Portable Generator Safety Briefing for a Customer
Purpose
The briefing is the last engineered control on the job, and it is the only one that runs without you. Everything else - the interlock, the inlet, the breaker size - is fixed hardware. Where the set stands, whether it gets refueled hot, and whether the main gets opened before the backfed breaker gets closed are all decided at 2 a.m. by a tired homeowner working from memory.
So the briefing is a procedure with acceptance conditions the customer has to demonstrate, not a conversation you had. A customer who nodded is not a customer who can do it. The difference shows up as a carbon monoxide call or a lineman incident, and both of those get investigated by people who will ask what you told them and how you know.
Scope
Covers the standing customer briefing delivered at handover of a cord-connected portable generator feeding a house through an inlet and interlock or a manual transfer switch, at a dwelling or small commercial building.
Does not cover the installation itself, owned by the portable generator inlet and interlock SOP; permanently installed standby sets, whose owner briefing has different content because the set runs unattended, and which the standby generator installation SOP hands off; or the annual service visit, owned by the backup system annual load test SOP.

Procedure
Set the conditions before you say anything. The set, the cord, the panel and the person who will actually operate the generator all have to be present, in daylight, with the set in the position it will really occupy. Acceptance: operator present and identified by name on the record, set at its intended standing position, cord and panel accessible. Wrong looks like briefing the spouse who booked the job while the person who will run it is at work; stop rule, no operator, no briefing, and the visit is rebooked rather than delivered to whoever answered the door. Hazard: none, this is a scheduling gate, and it is the cheapest one to enforce.
Lead with carbon monoxide, before any electrical content. Say the numbers: the set runs outdoors only, never in a garage, breezeway, carport, crawlspace or under a deck, even with doors open, at least 20 ft from the building per CPSC guidance with the exhaust pointed away from every door, window and vent. Name the symptoms out loud - headache, dizziness, nausea, weakness, confusion - and the response, which is that everyone leaves the building immediately, calls emergency services from outside, and nobody re-enters to open windows or shut the set down. Acceptance: the operator states the distance in their own words and physically walks to the spot they will use; the home has working carbon monoxide alarms outside each sleeping area and on every level, and their presence and test result is recorded. Wrong looks like an operator who says the garage is fine with the door up; stop rule, a home with no working alarm gets that written on the record as an open item with a date, and the set is not left in service until the operator confirms alarms are in. Hazard: a set listed to UL 2201 or certified to ANSI/PGMA G300 has a carbon monoxide shutoff, which reduces this risk and does not remove it, so it is never offered as a reason to relax the distance.
Demonstrate the operating sequence, then make them do it twice, unaided. Walk it once yourself, saying each step aloud: set started and warmed outdoors, cord connected, main opened, backfed breaker or transfer handle moved, loads switched on one at a time. Then hand it over and stay quiet. Acceptance: the operator runs the full sequence, forward and back, twice with no prompting and in the correct order, with the main opened before the generator source is closed on both attempts. Wrong looks like an operator who reaches for the backfed breaker first, which is the exact motion that backfeeds the utility; stop rule, a failed attempt means the card is rewritten in numbered plain language and the demonstration re-run, and the record is not signed until two clean runs happen. Hazard: this is a live demonstration on an energized panel with an untrained person's hands on it, so the deadfront stays on throughout, nobody touches cord ends while the set runs, and the technician stands where they can reach the main.
Teach the load limit as a number and a list, not as a warning. Give the amps available per leg from the installation record, then have the operator name what they will run and what they will leave off. Acceptance: the operator reads the maximum amps off their own card and names the three loads they will switch off first when the set labors, and the electric range, electric water heater and central air conditioning are explicitly identified as off unless the record says otherwise. Wrong looks like a promise that the house runs normally; stop rule, an operator who insists on a load the set cannot carry gets that written on the record as declined advice, and the shop quotes what would actually carry it. Hazard: none in the conversation, but a set run into its overload is a set that stops during the storm, and repeated overload is how a customer decides generators do not work.
