Multi-Task Work Order Scoping and Sequencing

Purpose

A handyman ticket is almost never one job. It is a list somebody typed into a phone, and the shop's exposure is that the list and the work order are not the same document. Without a scoping pass the tech starts at the first item, finds at the sixth that the loose deck railing is a rotted post, and finishes the day with three items done, two left open, and a customer who was told a day would clear the list.

What this procedure guarantees is that the surprise arrives in the driveway, where it costs a phone call, rather than at hour five, where it costs the visit.

Scope

Covers residential multi-item punch lists booked as a single handyman visit: the arrival walk, disposition, trade and regulatory screening, hour estimating, sequencing, the customer agreement, and closeout against the same list.

Does not cover how the block itself is sold, staffed or stopped, which the half-day and full-day visit standard owns; the pre-1978 paint assessment, which has its own stop-and-assess SOP and is referenced here only as a screen; or the workmanship standard for any individual task, each of which has its own article. This one is about which task happens when.

Procedure

1. Walk every item on the list before opening a toolbag, and count. Read the booked list aloud at the door and have the customer take you to each item so you see and touch it. Acceptance: the number of items you inspected equals the number the office booked, and each has a one-line note of what it actually is. What wrong looks like: starting the first item while the customer narrates the ninth from the hallway, which is how a 20 minute cartridge swap turns out to be a leaking supply stop nobody looked at. Stop rule: an on-site count more than two items over the booked count means calling the office before starting anything and letting the office decide whether this becomes two visits. Hazard in this step: do not enter an attic, crawlspace or roof to inspect an added item during the walk, because an unassessed access is where a walk becomes an incident.

2. Give every item one of four dispositions, with no blanks. In scope today, in scope but blocked on a part, out of scope and referred, or deferred by the customer. Acceptance: every line carries exactly one disposition and a reason of five words or more. What wrong looks like: "we will see how the day goes", which is not a disposition and becomes the item started at the end and left open. Stop rule: an item you cannot disposition because you cannot see the failure is marked blocked, with what you need to see it named, rather than started on the assumption it is simple.

3. Screen every in-scope item for the three conditions that change what the job is. First, paint disturbance in a building built before 1978, which is governed by the EPA Renovation, Repair and Painting rule at 40 CFR Part 745 Subpart E and stops the item unless the shop is a certified firm and the certified renovator is on site. Second, anything that opens a wall or a fixture carrying gas, water or electricity, where the shutoff has to be located and proven before the item starts. Third, anything load-bearing or fall-related, which does not proceed on a guess about what is behind the finish. Acceptance: each in-scope item marked screened, with the trigger named where one fired. What wrong looks like: sanding a hallway patch in a 1962 house because it is only a small area, when the rule's own trigger is surface area per room and the interior threshold is small. Stop rule: any item that fires a screen routes to the SOP or the trade that owns it, and does not restart on the customer's assurance that the house was repainted.

4. Estimate each in-scope item in hours and total it against the working budget, not the booked block. The working budget is the booked block minus setup and the closeout reserve, both real time you will spend that does none of the listed work. Acceptance: the sum of item estimates is at or below the working budget. What wrong looks like: a sum that lands at the booked block, which means setup and closeout are funded out of the last two items and those are the ones abandoned. Stop rule: a sum over the working budget does not get the estimates compressed. Draw a cut line at the budget and take the cut to the customer at step 6, because an estimate revised downward to make a list fit is a promise you have already broken.

5. Sequence by the stated order of precedence, and write the reason beside each move. In order: items whose cure or dry clock blocks your next step go first, so the clock runs while you work elsewhere; then dependencies, and where an item both carries a clock and waits on a predecessor the dependency governs, its clock starting the moment the predecessor closes; then dust-generating work before finish work in the same room; then items that interrupt a utility, batched into one window; then items constrained to a customer access window; then everything else in the order the customer wrote it. Acceptance: a written order with a reason token on every item that moved from list position. What wrong looks like: caulking a tub at hour two, since a cure that restricts the customer's use rather than your next step goes as late as the closeout allows. Stop rule: a precedence rule that does not apply on this ticket is written down as inapplicable rather than skipped silently, because a skipped rule and an inapplicable rule look identical on the paperwork afterwards.

