Fence Line Clearing and Vegetation Removal Standard
Purpose
A crew that reads "clear the line" as mow-whatever's-there treats a customer's specimen shrub the same as a mat of poison ivy and volunteer saplings, and the callback from cutting the wrong thing costs more goodwill than the clearing job ever billed. Vegetation left standing throws every post station off by however far the crew has to stand back from a briar patch to sight the line; vegetation cut carelessly turns a brush cutter into a thrown object or a kickback the moment it meets buried wire, an old T-post, or a rock nobody saw under the growth. This standard gets a line from overgrown to walkable, diggable, and safely cleared, without guessing at what stays and without a crew member finding out the hard way what was hiding in the brush.
Scope
Covers identifying and clearing brush, vines, ground cover, poison ivy and poison oak, and saplings under 2 inches in stem diameter along a confirmed fence line, from the pre-clear customer walk through a cleared, photographed, walkable line ready for layout. Applies to every job where the line isn't already clear on arrival.
Does not cover felling any tree or sapling at 2 inches in stem diameter or larger; Fence-Line Tree Removal Preparation owns that assessment and cutting sequence, including its own thresholds for in-house cutting versus a sub'd arborist. Procedure
Walk the confirmed fence line with the customer's written keep list, or the customer directly, before any tool starts, and flag every plant within 3 feet of the line as keep or clear. Acceptance: every plant in that band matches a keep flag or a documented clear decision, boundary walked the same day cutting starts, not from a prior visit's memory. Wrong looks like clearing "to the line" straight off the contract's fence description, taking out an ornamental shrub the customer planted on purpose, because from a distance a cultivated planting and volunteer brush read the same. Stop rule: any plant that isn't clearly a keep or a documented clear gets a call to the office or the customer before it's cut, not a field judgment call. Hazard: none at this step, it's a walk-and-flag task.
Before power equipment starts within 2 feet of any marked utility line, confirm the mark is still visible and legible; tall grass and brush routinely bury or fade a mark the ticket says is there. Acceptance: every mark along the clearing zone is visible and matches the ticket's member list, or the area is hand-cleared first to expose it. Wrong looks like running a brush cutter through waist-high growth on the assumption the ticket covers it, when the mark itself may be faded or never repainted after the last rain. Stop rule: any marked line whose paint or flag can't be found gets hand-cleared with hand tools only until the mark is exposed and confirmed, or a callback to the utility owner; no power equipment in that band until then. Hazard: a brush cutter or chainsaw blade meeting a shallow gas or electric line does the same damage an auger does, and the growth hiding the mark is exactly what makes this the step where that happens.
Identify poison ivy, poison oak, and poison sumac along the line by leaf pattern before cutting starts in that section, and brief the crew by plant and location rather than assuming everyone already spotted it. Acceptance: identified patches flagged, crew briefed, long sleeves, gloves, and eye protection worn when cutting through or near a flagged patch. Wrong looks like treating a vine-covered tangle as generic weeds because nobody looked at the leaves before the cutter went through it, which is how a crew-wide rash outbreak starts on a job that looked routine. Stop rule: any patch too dense to clear by hand with full PPE gets scheduled for herbicide treatment days ahead instead; do not mechanically shred a heavy poison ivy stand and generate airborne plant debris. Hazard: urushiol oil transfers from skin, gloves, blades, and clothing to anything they touch afterward, including a steering wheel; never burn poison ivy, oak, or sumac debris, since the smoke carries urushiol into the lungs and that exposure is worse than a skin reaction.
Clear brush, vines, and saplings under 2 inches in stem diameter with a brush cutter or chainsaw, working a consistent direction, and sweep or probe the swing path by hand ahead of each cut for embedded wire, an old T-post, or debris buried in the growth. Acceptance: swing path checked before cutting reaches it, vegetation cut to grade or the stated stubble height, embedded material found and removed or flagged before cutting resumes past it. Wrong looks like running the cutter at full speed through unswept brush because the ground looked clear from the edge, when an old strand of wire or a fallen T-post is a common find on a line that's carried a fence before. Stop rule: any hard resistance, metal-on-blade contact, or unexpected snag stops the cut in that spot immediately; the blade gets inspected for damage before cutting resumes anywhere on the line. Hazard: a blade striking concealed wire or metal can throw the object or kick the tool back toward the operator; keep the crew's stand-off distance clear of the swing arc, because concealed debris is what turns a routine cut into a projectile.
