Panel Tandem Vs Quad Vs Subpanel Decision Tree
Why this matters
A panel that is "full" forces a three-way decision: install tandem breakers in the available full-size slots, install a 2-pole quad in a single slot pair, or add a subpanel. The decision is constrained by the panel's CTL marking, the manufacturer's listing, and NEC 2023 Article 408.36 (overcurrent protection) plus 408.54 (maximum number of overcurrent devices). Tandem and quad breakers must be UL-listed for that specific panel; aftermarket "classified" tandems are a code violation in many jurisdictions even when they fit physically. Picking wrong creates a long-term problem the next inspector flags.

Symptom presentation
The homeowner wants a circuit added for an EV charger, a hot tub, a remodel kitchen, or a solar inverter, and you are at a panel that has no empty spaces. Take a photo of the panel cover label before deciding. The CTL (circuit total limitation) marking on the inside of the door declares the maximum number of overcurrent devices the panel is rated to hold. A 30-space panel labeled "30/40 max overcurrent devices" allows 10 tandems in the bottom 10 slots; a panel labeled "30 max" does not allow any tandems.
Identify the panel model. Square D QO, Eaton BR, Siemens QP, Square D Homeline are the four most common residential families. Each has a unique tandem and quad listing.
Quick checks
Read the CTL marking. If max devices equals number of slots, no tandems allowed. If max devices is higher than slots (e.g., 40 max in a 30-slot panel), tandems are allowed in the slots marked for them; the slot positions are also called out on the label.
Count the proposed new circuits. Adding one 2-pole 240 V circuit (EV charger, range, dryer) requires a 2-pole space; a tandem will not work because tandems share a single phase. A quad breaker is a 2-pole device in a single slot pair (uses the space of two single-pole slots) and is the right answer for adding a 240 V circuit when no clean 2-pole space exists; some panels do not list quads at all.
Check the bus stab pattern. The panel has alternating A and B phase stabs; a 2-pole device must land on adjacent stabs (one A and one B). If your only open slot pair is two adjacent A stabs (because both adjacent slots are wrapping the same phase), a standard 2-pole breaker will not work; only a quad or a true 2-pole with the right stab pattern for that panel.
Isolation tree
Decision 1: do you need 240 V or 120 V? If 240 V, you need a 2-pole device. Standard tandem breakers are not 2-pole; they are two independent 120 V devices in one slot. A quad is the 2-pole answer in a single slot. Subpanel is the alternative if no 2-pole space is available and the panel is at its CTL device limit.
Decision 2: is the panel at its CTL device limit? Count overcurrent devices, not slots. A panel with 30 single-pole and 5 two-pole has 40 devices; if the marked maximum is 40 you are at limit and no tandem can be added; only swap or subpanel.
Decision 3: is the panel listed for tandem in the slot you want? Slots accepting tandems are physically different on most panel families. Look for the embossed "T" or arrow on the bus next to the slot, or the label callout. Forcing a tandem into a non-T slot is a UL violation.
Decision 4: do you need physical room for arc-fault or GFCI? AFCI and GFCI breakers in tandem form do not exist for every panel family. Square D QO has tandem AFCI/GFCI (QOT-CAFI); Eaton BR has tandem GFCI but not tandem AFCI in all variants; Siemens QP has limited tandem AFCI selection. If the new circuit requires AFCI per NEC 210.12 and the only available slot is a tandem-only slot, you may be forced to subpanel even if the slot-count allows tandem.
Decision 5: is a subpanel justified? When you have 3 or more circuits to add, the load calc shows the existing service can carry the new total, and the work is open-walled, a subpanel is the long-term answer. A 100 A subpanel on a 200 A main service with proper feeder sizing per NEC 215.2 gives 12 to 24 new spaces and resets the device-count math.
Confirming diagnosis
Verify the listed device. Square D QO panels take QOT tandems; Eaton BR panels take the BR-series tandem and the BQ quad; Siemens QP panels take QT tandems. Quad part numbers vary by amperage combination inside each family, so pull the exact catalog number off the manufacturer compatibility chart rather than the parts house counter recommendation. Feed any subpanel from the same manufacturer's listed line.
Check the inspector's history in your jurisdiction. Some AHJs aggressively cite classified tandems (Connecticut Electric UBI series, Eaton CL series, Siemens QT-CAFI in Square D panels). The manufacturer's listed device is always safer to install even if classified is allowed.
Remediation
Tandem path: Confirm the CTL device count allows it, confirm slot is tandem-rated, install manufacturer-listed tandem with proper handle ties for any 2-pole required by NEC 210.4(B).
Quad path: Confirm panel listed for quad, install in adjacent slot pair, verify both pole pairs are AFCI or GFCI as required.
Subpanel path: Run a 4-wire feeder (2 hots, 1 neutral, 1 EGC) per NEC 250.142(B) since 2002. Bond the neutral only at the main; isolate at the subpanel. Size feeder per NEC 215.2 and 310.16. Install a main lug or main breaker subpanel sized for the calculated subpanel load.
Document the final configuration on the panel directory and provide the homeowner with a copy.