6. Get the sequence and the cut line agreed before the first item starts. Show the customer the order, the items above the cut line, and the deferred items with their reason. Acceptance: a written confirmation, a signature or a reply to the emailed list, naming the deferred items individually. What wrong looks like: a verbal "do what you can", which at closeout becomes a dispute about what was promised. Stop rule: if the customer will not accept the cut line, the office reschedules the balance as a second visit before work starts; the tech does not resolve it by working past the block.

7. Log actual hours per item at the moment that item closes, not at the end of the day. Acceptance: every completed item carries an actual against its estimate, entered before you pick up the next tool. What wrong looks like: reconstructing eight items from memory in the truck at 4pm, which produces a total that matches the block and per-item numbers that are fiction, and fiction is what the next estimate is built from. Stop rule: when running actuals put you more than one item's estimate behind, stop and drop the lowest-priority item still above the cut line rather than shortening the ones already in flight. Hazard in this step: do not recover time by skipping the dust control or the anchor verification a task's own SOP requires, because those are the two places where saved minutes come back as a callback.

8. Close out against the dispositioned list, item by item, with the customer present. Walk each in-scope item and show it working. Acceptance: every list line ends the visit marked complete, deferred with a reason, referred with a trade named, or blocked with a part named. What wrong looks like: a closeout that walks only the items that went well. Stop rule: an item you could not complete is shown to the customer in whatever state you are leaving it, and regardless of the clock that state is left secure: opening covered, line capped, circuit re-energized, guard reinstalled.

The record this produces

One document, the dispositioned task list, on the work order: item number and description as inspected, disposition, screen result with the trigger named where one fired, estimated hours, sequence position with its reason token, actual hours, and the closing state with the customer's confirmation of the deferred set.

The office reads it the same day to book the follow-up for the deferred and blocked items while the customer still remembers agreeing to them. Whoever quotes the next list of this shape reads the estimate-versus-actual column, the only honest source the shop has for how long its own common tasks take. And at quarter end the owner reads the disposition column in aggregate: lists that routinely arrive with more items than were booked is a booking script problem, not a tech problem, visible here and nowhere else.

Worked pass: eight-item residential list booked as a six hour block

Booked: 8 items, 6.0 hours. Setup 0.25 hours, closeout reserve 0.5 hours, so the working budget is 5.25 hours.

Step 1 FAILED. The walk found 11 items. The customer had added a gutter downspout, a sticking window and a garage shelf after booking. Three over is past the two-item threshold, so the stop rule fired: the tech called the office from the driveway before touching anything, and the office booked the three adds as a second visit and confirmed by text. Total elapsed on the stop: about seven minutes. A tech who absorbed them would have started the day over budget without knowing it, and the items that fell off would have been chosen by the clock rather than by anybody.

Dispositions on the eight booked items: six in scope today, one blocked on a part (the kitchen faucet needed a cartridge the tech carried, so it moved back to in scope), one referred out: a hallway patch in a house the county record dates to 1962. Step 3's first screen fired on it, the shop is not a certified firm, and it was routed to the pre-1978 stop-and-assess SOP rather than sanded.

Step 4 estimates on the seven remaining in-scope items: door re-hang 0.75, TV mount 1.25, faucet cartridge 0.75, tub re-caulk 0.75, two door knobs 0.5, gutter section re-hang 1.0, hardwired smoke detector 0.25. Sum 5.25 hours against a 5.25 hour budget. Exactly at budget passes, because setup and closeout are already carved out, and the tech noted that any overrun would come out of the smoke detector, the smallest item and the one already re-bookable onto the second visit.

Sequence, with reason tokens: the patch was gone, so no dry clock remained and the first precedence rule did not apply; no item depended on another; only the smoke detector interrupts a utility, so the batching rule did not apply either. Each was written as inapplicable rather than skipped. That left the access rule, which put the TV mount in the den before the customer's 2pm call, and list order for the rest: door, TV mount, faucet, knobs, gutter, smoke detector, caulk last because its cure restricts the customer's use of the tub rather than blocking work.

Actuals: the door re-hang ran 1.0 against 0.75 because two hinge screws stripped in soft jamb wood and were replaced with longer screws driven into the framing behind. That put the tech 0.25 hours down. Step 7's stop rule was not yet triggered, since 0.25 hours is less than any single item estimate, but the tech flagged it and dropped the 0.25 hour smoke detector onto the already-booked second visit rather than waiting. Everything else ran to estimate, the caulk went in last, and the closeout walk covered all eight original lines: six complete, one referred with the trigger named, one moved with the customer's agreement.
