Heat Illness Prevention on a Crew

Purpose

Get every crew member off the route at the end of a hot day in the same condition they started it. Heat illness on a crew rarely arrives as a dramatic collapse. It arrives as a quiet third-week hire who stops talking around the eighth property, keeps working because everyone else is, and is confused at the tenth. This standard sets the water, shade, rest and acclimatization decisions before the truck leaves, so nobody is making them at two in the afternoon while dehydrated. It also fixes the one field call that matters: any change in mental status is heat stroke until proven otherwise, and it takes 911 plus cooling on the spot rather than a ride to the truck.

Scope

Covers hot-weather work on residential and light commercial routes: the pre-shift heat plan, acclimatization for new and returning crew, water and shade provisioning, the work and rest cadence, buddy checks, symptom response, and the route changes heat forces.

Does not cover the PPE issue and site-hazard briefing, which the crew safety briefing SOP owns and which announces this plan rather than setting it, lightning, saturation or the decision to skip a property, which the service skip and weather hold SOP owns, or the heat load under label-required protective clothing, which the product label sets.

The row that fails is the second. A cadence agreed at the shop and never written on the route sheet reverts to habit by mid-morning, and habit on a hot day is one water stop at lunch.

Procedure

  1. Read the index for each service area before dispatch and write the day's cadence. Use one heat metric all season: wet bulb globe temperature accounts for humidity, radiant heat and air movement and is what the NIOSH criteria document builds its work and rest tables on, while the weather-service heat index is shade-and-light-wind based and reads low for a crew on open turf. Acceptance: index value, source and time on the route sheet with the work and rest ratio and water cadence beside it. Wrong looks like a lead deciding at noon. Stop rule: no index recorded means the route runs on the shop's highest-heat cadence by default, never on nothing. Hazard: none, a reading taken at a desk.

  2. Apply the acclimatization ramp by name, with an hour cap on the sheet. NIOSH's rule of 20 percent puts a worker new to heat at no more than 20 percent of the usual duration of work in the heat on day one, increasing by no more than 20 percent per day; someone returning after a week or more away restarts the ramp. Acceptance: every ramped person named on the route sheet with their day number and their cap in hours, not "take it easy". Wrong looks like a new hire on a full route in a heat wave because the crew was short. Stop rule: a ramped person hitting their cap comes off heat-exposed work for the rest of the shift. Hazard: unacclimatized workers carry the highest risk in their first days, so a ramped person is never the one left alone on a back lawn.

  3. Load water and shade before the truck leaves, by arithmetic. Where California's Title 8 Section 3395 applies, the employer provides at least one quart per employee per hour for the entire shift and shade when temperature exceeds 80 F; Washington and Oregon run their own outdoor heat rules, and elsewhere there is no federal heat standard, so the quantity is the shop's own default. Acceptance: quarts aboard at or above one per person per shift hour, cool rather than warm, plus a shade structure or shaded parking named for each stop. Wrong looks like two warm jugs for a three-person crew. Stop rule: short on water means the truck stops at a store before the first property, not at the third. Hazard: a shared cup and an open cooler are an ingestion route for whatever went in on unwashed hands, so water goes into individual bottles and ice is handled with a scoop.

  4. Run the drink and rest cadence on the clock, not on thirst. Thirst lags fluid loss, so the crew drinks about a cup every 15 to 20 minutes through the work period rather than a bottle at lunch. Acceptance: the lead calls the drink at the stated interval and every crew member is seen drinking, rest taken in real shade at the ratio on the sheet, and a preventative cool-down of at least 5 minutes available on request, which is how Section 3395(d) writes it where it applies and a sound default where it does not. Wrong looks like a crew drinking only when they load. Stop rule: anyone who declines two consecutive cadence calls sits in shade with water while the lead talks to them. Hazard: plain water alone across a long high-sweat shift can drop blood sodium, so meals and electrolyte drinks are part of the plan and drinking far beyond the cadence is discouraged.

  5. Run a buddy check at every property, by name. Each crew member is assigned one buddy at the briefing and checks them at every stop, because the person losing thermoregulation is the last to notice. Acceptance: buddies named out loud at the first stop and a spoken check at each property that produces a full sentence back, not a thumbs up. Wrong looks like a crew that has not spoken in four properties. Stop rule: a buddy not answering in sentences, no longer sweating, stumbling or acting out of character is walked into shade immediately and step 6 runs. Hazard: the check happens with machines shut down, because a shouted check over a running mower produces a nod from someone who heard nothing.

