Deck Board and Railing Repair Standard

Purpose

A soft deck board is a drainage report, not a defect. Water sat on the joist top under it long enough to rot the board from below, so the framing is wetter than the board was, and swapping the board alone lays a sound plank over rotten structure. The second failure is worse: the customer calls about boards, the tech quotes boards, nobody touches the guard, and that is what puts somebody on the ground when it lets go.

This procedure guarantees two things: every board removed is followed by a probe of the framing it was hiding, and no deck is left with a guard the shop has not loaded and watched.

Scope

Covers repair of an existing residential deck: decking replacement in place, joist-top treatment and single-bay sistering, guard post and rail re-attachment, and a guard check before the tech leaves.

Does not cover new construction, ledger, footing, post or stair replacement, or any deck step 1 finds unsupported: those go to a licensed contractor with a permit. Washing a sound deck belongs to the exterior pressure washing SOP, which owns wand pressure and distance.

Procedure

1. Assess the whole structure before you price a board. From the ground and underneath, look at four things: the ledger connection, the frame connections (post-to-beam and beam-to-joist), the footings, and the guard posts. Acceptance: a written note on each of the four reading sound, suspect or not visible, plus a fifth entry, pressure-treated yes or no, which is a fact rather than a condition. Wrong looks like: quoting three boards two minutes after arriving, not knowing the ledger is nailed, not bolted. Stop rule: a nail-only ledger, a ledger with no flashing over a stained band joist, a heaved footing or a post off its bearing stops the visit at assessment and ends the shop's work with the written finding. Hazard: do not load a deck you have not assessed: read the underside from the ground first, step only over a beam or post line, and keep everyone else off until step 1 closes.

2. Probe the suspect area and record moisture, not appearance. Push an awl into each suspect board and into the joist top beside it at consistent hand pressure, then take a pin-meter reading at the same points. Acceptance: penetration in eighths of an inch at each point plus a moisture percentage, on a sketch naming the joist bay. Read it against decay: at or above roughly 19 to 20 percent, wood supports decay fungi; below that it is a damp record, with awl penetration still the structural test. Wrong looks like: judging by color, so a gray but sound board goes while a painted board with a soft core stays. Stop rule: penetration past about 1/2 inch into any joist or beam, or three adjacent joists reading soft, moves the finding to structural and back to the lead. Hazard: probing puts your weight over the bay you already suspect, so kneel across two joists rather than mid-span, and never probe from below with your face under the point.

3. Remove the failed boards without cutting into what holds them up. Set saw depth to board thickness plus about 1/8 inch, cut over a joist center where you need a joint, and pry rather than saw blind through fasteners. Acceptance: boards out, joist tops exposed and undamaged, cut fasteners pulled or driven flush. Wrong looks like: a kerf across a joist top, taking section out of the member you are about to re-fasten into; any cut into a joist sends it to step 4 damaged. Hazard: cutting treated lumber puts preservative-bearing dust in the air, so cut outdoors upwind with dust collection, and on a deck predating the 2004 residential CCA phase-out wet the cut line: that dust carries arsenic by inhalation and hand to mouth, so no food or drink on the job, wash before either, and a respirator only under a written program per 29 CFR 1910.134. An open bay is a foot-through, so cover it before turning to the next board.

4. Treat or repair the framing you just uncovered, before any new board goes down. Clean the joist top, re-probe, and take one of three outcomes: sound gets joist-top flashing tape, surface-soft gets a sister the full bearing length, gone escalates. Acceptance: after cleaning, an awl at hand pressure goes no more than about 1/8 inch, and any sister lands on both end bearings at the connector manufacturer's fastener schedule. Wrong looks like: taping over soft wood, which seals moisture in and buys a season. Stop rule, two floors: over about 1/4 inch after cleaning ends the tech's field authority, so stop, price nothing on the spot and send the readings to the lead, who may still authorize a single-bay sister. Step 2's structural floor, soft wood in a beam, a post or three adjacent joists, ends the shop's work whatever the lead would price. Hazard: this work is over open framing with the guard possibly disturbed, so keep the bay barricaded and your hips inside the guard line, and follow the flashing primer's label for ventilation and skin contact rather than handling it bare.

5. Set replacement boards to the gap the material and its temperature call for. Match profile, thickness and fastener type, then take end and side gaps from the decking manufacturer's installation instructions, reading the row for the material temperature at installation. Acceptance: that temperature on the ticket, the gap value read from the table for it, and actual gaps inside the stated tolerance. Wrong looks like: composite butted tight on a cold morning, which buckles the first hot afternoon and is no warranty item. Stop rule: no instruction sheet for the material in hand stops the step; wet-stamped treated lumber follows the treater's instruction, because it shrinks as it dries. Hazard: a contact-trip nailer fires when its nose is bumped, so disconnect the air line when you set it down.

