Expanded GFCI Requirement Check Before a Quote

Purpose

The GFCI question gets answered against the adopted edition before the price is set, not at rough inspection. NEC 210.8 has grown at nearly every cycle, and the two changes that catch shops hardest are the ones that do not look like GFCI changes at all: the voltage and ampere scope that pulled 240 V receptacles into the dwelling-unit list, and the outdoor-outlet provision that reaches equipment nobody thinks of as an outlet.

A scope priced from the list a tech carries in their head is priced from whichever edition they learned. When the inspector applies the adopted one, the gap becomes a change order on a job the customer already signed, and the shop absorbs it or has an argument it will lose.

Scope

Covers the pre-quote determination of GFCI requirements for residential and small-commercial work: new circuits, remodels, additions and service work in an adopting jurisdiction.

Does not cover the protection method's field behaviour after install, which gfci-and-afci-nuisance-trip-service-visit owns; receptacle replacement outside a priced scope (receptacle-replacement-and-required-upgrade-assessment); AFCI (afci-requirement-check-on-a-remodel); or the outdoor cover listing question (outdoor-outlet-and-in-use-cover-verification).

Procedure

  1. Pull the adopted edition and amendments, and write them at the top of the takeoff. Run code-cycle-adoption-check-before-a-permit-application. Acceptance: edition year and amendment source recorded on the takeoff itself, not just in a folder. Wrong looks like a takeoff carrying no edition, which means nobody can tell later which list it was priced from. Stop rule: no edition, no takeoff. Hazard: none at this step, it is a desk decision.

  2. Inventory every receptacle outlet the work creates, replaces or modifies, room by room, and count them. Walk the drawing and the site together and list each outlet with its room, its voltage and its ampere rating. Acceptance: a numbered list whose total matches the count on the drawing, with a voltage and rating against every line. Wrong looks like "kitchen receptacles" as a single line item. Stop rule: an outlet you cannot assign a voltage and rating to gets confirmed on site before pricing. Hazard: on the site walk, treat every existing device as energized and do not remove a plate to identify a circuit without proving dead first.

  3. Apply the adopted 210.8(A) location list to each line, one at a time. The dwelling-unit list has grown across editions and now reaches areas that were once excluded, including finished basement areas. Acceptance: every line marked in or out with the location term from the section text written beside it. Wrong looks like a whole room marked in or out on the strength of what the last job needed. Stop rule: a location you cannot match to a term in the section goes to the authority having jurisdiction before pricing, with the answer recorded by name and date. Hazard: none at this step.

  4. Apply the adopted voltage and ampere scope, which is where the 240 V outlets get caught. The 2020 edition widened the dwelling-unit scope beyond the old 125 V, 15 and 20 A framing to receptacles up to 250 V on single-phase branch circuits rated 150 V or less to ground, which pulls dryer, range and similar outlets in listed locations into 210.8. Acceptance: every 240 V line on the inventory marked in or out against the scope sentence of the adopted edition, quoted on the takeoff. Wrong looks like a garage 240 V outlet skipped because 240 V outlets never used to be in the list. Stop rule: if the adopted edition predates that change, mark it out and say so in writing, because a later reader needs to know it was considered. Hazard: none at this step.

  5. Add the provisions that are not the (A) list: appliances, crawl-space lighting, and outdoor outlets. The dishwasher branch-circuit provision at 210.8(D) in the 2020 text was broadened in the 2023 edition to a list of specific appliances, and 210.8(F) reaches outdoor outlets serving equipment such as the condensing unit. Acceptance: every appliance and outdoor outlet in scope carried on the same numbered list as the receptacles, marked in or out with its subsection. Wrong looks like an inventory that lists only receptacles the customer can see. Stop rule: an outdoor equipment outlet with no verdict blocks the quote. Hazard: on a crawl space walk, do not enter until the space is checked for standing water in contact with energized wiring, and if there is any, the circuit is killed at the panel before anyone goes in.

