Light Fixture Replacement Standard

Purpose

Hanging the fixture is the easy half. What decides whether the swap is legal and whether it is still safe in ten years is the half nobody photographs: the temperature rating of the branch conductors that will now sit against a different heat source, the fixture's listing for the location it is going into, and the clearances that location imposes.

This procedure guarantees those three are checked and recorded before the fixture goes up. Skip them and the failures are slow and invisible. Sixty-degree branch conductors landed inside a luminaire marked for ninety embrittle over years and crack at the splice, which is a call somebody else takes. A dry-rated fixture in a bathroom corrodes at the socket shell and eventually faults to a grounded metal canopy. A pendant in a clothes closet is a violation on the day it goes in and a fire when a shelf gets stacked.

Scope

Covers replacement of surface, pendant, recessed and flush-mounted luminaires on 120 V branch circuits in dwellings, small offices, small retail and multifamily units, where the existing outlet box stays.

Does not cover the suitability of the box for the weight it will carry, which the ceiling box and fan-rated support verification SOP owns and this procedure consumes at step 4. Does not cover whether a fixture the customer bought may be installed at all, which the customer-supplied fixture acceptance SOP owns and which runs before this one. Does not cover the isolation sequence, owned by the lockout tagout for branch circuit work SOP and consumed at step 2, or under-cabinet and cove lighting, which has its own SOP.

Procedure

  1. Classify each location before the fixture leaves the truck. Acceptance: every ticket line marked dry, damp or wet; marked as inside or outside a bathtub or shower zone; marked as a clothes closet or not; and marked as an insulated ceiling or not. Wrong looks like "replace 3 lights" with no location class, which is how a dry-rated fixture ends up over a tub. Stop rule: a fixture whose listing does not match its classified location is not installed on the argument that the old one was worse. Hazard: none physical, this is a classification made from the floor; nothing is unmounted at this step, because an old fixture's canopy may be the only thing holding a corroded stem together.

  2. Establish an electrically safe work condition at the outlet box. Acceptance: zero volts from each ungrounded conductor to every other, to the grounded conductor and to ground, with the meter proved on a known live source before and after, per NFPA 70E-2021, 120.5, under the work practices at 29 CFR 1910.333(b)(2). Wrong looks like proving the switch and calling the fixture dead, when the switch may open the grounded conductor or the box may hold a second circuit. Stop rule: any reading above zero at the box means a source to find before the canopy comes down. Hazard: 1910.333(b)(2) is written for qualified persons per 1910.332 and 1910.399, so if nobody on site meets that basis the work waits.

  3. Lower the fixture and survey the box and the supply conductors. Acceptance: a written finding of conductor material, size and insulation temperature rating as marked on the jacket or inferred from the wiring method, insulation condition, whether an equipment grounding conductor is present, and the box type and marking. Wrong looks like conductor insulation that has gone brown and stiff within a few inches of the old lamp holder, which is the record of a fixture that ran hotter than the wire allowed. Stop rule: insulation that cracks when flexed does not get reused; the splice is relocated or the whip replaced. Hazard: the fixture is overhead and heavier than it looks, so it is supported by hand or a hook before the last screw comes out, and where the ceiling is pre-1978 painted or holds loose fill insulation, disturbance follows EPA's RRP rule at 40 CFR 745 Subpart E and any respirator that requires is worn only under a written program per 29 CFR 1910.134.

  4. Verify the box is suitable for the fixture's weight and type. Acceptance: the box's marking read and recorded, and the new fixture's weight confirmed at or below what that marking permits, per NEC 314.27 as adopted locally, with the ceiling box SOP run in full where the marking is absent or the fixture is a ceiling-suspended paddle fan. Wrong looks like an old pancake box carrying a heavy multi-arm fixture on the strength of two screws. Stop rule: an unmarked or damaged box is replaced, not reused because the old fixture stayed up. Hazard: working overhead from a ladder puts the tech's balance against a fixture they are also holding, so the fixture is set down before the box is worked, never held with one arm.

  5. Check the thermal constraints against the new fixture's markings. Acceptance: the branch conductors' temperature rating meets what the fixture's marking requires, per its listing instructions and NEC 110.3(B), with terminations evaluated under NEC 110.14(C); and for a recessed luminaire, at least 1/2 in clearance to combustible material and at least 3 in from thermal insulation unless the luminaire is identified for insulation contact, per NEC 410.116. Wrong looks like 60 C branch conductors landed in a luminaire marked to require 90 C supply conductors. Stop rule: that mismatch is fixed by choosing a luminaire rated for 60 C supply conductors, or by relocating the splice to a listed box outside the luminaire's heat zone with 90 C conductors run from it, whichever the instructions permit; it is never fixed by installing it anyway. Hazard: none physical, this is a comparison of two markings made on a dead circuit at the ladder top, so the fixture stays on the floor while it is read.

