Storm Damage Fence Repair Triage Standard

Purpose

This SOP guarantees that a storm-damage callout starts with the hazards a downed limb or a wind event can create at a fence line, not with the repair the customer called about, and that anything left unsafe when the crew leaves is both temporarily secured and clearly logged as still open. A fence after a storm is rarely one clean failure; it's commonly a downed line near a metal run, a pool gate knocked off its self-close, a leaning post, and a section of loose fabric on the same property, and a crew that walks straight to the reported problem and fixes only that leaves the rest as live risk nobody assessed. The first visit after a storm is a safety and stabilization visit before it's a repair visit, and treating it as a normal service call skips exactly the steps that keep a bystander safe in the days before the permanent fix is scheduled.

Scope

Covers the first-response walk of a property after storm or wind damage to a fence, from arrival through temporary stabilization, documentation, and routing each finding to its owning repair procedure. Procedure

  1. On arrival, before approaching any part of the fence, scan the full property for a downed or sagging power line contacting or near any metal fence run, gate, or post. Acceptance: full visual sweep of the property line completed before any tool or hand touches the fence. Wrong looks like walking directly to the section the customer described as damaged, because that's what the call was about, and missing a downed line elsewhere on the same property that has energized a connected metal run the crew is about to touch. Stop rule: any line down or sagging at or near the fence, confirmed contact or not, halts approach to that entire run, not just the section near the line; treat the whole connected metal run as energized until the utility confirms otherwise, call the utility and hold the site, and do not resume work at that run until a documented release is on file. Hazard: contact with an energized fence run can be lethal; nobody touches any part of a metal run connected to or near a suspected downed line, and this includes gates and hardware bonded to the same run, until the utility's release is documented.

  2. Where the property has a pool, spa, or other barrier-required feature, check whether its self-closing gate still closes and latches on its own before anything else on the property is addressed. Acceptance: gate cycled by hand and confirmed to self-close and latch, or, if it does not, temporarily secured shut, rope, temporary panel, or a padlock, within minutes of the finding. Wrong looks like noting a failed pool gate closer on the damage list and moving on to assess the rest of the property first, treating it with the same priority as a loose picket, when an open pool barrier is an active drowning risk for as long as it stays open. Stop rule: a pool-adjacent gate that will not self-close and latch gets temporarily secured before the crew does anything else on the property, no exceptions for how minor the rest of the storm damage looks. Hazard: none new at this step beyond the life-safety risk the temporary securing itself controls.

  3. Walk the entire fence line, not just the reported section, and document every failure found with a photo and a plain description: leaning or fallen posts, broken rails or pickets, torn or displaced fabric, damaged gates, and any electric fence charger or grounding hardware that was exposed to standing water. Acceptance: a photo and a written entry for every finding on the property, not only the ones near the customer's described damage. Wrong looks like documenting the one large, obvious failure the customer pointed at and skipping a smaller lean or loosened panel elsewhere on the run, which is frequently the next callback if it isn't captured now while the crew is already on site. Stop rule: a walk that skips any portion of the fence line gets completed before the crew leaves; logging the obvious damage does not make an incomplete walk done. Hazard: storm-damaged sections can carry sharp broken metal, splintered wood, or unstable hanging debris; move deliberately and check footing before putting weight near any visibly compromised section.

  4. Stabilize anything at risk of falling further or shifting before the crew leaves, even where permanent repair is scheduled for later: brace a leaning post that's moved since the storm, secure a hanging or partially detached panel so it can't drop, and clear trip or fall hazards like a downed section across a walkway. Acceptance: every item identified as an active falling or shifting risk is either corrected on this visit or temporarily braced and confirmed stable by hand before the crew leaves. Wrong looks like logging a leaning post as a future repair and leaving it exactly as found, when a post that's already moved once can keep moving under its own weight or the next wind event before the scheduled return. Stop rule: any item too large or complex to stabilize with materials on the truck gets escalated to the crew lead for same-day additional resourcing rather than left unaddressed overnight. Hazard: a post or panel already partially failed can shift further while being braced; approach from the side, not from beneath or the direction it's already leaning, and don't rely on a single point of support for anything carrying real weight.

