Troubleshooting Call Intake and Scoping
Purpose
The intake call is the shop's first safety control, and it is run by whoever picks up the phone. Two things come out of it, in this order. First, the calls that are burning, arcing, shocking or floating get pulled out of the queue before anybody discusses a schedule, because the caller is standing next to the hazard while the conversation happens. Second, the ordinary calls arrive at the truck carrying the three facts that decide where the tech starts, since a tech who opens by asking questions the office already had spends the first part of the visit re-doing the call.
The failure this prevents has a specific shape. A caller describes dead outlets, the office books a routine slot two days out, and the actual condition is an open service neutral that has been cooking the house's electronics since Tuesday. Nothing in the words "some outlets are dead" separates those two cases. The questions here do.
Scope
Covers inbound service calls for an electrical fault at residential and light commercial premises, from the moment the call is answered to the moment the ticket reaches a technician.
Does not cover the diagnosis, the on-site scope change when the tech finds something the caller did not know about, or new-work estimating. The nuisance-trip visit has its own SOP and this procedure routes to it rather than duplicating its questions.

Procedure
Before any scheduling question, ask the emergency screen: is anything burning, smoking, sparking, buzzing, hot to the touch, wet, or has anyone felt a shock. Acceptance: all seven answered in words and written down. Wrong looks like an intake that opens with "what day works for you." Stop rule: any yes stops the scheduling conversation and goes to step 2. Hazard: the caller is next to the equipment during this call, so every second spent on availability is a second they are not being told to move.
Route each yes to its own instruction, by name, and do not substitute a general reassurance. Acceptance: the exact instruction is read from the script and logged. Smoke, visible flame, or a panel too hot to keep a hand on: everyone leaves the building now, call the fire department from outside, do not open the panel and do not operate the main. Burning plastic smell with no smoke and a cool panel: switch off only the branch breaker for the affected area, from the front of the closed panel, and leave it off. A shock felt from an appliance, fixture or metal item such as a faucet: stop using it, keep everyone off it, same-day call. Standing water touching a panel, receptacle or appliance: do not enter the water, call from a dry location, operate only a disconnect that is dry and remote from the water. A downed or arcing service drop: keep everyone at least 10 feet back, call the utility and emergency services, and do not approach the wire or anything touching it. Wrong looks like "be careful and we will get someone out." Stop rule: telling a caller to make it safe is not an instruction and is not permitted in this script. Hazard: each of these is a different hazard with a different correct action, and the general phrase hands the caller whichever one has the worst outcome for their case.
Confirm the caller is somewhere safe before continuing. Acceptance: the caller states they are away from the equipment, and for a smoke or fire answer, outside the building. Wrong looks like a caller describing the panel while looking at it. Stop rule: if they are still at the equipment, repeat the instruction and confirm they moved before asking anything else. Hazard: a caller told to leave who has not left is more exposed than before the call, because they now believe someone competent knows about it.
Capture the symptom pattern: what stopped working, exactly when, and what still works near it. Acceptance: specific dead loads by room and device, a date and time or a triggering event, and at least two nearby things that still work. Wrong looks like "the outlets are out" with no boundary on which ones. Stop rule: if the caller cannot walk the house, book with the pattern marked unknown rather than guessing; a guessed pattern is worse than a blank one because the tech will trust it. Hazard: none to the caller, provided they are not asked to open anything or pull a cover plate to check.
Screen the pattern against the whole-house conditions that are not single-circuit faults. Acceptance: no to all of these, or the call is reclassified. Are lights unusually bright anywhere while dim elsewhere. Have bulbs failed early in more than one fixture this week. Have multiple unrelated appliances or electronics misbehaved together. Does anything change when a large load such as an oven or dryer starts. Wrong looks like brightness anomalies recorded as "flickering" and booked routine. Stop rule: any yes means an open or high-resistance service neutral is in play, priority becomes same-day, and step 2's instruction set applies. Hazard: with a service neutral open, the two 120 V legs swing above and below nominal in opposite directions while line-to-line stays near 240 V, so appliance damage is already under way and a shock off a grounded enclosure is possible.
Capture the three facts that decide where the tech starts. Acceptance: what else is on the same circuit as the dead load, what changed in the days before it stopped, and the current state of every breaker and every GFCI or AFCI device the caller can see without opening a panel. Wrong looks like a ticket carrying only the complaint. Stop rule: if the caller has reset a breaker and it tripped again, tell them once, plainly, that it stays off and does not get reset a third time, and record that it tripped on reset, because a breaker that trips immediately is doing its job against a fault. Hazard: repeated resetting drives fault current through the fault every time, and the fault is usually somewhere the caller cannot see.
