Deck and Fence Staining Job Standard

Purpose

A deck is the least forgiving surface a residential painter touches: horizontal, walked on, soaked and baked, and made of a material whose readiness is invisible. Almost every deck callback traces to something a tech cannot see by looking. The wood was still wet inside, so a penetrating stain sat on top and blotched or lifted within a season, or it would not absorb at all because mill glaze or an old repellent was still sealing it. This standard puts a meter reading and an absorption check between the cleaning and the stain, and rag disposal in a step of its own, because oil-cured rags have burned down more than one shop.

Scope

Penetrating and semi-transparent stains and clear water repellents on residential wood decks, fences, rails, pergolas and gates, from the pre-clean walk through handover.

Not covered: film-forming solid-color deck coatings, which behave like paint and belong to the exterior process; composite and PVC decking; structural repair of joists, ledgers and posts, which is a carpenter's work; and stain chemistry selection, which the wood staining HowTo owns.

Procedure

1. Walk the structure before any water or chemical touches it. Check the ledger connection, look for soft wood at post bases and under planters, sight the rails for movement, probe suspect boards with an awl, and photograph what you find. Acceptance: a written and photographed defect list, and a rail that does not move under a firm push at the top. Wrong, and the stop rule: soft wood at a ledger or a moving rail is a structural finding, not a coating one, so it is reported in writing, the work does not start over it, and a carpenter comes first. Hazard: on an elevated deck the rail is the fall protection, so nobody leans on a rail that has not been pushed, and work above the 6 ft trigger at 29 CFR 1926.501, which governs this as construction rather than 29 CFR 1910.28, needs a plan first.

2. Protect the plantings and the surroundings, then clean per the product label. Wet down and cover shrubs and lawn inside the splash zone, mask adjacent siding and glass, and apply the cleaner or stripper at the label's rate and dwell. Acceptance: every plant in the splash zone wetted and covered before the first chemical, coverings off and plants rinsed the same day. Wrong, and the stop rule: plastic left over a shrub in the sun cooks it as reliably as the cleaner would, so removal is part of this step and not tomorrow's task. Hazard: these chemicals open several routes. Contact and eye: gloves and sealed eye protection per the safety data sheet, with a 15 minute eyewash flush and medical attention if either is breached. Inhalation: never mix a chlorine-based cleaner with an acid brightener, because that releases chlorine gas, and if it happens everyone walks upwind immediately and stays out on a clock rather than on their nose, since chlorine deadens the sense of smell at concentrations that still injure. Ingestion: oxalic-acid brighteners are toxic, so nothing is eaten or drunk on the deck.

3. Let the deck dry, then measure it at six positions with a pin meter set for the species. Set the meter to the species or apply the correction from its own chart, then read the shaded north end, the sun-exposed field, a butt joint, a step tread, a rail cap, and a board sitting directly over a beam, which is always the slowest. Acceptance: at or below 15 percent moisture content at every one of those six positions, worst point governing rather than the average. Wrong, and the stop rule: one reading above the gate stops the stain however dry the rest reads, because that is the board that will blotch, so wait another drying day and re-read all six, logging both sets. Hazard: none beyond footing on a damp deck, which is slippery until it dries.

4. Confirm the wood will actually take the stain with a water absorption test. Put a few drops of clean water on three separate boards and watch. Acceptance: the drops soak in and darken the wood within 30 seconds on all three. Wrong, and the stop rule: beading means mill glaze or an old repellent is still sealing the surface, and stain over it will sit, stay tacky and track indoors, so the wood is sanded or re-stripped and re-tested rather than stained. This reads the opposite way from the water-break test used on a coated cabinet face, where a continuous film means clean: one looks for a residue, the other for open pores. Hazard: sanding weathered exterior wood is an inhalation route, so use a filtered extractor and a respirator under a written program per 29 CFR 1910.134, and if the deck carries an old solid-color coating on a pre-1978 property, stop and go to the RRP workflow.

5. Apply the weather and surface-temperature gate on the morning of the stain, not the night before. Read the label for its ambient and surface temperature limits and its rain-free window, take a surface temperature on the sunniest board with an infrared thermometer, and check the forecast. Acceptance: surface temperature and ambient both inside the label's ranges, and no rain forecast inside the label's rain-free window. Wrong, and the stop rule: stain on a hot board in direct sun flashes before it penetrates and leaves lap marks nothing will blend, so the crew follows the shade around the deck or the day moves, and no product is thinned to beat the heat unless its own label permits it. Hazard: none, two readings and a forecast taken with feet on the ground.