  5. Before re-energizing or leaving live any electric fence charger or grounding system showing signs of water exposure, flooding at the charger box, a submerged ground rod connection, or corrosion at a terminal since the last known-good check, inspect it rather than assuming it's fine because it powers on. Acceptance: charger and grounding hardware inspected for water intrusion and corrosion before being left energized; anything showing exposure is de-energized and tagged pending inspection. Wrong looks like flipping the charger back on because it clicks and appears to work, when water intrusion at the box or a corroded ground can produce an intermittent fault a quick power-on check won't show. Stop rule: any charger or grounding hardware with visible water exposure or corrosion gets de-energized and tagged, not left running on the assumption it's fine. Hazard: a charger with compromised insulation from water intrusion can present a shock hazard beyond the charger box itself; de-energize before handling any wiring you suspect has been wet.

  6. Sort every documented finding into its repair category and route it to the procedure that owns that repair, a leaning post to the reset procedure, a broken rail or picket to the replacement standard, a gate issue to the gate repair procedure, or extensive section damage to the repair-vs-replace conversation, rather than performing ad hoc fixes beyond the stabilization already completed in step 4. Acceptance: every finding on the log has a named owning procedure and a next step, not an open-ended "will fix later." Wrong looks like attempting a quick permanent fix on one finding while on site for triage, without the material, time, or utility clearance that finding's owning procedure actually requires. Stop rule: a finding with no routed procedure or scheduled next step does not get left off the customer's copy of the report. Hazard: none new, this is a documentation and scheduling step.

  7. Provide the customer a copy of the finding list showing what was made safe today, what remains temporarily secured pending permanent repair, and the scheduled date for each routed item, and confirm the customer understands which temporary measures, the pool gate rope, the post brace, are not permanent fixes and need to hold until the return visit. Acceptance: customer has a written copy of the report, verbally confirms understanding of which items are temporary. Wrong looks like leaving a verbal summary at the door without a written list, which leaves the customer unclear on which items are actually resolved and which are only stabilized, and leaves the shop with no record if a temporary measure fails before the scheduled return. Stop rule: no visit closes without a written copy of the finding list left with the customer or sent the same day. Hazard: none new, documentation only.

The record this produces

The triage log ties every finding on the property, photo, description, and owning repair procedure, to whether it was made safe today or remains temporarily secured, with a scheduled return date for each open item. A shop reviewing these logs after a storm event tracks open items to close and confirms the permanent repair actually addressed what the temporary measure was covering, closing the loop rather than letting a rope-secured gate or a braced post quietly stay in its temporary state past its scheduled return.

Worked pass, with a step that failed

A residential property after a wind event, customer reported "the fence came down in the back corner," property includes a pool with a self-closing gate.

Step 1: property sweep finds a line down near the back corner, tangled loosely across the top of a chain-link run but not obviously touching the fabric. Because contact is unclear, the crew treats the entire connected run as energized. Fail on the confirmed-clear standard, since the sweep cannot rule out contact. Stop rule taken: the whole back run held, utility called, site perimeter marked, crew moves to assess the rest of the property while that hold is in place.

Step 2: pool gate checked; self-closes and latches correctly, no temporary securing needed.

Step 3: remainder of the property walked and documented: one leaning line post near the reported corner (outside the held run's immediate vicinity), one cracked picket on the side yard, no electric fence on this property.

Step 4: the leaning post is braced temporarily with a stake and strap, confirmed stable by hand.

Step 5: not applicable, no electric fence charger on this property.

Step 6: leaning post routed to the reset procedure, cracked picket routed to the replacement standard, back-corner chain-link damage pending the utility release before it can even be assessed for fabric or post damage.

Step 7: written report left with the customer listing the held back run pending utility release, the braced post and its scheduled reset date, and the cracked picket's scheduled replacement date.

Follow-up: the utility confirms the line de-energized and clear roughly two hours after the call; the crew returns the same afternoon to complete the back-run damage assessment, which the earlier hold had correctly deferred rather than guessed at.
