Panel Labeling and As-Built Handover
Purpose
Produce a panel directory and a handover package good enough that the next person - your own tech in three years, another contractor, an inspector, a firefighter - can work on the building without re-tracing it. The directory is not housekeeping. It is a code-required deliverable with a written standard of adequacy, and it is the difference between a fifteen-minute service call and a two-hour trace with the customer's power off.
The failure this prevents is not a missing label. It is a label that is present and wrong, or present and useless. "Lights" on eight breakers in a forty-two space panel is a directory that has been filled in and tells nobody anything, and it is worse than blank because it stops the next person from looking.
Scope
Covers directory creation and verification, equipment field markings, and the as-built handover package for panelboards, switchboards and load centers at 600 V or less, on new installations, panel replacements, and as a standalone service.
Does not cover the load calculation itself or the circuit design, which belong to whoever engineered or permitted the job, or arc flash incident-energy studies, which are an engineering deliverable rather than a field markup. Where a study exists, this procedure applies its labels; it does not produce them.

Procedure
Establish what the panel actually is before writing anything on it. Record the manufacturer, catalog and type numbers, main breaker or main lug rating, bus rating, voltage and phase configuration, the number of spaces and the number of poles installed. Acceptance: every one of those read off the panel's own label, not inferred from the breakers. Wrong looks like a directory that says 200 A on a panel whose bus label reads 150 A. Stop rule: a panel whose label is missing or unreadable gets photographed and flagged, because a panel of unknown rating cannot be documented as compliant and it cannot safely take another breaker.
Trace with two people and a plan, room by room, and confirm each result twice. One person at the panel, one in the space, working a written room list rather than wandering. Switch the breaker, confirm what dropped, restore, confirm it came back. Acceptance: each circuit identified by room and by specific outlets or equipment, with both the drop and the restore confirmed. Wrong looks like a circuit called from a single drop, which regularly mislabels a shared-neutral pair. Stop rule: a circuit whose loads cannot all be found is written as partially traced with what was found, never guessed. Hazard clause: warn the occupant before killing any circuit and ask what is running, because a circuit that feeds a sump pump, a freezer, a fish tank or a home medical device is a circuit you schedule rather than switch.
Write each entry to the standard the code actually sets, which is a specificity standard. The NEC requires each circuit and circuit modification to be legibly identified as to its clear, evident and specific purpose, with enough detail to distinguish it from every other circuit, and it requires spare positions holding unused overcurrent devices to be described as such. Acceptance: no entry that could describe two different circuits in the building, and every spare marked spare. Wrong looks like "Lights," "Plugs," "Bedroom," or a blank next to an installed breaker. Stop rule: if you cannot write an entry that distinguishes the circuit, it is not traced yet; go back to step 2 rather than writing something plausible.
Apply the equipment field markings the installation requires, with their gating conditions. Panelboards and switchboards supplied by a feeder are field marked to indicate the device or equipment where their supply originates, per NEC Article 408. Service equipment in other than dwelling units is field marked with the maximum available fault current and the date that calculation was performed, per NEC Article 110, and that marking is required to be updated when modifications change the available fault current. Service equipment rated 1200 A or more in other than dwelling units carries the arc flash label the NEC requires with the nominal voltage, available fault current, clearing time and date. Acceptance: each applicable marking present, legible, permanent, and dated where a date is required. Wrong looks like a handwritten fault-current figure with no date. Stop rule: no available-fault-current value from an engineer or the utility means the marking waits and goes on the punch list, because an invented number is worse than a missing one.
Mark the disconnecting means so a stranger can find it. Every disconnecting means is legibly marked to indicate its purpose unless the purpose is evident from its location, per NEC Article 110, and that marking has to endure the environment it sits in. Acceptance: the service disconnect, each subpanel main, and each equipment disconnect labelled with what it controls and where that equipment is, in permanent marking rated for the location. Wrong looks like a paper label on a rooftop disconnect. Stop rule: an unlabelled disconnect on a life-safety, elevator, fire pump or well circuit is a same-visit correction, because those are the ones somebody needs to find in an emergency.
Type the directory rather than handwriting it, and photograph it in place. Produce the schedule in the shop's template with the panel identification from step 1 at the top, print it, and mount it in the door pocket. Acceptance: a legible printed schedule mounted in the panel and a photograph of it that can be read at full zoom, filed against the address. Wrong looks like ballpoint on the factory card in a garage that will be unreadable in five years. Stop rule: no photograph means the schedule exists only on that door, and a door gets replaced.