6. Repair the guard at the post connection, and protect the opening while it is off. Take the loose post or rail apart far enough to see the connection and re-make it with rated hardware, not a longer screw into a failed lag. Acceptance: no movement at the post base under a firm two-hand push, hardware installed to its own fastener schedule. Wrong looks like: a post lagged to the rim only, a hinge rather than a connection. Stop rule: a post needing a tension tie or blocking the shop cannot install from above goes to the lead, not more fasteners. Hazard: this step removes the fall protection the deck itself provides, so nobody else is on the deck, the ground below is barricaded, and the section goes back before the tech leaves; unfinished today means a temporary rail and written notice not to use the deck.

7. Restore the guard and load it before you call it done. With every section back, apply a steady 200 pound load at the top rail, in the direction that opens the connection, at the worst point you can reach. Acceptance: no visible movement at the post base, no gap at any connection, plus guard height and opening spacing recorded against IRC Section R312 in your jurisdiction's adopted edition, a 36 inch minimum height with openings that will not pass a 4 inch sphere in one- and two-family dwellings. Wrong looks like: a hand shake instead of a load, which every failed guard in the country passes. Stop rule: any movement returns it to step 6 once, and a second failure ends the shop's work with the finding in writing and a barricade. Hazard: you are pushing on a connection you do not yet trust beside a drop, so load from inside the deck with your feet braced, never from a ladder, from below, or by leaning over the rail. What this proves is bounded: a push that holds shows the connection is not loose today, not that the assembly meets code.

8. Close out on the record, not on appearance. Walk the customer round the repair, show the probe map, and name what was replaced, what was found and what was left. Acceptance: all five step 1 entries carried forward with a final state, the guard load result, and any escalation named with its trade. Wrong looks like: a clean deck and a ticket reading "replaced 3 boards", which is what gets read after a guard fails. Hazard: none, once tools and offcuts are off the walking surface.

The record this produces

The probe map with penetration in eighths and moisture percentages by joist bay, the five-item assessment with final states, the material temperature and the gap value read from the maker's table, the guard load result at each section tested, and any escalation with its trade.

The office reads the escalation line on a callback, since a failed-ledger finding is not a job the shop takes twice. The next tech reads the probe map to see whether the wet bay stayed wet, separating a leak that got fixed from one still running. The owner reads guard results in aggregate, since one detail failing across similar-age decks is a training conversation no single ticket shows.

Worked pass: 12 by 16 foot treated deck, three soft boards mid-span

Step 1: ledger bolted with flashing above it, sound. Frame connections sound. Footings sound. Guards sound at three posts, suspect at the outside corner post, so three of the four condition items sound and one suspect. Fifth entry: framing pressure-treated, deck built around 2009 on the customer's account, so outside the CCA-era concern.

Step 2: five boards probed; three took the awl past 3/8 inch and read 22 percent. The joist top under those three read 31 percent, against 15 and 16 percent on the joists either side of bay 7. Against the 19 to 20 percent line the boards and the bay-7 joist top are wet enough to rot and the neighboring joists are not, so the wettest wood on the deck is framing, not the board that failed. The finding is the bay.

Step 3: three boards out, cut over joist centers, no saw contact with framing.

Step 4 FAILED. Cleaned the joist top in bay 7 and re-probed: the awl went in about 3/8 inch at hand pressure over roughly 30 inches near mid-span, past the 1/8 inch acceptance and the 1/4 inch authority floor, so the stop rule fired. No tape, no boards over it. Readings went to the lead, who authorized a full-length sister rather than leaving it a field call, and the customer approved that afternoon. The sister landed on both end bearings and the joist top re-probed under 1/8 inch, which let step 5 start.

Step 5: material temperature 52 F at the board face; the composite manufacturer's sheet for that profile gave an end gap in its 40 to 60 F row, and that value went on the ticket beside the temperature and was used at every butt joint.

Step 6: the corner post was lagged into the rim only, lags backed out about 1/8 inch. Re-made with the connector manufacturer's tension-tie assembly to its fastener schedule, ground below barricaded while the section was off.

Step 7: 200 pounds applied outward at the top rail at the repaired corner. No movement at the base, no gap at the rail connections. Height 36-1/2 inches, openings would not pass a 4 inch sphere. Passed at the repaired corner and at the other three posts, so every guard post on the deck took the load.
