Working Alone and Check-In Discipline
Purpose
Most residential electrical work is done by one person, and that is not going to change. The question a shop has to answer is narrower: which tasks are never done alone, and for everything else, how long can somebody be silent before anybody notices.
Be honest about where the rule comes from, because a shop that overstates it loses the argument the first time a tech looks it up. There is no federal general-industry rule requiring a second person on a 120 V troubleshooting call in a house. The two-person requirement at 29 CFR 1910.269(l)(1) is written for electric power generation, transmission and distribution work and does not reach a residential service shop. This is a shop standard, and the reason it exists is physiological rather than regulatory: a person who has taken a shock or an arc flash cannot call for help, and the outcome is decided by how quickly somebody notices they have gone quiet.
The failure mode is never a dramatic one. It is a check-in system that exists on paper, where the office is supposed to remember to call, and nobody notices a missed call until the end of the day.
Scope
Covers dispatching, monitoring and closing out any job where a technician is on site without a second employee, on residential and light commercial work. Covers which tasks are never solo, the check-in mechanics, the escalation ladder when a check-in is missed, and the arrival assessment for site and occupant conditions.
Does not cover the justification for energized work or the permit, which the energized work permit SOP owns, or attic and ladder specifics, which the ladder and attic access SOP owns. It does set the solo boundary those procedures then operate inside.

Procedure
Classify every ticket solo-eligible or not before it is released, and hold the never-solo list as fixed. Acceptance: the ticket carries a solo flag, and the never-solo list is applied without judgment. That list: any work inside the restricted approach boundary on exposed energized parts at 50 V or more, any work on service equipment ahead of the main, closing or opening a main or service disconnect after work, attic or crawlspace entry, and any ladder work above the height the shop has set. Wrong looks like a tech deciding at the panel that the job has grown. Stop rule: a job that crosses the list mid-visit stops there; the tech secures every cover, leaves the equipment as found and calls for a second person rather than finishing. Hazard: an arc flash victim cannot self-rescue, and the person who reaches them has to know not to make contact while the source is live, which is why the second person is a qualified one and not just a warm body.
Record the actual work position, not the mailing address, and confirm the phone will last the visit. Acceptance: the ticket carries the address plus the specific structure and access route, for example detached rear garage, side gate, or crawlspace access under the north elevation; and the tech confirms the phone is above a stated charge level with a charger in the vehicle. Wrong looks like a street address for work happening in a building at the back of the lot, which is the address emergency services will drive to. Stop rule: no confirmed work position, no solo release; the dispatcher gets it from the customer before the truck rolls. Hazard: none at this step, it is a dispatch record, and it is exactly the record that becomes load-bearing at step 4.
Set the check-in as a named person, a stated interval, and a worker-initiated call. Acceptance: one named watcher, an interval in minutes agreed out loud, and the rule that the technician calls in, not the other way round. The shop default worth starting from is 45 minutes on a routine solo call and 20 minutes where the site or the occupant raised a concern at step 5; tune it to your own drive times and job lengths. Wrong looks like "check in when you can," which produces no missed check-in because there was never a due time. Stop rule: no named watcher and no interval means the ticket is not solo-eligible that day. Hazard: none at this step; what it prevents is a system where nobody is responsible, and a watcher who is one specific person is the whole mechanism.
Run the escalation ladder on the clock when a check-in is missed, without waiting to be sure. Acceptance: at the missed due time, first call. At 5 minutes past, second call plus a text. At 10 minutes past, the nearest technician is dispatched and the customer is called on their own number. At 20 minutes past with no contact, emergency services are called and given the work position from step 2, not the mailing address. Each action is logged with its clock time. Wrong looks like a watcher waiting twenty minutes because the tech "is probably just in a crawlspace." Stop rule: the ladder runs on time whatever the explanation seems to be; a false alarm costs a phone call and the alternative costs a person. Hazard: none for the watcher, and the point of the ladder is that the person in danger is not the person deciding whether to escalate.
