 to 1 pitch and tie the top off first.

4. Install the membrane behind the ledger. Apply self-adhered flashing membrane over the full ledger footprint plus 2 inches above and below, rolled with a J-roller. Acceptance: no fishmouths, and a hand pull-test at a corner shows full adhesion. Wrong looks like a bubble at a lap, or membrane laid below the manufacturer's minimum application temperature, which releases in the first hot week. Stop rule: below that temperature, prime as the datasheet directs or postpone; never warm the membrane with an open flame. Hazard: membrane primers are solvent-based, so read the SDS and stay upwind of the cut.

5. Set the ledger to elevation and tack it. Snap the ledger line so finished decking sits at least 1 1/2 inches below the interior floor at the door threshold, then tack with two temporary fasteners. Acceptance: level end to end within 1/8 inch, and the threshold drop measures at or above the design value. Wrong looks like a ledger set to a siding course instead of to the water line at the door. Stop rule: if holding the drop would put the ledger below the top of the foundation, redesign the door detail with the office rather than shaving the drop. Hazard: a tacked ledger is not a support, so nobody stands on it until step 6 is accepted.

6. Drill and install the ledger fasteners to the table row. Read spacing straight off IRC Table R507.9.1.3(1) at the actual joist span and fastener type, and transcribe the end, edge and stagger distances from the figure beside that table onto your layout before drilling. At a 12 foot joist span and 40 psf live load that row gives 1/2 inch lag screws at 15 inches on center and 1/2 inch through-bolts at 29 inches on center; lags and bolts never share a spacing, and 16 inches on center is a joist layout number with no business on a ledger. Acceptance: every fastener draws its washer visibly into the ledger face and the ledger closes to the membrane with no gap that takes a business card. Wrong looks like a lag that spins without drawing, or one that runs free after biting. Stop rule: back it out, probe the hole, and if resistance is gone you have found rot the step 2 probe missed; red-tag the ledger and return to step 2. Hazard: band joists carry branch circuits and water lines, so kill and lock out the circuits serving that wall and verify dead before drilling, per 29 CFR 1926.417.

7. Install the lateral load connection. Fit the hold-downs called for by IRC R507.9.2, either two devices of at least 1500 pounds capacity each or the four-device 750 pound alternative, placed as the code figure shows and tied to house floor framing rather than to sheathing. Acceptance: each device fully fastened to its manufacturer's schedule with every hole filled, and the tension tie reaching an interior joist. Wrong looks like a device screwed to the subfloor edge, or holes left empty because framing was tight. Stop rule: if interior framing cannot be reached without cutting finished ceiling, have the office schedule interior access; a missing lateral connection is not a punch list item. Hazard: this is overhead work in a floor cavity, so support any temporary ceiling opening and wear eye protection against falling debris.

8. Flash the ledger and counterflash it. Install ledger flashing over the ledger top and up behind the water-resistive barrier, in corrosion-resistant metal of at least the nominal 0.019 inch thickness the IRC deck materials section requires, or an approved nonmetallic flashing. Acceptance: vertical leg behind the housewrap, horizontal leg covering the full ledger top, end dams formed rather than caulked, joints lapped with the upstream piece on top. Wrong looks like sealant substituting for a lap, or aluminum flashing against copper azole treated lumber, which corrodes. Stop rule: any joint you cannot make as a lap gets remade; caulk is not a stop rule, it is a delay. Hazard: cut flashing edges open a forearm, so deburr every cut and wear cut-resistant gloves.

9. Water test before anything covers it. Run a garden hose on the wall above the ledger for 10 minutes at low pressure while a second person watches the ledger underside and the interior floor cavity where reachable. Acceptance: no water at the ledger underside, at any fastener, or on interior framing during the test or for 10 minutes after. Wrong looks like a bead forming at one fastener, which is an unsealed membrane puncture. Stop rule: one drip stops close-in; cut the membrane back to sound adhesion, repair, retest. Hazard: hose water plus temporary lighting and corded tools on that wall is a shock path, so everything on that circuit runs through a GFCI and cords stay out of standing water.

10. Photograph and close in. Shoot the full run, both ends, each lateral device, and a close frame of the fastener stagger with a tape in shot. Acceptance: the photo set covers every fastener location and the tape is readable. Wrong looks like three wide shots and no scale. Stop rule: no photos, no close-in; the siding waits. This step is cheap and it is the only evidence that will ever exist.

The record this produces

Each ledger produces one record, attached to the job before the wall closes:

  • Wall type, band joist material and thickness from step 1, and the step 2 probe result at every fastener location as pass or the depth found.
  • The step 6 table row: joist span, live load, fastener type, resulting on-center spacing, and fastener count installed.
  • Lateral device model, rated capacity, count, and where each landed.
  • Flashing material and thickness, and the lap order as photographed.
  • Water test start time, duration, observer, result, and the photo set named by job and elevation.

Three people read it later. The inspector wants the table row and the spacing. The estimator wants the probe result the next time this crew bids a wall of that age. Whoever answers the year-seven call about a stain on the band board needs to know whether the flashing was ever water tested.

One run, including the stop that fired

Job: 16 foot wide attached deck, joists spanning 12 feet clear from ledger to beam, 40 psf live load, 1978 two-story with painted lap siding.

Step 1 passed, 2x10 solid band joist confirmed from the basement side. Step 2 probed 14 planned locations: twelve read hard under 1/4 inch, two near the old hose bib took the awl to about 3/8 inch and read damp. That is a stop, and the crew took it. They opened 3 feet further each way, found the damp band confined to a 30 inch section, photographed it, and the office issued a change order to sister the band joist. Work resumed on day three.

Step 6 on the repaired wall: the table at a 12 foot joist span gives 1/2 inch lags at 15 inches on center. The 16 foot ledger is 192 inches; holding the figure's 2 inch end distance at each end leaves 188 inches between first and last fastener, and 13 equal spaces across it works out to 14.46 inches on center, under the 15 inch maximum, for 14 fasteners total. Thirteen drew down clean. Fastener 9 spun at roughly half the expected turns with no draw. The stop rule fired a second time: backed out, hole probed soft, and the day-three sistering was found to stop 4 inches short of it. Rather than shift the fastener, the lead red-tagged the ledger and went back to step 2, because moving a fastener to dodge rot is how a ledger ends up with the required count and none of the required capacity. The sister was extended and all 14 then drew down.

Step 9 ran 10 minutes of hose plus a 10 minute watch, dry at every fastener and in the interior bay. Total slip was three days, all of it change-order work, none of it optional under the procedure as written.
