AFCI Requirement Check on a Remodel

Purpose

On a remodel the arc-fault trigger is not "did we run a new circuit." It is whether an existing branch circuit serving a covered area is being modified, replaced or extended. That is a different question, it gets answered per circuit rather than per job, and it is the reason a small kitchen-wall change can carry a breaker cost that a whole new circuit in a bathroom does not.

Getting it wrong runs both directions and both are expensive. Miss a required circuit and the rough inspection stops the job with the drywall crew already booked. Apply it to circuits the adopted edition does not reach and you have priced protection nobody required, on a bid you may have lost because of it.

Scope

Dwelling-unit remodels, additions and alterations where existing branch-circuit wiring is disturbed, covering the per-circuit determination, the extension exception, the method decision and the panel-side consequences.

Does not cover new construction wired complete, where the answer is simply the adopted list; GFCI, which is a separate and often overlapping requirement (expanded-gfci-requirement-check-before-a-quote); the service-call diagnosis of a device that trips after install (gfci-and-afci-nuisance-trip-service-visit); or aluminium branch-circuit conditions, which change the whole conversation (aluminum-branch-circuit-remediation).

Procedure

  1. Record the adopted edition and amendments on the circuit list. NEC 210.12 has been reorganized across cycles, and the extension provision that governs remodels sat at 210.12(D) in the 2020 text. Run code-cycle-adoption-check-before-a-permit-application. Acceptance: edition year, amendment source and check date at the head of the circuit list. Wrong looks like a determination made from memory of a different jurisdiction. Stop rule: no edition, no determination. Hazard: none at this step, it is a desk decision.

  2. List every branch circuit the work will modify, replace or extend, and trace each one to its origin. Not every outlet in the remodel belongs to a circuit you are touching, and not every circuit you are touching is visible in the remodel area. Acceptance: a numbered circuit list, each line naming the panel, the position number and the areas that circuit serves. Wrong looks like a list built from the panel directory without confirming it. Stop rule: a circuit whose origin you cannot confirm gets traced before pricing, because the method depends on where it starts. Hazard: identify circuits by opening and closing breakers, not by pulling devices live, and where a device must come out, prove it dead first.

  3. Mark which of those circuits serve areas the adopted (A) list covers. The dwelling-unit list has grown across cycles and now reaches most habitable areas, kitchens and laundry areas among them, but it is not universal - bathrooms, for instance, are not on the dwelling-unit list, and that surprises techs who assume every circuit needs one. Acceptance: each circuit line marked in or out with the area term from the section text beside it. Wrong looks like every circuit marked in on the assumption that arc-fault protection is now everywhere. Stop rule: an area you cannot match to a term in the adopted text goes to the authority having jurisdiction before pricing, recorded by name and date. Hazard: none at this step.

  4. Measure each extension against the exception, with a tape. The 2020 text carries an exception for an extension of existing conductors not more than 6 ft that adds no outlets or devices other than splicing devices. Both conditions have to hold, and the measurement is of the conductor extension, not the wall. Acceptance: a measured length in feet and inches on every extended line, plus a yes or no on whether any outlet or device is being added. Wrong looks like the exception claimed on a run nobody measured, or claimed on a run that also picks up one new receptacle. Stop rule: over the limit, or any added outlet, and the exception does not apply - protect the circuit. Hazard: none at this step, it is measurement of de-energized rough work; if the conductors are still live, prove dead before handling them.

  5. Choose the method per circuit: breaker at the origin or outlet branch-circuit device at the first outlet. The adopted text permits more than one method for a modified circuit, and the panel decides which is practical. Acceptance: each protected circuit marked with its method, the pole count, and a confirmed listed part for that panel or that device location. Wrong looks like a breaker specified for a panel that has no listed arc-fault breaker made for it. Stop rule: no listed breaker available means the outlet-device method is priced instead, or a panel change is quoted - never a standard breaker with a note to revisit. Hazard: none at this step, it is selection from listings.

  6. Open the panel and look for shared neutrals and multiwire branch circuits before committing. Open and lock the main under 29 CFR 1910.333(b)(2), written for qualified persons under 1910.332 and 1910.399, and prove dead live-dead-live per NFPA 70E-2021, 120.5 in the edition your program has adopted, before the deadfront moves. Then trace neutrals: a single-pole arc-fault device sees return current that does not belong to its circuit and opens. Acceptance: every circuit on the list marked as dedicated neutral, shared neutral or confirmed multiwire, with the finding written per circuit. Wrong looks like a neutral bar with several circuits landed under one screw and nobody looking further. Stop rule: a shared neutral means separating the neutrals or using a two-pole device where the circuits are a true multiwire pair on opposite phases - it does not mean installing the single-pole device and seeing what happens. Hazard: the line side of the main stays energized with the main open, so set boundary and PPE under arc-flash-boundary-and-ppe-selection-before-panel-work.

