Trailer Loading and Securement Standard
Purpose
Load the trailer so nothing moves, nothing comes off, and the numbers behind those two claims can be checked in a minute by whoever loaded it.
Securement is arithmetic, not judgment. Three numbers decide whether a load is legal and stable: the combined working load limit of the tiedowns against the weight they hold, the minimum number of tiedowns per machine, and the tongue weight as a share of loaded trailer weight. A crew that has never done that arithmetic straps by feel, which produces the same two failures over and over: too few tiedowns on the biggest machine, and a tail-heavy trailer. The event this prevents is a machine leaving a trailer on a road with traffic behind it.
Scope
Covers a shop trailer hauling mowers and handheld equipment, from hookup through the en-route re-check.
Does not cover driver licensing, hours of service, or whether your operation meets the commercial motor vehicle definition, which are questions for your own compliance review, or machine service and fuel storage quantity, which their own articles own.

Procedure
Hook up and prove the coupler is latched. Ball seated, latch closed and pinned, then raise the tongue jack against the ball. Acceptance: the trailer lifts the truck rather than coming off the ball, safety chains crossed under the coupler with just enough slack to turn, breakaway cable attached to the tow vehicle frame and not to a safety chain. Wrong looks like a breakaway cable clipped to the chain, which travels with the trailer on a separation and never actuates the brakes. Stop rule: a coupler that will not pass the lift test does not get pulled, full stop. Hazard: nobody stands between truck and trailer while the jack is worked, and the tongue jack is fully retracted and pinned before the wheels turn.
Walk the trailer before anything is loaded. Acceptance: all lamps and reflectors working per 49 CFR 393.9, tires at the sidewall pressure with no cord showing, lugs tight, deck boards sound, ramp hinges and springs intact, every tiedown anchor point free of cracked welds or elongated holes. Wrong looks like a d-ring with a hairline crack at its weld, which holds until the one hard stop that needed it. Stop rule: a cracked anchor, a bad lamp or a bald tire takes the trailer out of service and the load moves to another trailer. Hazard: none added; the trailer is chocked and level.
Pick tiedowns and read their working load limits. Acceptance: every strap or chain carries a legible working load limit marking, no cuts, knots, burns or abraded edges, hardware undistorted, and the number written down. Wrong looks like a knotted strap, which is not a rated device at any tension. Stop rule: a damaged tiedown may not be used at all under 49 CFR 393.104, and it is cut up rather than returned to the rack, because a retired strap left on the rack gets used. Where a marking is missing, 49 CFR 393.108 gives default limits by device type and size - look them up, since a working load limit is a fraction of breaking strength and never the breaking strength itself. Hazard: none added.
Position the load for tongue weight before it rolls on. Heaviest machine forward of the axles, then measure tongue weight with a tongue scale. Acceptance: tongue weight between 10 and 15 percent of loaded trailer weight for a conventional ball hitch, which is the trailer and hitch industry convention, with the manufacturer's own published figures governing where they differ; and total loaded weight at or below the trailer's certification-label GVWR, axle rating and tire load rating, whichever is lowest. Wrong looks like a tail-heavy trailer, which sways at speed and cannot be steered out of a sway once it starts. Stop rule: outside the band and the machines move before anything is strapped; adding a tool box on the tongue is a fix only if the trailer and hitch ratings still hold. Hazard: none added, measurement on a chocked trailer.
Load up the ramp with one machine moving and everyone else clear. Ramp seated and pinned, truck in park with its brake set, trailer chocked, one spotter at the side where the operator can see them and never behind the ramp. Acceptance: each machine driven up under its own power in low range with the deck at its lowest travel position, operator seated and belted where the machine has a belt. Wrong looks like a walk-behind ridden up a ramp, which is how the machine and the operator both come back down. Stop rule: a machine that spins or slides comes back off and gets winched or ramp-extended rather than throttled harder. Hazard: engines running on a trailer put exhaust at head height for anyone beside it, so machines are shut down once positioned rather than left idling, and nobody stands between two machines while either is moving.
Do the securement arithmetic, then strap. Two gates, both from the federal cargo securement rules at 49 CFR 393.100 through 393.136, which bind you when your combination meets the commercial motor vehicle definition and which most states have adopted for intrastate work as well - confirm what yours adopted. Gate one, 49 CFR 393.106(d): the combined working load limit of all tiedowns must be at least half the weight of the articles secured. Gate two, 49 CFR 393.110: an article 5 ft or shorter and 1,100 lb or lighter takes one tiedown; an article 5 ft or shorter but over 1,100 lb, or longer than 5 ft and up to 10 ft at any weight, takes two; longer than 10 ft takes two for the first 10 ft plus one for each additional 10 ft or part of it. Acceptance: both gates satisfied and written on the load line, every machine's parking brake set and key out, straps attached to rated anchor points and to the machine's own frame or rated tiedown lugs, and nothing routed over a hydraulic line, a fuel line, a tire sidewall or a control cable. Wrong looks like a strap thrown over a mower deck, which tensions against sheet metal and goes slack the first time the deck flexes. Stop rule: if either gate fails, the load does not roll - the fix is another rated tiedown or a lighter load, never one more strap over the same point. Hazard: a ratchet under tension stores real energy, so the handle is worked from the side rather than in line with it, and the same rule applies when releasing at the far end.
