Power Tool and Cord Inspection Before a Visit
Purpose
A solo handyman finds a bad cord at the worst possible moment: kneeling in a customer's bathroom, thirty minutes into a booked block, with the occupant watching. That is the moment a nick gets wrapped in electrical tape and the work continues, because stopping feels expensive and the tape feels like a decision.
This procedure moves the inspection off the customer's clock and onto the shop's, so the tool that fails fails in the driveway. It guarantees that every cord, plug, guard, switch, battery pack and portable GFCI on the truck is looked at on a fixed schedule against a written list, that a defect removes the item from the truck rather than earning a workaround, and that anything repaired is proven before it goes back into service. The failure it prevents has two shapes: the shock or the fire, and the quieter one, which is a shop that cannot say when a tool was last inspected after an incident.
Scope
Covers the shop's portable power tools, flexible cord sets, plugs, portable GFCIs, battery packs and chargers, inspected on a fixed cadence and again before use on any shift.
Explicitly not covered:
- The customer's wiring, receptacles or panel. A receptacle that will not hold a GFCI is a building fault and routes to the licensed-trade referral procedure, not to a different outlet.
- Where the cord gets run on site, which the job site setup and floor protection procedure owns at its tool-station step.
- Fixed or bench equipment in the shop, which is inspected on its own schedule under its own manuals.
- Ladders, stands and fall equipment, which the working-at-height procedure owns.

The procedure
Run the full inspection at a fixed point in the week, against a written truck list, before the first visit. Acceptance: every line on the list marked pass or fail with a date, and the list itself reconciled to what is physically on the truck so a missing tool is visible. Wrong looks like inspecting what you happen to pick up, which never reaches the tool in the bottom of the bin. Stop rule: an item on the truck that is not on the list stops the inspection until it is added, because an unlisted tool is one nobody is checking. Hazard: unplug and remove the battery from every tool before you handle it on the bench, because an inspection is the one time your fingers are deliberately near a blade, and a trigger lock is not an isolation.
Run every flexible cord through your hand along its whole length, and inspect both ends. Acceptance: no cut, crush, melt or abrasion exposing the inner conductor insulation, jacket intact at both strain reliefs, no missing or bent ground pin on a grounded plug, no cracked connector body, and the printed gauge and length legible. OSHA requires this visual inspection before use on any shift for cord- and plug-connected equipment and flexible cord sets at 29 CFR 1910.334(a)(2)(ii) in general industry, with the same duty landing through the assured equipment grounding conductor program at 1926.404(b)(1)(iii) where the work is construction. Wrong looks like electrical tape over a nick, which restores appearance and none of the jacket's mechanical or dielectric function. Stop rule: any of those defects, the cord comes off the truck at step 6 - it is never taped, never coiled to hide the damage, never kept for light duty. Hazard: a damaged cord is a shock and arc path, so inspect it unplugged, and never test one by plugging it in to see whether it still works.
Test every portable GFCI at the device, and record the result. Acceptance: press test and the device trips, press reset and it holds. A Class A device under UL 943, which is the class used for personnel protection, is built to interrupt at roughly 6 mA of ground-fault current, and that is what the test button is exercising. Wrong looks like assuming a GFCI works because it passes current, which it will do all the way to the day it does not trip. Stop rule: a device that will not trip on test, or will not hold on reset, is removed at step 6; do not carry it as a spare. Hazard: double-insulated tools have no equipment grounding conductor at all, so the grounding program does not protect them and the GFCI is the only control you have between a wet bathroom floor and the person holding the tool.
Check guards, switches and bit or blade retention on every tool. Acceptance: a lower saw guard that returns fully closed under its own spring when released, no guard removed or wired back, a trigger that returns and does not hold on its own, a lock-off that engages, and no play in the chuck, collet or blade clamp. Portable powered tool guarding sits at 29 CFR 1910.243 in general industry and 1926.300(b) where the work is construction. Wrong looks like a sticky lower guard "you just flick up", which is the exact defect behind a kickback that catches a leg. Stop rule: a guard that hangs, a switch that stays on, or a blade clamp that slips is a removal, not an adjustment to make on site. Hazard: this step turns tools over and touches blades, so remove the blade or bit before you test the guard action by hand, and keep the tool pointed away from your body when you exercise a trigger.