  7. Install, restore power and functionally test each protected circuit. Covers and deadfront on before the main closes, and stand to the hinge side rather than square in front while restoring. Then operate the device's own test button and confirm it opens and resets, and run the circuit's normal load for long enough to see it hold. Acceptance: every protected circuit trips on its test button, resets, and carries its connected load without opening for the duration of the shop's hold period. Wrong looks like a device that tests fine with nothing plugged in and opens the first time the customer runs a vacuum. Stop rule: a device that will not hold under load does not get left in service overnight - diagnose it under gfci-and-afci-nuisance-trip-service-visit before you leave. Hazard: this is the step that puts energy back with occupants in the building; keep them clear of the panel until covers are on and the tests are finished.

  8. Hand over the circuit list and the nuisance-trip conversation. Tell the customer which circuits are now protected, what the test button is for, and that an arc-fault device opening is information rather than a defect. Acceptance: the customer repeats back which rooms are on protected circuits and signs the list. Wrong looks like a customer who first learns about the devices when one opens at midnight. Stop rule: no handover, no closeout. Hazard: none at this step.

When the site does not match the assumption

The panel is an obsolete make with no listed arc-fault breaker at all. That is the outlet-device method or a panel change, priced before the job starts, and it is the single most common reason a small remodel carries a panel line.

The circuit turns out to be aluminium branch-circuit wiring. Stop the arc-fault conversation and run aluminum-branch-circuit-remediation first, because the termination condition governs the scope and the protection decision follows it.

The customer wants the exception claimed on a run that is clearly longer than the limit. The measurement goes on the record as measured, the answer is no, and the reason is stated once: the number is not negotiable and the inspector has the same tape.

The record this produces

One circuit list per remodel: the edition, source and check date from step 1; per circuit, the panel, position number and areas served from step 2; the covered or not-covered verdict with its area term from step 3; the measured extension length and added-outlet answer from step 4; the method, pole count and part from step 5; the neutral finding from step 6; the test-button and load-hold result from step 7; and the customer signature from step 8.

The inspector reads the covered verdicts. The next tech reads the neutral findings, which is the field intelligence nobody else will ever write down.

Worked pass: 1985 ranch, kitchen and hall remodel, 2020 NEC jurisdiction

Step 1 records the 2020 edition, amendment package checked that morning. Step 2 lists four circuits in scope, all originating in the main panel: A, bedroom receptacles at position 7; B, hall receptacles and lighting at position 9; C, a new kitchen small-appliance circuit; D, the bathroom receptacle circuit at position 12.

Step 3 marks A, B and C as serving covered areas. D is a bathroom circuit, which the dwelling-unit list does not reach, so it is marked out for arc-fault while remaining squarely inside the GFCI requirements handled under expanded-gfci-requirement-check-before-a-quote.

Step 4 measures the two extensions. Circuit A is extended 22 ft and picks up three new receptacle outlets, so both conditions of the exception fail and A is protected. Circuit B is extended 4 ft 6 in with no added outlets or devices beyond one splice; 6 ft minus 4 ft 6 in leaves 1 ft 6 in of margin, so the exception applies and B is not protected. C is new work in a covered area and is protected on that basis. That is two of the four circuits protected, A and C.

Step 5 sets the method on both: a breaker at the origin, single pole each, from the arc-fault family this panel's label lists, with the catalog number written on the circuit list beside A and C.

Step 6 fails. With the main open and locked and the bus proved dead, circuits A and D are found sharing one neutral back to the bar. A single-pole arc-fault breaker on A would carry D's return current and open. The stop rule fires: no device goes in until the neutrals are separated. Because the remodel opening exposes the junction, the neutrals are separated back to the panel and quoted as one added line rather than as a change order after a callback. The step 5 line is then re-read and stands unchanged: A and C are still single-pole breakers at the origin. Had A and D been a true multiwire pair on opposite phases rather than a casual shared neutral, the pole count on A would have gone to two and the part on the list with it.

Step 7: covers on, main closed from the hinge side. Circuit A trips and resets on its test button and holds a vacuum, then a hair dryer, through a 30-minute run. Circuit C does the same on the countertop appliances. Step 8 hands over the list with two protected circuits named, and the customer signs.