Fuel, handhelds and everything loose. Acceptance: fuel in listed safety cans only, upright, capped, vents closed, secured so they cannot tip; handhelds racked with every latch closed; blowers, cones and tools strapped or in a closed box; ramp gate raised, latched and pinned. Wrong looks like a gas can wedged behind a wheel, which stays put until the first hard brake. Stop rule: anything that cannot be secured comes off and rides in the truck bed. Hazard: gasoline vapor is heavier than air and pools, so no can rides in an enclosed trailer, and a leaking or unvented can is emptied to recovery before the trailer moves rather than driven to the first stop.
Re-check en route, and again at every stop. Acceptance: cargo and securement inspected within the first 50 miles after starting the trip and re-examined at intervals thereafter as 49 CFR 392.9(b) requires of a driver whose combination meets the commercial motor vehicle definition, the same gate that brings the step 6 rules onto you, every ratchet re-tensioned by hand and every machine pushed by hand to confirm it does not move. Wrong looks like a strap gone slack because the machine settled on its tires in the first mile, which is normal and is what the 50-mile check exists to catch. Stop rule: a slack strap or a shifted machine stops the trip, and a machine that has shifted far enough to bear on the gate is unloaded and reloaded rather than re-strapped in place. Hazard: this check happens on a shoulder wide enough to work from the non-traffic side, hazards on, the tech never between the load and moving traffic; with no such shoulder the driver continues at reduced speed to the next exit rather than stopping in a live lane.
The record this produces
- Load line per trip (machines with weight and length, tiedown count and marked working load limit per machine, measured tongue weight, loaded weight against GVWR, crew lead signature). Read by the driver before pulling out, and by anyone reconstructing an incident.
- Trailer out-of-service entries. The finding, the date and the repair, read by whoever assigns trailers, so one that fails the same check every month is visible.
One pass through this procedure
Morning load: one 60 in zero-turn, one 36 in stand-on, one 21 in walk-behind, plus racked handhelds and a backpack blower. Posted weights, off each machine's manual: zero-turn 1,450 lb at about 6 ft long, stand-on 900 lb at about 5.5 ft, walk-behind 110 lb at a measured 58 in with the handle folded down, tape-measured rather than estimated because 58 in is what puts it under the 5 ft gate in step 6. Trailer empty weight is 1,900 lb and its certification label gives a GVWR of 7,000 lb.
Steps 1 through 3 pass: coupler lifts the truck rear on the jack test, chains crossed, breakaway to the truck frame, all lamps working, four 2 in ratchet straps on the rack each marked with a working load limit of 3,333 lb, no cuts or knots.
Step 4: machines total 1,450 plus 900 plus 110, or 2,460 lb, and the racked handhelds and blower add about 150 lb, so loaded trailer weight is 1,900 plus 2,460 plus 150, or 4,510 lb - under the 7,000 lb GVWR. The 10 to 15 percent band is therefore 451 to 677 lb of tongue weight. First measurement with the machines set where they landed reads 385 lb, below the 451 lb floor. The zero-turn moves forward of the axles and the walk-behind goes to the rear; re-measured tongue weight is 540 lb, and 540 divided by 4,510 is 12.0 percent, inside the band. Step 5: all three driven up in low range, decks low, spotter at the side, engines shut down once positioned.
Step 6 fails. Gate one passes easily: the articles the tiedowns secure are the three machines at 2,460 lb, since the racked handhelds and blower are held by the rack under step 7 rather than by any tiedown, so half of 2,460 lb is 1,230 lb of required combined working load limit, and four straps at 3,333 lb each give 4 times 3,333, or 13,332 lb. Gate two is the one that bites. The zero-turn at about 6 ft is over 5 ft and under 10 ft, so it needs two tiedowns; the stand-on at about 5.5 ft needs two; the walk-behind at a measured 58 in and 110 lb is inside both the length and the weight limits, so it needs one. That is 2 plus 2 plus 1, or 5 tiedowns minimum, and the rack held four. The stop rule is taken: the load does not roll on four straps. A fifth rated strap comes off the shelf, the count is met, and the load line records five tiedowns against a five-tiedown minimum.
Step 7: two safety cans upright and strapped in the open bed of the truck rather than in the trailer, handheld rack latches closed, ramp gate raised, latched and pinned. Step 8, about 40 miles in, at the first stop: two ratchets have gone slack where the machines settled on their tires, both re-tensioned, every machine pushed by hand and immovable. Done from the shoulder side with hazards on.
When the load does not match. A machine longer than 10 ft, a trailer with a bad brake, or a load that puts the combination over any rating means the load splits into two trips rather than proceeding light on tiedowns. If a machine is dead and has to be winched on, its parking brake may not hold, so it is chocked as well as strapped and the chock is written on the load line. At unload, the tiedowns come off from the downhill side last and the parking brakes stay set until the machine is off the ramp.
