Fuel Handling and Mixed Fuel Management
Purpose
Treat fuel as tracked inventory with an age, a ratio and an owner, so every machine gets the fuel its label calls for and no container in the yard is a mystery.
A lawn shop runs three or four fuels out of cans that all look alike, and nothing on the outside of a red can tells you which is which. The two events this prevents are a seizure and a fire. A two-stroke run on less oil than its label calls for loses the film on the cylinder wall and picks up in an afternoon, and the shop blames the machine. The fire starts somewhere quieter: a container filled on a plastic bedliner, a can vented in a closed trailer, a hot muffler over a splash nobody wiped. The third loss is small and constant - stale ethanol-blended gasoline that has drawn water is why five carburetors come apart in March, and that is decided by what was written on a can in September.
Scope
Covers fuel selection per machine, mixing, labeling and dating, transfer, refueling, spill and exposure response, storage quantity, and aging fuel out to recovery.
Does not cover the daily pre-route fuel check, which the daily equipment, blade and fuel check SOP owns and which reads the dates this procedure writes; end-of-season stabilizing and the dry-versus-full storage route, owned by the small engine seasonal service and storage SOP; or securing fuel on a moving trailer, owned by the trailer loading and securement standard. Lithium packs are not fuel and follow the battery equipment charging and rotation SOP.

Procedure
Set the transfer area up before a cap comes off. Transfer outdoors or where there is real air movement, extinguisher within reach, ignition sources off, nobody smoking or on a phone at the point of fill. Acceptance: engines off, containers on bare ground or concrete, extinguisher tag current. Wrong looks like transferring in a closed box trailer, where vapor pools at floor level with no way out. Hazard: gasoline vapor is a respiratory and central-nervous-system exposure and gasoline contains benzene, so keep your face out of the plume and work upwind; the SDS states the rest and must be available to the crew under 29 CFR 1910.1200. Stop rule: no ventilation, no transfer.
Read the machine's label before you touch a can. Every two-stroke states its ratio on the machine or in the manual, and 50:1 and 40:1 are both common on one trailer. Acceptance: the ratio on the machine matches the ratio written on the can. Wrong looks like a crew assuming the shop still runs one ratio. Stop rule: a machine whose ratio you cannot establish is not fueled until someone reads the manual, and the leaner-oil can is never the default guess, because 50:1 in a 40:1 machine starves the cylinder wall and seizes it. Hazard: none at this step, it is a label read with the machine off.
Mix by measure, into the container, and label the batch. Measured oil in first, gasoline after, cap and invert several times so the oil is not left as a layer in the bottom. Acceptance: oil measured in a graduated container to that machine's ratio, and the can carrying type, ratio, fill date and can number before it leaves the bench. Stop rule: an unlabeled or undated can goes to recovery, not into a machine, because the system collapses the first time one anonymous can is allowed. Hazard: gasoline and two-stroke oil both defat skin, so gloves come off the manufacturer's chemical-resistance chart for gasoline, and a thin disposable nitrile glove is short splash protection rather than immersion protection - change it the moment it is wetted, with eye protection on for the pour.
Transfer with the container on the ground and the spout touching it. A container in a truck bed or on a bedliner is insulated from ground and can build a static charge that arcs at the fill opening, where the vapor is richest. Acceptance: container on the ground, spout in firm contact throughout, filled no higher than its label states so the liquid can expand. Stop rule: a spill larger than the absorbent kit handles stops the transfer, the source is closed and the office called; fuel reaching a drain is a release handled under your program, not by a crew at the pump. Hazard: an incipient fire at the opening is fought only by someone trained under 29 CFR 1910.157, from upwind, with a Class B extinguisher - anything past incipient means everyone leaves and the fire department is called from a distance.
Refuel cold, on the ground, off the trailer. Engine off, key out, muffler and cylinder cool enough to hold a bare hand near before the cap moves. Acceptance: machine on level ground rather than a trailer deck, funnel in the neck, fill stopped at the bottom of the filler neck so there is room for expansion, and nothing standing on the machine when the cap goes back. Wrong looks like topping a hot walk-behind on the trailer at the last stop. Stop rule: a machine that will not take fuel without spilling has a vent or neck problem and comes off the route. Hazard: a splash on hot exhaust flashes without warning, so nothing is fueled running or hot.
Close what you opened, then prove it before the machine works again. Cap seated, container vent closed, tank vent free, funnel drained, fuel-wetted rags into a listed oily-waste can rather than a bucket. Acceptance: after a two-minute idle away from the fuel area, no drip under the machine, no smell at the cap, and the tank breathing rather than starving as it drains. Wrong looks like a cap gasket left half-turned that seeps onto a warm frame all afternoon. Stop rule: any drip, weep or fuel smell at that idle shuts the machine down, and it does not go on the trailer until the cap, gasket or vent is right. Hazard: this step puts fuel, heat and a running engine back together with somebody standing over it, so containers are closed and moved clear first, hands stay out of the deck and belt path, and the machine faces away from everyone; fuel at the cap during that idle is a shutdown, not a wipe.
