Ice Dam Damage Discovered During Service Response Standard
Purpose
This standard guarantees that when a crew discovers gutter or fascia damage caused by an ice dam during a winter service call, the crew keeps clear of an overhead ice load and a gutter section already under tension, documents the damage without attempting a repair that will not actually hold, and routes the conversation correctly between the hardware repair and the insurance claim, without selling the customer a gutter-only fix for what may be an attic problem. A gutter torn from its hangers by ice weight is a hazard before it is a repair; approached the wrong way, it becomes the second injury of the visit, not the first thing fixed.
Scope
Covers physical damage caused by an ice dam, gutter sections torn from hangers, split seams, cracked downspouts, or active water intrusion signs, discovered during a winter inspection, heat-cable check, or distress call. Does not cover ice dam formation, attic diagnosis, or long-term prevention, which the ice dam prevention and mitigation reference owns, and does not cover why an existing heat cable failed to prevent recurrence, which the ice dam recurs despite heat cable decision tree owns. This SOP owns the immediate safety response to the ice hazard itself, the damage documentation, and the insurance-versus-repair routing decision.

Procedure
Assess the ice load overhead and establish a no-go zone before approaching the damage. Identify visible icicles, ice buildup, or a sagging ice-loaded gutter section, and keep the crew back at least the height of the visible ice mass above the ground before anyone crosses toward it. Acceptance: a keep-back distance is set and stated aloud to the crew before the ladder comes off the truck. Wrong looks like walking directly under a visibly ice-laden section to get a closer look at the damage. Stop rule: if any ice is actively dripping, cracking, or shows a fresh fracture line, or if an icicle has recently fallen nearby, nobody enters the zone at all until the ice has fully released or been cleared from outside the zone with a roof rake or long tool; the crew waits for warmer conditions rather than approaching. Hazard: an ice-loaded gutter section or a large icicle can release without warning and cause a serious injury to anyone standing below; this gets the same exclusion-zone discipline as any other falling hazard on the job.
Do not touch, pull on, or hand-test a gutter section that is visibly ice-loaded and pulling away from the fascia. Assess it visually and by listening for creaking or cracking from outside the no-go zone rather than by hand. Acceptance: the section's condition is assessed from a safe distance, with no physical contact to test its give. Wrong looks like grabbing a sagging ice-loaded section to see how bad it is, or knocking ice off it by hand. Stop rule: any section already separated from one or more hangers stays untouched until the ice has cleared naturally or been removed from a safe distance; forcing it now while still loaded can bring the whole run down at once instead of the controlled partial failure already in progress. Hazard: a gutter section under ice tension can release stored energy suddenly when disturbed, similar to a loaded spring, with enough force to injure a hand or arm in contact with it.
Where conditions allow, no active ice movement and the ground crew clear, assess the damage from the ladder without walking the affected section, and photograph each failure point individually with a location note. Acceptance: each pulled hanger, split seam, or cracked downspout gets its own photo and a location description, such as "north run, 8 feet from the corner, three hangers pulled." Wrong looks like one distant photo that does not distinguish individual failure points, forcing a guess later about what actually failed. Stop rule: if the ladder's footing is on ice or refrozen snowmelt, the ladder does not go up at all; the assessment is done from the ground with a zoomed photo, and the detailed inspection is rescheduled for above-freezing conditions. Hazard: a ladder base on ice or compacted snow can slide out with no warning even with a stabilizer, a different failure mode than the pitch-based tipping the shop's steep-pitch fall-protection setup addresses, and that setup does not solve a sliding base on ice by itself.
Ask about and check for active interior water intrusion as a separate, higher-priority item from the exterior hardware damage. Ask the customer directly whether they have noticed a wet ceiling, water at a soffit vent, or staining anywhere this season, and look at the exposed soffit and fascia from the ladder or ground for exterior staining consistent with backflow. Acceptance: the question is asked directly and the exterior is checked for staining, both recorded. Wrong looks like focusing only on the visible gutter hardware and never asking about the inside of the house. Stop rule: any confirmed active interior leak is escalated the same day, ahead of scheduling the exterior hardware repair, since interior water damages finished surfaces continuously while exterior hardware can typically wait for a thaw. Hazard: if interior water is present near an electrical fixture, a ceiling light or a receptacle below the wet area, that is an electrical hazard outside this SOP's scope; the crew names it to the customer and recommends avoiding that fixture until an electrician clears it, rather than testing it themselves.