Cover fueling and hot surfaces with the engine as the prop. Refueling happens with the engine off and cooled, never with it running or hot, because gasoline vapor finds the muffler before it finds the tank. Fuel lives in listed containers, outdoors or in a detached structure, away from any ignition source and never beside a water heater or furnace. Acceptance: the operator states the shutdown-and-cool step before refueling and points to where the fuel will be stored; the muffler and its shield are pointed out by hand distance, not touched. Wrong looks like a jerry can stored in the utility room; stop rule, a fuel storage location the local fire code would not accept goes on the record with a corrected location named. Hazard: the set stays off for this block, and the operator is warned that a hot muffler burns through a glove and that the recoil starter can injure a wrist if the plug lead is left connected during service.
Cover wet operation, cords and what standalone use changes. The set runs on a dry, level surface under a listed open canopy or in the open, never inside a tarp tent, and never with wet hands on the cord ends. Where the installation removed the set's neutral bonding jumper, say plainly that the set is now dedicated to the house inlet and that the manufacturer's guidance on using its own receptacles is written on the record. Acceptance: the operator states the surface and cover rule, and repeats back whether their set is dedicated to the inlet. Wrong looks like a set operated under a plastic sheet, which traps exhaust and moisture together; stop rule, a customer with no dry location for the set gets a listed cover specified before the record closes. Hazard: extension cords for standalone use are sized to the load and the length and inspected for damage before each use, because a warm cord under a rug is how a generator burns a house down during an outage nobody could see it in.
Close the record and set the next contact. Sign, post the laminated card at the panel, and give the operator the monthly run instruction: start the set, let it run under a light load for the period the manual states, and confirm it still starts on the first or second pull. Acceptance: card posted where the panel is, record signed by the named operator, monthly run date agreed, and the shop's callback number on the card. Wrong looks like a card in a drawer; stop rule, no signature means the visit stays open. Hazard: none, though the monthly run itself carries every hazard in step 2, which is why the card repeats the distance rule on its face rather than referring to this document.
The record this produces
One briefing record per install, signed at handover, plus the laminated card at the panel.
The record names the operator, the date, and one line per block confirming what was demonstrated: distance stated and walked, alarm presence and test result, two unaided sequence runs, the amps-per-leg figure the operator read back, the fuel storage location, the cover arrangement, and whether the set is dedicated to the inlet. Declined advice is recorded as declined, in the customer's terms, with the alternative the shop offered.
What the shop banks from this is a dated record that the operator was shown and could perform the sequence. What it does not settle is any question about legal effect, which is a matter for your own attorney. The next technician reads the operator name first, because a house that changes hands has an unbriefed operator and a live inlet.
Worked pass: handover on a 30 A inlet, two-adult household
The installation record says 30 A per leg available and lists the range, water heater and air conditioning as off during generator operation.
Step 1: the homeowner who booked the job is present; the adult who will actually start the set is at work. The visit is rebooked for Saturday morning rather than delivered to the wrong person.
Step 2, on the rebooked visit: the operator walks to a spot 24 ft from the back door with the exhaust facing the yard, and states the distance without prompting. Alarms are present on both levels and outside the bedrooms; both test successfully and the result is recorded.
Step 3 fails on the first attempt. The operator starts the set, connects the cord, and reaches for the backfed breaker with the main still closed. The interlock physically stops the motion, which is the point of it, but the acceptance condition is a correct sequence and not a rescued one. Stop rule fires: the card is rewritten with five numbered lines and the words MAIN OFF FIRST across the top, and the demonstration is re-run. The second and third attempts run clean in both directions, so the acceptance of two unaided runs is met and the record can be signed.
Step 4: the operator reads 30 A off the card and names refrigerator, furnace and well pump as the keepers, then names the well pump, the microwave and the space heater as the three things to shed if the set labors, since those are what they would otherwise reach for.
Step 5: fuel was being kept in the utility room beside the water heater. That goes on the record with the detached shed named as the corrected location, and the operator moves the container before the visit ends.
Step 7: card posted beside the panel, monthly run set for the first Saturday, record signed by the named operator. Total added time from the step 3 failure was one rewritten card and two more demonstration runs, which is the cheapest place this job will ever pay for that mistake.
