Hidden Damage Discovered Mid-Repair
Purpose
The two minutes after a handyman lifts a toilet, pulls a vanity or opens a wall and finds something rotten are the two minutes that decide whether the visit is profitable, whether the customer trusts the shop, and occasionally whether anyone gets hurt. The instinct is to keep cutting until you can see the whole thing. That instinct destroys the evidence, enlarges the shop's liability for damage it did not cause, and produces an opening nobody has priced.
This procedure guarantees that a discovered condition is stopped at the tool, made non-hazardous at a named device, identified without being disturbed, bounded with measurements somebody else can check, and either closed out today or handed over stabilized, with the customer knowing what is out of service.
Scope
Covers a condition found during work already sold, on residential and small commercial interiors: soft or wet framing and subfloor, active or historic leaks, concealed wiring found in the cut path, rot behind trim or siding, unidentified insulation or coatings, pest damage, missing structure.
Explicitly not covered:
- Pricing the extra work, the authority ceiling and who is allowed to say yes, owned by the work beyond scope procedure. This one produces the facts that procedure prices.
- Pre-1978 coated surfaces, which route to the pre-1978 paint disturbance procedure the moment a coating will be disturbed.
- Dust containment for the cutting that follows, owned by the dust control procedure.
- A new request the customer raises while you are there, which is an added request rather than a discovered condition.

The procedure
Put the tool down and make the opening non-hazardous at a named device before you look any closer. Running water gets isolated at the nearest working stop, or at the main when the stop will not close. A conductor in the cut path, or cloth-covered or knob-and-tube wiring, is not touched: open the branch breaker and prove it dead on a known live source before and after per NFPA 70E-2021, 120.5, with work practices at 29 CFR 1910.333(b)(2), written for a qualified person under 1910.332, so if nobody on site qualifies the work goes to an electrician. A nicked gas line is different again: everybody leaves the building immediately, no switch is touched, no light and no phone used inside, and the call to the gas utility is made from outside. Acceptance: the energy or water source stopped at a device you can name, and the customer told what you did. Stop rule: gas, or wiring you cannot prove dead, ends this procedure and starts the referral. Hazard: water and electricity in the same cavity is a shock path, so the branch is opened before a hand goes into wet framing.
Identify what you are looking at without disturbing it, and stop dead on the presumed-hazard list. Acceptance: a written identification from appearance, era and location, with nothing cut, brushed, scraped, vacuumed or pulled to get it. Presumed-hazard list for a handyman: pipe or duct wrap, sheet flooring and its mastic, textured coatings, vermiculite-looking loose fill, and any pre-1978 coating in the disturbance path. Wrong looks like crumbling pipe wrap between gloved fingers to judge whether it is friable, which is the exposure event itself. Stop rule: anything on that list stops the work, the opening gets sheeting taped on four edges, and the lead is called from the site. A pre-1978 coating in the disturbance path also triggers the EPA RRP rule at 40 CFR Part 745 Subpart E, which reaches renovation for compensation in pre-1978 housing and requires a certified renovator, so it routes to the pre-1978 paint disturbance procedure. Hazard: asbestos-containing material and mold both release respirable particles when broken, so nothing gets handled, and a shop vacuum without a HEPA filter turns a contained finding into a distributed one.
Bound the extent with measurements and moisture readings a second person could repeat. Acceptance: the affected area measured in inches with its two dimensions, the count of framing members involved, and at least three moisture readings on the affected material plus one reference reading on the same material known to be dry, all with the meter type and its species or material setting written down. Wood at or above about 20 percent moisture content is the commonly cited floor for decay fungi, a species and temperature dependent figure read here as a wood moisture equivalent on a pin meter, so it triggers investigation rather than settling it. Wrong looks like "some rot" with no number, which the office cannot price and the customer cannot picture. Stop rule: an extent you cannot bound without cutting further is written as "extent unknown, exploratory opening required" and the cutting does not happen today. Hazard: probing soft framing puts a hand into fastener points and possible standing water, so probe with an awl, not fingers.
Decide out loud whether the original scope can still be finished today, before anyone talks about the new work. Acceptance: a plain yes or no on the booked scope, said to the customer and written on the ticket, with the reason. A toilet cannot be re-set on a subfloor that will not hold the flange, and a vanity cannot go back against wet framing, so the honest answer is often no. Wrong looks like finishing the booked work over the finding to keep the day whole, which buries the condition under new material and makes the shop the last party to have touched it. Stop rule: where finishing would conceal the finding, it does not get finished, whatever the customer prefers. Hazard: none, it is a decision made standing in the room.
