Utility Outage Coordination and Customer Notification

Purpose

Make a planned outage happen exactly once. Every service change, meter relocation, panel replacement and feeder repair depends on a utility disconnect that the shop does not control and cannot perform. When that disconnect does not happen on the day, the crew is on site with the wall open and the customer is without power on a promise nobody can keep.

The second half is the part shops underrate. A planned outage is a commitment to three parties - the utility, the customer who pays, and the occupants who lose power - and the one that ruins jobs is whichever was assumed rather than confirmed. This procedure produces a confirmation from each, in writing, before anyone mobilizes.

Scope

Covers coordination of a planned utility disconnect and reconnect at 600 V or less: the request, the confirmation, the notification of customers and occupants, the site verification that the service is dead, and the release back to the utility.

Does not cover unplanned outage or storm response; the service or panel installation itself, which the service-panel-upgrade SOP owns; or generator load transfer for the window, which is a temporary power scope with its own grounding decisions.

Procedure

  1. Establish the utility's actual requirements before promising a date, in writing. Every utility has its own lead time, its own request form, its own inspection prerequisite and its own rules on who may cut a seal. Get the lead time in business days, whether a permit number or a signed inspection release must accompany the request, whether the customer or the contractor is the requesting party, and the utility's own emergency contact for the day. Acceptance: all five answers recorded against that utility in the shop's own reference, dated. Wrong looks like a date promised from memory of the last job on a different utility. Stop rule: no date goes to a customer until the request has been accepted and a confirmation number exists.

  2. Submit the request with the permit number that will actually be issued, not the application number. Most cancelled disconnects trace back to a mismatch between what the request says and what the authority having jurisdiction issued. Acceptance: the request carries the issued permit number, the exact service address including unit, the meter number, the requested date with a window, and a named on-site contact with a mobile number. Wrong looks like a request submitted with an application reference while the permit is still pending. Stop rule: no issued permit means no request; get the permit first, because a request rejected quietly is indistinguishable from one accepted until the morning of.

  3. Notify the customer and every occupant with a specific window and a specific consequence. Tell them the date, the expected start, the expected duration, and what stops working, which for most homes means refrigeration, medical equipment, well pumps, sump pumps and internet. Give at least three business days' notice plus a confirmation the evening before. Acceptance: notice delivered by a method that produces a record, with the occupant's acknowledgement captured. Wrong looks like a note taped to a door. Stop rule: any occupant who reports oxygen concentrators, dialysis, powered mobility or refrigerated medication is not notified and left to cope; the outage is not scheduled until that occupant has a written plan, which may mean a temporary supply or a relocation for the window.

  4. Reconfirm with the utility the business day before, and treat silence as a failure. Call the utility, quote the confirmation number, and get a person to state the date, the window and the crew assignment. Acceptance: a named utility contact confirms the order is live, and you record their name and the time of the call. Wrong looks like an automated system that plays back a request without confirming a crew. Stop rule: an order that cannot be confirmed by a person is treated as cancelled; notify the customer that same day before end of business, and do not mobilize on a hope.

  5. On the day, verify the service is actually dead before anything opens, and do not rely on the meter being gone. After the utility reports the cut, prove the service dead at the main lugs live-dead-live per NFPA 70E-2021, 120.5, in the edition your employer's electrical safety program has adopted, and apply your own lock and tag under 29 CFR 1910.333(b)(2) where a lockable means exists. Acceptance: zero volts line to line and line to ground at the point you will be working, on a meter proved both sides. Wrong looks like a pulled meter taken as proof of a dead service; the line side of a meter socket remains energized with the meter out, and that is where crews get hurt. Stop rule: any voltage present stops the work and goes back to the utility, not to a second opinion on site.

  6. Account for every source that can re-energize this panel while you are in it. There are three to walk on a typical site: a solar photovoltaic system backfeeding through its own overcurrent device, a permanently installed or portable generator through a transfer switch or interlock, and a battery energy storage or uninterruptible supply. Acceptance: each of the three is either confirmed absent or is opened, locked, tagged and proved dead at the panel, and that check is recorded per source. Wrong looks like a rooftop array nobody mentioned. Stop rule: an inverter that cannot be isolated and proved dead means the work does not start; call the installer or the customer's solar contractor and reschedule rather than working around a live source.

