Annual and Seasonal Color Installation
Purpose
Color is the most visible thing the shop installs and the fastest thing to fail. When a rotation dies, it is almost never the plants: it is what was already in the bed. A residual pre-emergent inside its replant interval, a compacted pan under 2 in of loose topdressing, or an irrigation zone timed for established shrubs will kill a healthy flat inside three weeks, and the crew that planted it has no way to prove which.
This procedure guarantees the bed's chemical and physical history is checked before an order is placed, that plants go in at the right depth and spacing, and that the water reaching the new root balls is verified rather than assumed.
Scope
Covers seasonal color installation in existing residential and light commercial beds and containers: the replant-interval gate, plant list versus site conditions, bed testing, removal, amendment and grade, layout and planting depth, water-in and zone verification, mulch and the customer brief.
Does not cover mulch depth and volume, which is the LawnCare mulch installation standard, or bed edge geometry and weed classing, which is the bed edging and weed control visit. Does not cover irrigation zone repair, uniformity testing or scheduling from measured precipitation rates, which are the irrigation startup and audit SOP and the irrigation controller and backflow service SOP. Does not cover new bed construction or design.

The handoff that fails is the applicator to the office. A pre-emergent that went down in the spring program is remembered as "weed control" with no product and no date, and the interval nobody can compute is the interval nobody honors.
Procedure
Step 1 - Clear the replant interval before anything is ordered
Pull the last pre-emergent or residual herbicide applied to this bed, read its replant interval for the species going in, and compare it to the planned install date. Acceptance: product, application date, the interval as read off that label, and the resulting plant-safe date, with the install date at or after it. Wrong looks like assuming a spring application has "worn off" by June. Stop rule: an install date inside the interval does not get planted - the choices are delay to the plant-safe date, remove and replace soil to the depth the label states, or plant that bed in containers of clean media, and the customer is told which. Hazard: none added, this is a desk read done before the truck loads.
Step 2 - Match the plant list to the site and the season
Stand in the bed and check light and season against the list. Acceptance: measured or observed hours of direct sun at the bed recorded against each species' stated requirement, and the install date checked against the local last-frost or first-frost date from your regional climate record. Wrong looks like a full-sun list going into a bed that gets four hours under a maple, which looks fine on install day and thins by August. Stop rule: a mismatch on light or frost stops the install for that bed and goes back to the office for a substitution, rather than being planted and warrantied. Hazard: none added.
Step 3 - Test the bed before you amend it
Probe the bed on a grid: soil depth, resistance to the rod as a compaction check, root mass from the last rotation, and a filled test hole to watch drainage. Acceptance: recorded depth where resistance stops the rod, the time for a filled hole to drain, and the irrigation type present (spray, rotor, drip). Wrong looks like tilling 3 in of imported mix over an untouched pan, which perches water at the interface and drowns the root balls. Stop rule: a hole still holding water after an hour is a drainage problem, not a planting problem, and goes to the drainage and standing water complaint visit before any plants go in. Hazard: probing is excavation, so utility locates are marked first, and drip tubing, lighting cable and pet-fence wire all sit shallow in beds; if the rod meets anything solid, stop and hand-expose it rather than driving through.
Step 4 - Strip the old rotation and handle the debris correctly
Pull spent plants with their root balls, rake old mulch back, and bag debris separately where the bed carries a residual herbicide. Acceptance: root balls out rather than stems snapped off, old mulch clear of the planting zone, and any bed with an unexpired residual bagged rather than composted. Wrong looks like herbicide-carrying material going into the compost pile that later feeds a vegetable customer. Stop rule: debris from a bed whose interval has not cleared does not go in the shared pile. Hazard: dry mulch and bed litter raise respirable dust and mold spores when raked, so dampen the surface first and work upwind; where dust still cannot be controlled, a respirator is worn only under a written program with medical evaluation and fit testing per 29 CFR 1910.134, and otherwise the surface is wetted until it stops making dust.
Step 5 - Amend, till and set the finished grade
Spread the amendment, till to a stated depth, then rake the bed to a grade below the surrounding hard edge. Acceptance: tilled depth measured with the probe at three points, amendment blended rather than layered, and finished soil grade low enough that the specified mulch depth still finishes below the walk. Wrong looks like a bed crowned above its edge, which sheds water and mulch onto the walk in the first storm. Stop rule: soil too wet to crumble is not tilled - tilling wet soil destroys structure and creates the pan you just removed, so the bed waits. Hazard: a tiller's tines climb and drive the machine backward into the operator when they strike a root, so keep both hands on the bar, stand clear of its path, and never clear the tines with the engine running; bagged compost, peat and soil mixes carry inhalable dust and bioaerosol, so open bags at arm's length with the opening turned away and wet the pile before moving it.