Inspect battery packs and chargers for the failure that starts a fire in a parked van. Acceptance: no swelling, no case split, no scorching or discoloration at the terminals, no pack that got wet or was dropped hard, chargers with intact cords, and every pack matched to its own listed charger. Wrong looks like a pack with a slightly bowed face that still charges, which is a cell that has vented once already. Stop rule: a swollen, split, scorched or water-exposed pack is not serviceable at any price - it goes to step 6 the same hour, and it does not get charged again to test it. Hazard: a lithium-ion cell in thermal runaway vents hot flammable gas and irritant decomposition products including hydrogen fluoride, so a suspect pack goes into a non-conductive container outside the vehicle and away from the building, and nobody stands over it or breathes the plume - if one vents indoors, everyone leaves and the fire department is called from outside.
Red-tag every failure and physically remove it from the truck the same day. Acceptance: a tag on the item naming the defect, the date and the inspector, the item out of the vehicle, and the failure entered in the log. Wrong looks like a mental note and a tool left in the bin, which reappears on a Friday afternoon in someone else's hands. Stop rule: an item that cannot be removed immediately gets its cord cut at the plug or its battery interface taped over so it cannot be used, and it still comes off at the end of the day. Hazard: cut a cord only after confirming it is unplugged at both ends, and cut it at the plug rather than mid-run so nobody can salvage the female end.
Return an item to service only against a proof test, and close its tag. Acceptance: for a repaired cord, the damaged section cut out, a listed replacement plug or connector body fitted, continuity and polarity confirmed with a tester, the new measured length written on the cord and corrected on the truck list, then one no-load run of a tool through it on a GFCI. For anything not repairable, the tag closes as destroyed and the truck list drops the line. Wrong looks like a repaired cord going back with the old length on the list, so a tech reaches a receptacle that is now out of range. Stop rule: no proof test, no return to service, and a second failure of the same item after repair means it is destroyed rather than repaired again. Hazard: this is the step that puts power back into something that just failed, so plug in at the GFCI first, stand clear of the tool's rotating plane, and start it with the guard closed and the blade or bit clear of the bench.
The record this produces
An inspection log the office can date and the lead can audit:
- The truck list itself, reconciled, with every line marked pass or fail and dated.
- Cord detail: gauge, length, both ends, and any defect found in the reader's own words.
- GFCI results: trip on test and hold on reset, per device.
- Guard, switch and retention results, per tool.
- Battery and charger findings, including any pack removed and where it went.
- Red tags open and closed, with the defect, the decision, the proof test and the date returned or destroyed.
The lead reads the open-tag list weekly. The office reads the date on the last full inspection, which is the only number that answers "when was this last checked" after an incident.
Worked pass: Monday morning truck inspection, one-tech van
The written list carries 26 line items: 5 corded tools, 6 cordless tools, 7 battery packs, 2 chargers, 4 extension cords and 2 portable GFCIs. The pass took 0.6 hours, about 1.4 minutes an item.
Step 1: list reconciled against the van. Everything present, nothing unlisted found in the bins.
Step 2 FAILED. The 50 ft 12 AWG cord had a nick about 6 ft from the female end, wrapped in three turns of electrical tape by somebody at some point, with the inner insulation visible under the tape. The acceptance says no abrasion exposing inner conductor insulation, so the step failed as written and the stop rule fired: no re-tape, no keeping it for light duty. The other three cords passed on jacket, both strain reliefs, ground pins and legible markings.
Step 3: both GFCIs tripped on test and held on reset.
Step 4: five corded tools checked. The circular saw's lower guard returned fully closed under its own spring with the blade out. No guard was removed anywhere, no trigger held on, no play in a chuck.
Step 5 FAILED. One of the seven battery packs had a bowed face and would still seat and charge. Under the stop rule that is a vented cell, not a cosmetic issue, so it was placed in a non-conductive container outside the van rather than being charged to confirm.
Step 6: two red tags written, both items out of the vehicle the same morning. That is 2 failures against 26 line items, so 24 passed.
Step 7 closed both. The cord was cut back past the damage and refitted with a listed connector body, continuity and polarity confirmed, and it re-measured at 44 ft, since 50 minus the 6 ft removed leaves 44. The list was corrected from 50 ft to 44 ft, which matters because the tech plans reach from the list. It then ran one no-load pass of a drill through a GFCI, tech standing clear of the chuck, before the tag closed. The battery pack was not repairable and closed as destroyed, delivered to a battery recycler, and the pack count on the truck list dropped from 7 to 6.
Read back against the general section: step 2 forbids the taped repair and this run refused it even though the cord still worked. Step 7 demands a proof test and a corrected length before return to service, and both were recorded rather than assumed; the pack that could not meet that bar was destroyed instead of returned.
