Remodel Rough-In Standard
Purpose
Fix in writing, before the first hole, where new work stops and existing work begins. That one line decides which conductors must meet the adopted code in full, which existing circuits are being extended and therefore inherit requirements they did not carry yesterday, and which are left alone.
The failure this prevents is the mid-job scope argument. Walls are open, the drywaller is booked, and the crew has just been told that the two bedroom circuits they extended now need arc-fault protection at the panel, that the panel has no free spaces, and that nobody sold a panel. Every one of those facts was knowable on day one.
Scope
Covers the electrical rough-in on a remodel of an existing dwelling or small commercial tenant space: setting the work boundary, tracing and dispositioning existing circuits inside it, laying out new outlets, and returning the building to a safe condition at the end of each working day.
Does not cover the pre-inspection self-check, which the rough-in inspection readiness SOP owns; the whole-house rewire, where the boundary is the whole house; the load check for added conditioned space, owned by the addition circuit planning SOP; or the arc-fault and ground-fault extension rules, which have their own SOPs.

Procedure
Walk the space with the plan and mark the boundary on the walls, not only on paper. Tape every wall and ceiling plane that will be opened, and every device that stays, moves, or is removed. Acceptance: a marked plan whose device count matches the tape count in the field, walked once with the customer present. Wrong looks like a plan showing six receptacles on a wall the field has five on. Stop rule: any discrepancy is resolved in writing before demolition, because afterwards nobody can prove what was there. Hazard clause: on pre-1978 housing, disturbing more than 6 sq ft of painted interior surface per room, more than 20 sq ft exterior, or a window replacement puts the job under the EPA renovation, repair and painting rule at 40 CFR 745 Subpart E, so a certified renovator is on site before any surface opens.
Confirm the code edition and local amendments this permit was issued under, and write them at the top of the scope sheet. The provisions that decide this job move between editions, particularly the ground-fault and arc-fault extension rules and the kitchen island receptacle rules. Every NEC reference below resolves to that edition, which reaches you through the permit and the inspection. Acceptance: edition year and amendments named on the sheet and matched to the permit. Wrong looks like a tech quoting the edition they trained on. Stop rule: where the office cannot confirm it, call the authority having jurisdiction before rough-in, not after. Hazard clause: none here, a desk decision from the permit file.
Trace every existing circuit entering the boundary and count what is actually on it, isolated and proved dead. Isolate at the breaker, lock and tag under 29 CFR 1910.333(b)(2), and prove dead on a known live source before and after the reading per NFPA 70E-2021, 120.5. Then walk the whole building, not just the work area, listing every outlet, luminaire and appliance that went dead. Acceptance: per breaker, a written device count plus each device found outside the work area named. Wrong looks like trusting the panel directory. Stop rule: a circuit also feeding smoke alarms, a sump pump or a refrigerator cannot simply stay off, so it is split or temporarily re-fed before demolition proceeds. Hazard clause: a meter with a blown fuse reads a clean, believable zero, which is why the before-and-after proving is not shorthand.
Give every traced circuit a written disposition: extend, replace, abandon in place, or leave untouched, with its reason. Extending an existing branch circuit is what pulls new requirements onto old wire, so it is decided at a desk. Acceptance: one disposition line per circuit naming the trigger, plus a total count of circuits needing protection added at the panel. Wrong looks like blanks on the disposition sheet. Stop rule: if that count exceeds the free spaces in the panel, stop and raise a change order for a panel or subpanel before any cable is pulled. Hazard clause: none at this step, it is arithmetic run off the step 3 list.
Lay out new outlets against finished conditions, not the framing you are standing in. Spacing in habitable rooms is set by NEC 210.52(A) in the edition on the scope sheet: no point along the floor line of any wall space more than 6 ft from a receptacle, and every wall space 2 ft or wider gets one. Acceptance: a layout drawing carrying a dimension on every new box and the finished wall thickness on it. Wrong looks like boxes at a height a tile band later swallows. Stop rule: where the finish is undecided, do not guess a height, get it in writing. Hazard clause: none here, measurement on open framing.
Rough the new work, drilling and cutting with the dust control the material demands. Bore centred in framing, hold 1-1/4 in from the nearest edge per NEC 300.4(A)(1) in the edition on the scope sheet, or plate with steel at least 1/16 in thick. Acceptance: every new run installed and the box-fill and support self-check booked. Wrong looks like a staple driven until it bites the sheath. Stop rule: a cut sheath is replaced, never taped. Hazard clause: drilling or chasing plaster, masonry or concrete liberates respirable crystalline silica, so use a shrouded bit on HEPA collection under 29 CFR 1926.1153 for construction work; where the building was constructed no later than 1980, treat textured ceilings, plaster and floor tile as presumed asbestos-containing under 29 CFR 1926.1101 for construction work, or 1910.1001 in general industry, until sampled, rather than sawing them, and say on the ticket which Part the job fell under. Painted surfaces in pre-1978 housing add a second route: drilling, chasing or abrading them raises lead-bearing dust, an initial-determination trigger under 29 CFR 1926.62 for construction work or 1910.1025 in general industry, so collect at the bit, no dry sweeping, no eating or drinking in the work area, wash up before leaving, and any respirator only under a written program per 29 CFR 1910.134.
