Reclaimed Refrigerant Acceptance and Documentation

Purpose

Recovered, recycled and reclaimed are three different legal states of the same molecule, and only one of them may be sold to a new owner and charged into somebody else's system.

Recovered means removed from an appliance into a cylinder, with no processing and no purity claim. Recycled means cleaned by field equipment, typically oil separation and a filter drier, which reduces contaminants without establishing what is left. Reclaimed means reprocessed to the AHRI Standard 700 purity specification and verified against it by a reclaimer certified under 40 CFR 82.164. The words get used interchangeably in a supplier's yard and nowhere else.

The phasedown made this a receiving problem rather than a vocabulary problem. Reclaimed HFC does not consume production or consumption allowances, so it is the channel that grows while virgin supply steps down, and more of it arrives at more shops from more sources. A cylinder that shows up labelled reclaimed with no certificate behind it is a cylinder whose contents nobody has established, and it is going into a customer's compressor.

Scope

Covers receiving refrigerant into the shop that is offered as reclaimed: establishing which state it is in, checking the certification and the cylinder, verifying with an identifier, recording it with lot traceability, rejecting a lot, and carrying the lot reference through to the customer ticket.

Does not cover the shop's own recovery, cylinder dedication or fill limits, which the refrigerant recovery and cylinder management SOP owns. Does not cover the monthly reconciliation or the cylinder register itself, which the shop inventory SOP owns. Does not cover recovery machine changeover, which has its own SOP.

Procedure

1. Establish which of the three states the material is actually in before it comes off the truck. Ask the supplier directly and read the cylinder: reclaimed carries a reclaimer's identity and a purity claim, recycled and recovered do not. Acceptance: the word reclaimed supported by a named reclaimer on the cylinder, or the material treated as recovered until proved otherwise. Wrong looks like accepting a verbal assurance because the cylinder is clean and freshly painted; stop rule is that anything not clearly identified as reclaimed goes to the quarantine position and is not entered as usable stock. Hazard at this step: cylinders are being handled and moved, so caps stay on, they stay upright, and a cart or two people move them rather than walking them on the base.

2. Read the certification and match it to the cylinder in front of you. The lot or batch reference on the certificate of analysis or AHRI Standard 700 conformance statement has to be the reference on the cylinder, and the reclaimer named has to be certified under 40 CFR 82.164. Acceptance: refrigerant designation, lot reference and reclaimer identity matching across the paperwork and the cylinder, with the certificate covering the lot rather than the supplier generally. Wrong looks like a generic supplier letter covering all shipments, which certifies nothing about this cylinder; stop rule is that any mismatch quarantines the cylinder and the service manager resolves it with the supplier before it enters the register. Hazard at this step: none, a document check at the receiving bench, and it is the cheapest control in this procedure.

3. Inspect the cylinder as a pressure vessel, not just as a container of product. Read the specification and hydrostatic retest markings, the tare and water capacity stamps, and look over the shell and valve. Acceptance: retest date current, stamps legible, valve undamaged, cap present, no dents, gouges or fire damage, net weight confirmed on a scale as gross minus stamped tare. Wrong looks like taking the weight off the supplier's paperwork with no scale under the cylinder; stop rule is that an overdue or damaged cylinder is refused at the dock rather than accepted and returned later. Hazard at this step: an unlabelled or unverified cylinder is handled to the flammable-gas rule until its contents are established, since an A2L and an A1 cylinder look alike once the label is scuffed.

4. Verify the contents with a refrigerant identifier before the lot enters usable stock. Sample the cylinder per the identifier's instructions and record the result against the certificate's claim. Acceptance: the identifier reporting a pass for the named refrigerant against its own stated criteria, with the result retained alongside the certificate. Wrong looks like treating the paperwork as the verification, which is exactly the failure mode this step exists for, since a document travels separately from the cylinder and can be attached to the wrong one; stop rule is that a fail quarantines the lot and no second sample is drawn to get a better answer. Hazard at this step: sampling releases a small quantity of refrigerant, so it is done in a ventilated area, and for an A2L there is no ignition source at the bench and no sampling in a closed room.

5. Enter the lot into the register with traceability that survives the cylinder. Record cylinder serial, refrigerant, lot reference, net weight, certificate reference and identifier result in the cylinder register the inventory SOP defines. Acceptance: a register row that lets anybody move from a job ticket to a cylinder to a lot to a certificate without asking a person. Wrong looks like entering pounds received against a refrigerant with no lot reference, which breaks the chain at exactly the point a recall or a contamination question would need it; stop rule is that a lot with no reference is not entered, it is quarantined. Hazard at this step: none, data entry at a desk, and its value is entirely in what it makes possible three months later.

