Working at Height as a Solo Tech

Purpose

Everything a crew does for a ladder, a solo handyman has to build into the setup. There is nobody footing the rails, nobody to see the slip, and nobody to call for help while the tech is on the ground under the ladder with a broken hip and a phone in a back pocket he cannot reach. The controls therefore have to be structural: geometry you measure, a base that is secured before you climb, a check-in somebody is expecting, and an honest list of the jobs that do not get done alone at all.

This procedure guarantees that the go or no-go call is made before anything comes off the rack, that the ladder is inspected and rated for the actual load, that its setup is a measured number rather than an eyeball, that the ground below is controlled, and that somebody knows you are up and by when you should be down. The failure it prevents is the routine gutter call that becomes a fall nobody witnesses.

Scope

Covers a single tech working from portable ladders and step ladders on residential and small commercial exteriors and interiors: gutters, soffit and fascia, exterior lights, dryer vents, ceiling fixtures, high shelving, attic hatches.

Explicitly not covered:

  • Scaffold, aerial lift, and any work off the roof plane past the eave. Those are not solo handyman work and are not made solo by adding a harness.
  • Floor protection and interior staging, owned by the job site setup procedure.
  • Ladder and cord condition checked at the weekly bench inspection, owned by the power tool and cord inspection procedure; step 2 here is the before-use check on top of it.
  • Whether a given roof act needs a license or permit, owned by the licensed trade referral procedure.

The procedure

  1. Decide whether this job is done alone at all, before anything comes off the rack. Acceptance: a written go or no-go with its reason. The no-go list: anything requiring a personal fall arrest system where no rated anchor is already installed; anything off the roof plane past the eave; any work where you, the ladder or a length of material could come within 10 ft of an overhead line, which is the clearance OSHA applies to unqualified persons around lines at or under 50 kV; setting a long extension ladder alone in gusting wind; and a base that cannot be made firm and level. Fall protection triggers fork by activity rather than by building: 6 ft for construction work at 29 CFR 1926.501(b)(1), 4 ft in general industry at 29 CFR 1910.28(b)(1). Stop rule: a no-go item reschedules with a second person or is referred, and it is not converted into a go by being careful. Hazard: none at this step, it is a decision made at the truck.

  2. Inspect the ladder before use and check its duty rating against what is actually going up. Acceptance: rails, rungs, feet, spreaders, rung locks, rope and pulley sound and free of cracks, bends and missing parts; labels legible; and the duty rating at or above the combined weight of tech, clothing, tools and materials, which is what the rating covers rather than body weight alone. OSHA requires ladders inspected before initial use in each work shift for visible defects at 29 CFR 1910.23(b), with a competent-person inspection at 29 CFR 1926.1053(b)(15) in construction, and a defective ladder tagged and removed from service. Wrong looks like a slightly bent rung lock treated as a quirk. Stop rule: any defect red-tags the ladder and the job waits for a sound one. Hazard: an extension ladder can run its fly section down onto a hand, so the rung locks are engaged and the rope cleated before it is carried.

  3. Set the ladder to geometry you measure, and secure the base before you climb. Acceptance: for a non-self-supporting ladder, the base out about one quarter of the working length, per 29 CFR 1926.1053(b)(5)(i) for construction activity with the general-industry counterpart at 29 CFR 1910.23; feet on a firm level surface with the shoes flat; a standoff engaged where the work is done from the ladder rather than from a landing; and where the ladder IS used to reach an upper landing, side rails extending at least 3 ft above it. Working from the ladder at an eave is not landing access, so the 3 ft extension does not apply there and the standoff is what keeps the rails off the gutter. The first climb has no top tie yet, so the base gets a securing device or a stake before anyone goes up, the climb goes only as far as needed to tie the top, and no work happens above that point until the tie is on. Wrong looks like blocks or a plank under one foot. Stop rule: ground that cannot be made firm and level with levelers stops the setup. Hazard: an unsecured base kicks out under a climber's own step, so nothing is climbed until the base is fixed.

  4. Climb and work with your body between the rails. Acceptance: three points of contact on every climb, facing the ladder, belt buckle inside the rails, no standing on the top cap or top step of a step ladder, and tools raised on a line or in a belt rather than carried in a hand. Wrong looks like a lean of a few extra inches for the last fastener, which is how a ladder walks sideways off the wall. Stop rule: any reach that takes the buckle outside the rails means you come down and move the ladder, every time. Hazard: a hand carrying anything is not a point of contact, so the tool goes in the belt before the foot moves, and a step ladder is never used folded against a wall.