  6. Treat any change in mental status as heat stroke, and start cooling before anything else. Confusion, slurred speech, staggering, unusual behavior, seizure or unconsciousness in a hot working person is a medical emergency: call 911 immediately, move them into shade, strip outer clothing and heavy boots, and begin active cooling at once, cold water immersion where a tub or stock tank is reachable and otherwise continuous cold wet cloths over the whole body with vigorous fanning and ice at neck, armpits and groin. Acceptance: 911 placed, cooling started within a minute of the call, someone with them continuously, and a second person sent to the street to flag the ambulance. Wrong looks like driving them to the shop, which delays cooling for the whole drive. Stop rule: cooling continues until EMS takes over, and nobody with altered mental status is given fluids by mouth because they cannot protect their airway. Hazard: heat exhaustion, meaning heavy sweating, headache, nausea and weakness with mental status intact, still comes off the route into shade with water and does not return to work that shift.

  7. Change or stop the route when the index crosses the high-heat threshold. Acceptance: at or above the threshold your plan names, and 95 F is the figure Section 3395(e) uses for high-heat procedures where it applies, the lead moves shaded and small properties into the hottest hours, holds trimming and blowing on radiating hardscape, and keeps everyone observed. Wrong looks like pushing the two biggest open-turf properties into the hottest hours to finish on time. Stop rule: past the threshold with a ramped crew member aboard, or anyone already showing symptoms, the remaining open-turf properties are deferred rather than compressed. Hazard: hardscape and dark mulch radiate well above air temperature, so a shaded index reading understates what a trimmer operator on a driveway is standing in.

  8. Close out the day, and close what the heat opened. Acceptance: the sheet records index and time, the cadence actually run, ramped members and hours against their cap, cool-downs taken, any symptom event with time and action, and every deferred property written onto the reschedule log with a date before the truck moves. Wrong looks like a deferred property that exists only in the lead's memory and reappears as a complaint. Stop rule: a symptom event closes the record with a call to the office from the property, and that person is not scheduled for heat-exposed work the next day without a return decision from the owner. Hazard: none, written at the truck with everything shut down, which is why it is the step that gets skipped.

The record this produces

One heat line per crew per day: index value, source and time, the work and rest ratio and drink cadence run, quarts loaded and quarts consumed, shade provided at each stop, ramped members with day number, cap and hours actually worked, cool-downs taken, buddy pairs, any symptom with time and action, and every deferred property with its reschedule date.

Water loaded against water consumed is the field that earns the record. A crew that returns with most of what it left with did not run the cadence, whatever the sheet says, and that shows in one column without anyone being accused of anything. Symptom entries route to the owner the same day; where an employee event is recordable it runs the shop's injury recordkeeping under 29 CFR 1904 rather than this sheet.

Worked pass: three-person crew, ten properties, ramped new hire

Step 1 records a heat index of 91 F for the service area at 09:40 from the weather service, with the shop's cadence for that band beside it: a drink call every 20 minutes and a shaded rest at the end of each property.

Step 2 names the new hire on day 2 of the ramp. Day 1 was capped at 20 percent of the crew's usual 8 hours of work in the heat, which is 1.6 hours, and day 2 steps to 40 percent, which is 3.2 hours. That cap goes on the route sheet in hours so nobody has to do the arithmetic in the truck.

Step 3 fails. The plan requires one quart per person per shift hour, and a three-person crew on an 8 hour shift needs 3 times 8, which is 24 quarts. The cooler count is 18 quarts, leaving a gap of 24 minus 18, which is 6 quarts. Stop rule taken: the truck stops at a store before the first property rather than starting short and topping up at lunch. Ice is added and dispensing moves to individual bottles, because two crew members had been refilling from a shared cup.

Steps 4 and 5 run clean through the first six properties: drink calls on the 20 minute cadence, the new hire checked by name at each stop and answering in sentences, and the third property's rest taken under the customer's maple rather than beside the trailer.

Step 7 triggers at 13:20, when the index reads 96 F, above the 95 F high-heat figure the plan uses. The lead moves the two shaded courtyard properties forward, holds the driveway edging at the eighth, and keeps line of sight on the new hire.

Step 2's cap binds at 14:05. The new hire has 3.2 hours of heat-exposed work logged against a 3.2 hour cap, so they come off open turf and finish the day loading and driving in the cab with the air on. The crew runs the last two properties two-handed.

Step 8 closes with 24 quarts loaded and 19 consumed, the ninth property deferred to Thursday and written on the reschedule log at the curb, one cool-down rest taken by the lead, no symptom event, and the new hire's hours logged at exactly the cap so tomorrow's ramp starts from a real number rather than a guess.
