Diagnostic
The banded margin and the branch-by-branch, year-over-year progression separate it from drought scorch, which hits the whole canopy at once and does not recur in the same limbs. Confirmation is a lab test on a leaf petiole sample; do not diagnose this one on sight alone
Action
Refer to a certified arborist. There is no cure. Management is supportive: consistent water through drought, mulch out to the drip line, correct any soil compaction, prune out dead wood, and reduce competing stress. Trunk injection with an antibiotic suppresses symptoms for a season at best and must be repeated; it does not eliminate the bacterium. Plan for staged removal on trees in decline near targets
Prevention
No reliable preventive treatment. Avoid replanting a highly susceptible species in the same spot; select a resistant species for replacement
Set the customer's expectation early on this one. The tree usually looks fine again the following spring, which reads to the homeowner as recovery. It is not recovery, it is the annual cycle, and the honest conversation about a multi-year decline is better had in year one than in year five when a large limb is over the driveway.