Where a post station falls in ground with dense root mass from cleared brush or a fast-spreading rootstock, grub out the root ball within 12 inches of the station rather than cutting the stem flush and leaving the roots live. Acceptance: root mass removed or killed within the station radius, station location re-confirmed against the layout stakes after grubbing disturbs the ground. Wrong looks like cutting a sapling flush to grade and calling the station clear, when live roots left under a post footing heave the concrete as they resume growth the following season. Stop rule: a root mass too large to grub by hand in the time budgeted gets flagged for the layout crew and the office rather than a post being set on top of it anyway. Hazard: none new beyond the cutting hazard already controlled in step 4.
Stage cleared debris away from the fence line and any access path, and dispose of it by the method the contract specifies, chipped, hauled, or left for the customer, confirming any local burn restriction before choosing that option. Acceptance: debris staged clear of the working line, disposal method matches the contract, burning only with a confirmed current permit or open-burn allowance. Wrong looks like piling brush against the fence line itself because it's the closest flat spot, or burning because it's fastest without checking whether the jurisdiction currently allows it. Stop rule: no burning without a confirmed permit; where that can't be confirmed same day, haul or chip instead. Hazard: an open burn near dry brush carries wildfire risk beyond the smoke exposure; keep any burn pile clear of remaining vegetation and never leave it unattended.
Walk the full cleared line with the crew lead, photograph the line end to end, and confirm sight lines are open enough to run a string line before signing off to the layout crew. Acceptance: continuous photo coverage of the cleared line, no vegetation remaining within the clearing band that would obstruct a station, crew lead sign-off logged. Wrong looks like calling the job done once the bulk of the brush is gone while isolated clumps remain at a few stations because the crew was already packing up. Stop rule: any station still obstructed doesn't get signed off to layout; it gets cleared before the crew leaves, not flagged as the next crew's problem. Hazard: none new, this is a verification task.
The record this produces
The clearing log ties the customer's keep list, the utility-mark confirmation from step 2, any hazard-plant flags, and the before-and-after photo set to the specific line cleared, not just a checkbox that clearing happened. The layout crew reads it to confirm there's nothing left to work around; the office reads it if a customer later disputes what was removed, since "we cleared the brush" means something different to a crew and to a homeowner who valued a sapling nobody flagged. A clearing job with photos but no keep-list reference proves the line got cut, not that it got cut correctly.
Worked pass, with a step that failed
A 180 foot residential line overgrown with brush, wild grape vine, and volunteer saplings along a back property line the customer hasn't touched in three seasons.
Step 1: the customer walks the line with the crew lead. One volunteer maple sapling near the midpoint gets flagged ambiguous rather than an automatic clear. Stop rule taken: the office calls the customer that afternoon, who confirms it can go; flag updated to clear before cutting reaches that station.
Step 2: 811 marks are visible at both ends but the middle third runs through grass tall enough to hide the paint. The crew hand-clears the marked corridor with loppers before running the brush cutter, confirming all three marks on the ticket once exposed.
Step 3: a dense poison ivy patch, roughly 15 feet of run, is identified and flagged near the back corner. Full PPE assigned to that section; the patch is small enough to clear by hand rather than scheduling herbicide treatment.
Step 4: the brush cutter works east to west. At roughly the 90 foot mark, the blade meets hard, unexpected resistance mid-swing where the ground looked clear. Fails acceptance: the swing path there wasn't fully swept, since the vine cover made hand-probing feel unnecessary. Stop rule taken: the blade is stopped immediately and inspected, no damage found; hand-clearing the vine reveals a coil of old, rusted field fence wire buried in the growth, likely a remnant of a fence that predates the current one. The wire is cut free by hand and hauled with the debris; cutting resumes past that point only once the area is confirmed clear by hand.
Step 5: one sapling near a planned post station at the 60 foot mark is grubbed out roots and all rather than cut flush, since that station sits directly on the stem.
Step 6: debris is staged in the side yard, away from the fence line, and hauled off the same day per the contract; no burning requested.
Step 7: the full line is walked and photographed with the crew lead, no remaining obstructions at any station, and signed off to the layout crew that afternoon.