Confirm access, occupancy and the panel's physical situation. Acceptance: panel location, whether it is reachable without moving stored goods, whether there is working clearance, who will be home, pets, and any load that must not be interrupted such as a sump pump, freezer, home office or medical device. Wrong looks like a tech arriving to a panel behind a full closet. Stop rule: if the panel cannot be reached, the customer clears it before the appointment or the ticket carries an added access allowance. Hazard: a panel in a wet crawlspace, a garage with combustibles stacked against it, or a bedroom closet are all conditions the tech should know before choosing what to bring.
Set the diagnostic block and say the stop-and-report rule out loud during the call. Acceptance: the customer has heard, and the ticket records, that the shop books a one-hour diagnostic block as a common starting point, and that if the fault is not isolated at 1.5 hours the tech stops, reports what has been ruled out, and gets authorization before continuing. Tune both to your own terms. Wrong looks like an open-ended diagnostic that becomes an argument at the end. Stop rule: no verbal agreement on the block, no booking; the call becomes a callback after the customer decides. Hazard: a tech under unspoken time pressure is the one who skips the isolation sequence.
Book, and confirm in writing the same day. Acceptance: the customer receives the date, arrival window, block, stop-and-report rule and access requirement in a message they can read back. Wrong looks like a verbal booking with nothing sent. Stop rule: a same-day emergency is dispatched first and confirmed in writing after, never the other way round. Hazard: none, but the written confirmation is the artifact that settles the dispute about what was agreed.
Hand the record itself to the technician, not a summary of it. Acceptance: the tech opens the ticket and sees the emergency screen answers, the symptom pattern, the three facts and the access notes as recorded. Wrong looks like a dispatch note reading "no power in garage, see customer." Stop rule: an incomplete record goes back to intake for a callback before the truck rolls, unless the ticket is a same-day emergency, in which case it rolls and the callback happens in parallel. Hazard: the emergency screen answers are the tech's arrival brief, and a tech expecting dead receptacles walks up to a buzzing panel differently than one who was told.
The record this produces
One intake record per call, with the emergency screen answers as their own seven fields rather than a free-text note. Also: symptom pattern with boundaries, whole-house screen answers, the three facts, breaker and device states including anything that tripped on reset, access and occupancy notes, the agreed block and threshold, and the priority assigned and by whom.
Three readers. The technician reads it before arrival and it decides what comes off the truck. The supervising master reads every ticket screened routine that turned out to be an open neutral, a failing service or a fire condition, because those are script defects and a script is fixable. The estimator reads access and occupancy on repeat sites, because the same closet is full every visit and the block should say so.
The most valuable field over time is the tripped-on-reset flag. It converts a vague complaint into a fault that has already proved itself, and it is the field most often lost when a call is summarized rather than recorded.
Worked pass: "some outlets are dead and the lights are weird"
Tuesday afternoon call. Step 1 runs the seven-question screen: no smoke, no smell, nothing sparking, no buzzing the caller can hear, nothing hot, nothing wet, nobody shocked. All seven no, so steps 2 and 3 do not fire.
Step 4 captures the pattern: two bedroom receptacles dead since Sunday evening, hall light working, kitchen working.
Step 5 fails the routine branch. Asked the brightness question, the caller says the kitchen ceiling lights have been noticeably brighter than usual for a few days while one bedroom lamp seems dim. Asked about bulbs, two have failed this week in different fixtures. Asked about unrelated devices, the television has rebooted itself twice and the microwave clock has reset. Three yes answers, and the stop rule fires: this is not a dead branch circuit, it is a candidate open or high-resistance service neutral.
Priority changes to same-day. The step 2 instruction set applies: the panel is confirmed cool, dry and in an accessible hallway, so the caller is told to switch off the main and leave it off, to unplug electronics rather than reset anything, and to call back immediately if any smell or heat develops. Dispatch also notifies the utility, since the open connection may sit on the utility side of the meter and their crew may arrive first.
The tech confirmed it that evening at the service: leg A to neutral 148 V, leg B to neutral 94 V, A to B 242 V, which is the signature of a neutral no longer holding the midpoint. Against a 120 V nominal load, 148 V is roughly 23 percent over and 94 V roughly 22 percent under, so the failed bulbs and the reset clock are one fault rather than two coincidences.
Skip step 5 and this books as a routine dead-receptacle call for Thursday morning, leaving the house two more days with one leg well over nominal. The intake record carried all four whole-house answers, and the supervising master's monthly review used it as the example of the screen working, which is worth as much as the reviews that find misses.
