Material Staging and Site Protection

Purpose

A deck package is several thousand pounds of material that arrives once, lands wherever the driver can reach, and then sits on somebody's property for a week. This procedure decides where it lands before the truck is ordered, so the drop zone is a computed choice rather than the driver's. What it guarantees is that no delivery puts a boom under a service drop, no stack sits over a septic lid, no pallet ruts a lawn that then comes out of the job, and no board is damp-stacked into cup and crook before it is ever cut.

Scope

Covers the period from material takeoff through the last piece leaving the stack: route survey, drop-zone selection, surface protection, receiving and inspecting the load, staging order, storage conditions, end-of-day security. It applies to yard deliveries, boom-truck deliveries, and material the crew hauls in itself.

It does not cover demolition debris or dumpster placement, and it does not cover staging on an existing deck that has not been assessed. If the plan puts weight on structure someone else built, deckbuilding-existing-deck-safety-assessment runs first and its disposition governs.

Procedure

1. Walk the delivery route and mark the drop zone before the order is placed. Walk it on foot from the street to the build area, looking up as well as down: overhead service drops and their approximate height, gate widths, soft ground, irrigation heads, well casings, septic lids and drainfield. Call your state's one-call service at 811 and get the ticket number. Acceptance: a drop zone marked in paint or stakes, photographed, and a locate ticket number in the file. Wrong: choosing the drop zone on delivery morning while the driver waits, which is how material lands on a drainfield. Stop rule: if the only route crosses a septic lid, a drainfield, or ground a loaded truck will rut, the drop zone moves to hard surface and material gets hand-carried, decided before the order goes in. Hazard: equipment near energized overhead lines needs 10 ft of clearance for lines up to 50 kV under 29 CFR 1926.1408 Table A, so a boom that would come nearer means no boom operation on that route until the utility itself de-energizes or covers the line.

2. Compute what the chosen surface will actually carry, over the area it bears on. Divide the staged weight by the footprint the stack really bears on, not the footprint it occupies, and weigh one representative board on a scale rather than assuming. A deck surface carries a 40 psf live allowance under IRC Table R301.5, and that is a uniform allowance, so a pile concentrated in one corner is not covered by it. Acceptance: a written psf figure for each stack location, at or under that surface's allowance. Wrong: reading the total delivery weight and calling it fine because the deck carries people. Stop rule: any stack over the allowance is split or moved to grade before the truck is unloaded, never after. Hazard: staged material defines the walking route, so leave a clear aisle to every work face per 29 CFR 1926.250(a)(1) rather than boxing the crew in behind a stack.

3. Protect every surface before anything lands on it. Hard surfaces take plywood; asphalt in summer takes continuous dunnage, because a point load prints into softened asphalt within hours. Turf takes plywood or track mat and a stated limit on how many days it stays covered. Acceptance: no stack, sleeper or truck tire in contact with a finished surface, and every flagged irrigation head still visible from the drop zone. Wrong: laying plywood after the first pallet is down, which protects nothing already printed. Stop rule: a surface that cannot be protected does not become the drop zone, and where there is genuinely no alternative the homeowner's written acknowledgment names that surface before anything lands. Hazard: plywood and poly on wet turf or a sloped drive is a slip surface, so stake sheets at the perimeter and keep poly off walking routes.

4. Receive and inspect at the tailgate, before the driver leaves. Count every line against the packing list, sight long boards for crook, and check that every connector, hanger and fastener matches the preservative: copper-based treated lumber needs the hot-dip galvanized coating weight or stainless grade the connector manufacturer calls for, and ordinary electro-galvanized hardware corrodes in it. Acceptance: counts match, and nothing over the shop's stated crook limit, commonly 1/2 in on a 16 ft board, goes into the deck-surface pile. Wrong: signing and inspecting after the truck has gone, which converts a supplier problem into yours. Stop rule: short counts and rejections are written on the receipt and initialled by the driver before signature; wrong hardware coating is refused outright, not accepted for later swap. Hazard: bundle banding is under tension, so cut it from the side with the strap held rather than from above, and nobody stands under or beside a load while the boom holds it.

5. Stage in build sequence, not by product type. The order material comes off the stack is the order the deck goes together: footing and post material first, then beams, joists and hangers, then decking, then rail and stair stock. Last-used goes at the bottom. Acceptance: the crew can reach the next day's material without moving a different stack. Wrong: one tidy pile per product, which reads well and leaves the decking bundle sitting on the joists all week. Stop rule: if the drop zone is too small to sequence, split the delivery into two dates rather than stacking out of order, and tell the office so the schedule reflects it. Hazard: stacks go on level, solidly supported sills and stay stable and self-supporting per 29 CFR 1926.250(b)(1), meaning a stack that will not walk when someone pulls from one end.

