Toilet Repair and Replacement Standard

Purpose

Almost every toilet callback traces to one of two things, and neither is the part that was replaced. The first is a closet flange sitting at the wrong height relative to the finished floor, which no amount of wax will fix. The second is an angle stop that closed well enough to do the work and then weeps at the packing nut for a week, so the shop is called back for a leak it created by turning a handle.

This procedure guarantees the stop is proved to hold before anything is opened, the flange plane is measured before the repair-or-replace call, and the fixture is dye-tested and leak-checked with a value in every slot before the tech leaves.

Standing instruction: know where the main shutoff is before you touch the stop, plug the open drain the moment the bowl clears it, and never hide a wet base with caulk.

Scope

Covers floor-mounted gravity-tank water closets in dwellings and small commercial restrooms: fill valve, flapper and flush valve, tank-to-bowl hardware, seat replacement, seal and bolt replacement, re-set and shimming, and full fixture replacement.

Does not cover a broken closet flange or one below the finished floor beyond what a listed extender covers, which goes to the flange card and often to a plumber; drain relocation; pressure-assist tanks and flushometers; wall-hung carriers; macerating units; drain clearing past a closet auger; or any sewage backup, which is a containment call before it is a repair.

Procedure

1. Gate the sewage exposure before any diagnosis, not after. Acceptance: nitrile or equivalent gloves and eye protection on, a lined pan and towels staged, occupants and pets out of the room, and nothing eaten or drunk in the space for the duration. Sewage reaches a tech by three routes and each gets its own control: contact through skin and mucous membrane, which is what gloves and eye protection are for; ingestion hand to mouth, which is why hands are washed before any break and before driving; and inhalation of aerosol, which is why the lid stays down on any flush you are not watching. If that does not hold, a splash to the eye gets at least 15 minutes of flushing and a medical call, and a contaminated cut is a medical question rather than a field one. Stop rule: visible backup or standing sewage on the floor is a containment call, not this procedure.

2. Find the main shutoff, then prove the angle stop actually holds. Acceptance: the main shutoff located and confirmed operable before the stop is touched, then the stop closed, the tank and bowl flushed down, and the tank level unchanged after 5 minutes against a mark on the porcelain. What wrong looks like: a stop that stops the flow but seeps, showing as a slow rise behind the mark and later as a puddle under a supply nut you thought you had made up dry. Stop rule: a stop that will not hold means closing the fixture branch or the main instead, and the stop is added to scope under the faucet and supply line procedure. Hazard: an old multi-turn stop shears at the stem when forced, so turn it with a hand on the body and stop at first resistance; if it breaks, the main gets closed immediately, which is why you found it first.

3. Measure the flange plane before you decide repair or replace. Note the base gap with the bowl in place, then measure the flange top relative to the finished floor once it is off. Acceptance: flange height recorded as a measurement above or below finished floor, flange recorded as intact or cracked, slots as sound or elongated. The flange should rest on top of the finished floor so the seal compresses rather than spans. What wrong looks like: a flange buried under tile added later, which is why the fixture has been re-waxed twice. Stop rule: a cracked flange, elongated slots, or a flange below the finished floor beyond what a listed extender kit covers goes to the lead and the flange card. Hazard: nothing new beyond the sewage controls from step 1, which stay on because the seal is open.

4. Pull the bowl with two people and cap the opening the moment it clears. Acceptance: water fully removed from tank and bowl, tank off the bowl before lifting where the fixture is two-piece, the bowl carried by two people onto cardboard, and the drain plugged with a test plug or a rag stuffed and taped within seconds of being exposed. What wrong looks like: a bowl walked to the tub with water still in the trap, which pours down the tech's leg on the turn. Stop rule: nothing goes down that opening and nothing is retrieved from it; a dropped part is written off. Hazard: the china is heavy, slick when wet and shatters into edges that cut like glass, so lift with two people and set it down flat, and the open drain vents sewer gas including hydrogen sulfide, an inhalation route, so the plug goes in immediately and the room stays ventilated.

5. Prepare the flange, bolts and seal for the height you measured. Acceptance: old seal removed to clean metal or plastic, new closet bolts set in the slots and secured so they cannot rotate when the nuts turn, bolts vertical, and a seal type chosen for the measured flange height rather than by habit. What wrong looks like: reusing bolts that spin in the slot, which makes a snug nut indistinguishable from a stripped one. Stop rule: a flange that will not hold new bolts squarely returns to step 3's stop rule rather than being packed out. Hazard: scraping old wax puts a putty knife under hand pressure across contaminated material, so cut away from the body, gloves on, and bag the waste rather than setting it on the customer's floor.