Deal with every abandoned conductor and dead box before the walls close. Pull abandoned cable back to its source where reachable; where not, disconnect at the source, tag both ends, and leave the box accessible behind a blank cover, since NEC 314.29 in the edition on the scope sheet requires boxes to stay accessible without removing part of the building. Acceptance: a list of abandoned runs, each marked removed or made accessible, with a location. Wrong looks like a cut cable stuffed into a cavity with live conductors at the far end. Stop rule: a cable whose source cannot be established is treated as energized until proved dead by the step 3 method. Hazard clause: withdrawing old cable puts a hand among staples and sheet-metal edges, so it goes in gloved and with a light, never blind. It also drags insulation out with it, which is an airborne route a glove does not touch: where loose fill or unidentified granular material is in the cavity, the run is abandoned in place rather than pulled, and where fibrous insulation must be disturbed the control is respiratory, under a written 29 CFR 1910.134 program.
Restore power at the end of every working day to everything outside the boundary, and verify the protective functions you disturbed. Close the panel and stand to the hinge side rather than square in front when closing a breaker, because a fault you did not find announces itself at the panel. Acceptance: every circuit outside the boundary confirmed live at a device; every ground-fault and arc-fault device tested on its own button and reset; every smoke and carbon monoxide alarm confirmed powered, with the interconnect proved by holding one alarm's test button until a second alarm sounds. Wrong looks like a house left overnight with a dead smoke alarm circuit. Stop rule: if an alarm does not sound on interconnect, either the fault is corrected before the crew leaves or the occupants are told in writing that evening and battery alarms placed in each sleeping area. Hazard clause: closing a breaker on partly reworked wiring is when the day's mistakes present themselves, so the area is clear of other trades and nobody is on a conductor when it goes back in.
Hand the job to the readiness check with the paperwork attached. Acceptance: all four records below in the job file, readiness check booked for the day before inspection. Wrong looks like a rough-in physically complete with no record of what was decided. Stop rule: the inspection is not called while the disposition list carries an open line. Hazard clause: none here, a desk handoff.
The record this produces
One remodel scope file per permit: the marked plan with boundary and tape count; the adopted edition and amendments; the circuit trace table, one row per breaker; the disposition line and reason per circuit; the protection count set against free spaces; the layout drawing; the abandoned-run list with locations; and a dated daily restore log carrying the alarm interconnect result.
The office reads the protection count against free spaces the day it lands, because that is the number that becomes a change order or becomes an argument. The abandoned-run list is what a different tech reads in five years when a live conductor turns up in a wall.
Worked pass: 1968 ranch, kitchen and dining opened into one room
Step 1: 41 devices taped, plan shows 41. One wall the plan showed as staying is coming out, corrected and initialled before demolition. House is pre-1978, so the certified renovator is on site and containment up before any surface opens. Step 2: jurisdiction confirms the 2020 NEC with local amendments, written at the top of the sheet.
Step 3 fails. The directory calls breaker 12 "kitchen," and the plan predicts 14 devices on it. Isolated, locked and tagged, proved dead on a known live source before and after, the walk finds 17 devices dead: 17 minus 14 leaves 3 outside the work area, being a rear bedroom receptacle, the hall light and the hall smoke alarm. Stop rule taken, so breaker 12 is not left off overnight. The three out-of-area devices are re-fed from a temporary circuit on breaker 20 that afternoon, and the split is written on the trace table.
Step 4: seven circuits enter the boundary. Two are extended and so need arc-fault protection added at the panel under the adopted edition, one is replaced entire, three are left untouched, one is abandoned. Two needing added protection against three free spaces clears with one space spare, so no change order.
Step 5: layout drawn against the new cabinet elevations, 5/8 in board over existing plaster in the dining half noted on the drawing. Step 6: three plaster chases cut with a shrouded bit on HEPA collection; two joist bores measure 1-5/8 in from the nearest edge, clearing the 1-1/4 in minimum, and one at 7/8 in takes a 1/16 in steel plate. Step 7: the abandoned circuit runs into an unreachable ceiling cavity, so it is disconnected at the panel, tagged both ends, and its box left accessible behind a blank cover in the closet.
Step 8, each evening: panel closed from the hinge side, every circuit outside the boundary confirmed live at a device, both ground-fault devices tested and reset, and the hall alarm held until the bedroom alarm sounds. On the night after the temporary re-feed the interconnect sounds at both alarms, so the house is left as found.