Step 6 - Lay out to spacing, then plant to depth
Set the layout on the ground before the first hole, then plant. Acceptance: a plant count derived from bed area and the specified on-center spacing, plants laid out and counted against that number before planting, each root ball scored or teased where roots circle the pot, and the top of each root ball finished flush with the surrounding soil. Wrong looks like a root ball set an inch low, which holds water against the stem and rots the crown, or set high, which dries out first and dies in the first hot week. Stop rule: a count that comes in more than one flat short stops the planting until the office confirms, rather than being solved by stretching the spacing across the visible half of the bed. Hazard: repetitive kneeling and hand tools at ground level, so use a knee pad and a trowel rather than punching holes by hand, since buried glass and screws are routine in older beds.
Step 7 - Water in, then prove the water is reaching them
Water each plant in by hand at planting, then run the zone and watch it. Acceptance: every root ball wetted through, the zone run long enough to see the pattern, and each planted area confirmed inside the wetted footprint rather than in a dry shadow behind a shrub or beyond the last emitter. Wrong looks like trusting a zone set up for established shrubs, which applies far less water than a shallow-rooted annual needs. Stop rule: a planted area outside the wetted footprint is not left to a schedule change - the head, nozzle or emitter is corrected on the day under the irrigation head and nozzle replacement visit, or the customer gets a written hand-watering instruction with a duration and a frequency. Hazard: standing water plus a 120 V landscape lighting fixture in the same bed is the shock path here, so a fixture with a damaged lens or exposed conductor is reported and its circuit killed at the panel before anyone works that wet bed.
Step 8 - Mulch, brief and close the record
Mulch to the depth on the property card, keep it off the stems, then walk the customer through it. Acceptance: mulch at depth with a clear collar around each crown rather than mounded against stems, hardscape blown clear, plant count and species on the record, and the watering instruction handed over in writing. Wrong looks like mulch pulled up over the crowns, which holds moisture against the stem and invites rot in the first week. Stop rule: an incomplete record keeps the truck on the property. Hazard: none added.
The record this produces
Per bed: the last residual product with its date, the replant interval as read and the plant-safe date, species with sun requirement and the bed's observed sun hours, probe depths and drain time, amendment and tilled depth, spacing, plant count, planting depth confirmation, the zone verification result, mulch depth, and the written watering instruction given to the customer.
The office reads the plant-safe date before the next order, so the same bed is not re-ordered into the same interval next season. The applicator reads the bed history before the next pre-emergent, since a bed on a color rotation may not be a candidate for a residual at all. The plant count and spacing are what let a replacement conversation be about facts rather than impressions.
One pass through this procedure
Property: a light commercial entry with one bed 4 ft by 30 ft, 120 sq ft, on a color rotation. Install planned for June 8, spacing specified at 10 in on center in a triangular pattern, plants supplied in flats of 18.
Step 1 fails. The bed's last residual went down on March 20, and that label's replant interval for bedding plants reads 4 months, so the plant-safe date is roughly July 20. March 20 to June 8 is 80 days; 4 months is about 122 days, leaving the install 42 days short. The stop rule runs: the bed is not planted on June 8. The office is given the plant-safe date, the customer picks between a July 20 install and containers of clean media for the summer, and takes the containers because the entry cannot sit bare through July.
Step 2 clears. The bed reads roughly six hours of direct sun, and the substituted container list is rated for full sun to part sun, so no substitution is needed. June 8 is well past the local last-frost date.
Step 3 is run on the bed anyway, since it will be planted in July. The probe stops at 6 in across the middle of the bed and at 11 in at the ends, and a filled test hole drains in about 25 minutes. That is a compaction pan under the middle, not a drainage failure, so the bed stays in this procedure rather than going to the drainage visit, and step 5's tilling depth is set to break the 6 in pan.
Step 6's arithmetic is done in advance for the July install. At 10 in on center, or 0.833 ft, triangular spacing gives 0.833 times 0.833 times 0.866, which is 0.601 sq ft per plant. 120 sq ft divided by 0.601 is about 200 plants. At 18 per flat that is 11.1 flats, so 12 flats are ordered and 16 spares are carried. The count is laid out on the soil and counted before the first hole goes in.
Steps 7 and 8 run on the container install in June: each container watered in by hand, the drip emitters serving that entry confirmed to be inside the container ring rather than beyond it, mulch collared clear of the stems, and a written hand-watering instruction naming a duration and a frequency handed to the property manager.
