Masking and Containment in an Occupied Home

Purpose

Keep the work zone sealed from the rest of a house that people are still living in, and keep the house safe to live in while it is sealed. An occupied job is not a vacant job with a drop cloth: the family walks past your zone twenty times a day, sleeps upstairs from your solvent, and their dog goes wherever the boundary is weak. The failures this prevents are a dust film on every horizontal surface in a house that was never in scope, a taped-over smoke alarm nobody uncovered, and a blocked return that runs a furnace on restricted airflow for three days.

Scope

Interior repaint and prep work in homes and small offices that stay occupied during the job: boundary construction, floor and furniture protection, opening and device masking, HVAC isolation, the daily strike and reset, and the restore at the end.

It does not cover prep inside the zone (interior surface preparation standard), the containment required on an RRP-regulated pre-1978 job, which is stricter and governs where both apply (RRP containment standard), exterior protection (exterior wash and prep day standard), or ceiling texture removal (popcorn ceiling removal standard).

Procedure

1. Brief the occupant and agree the zone, the route and the re-entry condition before anything is covered. Walk the house together: name which rooms are the zone today, which door is the crew route, where material is staged, and which spaces stay theirs. Ask directly about children, pets, anyone with a respiratory condition, anyone working from home, and any room that must stay usable. Acceptance: a written zone-and-route note in the job record with the occupant's name and the day's rooms. What wrong looks like: a crew that discovers on day two there is a toddler in the house. Stop rule: no containment is built until the route is agreed, because a boundary across the only path to a bathroom gets torn open within the hour. Hazard: none, this is a conversation, written down so the next tech inherits it.

2. Confirm egress and life safety survive the boundary you are about to build. Identify every exit from the occupied side and confirm none of them runs through your zone or behind your poly. Locate every smoke and carbon monoxide alarm inside the zone. Acceptance: at least one unobstructed exit path from each occupied floor, and a written list of alarms in the zone. What wrong looks like: a stair landing sealed with poly because it was the convenient pinch point. Stop rule: if the only egress runs through the zone, the zone shrinks or the schedule splits, never the exit. Hazard: alarms are covered only while a specific dusty or spraying operation is running, and every cover comes off at the end of that operation the same shift, because a house with a covered alarm and a family asleep in it is the one containment failure that kills people.

3. Build the boundary at a real door line, with a mat inside it. Seal the opening floor to ceiling with a zipper door or a tensioned pole and sheeting, tape the perimeter to trim rather than to painted wall face, and set a tacky mat on the zone side so the crew steps on it leaving. Acceptance: the sheeting holds without gaps at the head and jambs when you push on it, and the mat is stuck flat with no curled edge. What wrong looks like: a tape line pulling loose at the head every time the door is used. Stop rule: sheeting that will not hold gets a pole frame, not more tape. Hazard: sheeting and mats are trip and slip hazards on the family's route, so the boundary is lit, the mat lies flat, and any sheeting run across a floor is taped on all four edges rather than left to slide.

4. Isolate the HVAC in the zone and write the restore on the same line. Turn the system off while dusty work runs, cover supply and return grilles in the zone, and note in the record every grille covered and the system state. Acceptance: a written count of grilles covered, matching the count uncovered at step 9, and the system off before the first covering goes on. What wrong looks like: a system left running with the zone return covered, which starves the blower and can trip a limit or ice a coil depending on the season. Stop rule: if the occupant needs conditioning during the work, the zone grilles stay covered and the system runs only when no dusty operation is under way, on the occupant's request, and this gets said out loud rather than assumed. Hazard: none at the covering itself, but leaving it covered is the hazard: the restore at step 9 is the control.

5. Move and wrap contents, then photograph before the first cover goes on. Move what you can to the middle, wrap with breathable covers on upholstery and plastic on hard goods, and photograph each room including existing damage. Acceptance: a photo set per room taken before covering, and nothing left uncovered inside the zone. What wrong looks like: a scratch found at final walk with no photo from day one. Stop rule: anything too heavy, fragile or valuable to move is not moved by the crew; it is protected in place or the occupant relocates it. Hazard: lifting furniture in a taped-off room is where backs and fingers go, so two people on anything awkward, path cleared first, and nobody carries over a drop cloth that can slide underfoot.