6. Store each material to its own requirement, which is not the same requirement. Composite and PVC boards store flat on a level surface at the support spacing the bundle wrap states, never on edge, because a bow set in storage stays. Treated lumber stores stickered with air moving through it, covered on top against rain and sun but open at the sides, because sealed wrap traps moisture and grows mold on boards you are about to install. Acceptance: nothing on edge, nothing sealed under tight plastic, nothing directly on soil. Wrong: shrink wrap left on through a week of sun, the most common cause of cup and mold on a delivery that arrived sound. Stop rule: a board that has cupped, twisted or moulded in storage comes out of the deck-surface pile and is re-purposed or returned, not installed and hoped over. Hazard: cutting or ripping treated lumber puts wood dust in the air, so cut outdoors with eye protection and respiratory protection matched to the exposure, never in a closed garage bay.

7. Secure the site at the end of every day, including the first. Re-cover opened bundles, pull anything blown loose, re-mark buried irrigation heads, and walk the customer's side of the property for fasteners and offcuts. Acceptance: no loose sheet material, no unsecured stack over waist height, no fasteners where anyone walks barefoot, and a dated photo of the staged area. Wrong: leaving the walk until the end of the job, when nobody can remember what was already there. Stop rule: a stack that cannot be secured against forecast wind comes down flat rather than being tarped and hoped for. Hazard: treated offcuts are landfill waste and never burn material or mulch, so they go into a segregated pile from day one.

The record this produces

One Staging and Site Protection Record per job, filed against the job number: the drop-zone photo dated before delivery; the locate ticket number and date; the route restriction from step 1 and what was done about it; the per-stack psf figure and the allowance it was compared against; the protection installed on each surface, photographed; the signed delivery receipt with short counts and rejections written on its face; a dated end-of-day site photo for each working day.

Who reads it later: the office, if the supplier disputes a short count; the estimator, when the property comes back for a second phase and the access limits are already known; and the shop's insurer, if the homeowner claims a lawn, drive or septic field was damaged. Photographs dated before delivery are the only version of that argument you can win.

Worked pass

Rebuild of a 14 ft by 20 ft rear deck. Takeoff: 96 deck boards, 34 framing pieces, 6 posts.

Step 1: FAILS. The only route a boom truck can take to the back yard is the north side, and a service drop crosses it about 14 ft above the driveway. The boom would work within roughly 4 ft of the line, well inside the 10 ft minimum for lines up to 50 kV in 29 CFR 1926.1408 Table A. Stop rule taken: no boom operation on that route. The utility could not schedule a line cover inside the build window, so the drop zone moved to the front driveway apron and the material is hand-carried. The office told the customer that morning and half a day went onto the schedule.

Step 2: the crew weighed one 16 ft deck board at 28 lb, one framing piece at 42 lb, one post at 38 lb. That gives 96 x 28 = 2,688 lb of decking, 34 x 42 = 1,428 lb of framing, 6 x 38 = 228 lb of posts, 4,344 lb in total. The original plan was to pile all of it in the 8 ft by 6 ft corner of the existing lower deck nearest the stairs: 48 sq ft, so 4,344 / 48 = 90 psf against a 40 psf live allowance, 2.3 times over. Split instead into two stacks on the driveway apron and one on grade, none on the deck.

Step 3: apron is stamped concrete, so 3/4 in plywood under both stacks with sleepers on top of it. Two irrigation heads between apron and gate flagged.

Step 4: counts matched. Six deck boards sighted past the shop's 1/2 in crook limit over 16 ft, written on the receipt, initialled by the driver, left on the truck. Hangers came in the specified coating and were accepted.

Step 5: posts and framing on the grade stack for the first two days, decking on the apron, rail stock at the bottom of the second apron stack.

Step 6: shrink wrap cut off both decking stacks on arrival and replaced with a top-only cover. Framing stickered every 4 ft.

Step 7: dated photo each night. On night three a gust warning brought the rail-stock stack down flat rather than tarped.

What the pass shows: the failing step was the first one, and it was the only step still cheap to fix. Found on delivery morning instead, the same finding is a truck standing in the street with a driver on the clock and a crew improvising a route.

When the site does not match this procedure

If the homeowner cannot say where the septic tank or drainfield is, treat the whole side yard as excluded until the county as-built or a locate says otherwise. If a delivery arrives unannounced, keep it on the truck while the drop zone is marked, or refuse it. If the customer insists on a drop zone your figures rejected, put the figure and the refusal in writing before anything is unloaded there.
