Unrepairable Equipment: Red Tag and Customer Conversation
Purpose
Condemning equipment is the one call a technician makes that removes something a customer depends on and hands them a large decision they did not plan for. Done properly it is a defensible, dated position with evidence attached. Done loosely it becomes an argument the shop cannot win: no photograph, no reason a second technician can follow, and a customer who turns the equipment back on the moment the truck leaves.
The specific failure this prevents is the tag that gets pulled. A tag with no reason on it, applied without shutting the fuel or the power, and explained in passing, is off the equipment by nightfall, and the shop's record says the appliance was condemned while the appliance is running.
Safety actions that gate this procedure
- Isolate before you explain. The conversation happens after the hazard is stopped, never instead of stopping it. Close the appliance's own fuel shutoff, open the disconnect, and only then start talking.
- Gas odor or a running appliance producing carbon monoxide: everyone leaves the building immediately. No switches, no lights, no phone used inside. Call the gas utility's emergency line and the shop from outside and upwind, and re-enter only when the utility releases the building.
- Personal carbon monoxide monitor on before entering any space where a fuel-fired appliance is running, ambient recorded appliance-off, and the release criterion is an instrument reading, never the absence of a smell.
- A gas utility's own tag is cleared by that utility, never by this shop. Where the fuel has been shut at the meter, the utility owns the restoration.
- Panel and disconnect work is done by a qualified person under 29 CFR 1910.333(b)(2), de-energized where the check can be made dead, with the meter proved on a known live source before and after per NFPA 70E-2021, 120.5. If nobody on site is qualified, the electrical portion goes to an electrician.
Scope
Covers the moment a technician has established that a piece of equipment cannot be safely or lawfully returned to service: isolation, confirmation, tagging, notification, and the customer conversation including refusal.
Does not cover the diagnosis that gets you here. Heat exchanger inspection methods, flue and venting inspection, and cracked heat exchanger condemnation own the specific diagnoses; this procedure starts once the finding is established. It does not cover repair-versus-replace economics on equipment that is still safe, which has its own SOP.

Procedure
1. Stop the equipment and isolate the energy before any conversation begins. Close the appliance's fuel shutoff, open the electrical disconnect, and confirm the appliance cannot restart on a call. Acceptance: fuel closed at the appliance, disconnect open, and a thermostat call producing no response. What wrong looks like: explaining the finding to a worried customer with the appliance still cycling behind you. Stop rule: an appliance that cannot be isolated at the equipment goes to the utility for a meter-side shutoff, and the building is evacuated if it is actively producing combustion products indoors. Hazard in this step: the appliance is still hot and possibly still firing when you arrive at it, so the monitor stays on the body and hands stay off hot vent and cabinet surfaces.
2. Write the specific defect and the specific reason it cannot be repaired, as two separate statements. The defect is what you observed. The reason is one of: no replacement part exists or is available, the component is not serviceable by design, the damage exceeds the manufacturer's stated repair procedure, or no listed replacement part exists for a listed assembly. Acceptance: both statements written, each supported by a photograph and a plate or part number. What wrong looks like: "old and worn out", which is an opinion, not a finding. Stop rule: if you cannot write the second statement, you have a repair quote rather than a condemnation, and it goes back to the repair path. Hazard in this step: gathering the evidence usually means a meter and a camera back at open terminals, so the disconnect stays open, capacitors are discharged with an appropriate resistor before a probe lands, and any reading that must be taken live is taken by a qualified person under 29 CFR 1910.333(b)(2) with the meter proved before and after per NFPA 70E-2021, 120.5.
3. Establish why any safety device opened before you treat the device as the fault. A tripped limit, rollout or pressure switch is evidence about a condition, and replacing a correctly operating device reaches the same end state one step slower with a part number on the invoice. Acceptance: the condition that opened the device named and evidenced, or the device proved out of calibration against its published set point. What wrong looks like: condemning an appliance because the rollout keeps opening, without ever finding the blocked flue that opens it. Stop rule: an unexplained trip is not a condemnation reason on its own; keep diagnosing or escalate. Hazard: none, the equipment stays isolated throughout this determination.
4. Get a second person to confirm the finding before the tag is written. Send the photographs and both statements to the service manager and describe what was measured. Acceptance: a named second person and a timestamp on the record, and the reason statement as it stands after their questions rather than as first drafted. What wrong looks like: a confirmation given on the phone in ten seconds with no photographs looked at, which is not a second opinion. Stop rule: a service manager who disagrees sends the tech back to step 2 or step 3, and no tag goes on until the reason survives. Hazard: none, this is a decision made at the truck.
