Panel Schedule Audit on an Inherited Building
Purpose
An inherited building arrives with a directory somebody already filled in, and that directory is evidence, not truth. Half of it was written at rough-in before the circuits were finished, a quarter was updated in pen by a handyman, and the entries reading "spare" are the dangerous ones, because a position marked spare is the one a tech opens without thinking. The audit's job is not to make the card look tidy. It is to separate what has been confirmed from what has only been claimed, and to leave both in writing.
The second constraint shapes every step: the building is occupied. You cannot switch circuits at will in a tenant's suite or over a walk-in cooler, so the method has to be ordered by what can be identified without an outage first, and the remainder negotiated into a window. A shop that starts by flipping breakers finds this out from the tenant, not from the plan.
Scope
Covers auditing and reconciling circuit directories across one or more existing panelboards in an occupied building the shop has just taken on, residential multifamily and small commercial.
Not covered: producing the directory and as-built package for work your own shop performed (electrical-panel-labeling-and-as-built-handover, which owns the handover standard), assessing whether a panel should be replaced (electrical-obsolete-panel-assessment-and-replacement-recommendation), and sourcing devices for these panels (electrical-breaker-replacement-and-compatibility-verification).

Procedure
Map the panels and their sources before touching a single circuit. Walk the building and list every panelboard, its rating, and what feeds it, then confirm each feed by opening the upstream device and watching the downstream panel go dead. Panelboards are required to be marked with the device or equipment where their supply originates, per NEC 408.4 in the edition your authority having jurisdiction has adopted. Accept when every panel has a named source and each source has been demonstrated at least once. Wrong looks like a panel nobody can turn off; stop rule, an unsourced panel goes on the unresolved list immediately and gets flagged to the owner that day. Hazard: this step switches unknown loads, so ask before opening anything upstream in an occupied building.
Photograph and transcribe the existing directory verbatim, before you change a character. Every entry gets copied exactly, including the blanks and the ones reading spare, into the audit sheet as the "claimed" column. Accept when the claimed column is complete and a legible photo of each original card is filed. Wrong looks like a tech writing over the card as they go, which destroys the only record of what the building believed about itself; stop rule, no transcription means no switching, because you can no longer tell a correction from an original. Hazard: none, this is copying with the deadfront on.
Find the multiwire branch circuits before any breaker is opened. A multiwire branch circuit shares a neutral between two ungrounded conductors on opposite legs, so opening one of its breakers leaves that neutral carrying current from the other, and a tech who lifts it takes the full load. NEC 210.4 requires a means to simultaneously disconnect the ungrounded conductors of an MWBC and requires the conductors of each to be grouped and identified at the panel. Accept when every suspected MWBC is listed by its two positions and its handle-tie status is recorded. Wrong looks like two adjacent single-pole breakers on opposite legs with no tie; stop rule, an untied MWBC is written up as a defect and no neutral in that panel is lifted until ties are fitted. Hazard: an open neutral on a live MWBC is the highest-energy surprise in this whole procedure.
Identify everything you can without an outage, and name each method's limits. Clamp each circuit and record its load signature at two times of day, then use a tracer for the ones that carry no useful load. A tracer couples to adjacent conductors and returns confident false positives, and a non-contact detector reads induced voltage on a dead conductor running beside a live one, so neither is a confirmation on its own. Accept when each circuit has a claimed identity and the method that produced it recorded beside it. Wrong looks like a directory built from tone alone; stop rule, no claim is written into the final directory from a single method. Hazard: clamping means an open panel with a live bus, so arc-rated clothing, one hand in, jaws on one conductor.
Negotiate a switching window for the remainder, and switch to a written list. The account manager gets the tenants a written window naming the date, the time range and which spaces will be interrupted. Work the list in panel order with a second tech at the load end reporting in words. Accept when every circuit in the window has been switched once and the observed result written as on or off at a named device. Wrong looks like switching outside the window because a tenant "seemed fine with it"; stop rule, a space that has not confirmed goes to the unresolved list rather than getting a surprise outage. Hazard: switching over an occupied space can drop a sump pump, a medical device or a cooler, so ask each tenant what must not go off before the window is agreed.