  6. Decide the protection method per circuit, at the panel, with the deadfront off. Device at the first outlet or breaker at the origin, and confirm a listed breaker exists for that panel in the pole configuration needed. Open the panel only after opening and locking the main under 29 CFR 1910.333(b)(2), written for qualified persons under 1910.332 and 1910.399, and proving dead live-dead-live per NFPA 70E-2021, 120.5, in the edition your program has adopted. Acceptance: each protected circuit marked device or breaker, with the pole count and a confirmed listed part. Stop rule: no listed breaker in the required configuration for that panel means the panel-side consequence gets priced now, not discovered at rough. Hazard: the line side of the main stays energized with the main open, so set boundary and PPE under arc-flash-boundary-and-ppe-selection-before-panel-work.

  7. Price the panel-side consequence and put it on the quote as its own line. Positions consumed, any panel or interior replacement the method forces, and any neutral separation the method requires. Acceptance: positions required against positions available written as two numbers, and every consequence carrying a labour and material line. Wrong looks like a GFCI count with no panel work behind it. Stop rule: positions required exceeding positions available goes back to the estimator before the quote issues. Hazard: none at this step, it is arithmetic.

  8. Put the determination in front of the customer in language they can act on. One line naming the count of protected outlets, the edition it was priced against, and the plain reason. Acceptance: the customer initials the line. Wrong looks like the protection buried in an allowance. Stop rule: a customer who refuses required protection gets the refusal recorded in writing and referred to the office before any work starts. Hazard: none at this step.

When the site does not match the assumption

The adopted edition predates the change you expected. Price to the adopted edition, and offer the newer protection as an option with the reason attached. A shop that quietly prices to the newest cycle everywhere is overcharging in the jurisdictions that lag.

A local amendment is stricter than the model text. The amendment governs, and it is the document that gets cited on the takeoff.

An existing outlet in scope has no equipment grounding conductor. GFCI protection is part of that answer but not all of it, and the marking and method requirements live with the replacement rules - see receptacle-replacement-and-required-upgrade-assessment rather than deciding it here.

The record this produces

One takeoff per job carrying: the edition and amendment source from step 1; the numbered outlet inventory with room, voltage and rating from step 2; the in or out verdict and section term per line from steps 3, 4 and 5; the method, pole count and part number per protected circuit from step 6; positions required against positions available from step 7; and the customer's initials from step 8.

The estimator reads this file when the change-order argument arrives. The tech reads it on day one to know what was sold.

Worked pass: 1990s two-story, whole-floor remodel, 2020 NEC jurisdiction

Step 1 records the 2020 edition with a local amendment package, checked that week. Step 2 inventories 27 receptacle outlets in scope: 8 kitchen, 2 laundry, 6 basement, 3 garage, 3 outdoor and 5 in bedrooms and hall.

Step 3 marks 22 of the 27 in listed locations, which is 81 percent of the outlets in scope; the 5 bedroom and hall outlets are out. Step 4 examines the two 240 V lines, a laundry dryer outlet and a garage outlet roughed for future vehicle charging. Under the pre-2020 framing both sat outside 210.8; under the adopted 2020 scope both are inside it, so 2 of the 22 protected outlets, about 9 percent of the protected set, are in only because of the voltage-scope change. Step 5 adds one outdoor condensing-unit outlet already counted among the 3 outdoor lines, marked under 210.8(F).

Step 6 fails. With the main open and locked and the panel proved dead, the panel is an older make with no listed two-pole GFCI breaker in that frame, so the dryer and garage 240 V circuits cannot be protected at the origin. The stop rule fires and the consequence is priced rather than deferred: a listed panel interior replacement, quoted as its own line, with the two-pole GFCI breakers then available. Step 7 records positions required 11 against positions available 14 after that change, which clears.

Step 8 puts one line in front of the customer: 22 protected outlets, 2020 NEC 210.8, plus the panel interior. The customer initials it. The change order that would otherwise have landed at rough inspection is instead a signed line on the original quote.