5. Apply the tag, and make it say something a stranger can act on. Date, shop name, technician name, the confirming person, the specific defect, the reason it cannot be repaired, and the words that this equipment must not be operated and that only this shop or the authority having jurisdiction removes the tag. Fix it where the operator will see it, at the control or the service switch, not inside a cabinet. Acceptance: every field filled, the tag visible without opening a panel, and the isolation from step 1 still in place. What wrong looks like: a tag saying only "do not operate", which nobody can evaluate and everybody feels entitled to remove. Stop rule: no tag stock on the truck, the equipment stays isolated and the tag is delivered the same day, with the customer told in writing meanwhile. Hazard in this step: hanging a tag puts hands back at the equipment, so the disconnect stays open and the fuel shutoff stays closed while you work at it.
6. Notify everyone the tag affects, in the same visit. The occupant, the account holder where they differ, the landlord where the occupant is a tenant, the gas utility where fuel was shut at their meter, and the authority having jurisdiction where the jurisdiction requires it. Acceptance: each party named on the record with the time and method of notification. What wrong looks like: telling the tenant and assuming it reaches the owner, on the one finding the owner has to pay to fix. Stop rule: an unreachable responsible party is escalated to the service manager the same day rather than left as a voicemail. Hazard: none, this is communication.
7. Have the conversation in a fixed order, and write down a refusal in the customer's own words. State what is wrong, what it means for their safety, that the equipment is off and tagged, what happens next, and what the interim options are. Then stop and let them talk. Acceptance: the customer has heard the defect and the reason, knows the equipment is off, and either accepts the next step or has their refusal recorded verbatim with the date. What wrong looks like: agreeing to "just get it running until the weekend", which puts the shop's hands on equipment it has certified as unsafe. Stop rule: the request to re-energize is declined by the technician, always, and referred to the service manager; a refusal that leaves a vulnerable occupant without heat goes to the service manager before the tech leaves. Hazard: none, the equipment stays isolated and tagged whatever the customer decides.
The record this produces
One condemnation record: both statements from step 2 with their photographs, the safety-device determination from step 3, the confirming person and time, the tag's full text and where it was fixed, the isolation state of fuel and power, every party notified with time and method, and the customer's response or refusal in their words.
Three readers use it. The next technician dispatched to that address, who must not restart tagged equipment. The service manager, if the customer disputes it. The shop, if the equipment is later operated by someone else and something happens. What that record proves as a matter of liability is a question for the shop's own attorney; what it gives the shop is a dated position and evidence the customer was told.
Worked pass: 27-year-old electric air handler in a small retail suite, no heat call
Step 1 isolated the unit at its disconnect and confirmed no response to a heat call. Step 2 recorded the defect: charring on the heat kit terminal block extending roughly a hand's width along the lead insulation, with the stage 2 sequencer failed closed against a scorched terminal. Element resistances were measured across all four stages at 9.5, 9.6, 9.6 and 9.7 ohms, so the elements themselves were sound and the fault was in the block and sequencer assembly. Step 3 applied: nothing had opened a safety device, so there was no device to explain.
The reason statement was drafted as "parts unavailable". Step 4 failed it. The service manager asked whether both parts were genuinely unavailable, and the distributor check found a current supersession for the sequencer and none for the heat kit's limit and terminal assembly. Under the stop rule the tech went back to step 2 and rewrote the reason narrower and truer: no listed replacement exists for the limit and terminal assembly of this listed heat kit, and substituting an unlisted part would make the shop the author of an assembly nobody has evaluated.
Step 5 then tagged it at the unit's service switch with all seven fields filled. Step 6 notified the tenant, the property manager as account holder, and the building owner, each with a time. No gas was involved and no meter-side shutoff applied.
Step 7 got the predictable ask: run it on the fan and one working stage until a replacement arrives. Declined at the tech level and referred up, with the refusal to schedule recorded in the tenant's words and the interim heat conversation handed to the office.
What the failure teaches: "parts unavailable" was a reason that would have collapsed the first time anyone found the sequencer in a catalogue, and it would have taken the whole condemnation with it. The narrower reason is the one that survives, and step 4 exists because the person writing the tag is the person least able to see it.
