Drainage and Standing Water Complaint Visit

Purpose

Find the source before anyone prices a drain. A wet corner looks like a grading problem and usually is not: it is a downspout nobody extended, a zone running three times as long as the soil can take, or a cracked irrigation mainline putting water in the ground around the clock. A drain installed over an unfixed source moves the water, it does not remove it, and the shop owns the result.

It guarantees the electrical and wastewater hazards are cleared before anyone walks the water, that each candidate source is eliminated with a test rather than an opinion, and that anything shut off is turned back on.

Scope

Covers the diagnostic visit on a residential or light commercial property where water stands or the ground stays saturated.

Does not cover irrigation repair itself (the LawnCare irrigation head and nozzle replacement visit and the irrigation startup and audit SOP) or backflow testing and controller programming (the irrigation controller and backflow service SOP). Does not cover design or installation of subsurface drainage, regrading, or any connection to a public storm system, all contracted and often permitted work.

Procedure

Step 1 - Clear the two hazards before anyone steps in the water

If standing water touches a landscape lighting fixture, a receptacle, a pump, a submerged panel or a damaged conductor, nobody enters the water: the circuit is killed at the panel and confirmed off first, and where nobody on site is a qualified person under 29 CFR 1910.332 and 1910.399 the work goes to an electrician rather than to whoever has a meter. Water smelling of sewage or carrying paper or gray solids is a wastewater call. Acceptance: nothing energized in contact with the water, or its circuit confirmed off, and no sewage indicators. Wrong looks like wading a wet corner to reach a lighting transformer. Stop rule: either finding ends the visit - barricade the area, tell the customer to keep people and pets out, and route to an electrician or to the plumber and sewer utility. Hazard: sewage water injures by ingestion, by contact through broken skin and by inhaled aerosol when disturbed, so nobody rinses, pumps or agitates it, and anyone in contact washes with soap and water before eating, drinking or touching their face.

Step 2 - Delimit and measure before diagnosing

Mark the wet area, measure it, and shoot the grade from the low point to the nearest place water could leave. Acceptance: area dimensions in feet, the low point located from a fixed feature, and a measured fall in inches over a stated distance to the discharge point, taken with a level and rod or a string line. Wrong looks like "the back corner is soggy", which cannot be compared after rain or after a fix. Stop rule: a low point sitting below its only possible discharge point cannot be drained by gravity, and that is recorded before any option is discussed. Hazard: none added; keep off any slope face saturated enough to slide underfoot.

Step 3 - Eliminate the irrigation schedule with a dry period

Record the controller's existing program in full, then shut irrigation off for a stated dry period and re-inspect. Acceptance: every zone's start times and run minutes photographed before the controller is touched, the controller off with date and time, and the area re-inspected after the stated dry days with no rain between. Wrong looks like asking the customer whether they water too much. Stop rule: an area still holding water at the end of a dry period with the controller off has not been cleared of irrigation, because a pressurized leak runs whether the controller is on or off - go to step 5 rather than concluding grade. Hazard: a residential controller cabinet carries 120 V line terminals behind the faceplate, so program and switch it through the door with the panel closed; if a terminal is exposed the enclosure stays shut and an electrician handles it.

Step 4 - Trace the roof water

Walk every downspout, follow buried leaders, and check where each actually discharges. Acceptance: each downspout traced to a discharge point with its distance from the foundation measured, every buried leader confirmed to daylight or found blocked, and finished grade at the foundation measured over the first 10 ft. Wrong looks like counting downspouts from the driveway without following the buried one that ends under the wet corner. Stop rule: a buried leader that does not daylight is proven with a hose before it is ruled out. Hazard: reaching into a leader or catch basin puts a hand where wasps and sharp debris live, so use a tool and gloves, and never put a face over an opening you are about to flush.

Step 5 - Prove there is no pressurized leak

With every fixture in the house off, watch the water meter's leak indicator, then isolate the irrigation supply and watch it again. Acceptance: the indicator still with the house isolated and still again with the irrigation supply open and all zones off, plus the mainline holding steady pressure with no zone running. Wrong looks like calling a wet spot with no rain a soil problem, when a mainline crack puts water in one place continuously and mimics a spring. Stop rule: an indicator that moves, or a mainline that will not hold, suspends the drainage scope - the leak is repaired first and the area re-observed after a stated dry period, because nothing measured before the repair describes the property afterwards. Hazard: digging to find a leak is excavation, so utility locates are marked first and the tolerance zone is hand-dug; if a line is struck the crew leaves the area, touches no ignition source, and calls the utility and the office from clear ground.