Reconcile the directory against the actual breakers before you call it done, position by position. Walk the panel left to right, top to bottom, comparing each installed breaker's position, pole count and rating to the schedule line for that position. Acceptance: every installed breaker has a line, every line has a breaker, and pole counts and ratings match. Wrong looks like a schedule that skipped a two-pole breaker and shifted every entry below it by one position. Stop rule: a mismatch anywhere means the reconciliation restarts from the top, because a shift error is invisible in the middle and only shows at the ends.
Assemble and deliver the handover package to a person, and keep a copy against the address. Acceptance: the package delivered in a form the customer will still have in three years, with a named recipient and a date, plus a copy retained by the shop filed against the service address rather than the job number. Wrong looks like a package emailed to a property manager who has since left. Stop rule: no named recipient means the handover is not complete; keep the job open until someone accepts it.
When the site does not match the assumption
Circuits run to a space you cannot access, such as a locked tenant suite. Write those positions as traced-to-location with the panel, feeder or room they reach, put them on the punch list with the access request, and tell the customer the specific access you need. Do not guess, and do not leave them blank, because blank invites the next tech to assume nobody tried.
The panel is a discontinued or recalled type. Document what is there accurately, note in the handover package that replacement breakers may be difficult or unavailable, and let the customer decide. Accurate documentation of an obsolete panel beats a recommendation with no measurements behind it.
The customer wants a quick label job and will not pay for the trace. Say what a directory produced without tracing is worth, which is nothing, and offer the trace as its own scope. If they decline, label only what you personally verified, mark the rest as not verified on this visit, and note the decline.
The record this produces
The handover package is the record, and it holds: the panel identification block from step 1; the printed directory and its in-place photograph; the untraced or partially traced list with the access needed for each; the field markings applied with their dates, and any marking deferred with the reason; photographs of the panel interior with the deadfront off and on; the torque values used on any lug the crew landed; the permit number and inspection result if the work was permitted; and the name and date of the person who accepted the handover.
The customer's next contractor reads the directory. The inspector reads the field markings and the permit. The shop's own dispatcher reads the panel identification block to know what to load on the truck before a service call. And the untraced list is the entry that survives longest, because it is the only thing that tells a future tech which positions have never been confirmed by anybody.
Worked pass: 42-space panel, commercial tenant improvement final
Step 1: manufacturer and catalog number read off the interior label, 225 A main breaker, 225 A bus, 208Y/120 V three phase, 42 spaces, 31 poles installed. Fed from a 400 A distribution board in the building's main electrical room.
Step 2: two-person trace across a written room list of 14 spaces. At roughly six minutes per circuit including the walk, 31 circuits take a little over three hours, which is the number the estimator should have carried and did not.
Step 3 finds the real defect. The existing directory, inherited from a prior tenant, has eight entries reading "Lights" and six reading "Plugs." None of the fourteen distinguishes its circuit from any other, so all fourteen fail the specificity standard and are rewritten from the trace: "Open office north, 12 recessed" rather than "Lights."
Step 4: this is a tenant panel fed by a feeder, not service equipment, so the source-of-supply marking applies and reads "Fed from MDP-1, breaker 7, Main Electrical Room 101." The available-fault-current and arc flash markings belong to the service equipment upstream and are noted as verified present on the MDP rather than duplicated here.
Step 5 fails and takes its stop rule. The rooftop condenser disconnect carries a faded adhesive label that reads only "HVAC," which does not say which unit it controls on a roof with three. Correction is made the same visit with a permanent engraved marking reading "RTU-2, Suite 210," and the matching panel entry is updated.
Step 7 catches the error that matters most. On the position-by-position reconciliation, the schedule and the panel agree at positions 1 through 12, then diverge: the schedule's line 13 sits at a position holding the lower pole of a two-pole 30 A breaker occupying 13 and 15. Everything below was written one line high. The reconciliation restarts from the top, twelve entries are corrected, and the reason this was caught is that the walk went position by position rather than reading down the schedule looking for anything odd.
Step 8: package delivered to the building engineer by name, on paper in the panel and electronically to the customer, and a copy filed against the suite address rather than the job number, because the next call at that suite will come in under a different job entirely.