Take an exposure at face value and route it by the route it took. Skin contact gets soap and water and a change of clothing, because soaked cloth holds fuel against skin for hours; an eye splash gets a sustained flush at an eyewash. Acceptance: the exposure recorded and the person either cleared or sent. Stop rule: swallowed or siphoned fuel is never treated by inducing vomiting - aspiration into the lungs is what does the damage - and goes to poison control or emergency care with the SDS in hand; anyone dizzy, nauseated or headachy after working in vapor goes upwind into fresh air and does not return to finish the pour. Hazard: siphoning by mouth is prohibited outright, and a pump is stocked so nobody improvises one.
Age fuel out on a stated clock and route what fails it. The shop default is 30 days for ethanol-blended gasoline that was not stabilized at fill, run from the date on the can; tune it to your climate and turnover. Acceptance: every can inside its date, with no separation layer visible when a sample is poured into a clear jar. Wrong looks like a distinct bottom layer that will not remix by shaking, which is ethanol and water dropped out of solution and will take a carburetor with them. Stop rule: out-of-date or separated fuel goes to the labeled recovery container for your waste contractor, never into a machine, on the ground, or down a drain. Hazard: decanting an old batch stirs vapor at the mouth, so it happens outdoors and upwind with the same eye and glove protection as a mix.
Store it as the flammable liquid it is. Acceptance: listed safety containers only, upright, capped, vents closed, out of sun and away from ignition sources, in a listed flammable-liquid cabinet where quantity requires one - 29 CFR 1910.106 limits a single cabinet to 60 gallons of Class I or Class II liquids and gasoline is Class I, with NFPA 30 applying in the edition your authority having jurisdiction has adopted and reaching you through the fire inspection. Wrong looks like cans left overnight in a closed trailer. Stop rule: a leaking, swollen or unlisted container is decanted into a good one and taken out of service. Hazard: never put E15 or higher blends in this equipment; the EPA waiver allowing E15 covers model year 2001 and newer light-duty motor vehicles only, so E15 in a mower or handheld is misfueling, and the pump label tells you which one you are holding.
The record this produces
- Container register: can number, type, ratio, fill date, who filled it. Read by the shop when several machines run rough in one week, which points at a batch rather than at five carburetors.
- Batch card on the can itself, because a register in the office has never stopped anyone grabbing the wrong can at 6:40.
- Machine fuel spec list: each machine's ratio off its label, posted where the crew loads.
- Spill and exposure notes, plus the recovery log of what aged out and when, which is how you learn whether you buy more fuel than the fleet burns.
Worked pass: Tuesday mix and load, six containers on the rack
Step 1 passes: bench outside the shop door, extinguisher tag current, engines off. Step 2 on the handhelds: three trimmers and one backpack blower all read 50:1. The edger added last week fails step 2 - its label reads 40:1. Stop rule taken: it is not fueled from the 50:1 can, and it does not get the close-enough pour a crew in a hurry would give it.
Step 3: the standing mix is a 2.5 gallon can at 50:1. 2.5 gallons is 2.5 x 128 = 320 fluid ounces, and 320 divided by 50 is 6.4 fluid ounces of oil, measured in a graduated container. The edger's own can is mixed at 40:1, so 320 divided by 40 is 8.0 fluid ounces into an identical 2.5 gallon can - same fuel volume, a quarter more oil - and both are labeled with type, ratio, date and can number at the bench.
Step 4: both filled on the concrete with the spout in contact. A splash at the second fill is caught by the pad on the bench, inside what the kit handles, so the transfer continues. Steps 5 and 6 on the zero-turn: filled cold on the ground, stopped at the bottom of the neck, cap seated, and after a two-minute idle at the far end of the yard there is nothing under the machine and no smell at the cap.
Step 8: the straight-gasoline can is dated 12 days back and was not stabilized, so 30 minus 12 leaves 18 days on the clock and it passes. A clear-jar sample shows no separation layer.
Step 9: four 5 gallon cans of straight gasoline is 4 x 5 = 20 gallons, and the two 2.5 gallon mix cans add 2 x 2.5 = 5 gallons, for 25 gallons across those six containers - inside the 60 gallon single-cabinet figure, so no second cabinet, and nothing rides overnight in the trailer.
The route leaves with two labeled mix cans instead of one and a machine that would have seized in September still running.