Step 6 - Test the soil rather than assuming it

Dig a test hole in the wet area, pre-soak it, refill it and time the drop. Acceptance: hole depth and diameter recorded, a drop in inches over a stated number of minutes after pre-soaking, the depth a probe meets a restrictive layer, and any standing water in the hole noted with its depth below grade. Wrong looks like a single unsoaked hole, which drains fast the first time and flatters the soil. Stop rule: free water in the hole below grade with no source above it is a high water table, which surface work does not fix - it is written down and routed, not quoted. Hazard: an open test hole is a leg-break waiting for a homeowner, so it is backfilled or covered and marked before the crew moves off it, and never left open overnight.

Step 7 - Name the cause and scope the remedy at its own level

Put the five findings together, assign a cause, and match it to the right level of work. Acceptance: one cause named with its supporting measurement, and a remedy assigned to one of four levels - source fix, surface regrade or swale, subsurface drainage, or referral. Wrong looks like quoting a drain because that is what the customer asked for. Stop rule: three cases go to referral rather than to the truck - a discharge crossing onto a neighboring property, any connection to a public storm system, and a high water table or structural foundation drainage, each needing a designer, the municipality or an engineer. Hazard: none added.

Step 8 - Restore what you turned off, then close the record

Put the controller back to the program recorded in step 3, confirm the irrigation supply is open, and close out. Acceptance: every zone's start times and run minutes restored and read back against the photograph, the supply valve open, test holes backfilled and firmed, barricades removed only where step 1 cleared, and the record complete. Wrong looks like leaving a controller off because the season is nearly over. Stop rule: a controller that cannot be restored to its recorded program stays off with a written notice naming what was changed and why. Hazard: none added.

The record this produces

Per property: hazard clearance result, wet area dimensions and low point, measured fall over a stated distance, the controller program as found, the dry-period dates and the observation after it, downspout discharge distances and foundation grade over the first 10 ft, meter and mainline results, percolation figures, the named cause, the remedy level, and confirmation the program was restored.

The office reads the restoration confirmation, because an unrestored controller is the callback this procedure creates rather than prevents. The measured fall and percolation figures are what let a drainage quote be defended, or refused.

One pass through this procedure

Property: a residential back yard, wet corner reported for three weeks, no rain in the last twelve days.

Step 1 clears: no fixture or cord in the water, no sewage indicators. Step 2 measures the wet area at 18 ft by 22 ft, or 396 sq ft, low point 6 ft off the rear fence. A string line from the low point to the side-yard daylight point 40 ft away shows 1.5 in of fall, which is 1.5 divided by 480 in, or 0.31 percent, well under the 1 percent a lawn swale is normally built to.

Step 3 records the program, shuts the controller off for a five-day dry period, and re-inspects. The corner is still holding water on day five with no rain. Under the step 3 stop rule that does not clear irrigation, it points at step 5.

Step 4 traces four downspouts. Three discharge to splash blocks 3 to 5 ft from the foundation, and the fourth is buried; a hose run proves it daylights at the side yard, not at the wet corner. Finished grade over the first 10 ft from the foundation measures 1 in of fall, against the 6 in in the first 10 ft that International Residential Code section R401.3 requires in the edition your jurisdiction has adopted. That is a real finding, but it is on the opposite side of the house from the wet corner.

Step 5 fails. With every house fixture off, the meter's leak indicator is turning, and closing the irrigation isolation valve stops it. The mainline will not hold pressure with all zones off. The stop rule runs: the drainage scope is suspended, the leak goes to the irrigation tech, and no grading or drain is quoted, because a mainline crack has been feeding that corner continuously for three weeks and every measurement taken today describes a property about to change.

Step 6 still runs, since the soil answer matters afterwards. A 6 in test hole, pre-soaked and refilled, drops 1 in in 90 minutes, and a probe meets a restrictive layer at 9 in. No free water stands in the hole below grade, so a high water table is ruled out, and the hole is backfilled and firmed before the crew leaves it.

Step 7 names a pressurized irrigation leak with secondary slow-draining soil and assigns level one, source fix. Step 8 restores the controller to the recorded program, read back against the photograph, and confirms the isolation valve open once the repair is booked. The area is re-observed after a five-day dry period following the repair; if it still holds water at 0.31 percent fall and 1 in in 90 minutes, the conversation moves to a swale with real numbers behind it.
