Obsolete Panel Assessment and Replacement Recommendation

Purpose

"It is a Federal Pacific, it has to go" is a sales line, and a homeowner who has been told it twice by two shops still has no idea what is actually wrong in their basement. This procedure produces the other thing: a dated written finding that names observed defects, each with a location and a photograph, so the recommendation stands on evidence a third party can check rather than on a brand.

That cuts both ways. It stops a shop selling a panel on reputation, and it stops the worse failure: a tech who opens a panel with a discolored bus and a breaker that will not stay seated, writes "old panel, recommend upgrade," and leaves the customer with no sense of urgency about a condition failing now. The brand is context. The defect is the finding.

Scope

Covers assessing an existing service panel or load center in a dwelling or small commercial building, deciding among repair in place, replace the panel, or replace the service, and writing the recommendation.

Not covered: performing the replacement (electrical-service-panel-upgrade), aluminum branch conductor remediation (electrical-aluminum-branch-circuit-remediation), knob and tube discovery (electrical-knob-and-tube-discovery-stop-work), and breaker sourcing for a panel that is staying (electrical-breaker-replacement-and-compatibility-verification).

The tech does not write the recommendation and the estimator does not invent findings. That separation is what makes the report hold up when a second shop reads it.

Procedure

  1. Before opening anything, check for signs the panel is failing right now. Look and listen from arm's length with the cover on: scorch marks around the deadfront, a smell of hot phenolic or burnt insulation, buzzing or crackling, visible rust or water tracking, a deadfront warm to the back of the hand. Accept when none of those are present and the cover is intact. Wrong looks like any one of them; stop rule, do not open it, keep the occupants out of the room, call the utility for a service disconnect and escalate to the shop, because opening a failing panel is when the arc finds somebody. Hazard: an unstable panel can fault on vibration alone, so nothing gets bumped, leaned on or unscrewed until it is dead.

  2. Identify the equipment by what is stamped on it, not by what it looks like. Record make, panel catalog number, bus rating, pole capacity, and whether it is split-bus, meaning it has no single main and the lighting section is fed through a breaker in the upper section. Accept when all five are written down and photographed. Wrong looks like "old Zinsco" with no catalog number; stop rule, no catalog number means no breaker-availability answer at step 5, so keep looking, including on the interior and the back of the door. Hazard: none, this is reading with the cover on, and it stays on until step 3.

  3. Open under electrical work practices and photograph the interior in a fixed order. Practices are 29 CFR 1910.333(b)(2) by a qualified person per 1910.332 and 1910.399, and because the bus stays live this is examination of energized equipment: arc-rated clothing and a documented justification under NFPA 70E-2021, Article 130, in the edition your electrical safety program adopts. Shoot the same five frames every time: full interior, main section, each bus face, the neutral and ground bars, the conductor entry. Accept when five usable numbered frames exist. Wrong looks like one blurred photo of the whole panel; stop rule, unusable photos leave the defect list with no evidence behind it. Hazard: cover screws dropping onto a live bus, so take them into a pocket magnet and never rest a screwdriver inside.

  4. Record condition defects one at a time, each with a location and a photo number. Work the classes in order: bus and stab condition, breaker seating, terminal condition, double-tapped terminals not listed for two conductors, conductor insulation, neutral and ground separation, corrosion, missing knockout seals, deadfront fit. Accept when every defect carries a position number, a description and a frame number. Wrong looks like "several issues noted"; stop rule, a defect without a location cannot be quoted or re-found, so it gets located or comes off the list. Hazard: hands go closest to the bus here, so one hand in, arc-rated clothing on, and no probing a stab with a metal tool.

  5. Establish whether listed replacement breakers still exist for this panel. One question: can a device listed for this panel catalog number be bought new. Reconditioned and salvaged devices are a different answer, and so is a device that merely fits. Accept when the answer is recorded as yes with the family named, or no. Wrong looks like assuming availability because the supply house has something on the shelf; stop rule, no listed device means the panel cannot take new circuits compliantly, which is a finding and not an opinion. Hazard: none, a catalog step away from the panel.

  6. Measure the installation context, because it decides whether a replacement can go here at all. Tape the working space depth, the width and the headroom, and note the room type. NEC 110.26 sets the clearance, and the depth for Condition 1 at 0 to 150 V to ground is 3 ft in the edition your authority having jurisdiction has adopted. Overcurrent devices are also kept out of clothes closets and out of bathrooms of dwelling units under NEC 240.24. Accept when all three dimensions and the room type are written down. Wrong looks like a panel behind a furnace; stop rule, a panel that cannot be given working space is not replaced in place, and the recommendation must carry a relocation or the job is not quoted. Hazard: measuring in a tight mechanical room puts a shoulder against a live enclosure, so clear the space before the tape comes out.