Assess the site and the occupant on arrival, and abort rather than negotiate. Acceptance: before tools come out, the tech has noted the exit route, whether the occupant is oriented and cooperative, whether animals are secured, and whether the structure is occupied and secure. Wrong looks like starting work in a vacant building whose door was already open. Stop rule: a hostile or impaired occupant, an unsecured dog, an occupied building the tech cannot get out of easily, or any threat, and the tech leaves immediately, calls the watcher from the vehicle, and does not return alone. Hazard: this is the step where the hazard is a person rather than the equipment, and the control is distance and an exit; do not stand between an agitated occupant and the door, and do not go back inside for tools until someone else is with you.
Close out with a final check-in, and hold the two-person line on re-energizing service equipment. Acceptance: the technician calls the watcher when they leave the site, not when they get home, and nobody comes off the board until that call lands. Closing a main or service disconnect after work is a two-person act under step 1, so a solo tech schedules it rather than doing it at the end of a long day. Wrong looks like a tech clearing themselves by text at 6 p.m. from a parking lot two towns away. Stop rule: a missing close-out call runs the same ladder at step 4; it is not treated as a formality skipped. Hazard: re-energizing is when a fault nobody found announces itself, so with a second person present, stand to the hinge side of the panel rather than square in front of it, and confirm every GFCI and AFCI on a disturbed circuit trips and resets on its test button before the customer is handed the space.
The record this produces
Per solo ticket: the solo flag and the reason it was allowed, the confirmed work position and access route, the watcher's name, the interval in minutes, every check-in with its clock time, any escalation actions with their times, and the close-out call.
Per escalation: what happened, at what times each rung fired, and what the cause turned out to be. That second record is the one worth reading, because a false alarm always names a real gap somewhere, usually in the location record or in a dead spot nobody had mapped.
The dispatcher reads the check-in log to spot techs who consistently run late on their intervals, which is a workload signal rather than a discipline one. The owner reads the escalation records, because two false alarms at the same address means the site has a dead spot and the interval or the method needs to change for that address rather than for everybody.
One Saturday call, run
A solo service call at a house with a detached rear garage. Ticket released at 12:40 p.m.
Step 1: replacing a 20 A branch breaker and tracing a dead circuit in the garage subpanel. Nothing on the never-solo list, since the subpanel is downstream of the main and the work is de-energized. Solo flag set.
Step 2: address recorded, phone at 84 percent with a charger aboard. The work position field says "garage," and this is where the ticket is weaker than it looks, which nobody notices yet.
Step 3: watcher named as the on-call dispatcher. Interval 45 minutes, routine, agreed out loud. First check-in on arrival at 1:05 p.m., second at 1:50 p.m.
Step 4 fires. Next check-in due at 2:35 p.m. and nothing comes in. The ladder runs on the clock: first call at 2:35, no answer. Second call plus a text at 2:40. At 2:45 the nearest tech is dispatched from 9 minutes away and the customer is called on their own number. Contact is made at 2:52 when the tech surfaces from the crawlspace under the garage, where there is no signal, and calls in. The 20-minute rung, which would have put emergency services on the phone, was due at 2:55, so it was 3 minutes off.
Nothing was wrong. The escalation still cost a dispatched truck and a call to a customer on a Saturday, and it was still correct: the watcher had no way to distinguish this from the case the ladder exists for.
The review then finds the real failure, and it is at step 2. The work position on the ticket read "garage," and the tech was in a crawlspace under a detached structure at the rear of the lot. Under step 2's acceptance the record has to name the structure and the access route, and "garage" does neither, since the mailing address would have sent an ambulance to the front door of the house. If the 2:55 rung had fired, the address given would have been wrong. Under the stop rule that ticket should not have been released solo until the work position was recorded properly.
Two changes fall out and both are written down: the work position field for this address now reads "detached rear garage, crawlspace access at north wall, side gate," and the interval for this address drops to 20 minutes because the crawlspace is a known dead spot.
Checking the run against step 4's acceptance: every rung has a clock time printed against the due time it was measured from, and the one rung that did not fire is reported with the gap in minutes rather than described as nearly happening.