6. Reject cleanly, because a half-rejected lot is worse than a refused one. Move the cylinder to the marked quarantine position, tag it with the date and the reason, notify the supplier in writing, and leave it physically separated until it goes back. Acceptance: the cylinder in quarantine with a dated tag, a written notification sent, and no register row created for it. Wrong looks like a rejected cylinder left in the active rack with a note on it, which is how it gets used on a Saturday; stop rule is that nobody draws from a quarantined cylinder for any reason, including an emergency, and the service manager owns any exception in writing. Hazard at this step: a rejected cylinder of unknown contents is stored and handled to the A2L rule, clear of oxidizers and ignition sources, until its identity is settled.

7. Carry the lot reference onto the customer's ticket when it is installed. When refrigerant from a reclaimed lot goes into a system, record cylinder serial, lot reference and weight installed on that job. Acceptance: a job ticket naming the cylinder and lot alongside the charge weight. Wrong looks like a ticket recording pounds added with no source, which leaves the shop unable to answer what went into that compressor; stop rule is that a job cannot close with a charge weight and no cylinder serial. Hazard at this step: this is the charging operation, so it runs under the charging SOP with its own controls, and the cylinder stays upright and capped between uses rather than living on the truck floor.

The record this produces

A receiving file per lot and a lot reference on every job that lot touches.

The receiving file holds the certificate of analysis or conformance statement, the identifier result, the cylinder inspection notes with the retest date, the scale-confirmed net weight, and the accept or reject decision with a name on it. The register row from step 5 links that file to the job tickets, and on the job side the cylinder serial, the lot and the weight installed sit on the customer's ticket.

Three readers make this worth the ten minutes it costs. A customer whose compressor fails asks what was put in their system, and a shop that can name the lot and produce its purity certificate is in a completely different conversation from one that can name a supplier. An inspector asks what came in and where it went, and the register plus the receiving file answers it. And the service manager reads reject rates by supplier, because a supplier whose paperwork does not match its cylinders twice is a supplier problem rather than a receiving problem.

Worked pass: four cylinders of reclaimed R-410A received on one delivery

Delivery of four cylinders, each stated at 25 lb net, 100.0 lb total.

Step 1: all four carried a named reclaimer's identity and a purity claim on the label, so all four were offered as reclaimed rather than recovered.

Step 2 FAILED on one cylinder. Three certificates matched their cylinders on refrigerant, lot reference and reclaimer. The fourth cylinder's tag carried a lot reference that did not appear on any certificate in the packet, and the certificate that had been paired with it named a different lot. Under this step's stop rule that mismatch quarantines the cylinder regardless of how plausible the explanation sounds, so 25 lb went to the quarantine position and 75 lb went forward. The service manager notified the supplier in writing the same afternoon.

That is worth sitting with. Nothing suggested the contents were bad. The likely cause was a packing error, and the supplier confirmed as much two days later. But a certificate that does not name the cylinder it is attached to certifies nothing about that cylinder, and the whole difference between reclaimed and recovered material is that somebody can produce the document that says what is in it.

Step 3: the three accepted cylinders had current retest dates, legible stamps, sound valves and caps. Scale confirmed nets of 25 lb 2 oz, 24 lb 14 oz and 25 lb 1 oz, which is 75.0625 lb against the 75.0 lb the paperwork claimed for three cylinders, a difference of 1 oz across the delivery and well inside a scale reading.

Step 4: all three sampled with the identifier and all three reported a pass for R-410A, results printed and stapled to their certificates.

Step 5: three register rows created, each carrying serial, lot, certificate reference, identifier result and confirmed net weight. Step 6 was executed on the quarantined cylinder: moved to the marked position, tagged with the date and the reason, written notification sent, and no register row created for it.

Step 7 followed over the next fortnight. The first accepted cylinder fed two jobs, a 7.75 lb charge on an evaporator coil replacement and an 11.5 lb charge on a light-commercial condenser, which is 19.25 lb installed. Its register net went from 25 lb 2 oz to 5 lb 14 oz, since 25.125 minus 19.25 leaves 5.875 lb. Both customer tickets name the cylinder serial and the lot, so either one can be traced back to the certificate without asking anybody what was on the truck that week.
