Panic Hardware and Egress Compliance Check

Purpose

An exit device either releases the latch with one motion under a measurable force, or it does not, and the difference is invisible from across the room. This procedure guarantees that every egress door this shop touches is left in a state a fire marshal would pass, and that every non-conforming condition we find is written down and handed to the party who owns the door the same day.

Without it: a tech adds a deadbolt above a panic device because the tenant asked, a manager dogs a fire exit device open at 8 a.m. and it sits unlatched all night, a rear exit gets chained after close. Each of those is a body count at the wrong moment, and each names the last locksmith on the ticket.

Scope

Covers field verification of exit devices, egress locking arrangements and door hardware on a designated exit, on any commercial job where we install, service or merely adjust that door. It runs on routine service calls, not only inspection contracts: if the ticket touches an egress leaf, this check runs.

Does not cover the annual fire door assembly inspection, which is its own scope with its own record, and does not cover rebuild technique or retrofit selection (the exit device howto and the retrofit matrix own those). Nothing here makes us an authority having jurisdiction. We measure, report, correct what is ours, and route interpretation to the fire marshal.

The handoff that fails is technician to office. A tech who tells the store manager "your back door is chained" and drives away has created a record of nothing. The letter is the deliverable.

Procedure

Step 1: Establish which code path this door is on before you touch it. Ask the occupancy group and occupant load, read the door edge for a fire label, and note whether the device is fire exit hardware (never dogged) or plain panic hardware. Panic hardware is generally required on Group A and E at an occupant load of 50 or more and on Group H, under Section 1010 of the International Building Code in the edition your jurisdiction adopted, and separately on personnel doors serving working space at equipment rated 800 A or more under NEC 110.26(C)(3) from the 2017 edition (earlier editions used 1,200 A). Acceptance: group, label present or absent, and device type all written down. Stop rule: label painted over and no door schedule, treat the leaf as rated, do not dog it, ask for the building's fire door inspection record.

Step 2: Prove one motion releases the latch from the inside with nothing else engaged. Hand flat on the touchpad, push once, walk through. No key, no tool, no thumbturn, no second latch, no special knowledge. Acceptance: a single motion in the direction of travel opens the leaf, three consecutive tries. Wrong looks like a rim deadbolt above the device, a floor bolt, a slide bar, or a cylinder the staff turns at close. Stop rule: two operations is a violation, not a preference. If we installed the second device, remove it this visit and say why. If we did not, photograph it and it goes in today's letter.

Step 3: Measure the operating forces with a door force gauge, never with your shoulder. Read at the center of the actuating portion for latch release, then at the latch stile for the swing. Section 1010 as adopted gives 15 lbf to release the latch, 30 lbf to set the door in motion, 15 lbf to swing to full open; on an interior hinged door that is not fire rated, the ADA Standards at 404.2.9 cut opening force to 5 lbf maximum, which is the tighter number and the one that catches closers. Acceptance: every reading at or under the governing limit, recorded as a number. Wrong looks like "feels fine" - nobody feels the difference between 12 and 20 lbf. Stop rule: over the limit, do not sign off; trace it to closer spring power, a dragging bottom rod or a binding strike, correct it or report it.

Step 4: Check actuating portion geometry and mounting height with a tape. The pad or crossbar must extend at least half the leaf width, and the actuating portion sits between 34 and 48 inches above finished floor under the same section. Acceptance: measured pad length at least half the leaf width, pad center height inside the band. Wrong looks like a narrow rim device carried over from a smaller leaf, or a pull, kick plate or sign bolted through the rail so the pad cannot travel. Stop rule: a geometry failure is not adjustable into compliance - quote the correct device and note that the existing one stays in service only until replaced.

Step 5: Verify it latches, top latch included, from fully open. Open to the wall, release, and watch the top latch enter the strike, not just the door shut. Hazard: that is overhead work, so use a rated ladder on level floor with the leaf wedged, not a chair with the door free to swing into you. Acceptance: latches unaided from full open and again from a hand's width off the frame, both bolts visibly projecting. Wrong looks like a top rod shortened by somebody chasing a closing complaint. Stop rule: a rated leaf that will not latch is out of service as a fire door - tell the building contact in person before you leave and write it, because NFPA 80 in your AHJ's adopted edition requires the assembly to close and latch, and the building owns the interim watch.