  7. Close up and confirm you left it no worse than you found it. Reseat the deadfront on all its fasteners, confirm every breaker is where it started, and re-check any circuit you switched. Accept when the deadfront is fully fastened, no breaker sits proud, and the circuits you touched are verified back on at a device. Wrong looks like a deadfront held by two of six screws, or a customer finding the freezer off next morning; stop rule, a breaker that will not seat correctly turns this visit into an immediate-repair conversation before you leave. Hazard: the deadfront is the exposure protection, so a missing screw is a defect and not housekeeping.

  8. Write the recommendation as tiers, tied to the findings. Three tiers, each naming which findings it resolves: repair in place, replace the panel, replace the service. Say plainly what a brand does and does not tell you: the Consumer Product Safety Commission investigated Federal Pacific Stab-Lok equipment in the early 1980s and closed without a determination that a defect existed, citing resource limits, so a brand is a reason to look harder and is not itself a finding. Accept when every tier lists the findings it clears and the findings it leaves. Wrong looks like one price and a brand name; stop rule, a recommendation with no findings attached does not go out. Hazard: none, a desk step, though a report that overstates what it proves is its own risk.

When the site does not match the assumption

The customer refuses the assessment once you name the fee. Write what you observed with the cover on, hand it over, and stop. A partial observation labeled as partial is a real record; a full report built on a panel you never opened is not.

A second shop has already condemned it. Do not argue with their conclusion, work your own list. If your findings support replacement, the customer has two independent records. If they do not, say what you found and what you did not, in that order.

The panel is fine and the service is the problem. That is a load-calculation conversation, and it goes to electrical-load-calculation-before-a-service-upgrade before any equipment is quoted.

The record this produces

  • Make, panel catalog number, bus rating, pole count, split-bus yes or no. Read by whoever sources breakers or quotes the replacement.
  • The numbered defect list, each entry with a location and a photo frame number. The report's spine, and the only part a third party can verify.
  • Five interior photographs in a fixed order. Read months later when the customer asks what the urgency was, and by the estimator who never saw the panel.
  • Working space depth, width, headroom and room type. It decides whether the panel can stay where it is.
  • Breaker availability, yes with a family named or no. Read whenever a new circuit is requested here.

A dated report with photographs gives the shop a record of what was observed and what was recommended on that date. Whether it limits the shop's liability is a question for your own attorney; the record itself is an operational fact you can bank.

Worked pass: 1972 split-bus 100 A panel, 1,600 sq ft ranch

Step 1: no scorching, no smell, no buzzing, deadfront cool to the back of the hand, cover intact and all six screws present. Passes, so the panel gets opened. Step 2: make and catalog number read off the interior, 100 A bus, 8 spaces in the upper section, split-bus confirmed, so there is no single main and shutting the house down takes up to six operations. That is worth naming to the customer, because current editions have moved: the single-service-disconnect requirement and the dwelling emergency disconnect at NEC 230.85 both arrived in recent cycles, so pull the edition your jurisdiction has adopted rather than assuming this year's rule.

Step 3: opened under arc-rated clothing with the justification recorded, five frames numbered 1 through 5. Step 4 produces four defects: position 3, breaker will not stay fully seated, frame 2; positions 5 and 7, stab faces discolored brown across roughly half their contact area, frame 3; neutral bar carrying two conductors under a terminal listed for one, frame 4; missing knockout seal at the lower left, frame 1.

Step 5: no listed replacement device for this panel catalog number is in production, recorded as no. Any new circuit here is a compliance problem before it is a comfort problem.

Step 6 fails. Depth from the panel face to the furnace jacket measures 24 in against the 3 ft figure for this condition and voltage; width and headroom clear. Stop rule taken: not replaced in place. The recommendation must carry relocation, and the estimator hears it before the customer hears a price, because a swap-in-place number would have been short by roughly half a day of labor plus patching by others.

Step 7: deadfront back on all six screws, every breaker in its starting position, both switched circuits verified back on at a receptacle. Step 8: repair in place clears the double-tapped neutral and the missing seal, leaves the stabs, the seating and the availability finding, and is labeled a stopgap. Replace the panel clears all four defects but not the working space. Replace at a new location clears everything and is the only tier that resolves the step 6 failure, which is why the report recommends it in a sentence rather than in a bold price.