6. Remove the plug, then set the bowl straight down and level it before tightening. Acceptance: the plug removed and that removal spoken aloud and recorded, the bowl lowered straight onto the bolts without twisting, seated under body weight, square to the wall within about 1/4 in at both sides, and no rock detectable with hands on the rim. What wrong looks like: nuts pulled up hard to stop a rock, which cracks the base at the bolt boss days later. Stop rule: a rock is corrected with shims, and a base gap above about 1/4 in or more than a couple of shims per side means the floor is out and the lead decides; the nuts never pull the fixture down to the floor. Hazard: over-torquing splits china under the tech's own hands, so tighten alternately in small increments by hand and stop the moment the fixture stops moving.

7. Fit a new supply line, restore water slowly, and verify the anti-siphon function you disturbed. Never reuse a supply line. Acceptance: the stop opened slowly with a hand on the stem and a rag around it, no weep at the packing after 60 seconds, no drip at either supply nut at 5 minutes and again at 15, and the fill valve's critical level marking sitting at least 1 in above the top of the overflow tube, which is what makes its anti-siphon protection work. ASSE 1002 governs the valve and your adopted plumbing code the installation height, so read the marking on the valve in front of you. What wrong looks like: a fill valve set low so the tank fills quietly, putting the critical level under the overflow and defeating the backflow protection. Stop rule: a weeping stop or a critical level below the overflow top fails the step and the fixture is not handed back. Hazard: water goes back into a fresh joint with the tech's face at floor level, so open the stop in small increments from the side rather than kneeling over the connection.

8. Dye-test, flush-test, disinfect and hand over. Acceptance: dye in the tank with no color in the bowl after 15 minutes with nobody flushing, three consecutive flushes each clearing the bowl fully and refilling to the tank's marked water line, a paper towel run around the base after the third flush coming up dry, and the seat secure with no side movement. What wrong looks like: caulking the base to stop a stain, which traps a leak where nobody sees it until the subfloor is soft. Stop rule: any dye in the bowl or any moisture at the base fails the visit; the fixture is left usable and reported, not signed off. Hazard: the customer uses this fixture next, so every surface touched gets wiped with a disinfectant used exactly as its label directs, since those directions are the legally binding instructions for that product and the contact time is on it rather than in this article.

The office reads the stop-test line when the customer reports a puddle two days later, because a stop already documented as seeping is a known condition rather than a new complaint.

Worked pass: half-bath two-piece toilet, rocking and running

Complaint: toilet rocks and runs intermittently. One of two toilets in the house.

Step 1: gloves and eye protection on, pan and towels staged, the dog shut out of the hall. Step 2: main shutoff located at the meter side of the basement wall and confirmed operable first. The angle stop was then closed, the fixture flushed down, and the tank level marked.

Step 2 FAILED. At 5 minutes the tank level had risen about 1/4 in above the mark, so the stop seeps rather than holds. Under the stop rule the tech did not proceed on that stop. There is no branch valve on this fixture line, so the main was closed, the customer was told the house would be without water for roughly 40 minutes, and stop replacement was added to scope and run under the faucet and supply line procedure rather than improvised here.

Step 3: bowl off, flange top measured 1/8 in above the finished tile, intact, both slots sound. That is the position the seal wants, so the job stayed a re-set rather than becoming a flange referral.

Step 4: tank off first, then two people on the bowl onto cardboard. Test plug in the opening within about 10 seconds of it being exposed. Step 5: old wax cut away to clean plastic, new bolts set and secured against rotation, seal chosen for a flange sitting proud of the floor.

Step 6: plug removed and called out loud before the bowl came off the cardboard. Bowl set straight down, seated under body weight, square to the wall within 3/16 in at both sides. It rocked front to back, so two shims went in, one right front and one right rear, and the base gap at the worst point measured 3/32 in, inside the 1/4 in gate. Nuts brought up alternately by hand until the fixture stopped moving.

Step 7: new supply line, new stop from step 2's added scope, main reopened first and then the stop opened slowly with a rag and a hand on the stem. No weep at the packing at 60 seconds, no drip at either nut at 5 or 15 minutes. Critical level marking measured 1-1/4 in above the top of the overflow tube, above the 1 in minimum.

Step 8: dye in the tank, no color in the bowl at 15 minutes. Three flushes, each clearing fully and refilling to the marked water line. Paper towel around the base came up dry. Surfaces wiped with the disinfectant on the truck, per its label. The visit ran about 50 minutes over its one-hour booking, all of it in the stop.