Do not attempt permanent repair while ice is present or temperatures are below freezing; apply only temporary, ice-safe mitigation from outside the no-go zone where active water intrusion is confirmed. An acceptable temporary measure is redirecting a known active drip point away from the foundation or an entry point with a temporary trough or extension; fastener repair into ice-glazed wood is not acceptable, since a screw driven into frozen or ice-coated wood will not seat and creates a repair that looks done but is not secured to sound material. Acceptance: any mitigation applied is named on the ticket along with its purpose, stated explicitly as temporary. Wrong looks like re-hanging a pulled section with screws while the fascia behind it is still ice-glazed. Stop rule: no permanent repair is scheduled until conditions allow safe access and the fascia can be assessed dry, since ice damage often coincides with fascia already softened by the backup itself. Hazard: none beyond the no-go zone rule if the mitigation work would require entering it, which step 2's stop rule does not permit.
Separate the conversation into two tracks with the customer before leaving: the hardware repair, and the ice dam's root cause, and name which one insurance may cover. State plainly that homeowner's insurance can apply to storm or ice-related damage even where the shop's own gutter workmanship warranty explicitly excludes weight from ice or snow exceeding design. Acceptance: the customer is told which track covers what, in those terms, before the crew leaves. Wrong looks like quoting a gutter repair without ever mentioning the insurance option for storm-caused damage, or the opposite failure of selling a gutter-only fix for what is fundamentally an attic ventilation and insulation problem. Stop rule: if the customer wants to file an insurance claim, the crew stops at the temporary mitigation from step 5 and does not proceed to permanent repair until an adjuster has seen the damage, since repairing ahead of documentation can complicate the claim, and if the customer is not pursuing a claim, the crew proceeds straight to scheduling the permanent repair once conditions allow. Hazard: none.
Log the full incident before the ticket closes. Record the no-go zone assessment, each failure point found, the interior intrusion check and its result, any temporary mitigation applied, and the insurance-versus-repair routing given to the customer. Acceptance: every field complete. Wrong looks like a partial log missing the routing decision. Stop rule: standard logging requirement, same as this shop's other response SOPs. Hazard: none.
The record this produces
The ticket carries the no-go zone call and why, each documented failure point, the interior intrusion check result, any temporary mitigation applied and its stated purpose, and the routing conversation outcome. An adjuster reviewing a claim, or the crew returning after thaw for the permanent repair, works from a dated record of exactly what was found while it was still frozen, rather than a memory of "pretty bad" months later.
Worked pass: a torn run found on a scheduled winter check
A crew arrives for a scheduled midwinter check at a two-story home with a known ice-dam history from prior seasons. From the driveway, a section of the north-run gutter is visibly sagging under a heavy icicle load, separated from the fascia at one end.
Step 1: the lead sets a keep-back distance at roughly the height of the visible ice mass, about 10 feet given the size of the buildup, and states it to the crew before the ladder comes off the rack.
Step 2: the sagging section is assessed by eye and by listening; a faint creak is audible, and it is left alone entirely.
Step 3 fails first. The ground near the ladder's intended footing is glazed with refrozen snowmelt from the driveway runoff. Per the stop rule, the ladder does not go up. The tech instead backs off and photographs the failure points with a zoom lens from the driveway: three hangers visibly pulled along an 8-foot section, and a crack running the length of one seam. The detailed inspection is rescheduled for the next above-freezing day.
Step 4: the homeowner is asked directly about interior signs and reports a small water stain on the hallway ceiling that appeared about a week earlier, still slightly damp to the touch when the tech checks with the homeowner's permission. Confirmed active, and it is escalated the same day ahead of the exterior repair.
Step 5: no permanent repair is attempted given the ice and the failed ladder access; the crew notes that no temporary mitigation is safely reachable from outside the no-go zone either, given the same ice conditions, and states that plainly rather than forcing a workaround.
Step 6: the homeowner is told the interior stain is being escalated today, that the exterior gutter repair will follow once the ice clears and access is safe, and that the interior water damage and the gutter hardware failure may both be storm-related and worth a call to her insurance agent, separate from the shop's own workmanship warranty, which excludes ice-weight damage by its own terms.
Step 7: the zone assessment, the failed ladder access, the three failure points, the confirmed active interior leak, and the insurance conversation are all logged before the crew leaves.