Step 6: Test electrified functions and release interfaces. Before opening any device rail or power supply enclosure, kill the supply at its breaker or disconnect, verify dead at the terminals with a meter, then lock or tag the disconnect per 29 CFR 1910.333(b)(2); a latch retraction motor still takes a fingertip at 24 VDC and a shorted rail arcs across a screwdriver. Acceptance: on alarm and on power loss the arrangement releases where it must fail safe, the manual release button releases the door directly, and any delayed egress releases within its permitted window (15 seconds, or 30 where the AHJ specifically approved it). Wrong looks like a delayed egress board that counts down but never drops the lock because the alarm relay was never wired. Stop rule: an egress lock that does not release on alarm or power loss comes out of service mechanically that visit, not on a promise to return.

Step 7: Walk the rest of the path, because the worst violations are not on the hardware. Chains on the discharge gate, a deadbolt added to a stairwell door, stock stacked against a leaf, a dark exit sign, a rear door that opens 30 degrees into a dumpster. Acceptance: one photograph per finding with the door number or a landmark in frame. Stop rule: an exit chained during occupied hours - cut nothing that is not ours, tell the site manager on the spot, photograph it, phone the office before leaving.

Step 8: Close it out in writing to the party who owns the door. Acceptance: a dated letter or email to the named building contact listing each finding, its location, the measured value where one applies, what we corrected and what stays open. Wrong looks like a note on an invoice line. Stop rule: no letter, no closed ticket. If the building declines a life-safety correction in writing or by silence past a set follow-up (five business days is a workable shop default), the owner reports it to the fire marshal and logs the report.

When the site does not match

Fire exit hardware and the customer wants it dogged for deliveries: it cannot be, and the substitute is electric latch retraction released on alarm, quoted, not improvised with a hex key. The correct device is not stocked and the existing one fails geometry: the door stays in service, the finding goes in today's letter, the quote goes out before you leave the lot. A tenant refuses to remove a deadbolt they added: we do not remove it against their instruction on a door we do not own - we write it, and it goes to the building owner and the fire marshal, not just the tenant. Occupied assembly where the test would hold an exit open: run it before opening or after close, and never take the last remaining exit out of service with people inside.

The record this produces

One egress-check block on the work order, filled in at the door:

  • Door identifier, occupancy group and occupant load as stated by the building, fire label present or absent
  • Device type, panic or fire exit hardware, plus manufacturer and model off the rail
  • Measured latch release, set-in-motion and swing forces in lbf, each beside the limit it was checked against
  • Pad length against leaf width, and pad center height in inches above finished floor
  • Latch and top latch result from full open, pass or fail
  • Electrified functions tested: alarm release, power loss release, manual release, delayed egress interval
  • Photographs of every finding, plus the letter with its send date and recipient

It lands on the job record and the customer account file. Readers later: the fire marshal after an incident, the building's insurer, the owner reconstructing what we knew and when, and the next tech who needs to know the west door's top rod has been short since spring.

Worked pass: a converted suite where the force check fails

Ticket at 08:30, martial arts studio in a strip suite, Group A-3 on the tenant's own occupancy sheet at an occupant load of 120, two exits, both on surface vertical rod devices. We are there to rekey the front cylinder, which puts us on an egress leaf, so this check runs.

Step 1 records A-3, load 120, panic hardware required, legible fire label on the rear leaf only. Step 2 passes on both: one push, straight through.

Step 3 fails on the front right leaf. Latch release reads 21 lbf against the 15 lbf limit, 40 percent over. No sign-off. He traces rather than guesses: touchpad travel is normal, so the resistance is downstream, and pulling the leaf open shows the bottom latch dragging in a strike whose floor plate lifted where the tile grout failed. He resets the plate, re-cuts the bottom rod to spec, re-measures at 11 lbf, passes. The left leaf reads 9 lbf release and 13 lbf swing, passes as found.

Step 5 catches the second finding. From full open the rated rear leaf closes but the top latch does not seat, the rod having been shortened by somebody chasing a closing complaint. That is a fire door that will not latch: told to the manager face to face before leaving, photographed, written as an open item with the correct rod length quoted.

Step 7 finds a padlocked chain on the yard gate the rear exit discharges into. Not our lock, not cut by us, photographed with gate and exit door in one frame, reported same day.

Cost of the two failures: roughly an hour and a half of unbilled diagnosis on a job billed as a rekey, against a suite where 120 people would have queued at a 21 lbf door behind a fire leaf that could not latch. Not a close call, and the letter is what makes it defensible.