  7. Report the cut and the restoration to the office at the moment each happens. Acceptance: the office logs the actual cut time and the actual restoration time, not the planned ones, and updates the occupants when the window moves by more than 30 minutes. Wrong looks like occupants discovering a two-hour overrun by watching the clock. Stop rule: if the work will run past the notified window, the customer and occupants are told before the window closes, not after, and the reason is given.

  8. Release back to the utility and close the loop on the reconnect. Call the utility for reconnect only when the work is complete, the panel is closed, the inspection release is in hand if the utility requires one, and every load is in a safe state to be re-energized. Acceptance: reconnect requested with the confirmation number, service verified live and in the correct voltage band at the panel, and the seal condition recorded. Wrong looks like calling for reconnect while a circuit is still open in a wall. Hazard clause: restore with the deadfront on and stand to the hinge side, and put no one on a ladder or in an attic at the moment of reconnect.

When the site does not match the assumption

The utility will not cut for the requested window because of a seasonal embargo, a heat or cold advisory, or a system event. That is not negotiable and it is nobody's fault. Reschedule, give the customer the reason in the utility's own words, and check whether the permit or inspection release has an expiry the delay will cross.

The customer wants the crew to pull the meter to save the wait. You do not cut a utility seal or pull a meter without that utility's written authorization, and many authorize it for specific contractors only. Say no plainly, give the reason, and keep the request in the queue.

The occupants are tenants and the landlord has not told them. The tenants still get notified. Ask the landlord to notify, verify it happened, and if it did not, notify the units yourself before the day and record that you did.

The record this produces

One outage record per job: the utility name and the five step 1 requirements with the date confirmed; the request submission date, the permit number used and the confirmation number returned; the granted date and window; the notification log showing who was notified, by what method and when, including the evening-before confirmation; any occupant with a medical dependency and the written plan agreed; the step 4 reconfirmation with the utility contact's name and time; the step 5 proved-dead readings; the step 6 backfeed check with a line per source; actual cut and restoration times; and the reconnect confirmation with the seal condition.

The office reads the notification log the moment a customer says nobody told them. The utility reads the confirmation numbers in a dispute about whose order was cancelled. The next crew reads the step 1 requirements so nobody re-learns that utility from scratch. And the medical-dependency plan protects both the occupant and the shop.

Worked pass: 200 A service change, tenant-occupied duplex

Step 1: this utility requires 10 business days, the issued permit number on the request, the property owner as requesting party, and it authorizes only its own crews to cut the seal. All five recorded.

Step 2: permit issues on a Monday and the request goes in that afternoon with the issued number, the address with both unit designations, the meter number and the owner's mobile. The utility returns a confirmation number and a date twelve business days out with an 8 a.m. to noon window.

Step 3: both tenants notified by email and text nine days ahead, with the window, an estimated six-hour duration and the list of what stops. Unit B's tenant reports a refrigerated prescription. The plan agreed and written down is a cooler with ice packs delivered the morning of, and the tenant acknowledges it.

Step 4 fails. On the reconfirmation call the day before, the utility representative cannot find a live order. The request was rejected six business days earlier because the permit number on the form transposed two digits against the issued permit. No rejection notice ever reached the office. Stop rule taken: the job does not mobilize. The customer is called that afternoon, before end of business, with the reason and a corrected request submitted the same hour. The utility grants a new date eight business days out, and both tenants are re-notified with the new window and a fresh evening-before confirmation.

On the rescheduled day, step 5: utility cuts at 8:20 a.m. The crew proves dead at the main lugs, reading 0.0 V line to line and line to ground on a meter proved on a known source before and after, and locks the main.

Step 6: no photovoltaic system, no battery. There is a portable generator with an interlock kit at the panel. The interlock is confirmed in the utility position, the generator breaker is opened, locked and proved dead, and the generator itself is confirmed off with its cord unplugged. Three sources walked, three lines on the record.

Step 7: work runs 30 minutes past the notified window because a mast boot needed replacing. Both tenants get the update at the 4-hour mark, before the window closed, not after. Step 8: inspection release in hand at 1:10 p.m., reconnect requested, service verified live in the expected voltage band, new seal applied by the utility crew and its condition recorded.

The job cost the shop one rescheduled day. What it did not cost was a crew standing at an open wall with two tenants who had emptied their refrigerators for a cut that was never going to happen, which is exactly what step 4 exists to prevent.