  5. Control the ground under you, because nobody else is watching it. Acceptance: the base area barricaded or coned so nobody walks under the work; any door within the ladder's swing blocked or locked; pets and children confirmed indoors with the occupant by name; and the measured horizontal distance from your working position to the nearest overhead conductor or service drop written down and at least 10 ft. Wrong looks like a ladder set in front of an unlocked door on a delivery route. Stop rule: a line inside that distance stops the work at that position, and the section it covers becomes an open item routed under the licensed trade referral procedure rather than reached with a longer pole. Hazard: 29 CFR 1910.333(c)(3) forbids ladders with conductive side rails where the employee or the ladder could contact exposed energized parts, so treat the drop to the house as energized and assume nothing about its insulation.

  6. Set the solo check-in before your foot leaves the ground, and honor it. Acceptance: a named person holding the site address in writing, a check-in sent before the first climb and at 30 minute intervals while work continues above 6 ft, the phone in a chest pocket rather than a back pocket, and a written escalation saying two consecutive missed check-ins means that person calls emergency services and gives the address. Wrong looks like telling a spouse "I'll be on a ladder this afternoon", which produces no escalation at any particular time. Stop rule: no acknowledgment from the named person means the climb does not happen, and a check-in missed because you were busy still triggers escalation. Hazard: retrieving a phone from a back pocket on a ladder takes a hand and a hip twist, the same movement that walks a ladder sideways.

  7. Come down, take everything down, and restore what you disabled. Acceptance: the ladder lowered and off the wall before the check-in is closed; the base device and any stake removed; every door you blocked unblocked and operated once to confirm it swings and latches; every guard, cover, panel or vent screen you removed reinstalled and confirmed by hand; the ladder re-inspected for damage taken during the job; and a final message to the check-in contact stating you are on the ground. Wrong looks like a gutter guard section left off because the light was going, which becomes a callback and a wet foundation. Stop rule: a component you cannot reinstall becomes a written open item with a date, and the customer is told before you leave. Hazard: lowering an extension ladder alone is where the fly section runs and the top swings toward a window or a line, so the rope is controlled hand over hand with the ladder walked down along the wall, never dropped from vertical.

The record this produces

A height block on the ticket, which is what the lead reads after any near miss and what the office reads when the same address books again:

  • Go or no-go: the call, the reason, and anything routed out.
  • Ladder: type, duty rating, combined load estimate, inspection result, and any tag raised.
  • Setup: working length, measured base offset, what the feet sat on, standoff or top tie, and how the base was secured.
  • Ground control: barricade, doors blocked, occupants and pets, and the measured distance to the nearest conductor.
  • Check-in: contact name, times sent, and the escalation instruction as written.
  • Takedown: ladder down, base device removed, doors operated, components reinstalled and confirmed, and the close-out message time.

Worked pass: 32 ft of gutter re-hung, single-story 1998 house

Booked at 3.0 hours to clear and re-hang a sagging gutter run on one eave.

Step 1: go. Work is from the ladder at the eave, nothing off the roof plane, and the initial look showed the service drop well clear of the run.

Step 2: 24 ft extension ladder, Type IA at 300 lb duty. Tech at 195 lb plus about 35 lb of tools, hangers and a bucket is 230 lb combined, which is under 300. Rails, rungs, locks, rope and shoes all sound, labels legible.

Step 3 FAILED on part of the run and took its stop rule. Eave contact height is 11.5 ft, so the ladder in use has a working length of about 12 ft and one quarter of 12 is a 3.0 ft base offset, which was set and measured with a tape. Over 26 ft of the run the ground is firm level lawn and the shoes sat flat. The last 6 ft of the 32 ft run sits over a flower bed that slopes away, where one shoe sank and the ladder would not sit level; 32 minus 26 leaves that 6 ft. Acceptance requires a firm level surface, blocks are prohibited by the step, and no levelers were on the truck, so the setup stopped there rather than being improvised.

Step 4: standoff engaged against the fascia rather than the gutter, three points of contact, and the ladder moved rather than reached. At about 2.5 ft of comfortable reach per position, 26 divided by 2.5 is 10.4, so eleven set-ups across the 26 ft.

Step 5: base coned, the side door within the swing locked and the occupant told, one dog confirmed indoors. Nearest overhead service drop measured at 14 ft horizontally from the closest working position, which clears the 10 ft distance step 1 names.

Step 6: check-in contact was the shop lead, address sent in writing before the first climb. Work above 6 ft ran 1.6 hours, so check-ins went at 0, 30, 60 and 90 minutes, four in total, all acknowledged.

Step 7: ladder walked down along the wall on a controlled rope, cones and the door lock removed, the door operated once and confirmed latching, all six hangers and the two downspout straps that came off reinstalled and pulled by hand, ladder re-inspected with no new damage, and the on-the-ground message sent. The 6 ft over the flower bed was written as an open item with a date and a note to load levelers, and the customer was told before the tech left.

Read back against the general section: step 3 forbids blocks under a shoe and this pass did not use one even though it cost 6 ft of the run, and step 5's 10 ft distance was measured and printed at 14 ft rather than judged by eye.