  6. Check the location constraints against the fixture's listing. Acceptance: a damp-location listing where the fixture is in a bathroom, covered porch or similar, and a wet-location listing where it is subject to spray or weather, per NEC 410.10; no cord-connected, chain-, cable- or cord-suspended luminaire, lighting track or paddle fan inside the bathtub or shower zone NEC 410.10(D) defines as 3 ft horizontally and 8 ft vertically from the tub rim or shower threshold, with a listed damp or wet luminaire where one is inside it; and in a clothes closet, the type and clearance to the defined storage space that NEC 410.16 requires. Wrong looks like a pendant in a closet. Stop rule: a location constraint the fixture cannot meet stops the install and goes back to the customer as a substitution, measured. Hazard: measuring the shower zone means working over a wet tub floor with a step stool, so the stool is set outside the tub and nobody stands on a tub rim.

  7. Mount the fixture, land the conductors and ground it. Acceptance: the mounting strap and hardware the fixture's own instructions specify, no substituted screws, splices in listed connectors sized for the conductor count with no bare copper outside a barrel, the equipment grounding conductor landed on the fixture's grounding means and on a metal box, and the canopy seating flat to the ceiling with no gap. Wrong looks like a canopy standing off the ceiling on one side, meaning a conductor or connector is trapped behind it. Stop rule: a canopy that will not seat comes back down and the splices are re-dressed, not compressed. Hazard: fixture wires are fine stranded and easy to nick, so strip length is checked against the connector's range and the connector is pulled on each conductor to confirm it captured.

  8. Restore power and verify. Acceptance: the lamp operating from every control that serves it; the canopy, stem and any exposed metal reading zero volts to ground with the fixture both on and off; the fixture drawing steady with no flicker; and for a recessed luminaire in an insulated ceiling, the insulation confirmed pushed back to the required clearance after the trim went in. Wrong looks like a metal canopy that reads voltage to ground, meaning the equipment grounding conductor did not land or a fixture conductor is pinched against the strap. Stop rule: any voltage on exposed metal opens the circuit again immediately, before anything else is checked. Hazard: this step puts power back with a customer often standing under the fixture, so the deadfront is on before the breaker closes, the tech stands to the hinge side of the panel, and nobody is under an open fixture when it energizes.

The record this produces

One line per fixture: location class from step 1, conductor material, size and temperature rating found, box type and marking, the fixture's own marked requirements for supply conductor temperature and location, the clearance measured where a closet or shower zone applied, the grounding path, and the step 8 verification results.

The measured clearance is the field with the long life. A closet or shower-zone dimension is the exact thing an inspector or a future buyer's inspector will question, and a ticket carrying the measurement closes the question without a return visit. The conductor temperature finding is what tells an estimator whether a whole-house lighting change on that vintage of wiring is a fixture job or a whip job.

Worked pass: three fixtures, 1974 split-level, hall and bath and closet

Step 1 classifies the hall as dry, the bath fixture as damp and possibly inside the tub zone, and the closet as a clothes closet.

Step 2 proves all three boxes dead, meter checked at 120 V on a known live hall receptacle before and after each. Step 3 finds 14 AWG copper NM with 60 C rated conductors at all three, insulation supple at the hall and bath, and browned but not cracking within 2 in of the old closet lamp holder.

Step 4 reads a 4 in octagon box marked for luminaire support at each location, and all three new fixtures weigh under 6 lb, so the marking governs and the step passes.

Step 5 checks the hall fixture, which is marked for 90 C supply conductors against the 60 C conductors present. The stop rule is met by a listed 4 in square junction box added in the accessible ceiling cavity adjacent to the outlet, with 90 C conductors run from it to the luminaire, which the fixture instructions permit.

Step 6 fails at the closet. The customer bought a small pendant, and NEC 410.16 does not permit a pendant in a clothes closet regardless of clearance. The stop rule fires and the fixture goes back. A surface-mounted LED luminaire with a completely enclosed light source is substituted, and its nearest point measures 9 in from the defined storage space against the 6 in minimum for that type, so the substitute passes with the dimension recorded. At the bath, the fixture measures 4 ft 2 in horizontally from the tub rim, outside the 3 ft zone, and a damp-listed fixture is used anyway because the room is a bathroom.

Step 7 mounts all three on their own straps. Step 8 finds all three operating from their switches, 0.0 V from each canopy to ground with the fixture on and off, and no flicker at any of the three.