6. Apply full boards end to end, spray or brush, and back-brush every square foot. Work two or three boards at a time along their full length so no lap lands mid-board, and follow the applicator immediately with a brush that works the stain into the grain. Acceptance: no stopping point inside a board run, no lap marks in raking light, every sprayed area back-brushed before it sets. Wrong, and the stop rule: a mid-board lap does not fade, so a crew that must stop stops at a butt joint or a board edge and nowhere else. Hazard: many deck products carry an EPA registration number, which makes the label legally binding on rate, protective equipment and re-entry, so applying without the protection it names is use inconsistent with the labeling. Spraying adds an inhalation route under 29 CFR 1910.134, and if the label calls for a respirator the crew does not do the work without one.

7. Wipe back anything the wood did not take, inside the product's open time. Walk the deck with clean rags and lift standing stain from grain pockets, butt joints, fastener heads and the shaded end, inside the open time the label states. Acceptance: no puddled stain anywhere at the end of the open time, and a dry finger drawn across a butt joint comes away clean of liquid. Wrong, and the stop rule: standing stain on a penetrating product stays tacky for weeks and tracks indoors on shoes, so a crew that cannot wipe the whole deck inside the open time works a smaller area at a time. Hazard: kneeling picks the product up on skin and clothing, so knee boards are used and the glove is chosen off the maker's chemical resistance chart for that solvent.

8. Control the rags, restore what you removed, and hand over the re-use schedule in writing. Spread every oil-based rag flat outdoors to dry or submerge them in water in a sealed metal container, put back the gate hardware, furniture, planters and downspout extensions that came off, and hand over written dates for foot traffic and furniture. Acceptance: no balled rag anywhere on site or in a vehicle, everything removed in step 2 or during the work restored and photographed back in place, written re-use dates handed over. Wrong, and the stop rule: a rag container warm to the touch is already reacting, so it goes outside away from the structure and the vehicle immediately and the shop is told. Hazard: oil-based stains cure by oxidation, which generates heat, and a balled rag holds that heat until it ignites, after the crew has gone home.

The record this produces

The deck file carries the structural defect list with photographs, the cleaner used with its label rate and dwell, the six moisture readings by position with the date and the species the meter was set to, the absorption result, the surface and ambient temperatures with the label limits beside them, the product and batch applied, and the written re-use dates.

The lead reads the six readings before releasing to stain. The office reads the moisture log a year later when a customer says the stain failed, because a deck stained at or under the gate at all six positions and failing anyway is a product or exposure conversation, while one stained over an 18 percent board is an internal one.

One filled-in run: 320 square foot cedar deck with rails

Step 1: one soft board at the north rail post is reported in writing, photographed and excluded from scope pending the customer's carpenter, and the rails pass the push test elsewhere. Step 2: shrubs on two sides wetted and covered, cleaner applied at the label rate and dwell, covers off and plants rinsed the same afternoon.

Step 3 fails. Meter set to cedar, read at the six positions next morning: north end 13 percent, sun-exposed field 12, butt joint 14, step tread 13, rail cap 12, board over the beam 18. The gate is at or below 15 percent at every position, worst point governing, so the 18 fails it. The average of the six is 13.7 percent, which a mean-based rule would have passed, and that is why the rule is written per position. Nothing is stained, a drying day is added, and the office tells the customer that morning. Re-read the next day at the same six positions: 12, 11, 13, 12, 11 and 15 percent, so the highest is at the gate rather than above it and the run continues.

Step 4: drops on three boards soak in within about ten seconds, inside the 30 second acceptance. Step 5: surface and ambient temperatures both inside the label's ranges at 08:40, forecast clear past the rain-free window. Step 6: boards run full length, back-brushed behind the applicator, stops only at butt joints. Step 7: two grain pockets and four fastener heads carry standing stain and are wiped back inside the open time. Step 8: rags spread flat on a metal rack outdoors, gate hardware and two planters restored and photographed.

Self-check against the criteria as written: step 3 acceptance is at or below 15 percent at every one of six positions, worst point governing; first read, 18 at the board over the beam, FAIL, stop rule taken; second read, highest 15, PASS at "at or below". Step 4 acceptance is absorption within 30 seconds on three boards; all three at roughly ten seconds, PASS. Six positions are named in step 3 and six values reported in each read.

The exception path this run hit twice: a structural defect comes out of scope in writing rather than being stained over, and a moisture failure buys a drying day rather than a judgment call. The one it did not hit is a customer pressing to have the deck back for a weekend, where the honest answer is that a deck stained wet fails inside a season and the date moves.