Confirm every claimed identity a second time, by a different means, before it is written. The second confirmation is not the same test repeated. If the identity came from a tracer, confirm by switching and observing a load. If it came from switching, confirm by clamping the circuit while that load is cycled. Accept when each directory entry carries two independent confirmations, each with its method. Wrong looks like a load that stays on when its supposed breaker is opened, which means the first identification was wrong; stop rule, a failed second confirmation moves that circuit to the unresolved list, it does not get a best guess. Hazard: cycling loads in an occupied space, so nothing gets cycled that somebody is standing on, under or inside.
Write the reconciled directory, the source marking, and the unresolved list. Entries carry a clear, evident and specific purpose as NEC 408.4 requires, so "Unit 2 bedroom receptacles, north wall" rather than "plugs". A position that is genuinely dead gets tested and marked spare only after it has been proved dead; every other unknown is marked unidentified, not spare. Accept when every position in every panel reads confirmed, unidentified or proved-dead spare, and the panel carries its source marking. Wrong looks like a tidy card with no unresolved list attached; stop rule, the job does not close until the owner has the unresolved list in writing. Hazard: none, and the label itself is the safety product of the whole audit.
When the site does not match the assumption
A tenant will not grant access. That space's circuits stay unidentified and the owner is told which ones and why, in writing, on the day. Do not infer a circuit's identity from the unit's floor plan and write it as confirmed.
A circuit is live and nothing you can find responds to it. That is the highest-value finding in the audit, not a failure of it. It usually means a load in a concealed space, an abandoned run still energized, or a feed to a neighbouring structure. It goes on the unresolved list with its measured current, and the owner decides.
The record this produces
- The claimed column, transcribed verbatim from the original cards, with photographs. This is the only record of what the building believed, and it is what proves the audit changed something.
- The panel source map, each panel to its upstream device, demonstrated rather than assumed. Read by anyone who ever needs the building dark.
- The MWBC list with handle-tie status. Read before any neutral in these panels is lifted, ever.
- Two confirmations with methods, per entry. Read by whoever doubts the directory later, and it is what makes a doubted entry re-checkable instead of re-derivable.
- The unresolved list with a reason per entry and a measured current where the circuit is live. Read by the owner, who has to decide, and by the next tech, who now knows exactly where the unknowns are.
Worked pass: three panels, occupied six-unit building, 48 positions in use
Step 1: one 200 A main distribution panel and two 100 A subpanels. Each subpanel feed confirmed by opening its upstream device and watching the panel go dead, both demonstrated. Step 2: all three cards photographed and transcribed. Of the 48 positions carrying conductors, 19 entries are legible and specific, 14 are vague, 9 are blank, and 6 read spare. Those 6 are the finding worth stating out loud, because every one of them carries load.
Step 3: four suspected multiwire circuits found in the two subpanels, all four on opposite legs sharing a neutral, and only one carries a handle tie. The other three are written up as defects and no neutral is lifted in those panels for the rest of the audit.
Step 4: clamping at 8 am and 7 pm plus tracer work produces claimed identities for 31 of the 48, each with its method beside it. Step 5: the account manager books a Tuesday window, 9 am to noon, naming the four spaces affected. Switching in panel order produces claimed identities for 13 more, which brings the claimed total to 44 of 48.
Step 6 fails on two of the 44. Circuit A-17 was traced to a second-floor bedroom, but when the breaker is opened the bedroom receptacles stay live on a plug-in tester; the tracer had coupled to the run beside it. Circuit B-6 was identified by switching, but clamping it while that load cycles shows no current change. Stop rule taken on both: neither gets a best guess, both move to the unresolved list. That leaves 42 confirmed and 6 unresolved out of 48, and 42 of 48 is 88 percent.
Step 7: the reconciled directory is written with specific purposes, the three panels carry source markings, and the four positions previously marked spare that were proved live are relabeled with what they actually feed while the two that stayed unknown are marked unidentified rather than spare. The unresolved list goes to the owner the same week: two failed confirmations, two tenant-access refusals, and two live circuits with measured currents of 0.4 A and 3.1 A that nothing in the building responds to.
The 6 unresolved entries are the honest part of the deliverable. A card showing 48 of 48 identified would have looked better and would have put a wrong identity on a circuit somebody will one day open a box on.