Stabilize the opening for however long the interval turns out to be. Acceptance: the opening covered or barricaded so nobody steps into it, any removed fixture set where it cannot fall, an open drain plugged, water left in the state chosen at step 1 and that state said aloud, and the room's usability confirmed with the occupant in their own words. Wrong looks like cardboard over an open floor in a house with a toddler. Stop rule: an opening that cannot be made safe to leave means the tech does not leave until the lead has arranged coverage. Hazard: an open closet flange or drain is a sewer gas path and a biological contact route, so it gets plugged rather than covered loosely, gloves stay on, nobody eats or drinks in the room, and hands are washed before touching the truck or a phone.
Route the finding by category, and hand it to whoever owns that category. Acceptance: one category written on the ticket from structural, water source, electrical, gas, hazard material, pest, or cosmetic, plus the named owner it went to. The category is what decides the next call, because a wet subfloor with a live drip is a plumbing referral while the same subfloor dry for years is carpentry the shop may do itself. Wrong looks like "water damage" as the category, which names the symptom and not the source and sends the wrong trade. Stop rule: two plausible categories means the lead picks, not the tech, and both get written down. Hazard: none, it is a classification made on the ticket.
Put back every service you isolated, verify it, and write any deliberate exception in front of the customer. Acceptance: each device closed at step 1 returned to its normal state and proven at a fixture or device you did not work on, with any stop or breaker left deliberately closed named on the ticket along with what it feeds and who agreed to that. Wrong looks like leaving a main partly closed on the way out, which produces a whole-house pressure complaint nobody connects to this visit. Stop rule: a stop that will not reopen, a breaker that will not hold, or a fixture that now behaves differently, and the tech does not leave. Hazard: reopening a valve or closing a breaker re-pressurizes and re-energizes everything you have been working around, so warn the occupant first, keep hands clear of the fixture while the line refills, and stand to the side of the panel face rather than square in front of it.
The record this produces
A discovered-condition block the office prices from, and that answers months later what the shop knew and when:
- Made safe: what was isolated, at which device, and the time.
- Identification: what it is, how it was identified, and whether it hit the presumed-hazard list.
- Extent: dimensions, member count, the moisture readings with meter type and setting, and the dry reference.
- Original scope: finished or not, with the reason in one sentence.
- Stabilization: what was covered, plugged or removed, and what the occupant cannot use.
- Category and owner: the category chosen and the trade it went to.
- Restoration: services returned and proven, plus any device left deliberately in an abnormal state.
Worked pass: wax ring replacement, 1978 ranch, 1.5 hour booking
Step 1: at about 0.6 hours in, the toilet came up and the plywood around the flange gave under thumb pressure. No active drip, so nothing needed isolating for safety, but the supply stop was already closed and the line drained for the pull, and it stayed closed. Nothing electrical in the cavity.
Step 2: material is painted plywood subfloor with a sheet vinyl finish laid over it, and the house dates to 1978, so it sits outside the pre-1978 trigger. The sheet vinyl, which is on the list, was left intact rather than peeled back to see further.
Step 3 FAILED and took its stop rule. The soft area measured 14 in by 18 in, which is 252 sq in, and 252 divided by 144 is 1.75 sq ft. Pin meter set for softwood, three readings on the affected plywood at 28, 24 and 19 percent wood moisture equivalent, so two of the three sit at or above the 20 percent gate and one does not. Reference reading on the same plywood about 4 ft away, in the doorway, read 9 percent. The soft area then ran under the vanity toe kick and kept going, and bounding it would have meant cutting the toe kick off. Acceptance requires a bounded extent, so the stop rule fired: written as "extent unknown beyond vanity toe kick, exploratory opening required", and no further cutting today.
Step 4: the booked scope cannot be finished. A closet flange fastened into plywood reading 28 percent will not hold a toilet, and re-setting it would conceal the finding under a fixture. Said to the customer in those words and written on the ticket.
Steps 5 through 7: toilet wrapped and set in the tub where it cannot fall; the open closet flange plugged with a test plug rather than a rag; supply stop left closed and tagged; bathroom confirmed out of service with the occupant, who repeated back that the second bathroom is the one in use. Category written as water source rather than structural, because a supply stop weeping onto the flange collar was visible once the toilet was off, and the source has to be closed before carpentry is worth doing; the lead routed it to a plumber with the subfloor repair to follow as the shop's own work. The only deviation is that supply stop left deliberately closed, on the ticket with what it feeds and the customer's agreement, and a fixture elsewhere in the house was run to confirm the rest of the supply is normal.