6. De-energize before removing plates, and mask devices rather than painting around them. Shut off the circuits feeding the devices in the zone at the panel, verify each outlet and switch dead with a meter proved on a known live source before and after, per NFPA 70E-2021, 120.5, with work practices at 29 CFR 1910.333(b)(2), then remove and bag plates by room. Acceptance: every device in the zone reads zero on a proved meter before a plate comes off, and each bag is labeled with its room. What wrong looks like: a blade or a taped edge working behind a live device because the plate came off with the breaker on. Stop rule: any device that will not read dead, or any panel that is not clearly labeled, stops the step and the work is done with plates on and masked, or handed to an electrician. Hazard: this is live electrical work until proved otherwise, and if nobody on site is qualified under 29 CFR 1910.332 to prove it dead, the plates stay on.

7. Set extraction and ventilation for the products you are actually using, before the can opens. Read the label and technical data sheet for the coating and primer in use, set an extraction fan discharging outdoors from the zone, and confirm the occupied side is not downstream of it. Acceptance: a tissue held at the boundary gap draws toward the zone, not out of it, and the discharge is not next to an open window on the occupied side. What wrong looks like: solvent odor upstairs in an hour with the fan running. Stop rule: any odor complaint from the occupied side stops the operation, and it does not resume until airflow is corrected. Hazard: solvent-borne primers and strippers give off flammable vapor heavier than air, so pilot lights, the range and the water heater in that zone go off first; and where the label calls for respiratory protection the crew wears it under a written program per 29 CFR 1910.134, which also means the occupants, who have no such program, are not in the house for that operation.

8. Strike and reset at the end of every shift, and confirm the re-entry condition with the occupant. Vacuum the mat and the boundary threshold with a HEPA-filtered vacuum, replace or peel the mat's top sheet, uncover every alarm, cap open containers, and bag rags. Acceptance: a dark cloth wiped across the occupied side of the threshold shows no gray transfer, and every alarm on the step 2 list is uncovered. What wrong looks like: gray footprints in the hall carpet on the occupied side. Stop rule: any transfer on the cloth means the boundary gets rebuilt before work resumes the next morning, not patched with tape. Hazard: solvent-soaked rags self-heat and can ignite in a pile, so they go in a closed metal container or spread flat outdoors to dry, never in the customer's bin or a bunched heap in the zone.

9. Restore everything you disabled, item by item, against the list. Uncover every grille counted at step 4, restore the HVAC to the setting it was on, uncover and test every alarm on the step 2 list, re-install plates from their labeled bags, and re-energize the circuits opened at step 6. Acceptance: grille count uncovered equals grille count covered; every alarm passes its own test button; every device in the zone works. What wrong looks like: one bathroom return still taped behind a wrapped vanity. Stop rule: any item that does not restore or does not test stops the job close-out and gets fixed or escalated before the crew leaves the site. Hazard: this is the step that puts energy back, so the breaker is closed with the body to the hinge side of the panel door rather than square in front, and the person closing it is the person who opened it.

The record this produces

Per job: the zone-and-route note with the occupant's name and any medical or pet restriction; the egress path and alarm list from step 2; the grille count; the pre-cover photo set by room; extraction direction and the products it was set for; each evening's cloth result and reset sign-off; the step 9 restore checklist with names and times. The reset lines get read when an occupant says dust reached the rest of the house, and the restore checklist answers a call about a room that stopped getting heat.

One run of this procedure, filled in

A three-day repaint of a hall, stair and two bedrooms in an occupied two-story: two children, one dog, one adult working from home downstairs. Step 1 fixed the zone as upstairs only, the route as front door and stair, and the office off limits after 9 a.m. Step 2 found two exits from the upper floor, the stair and one bedroom window, so the stair could not be sealed at the landing; the boundary moved to the top of the stair. Three alarms sat inside the zone.

Step 3 built a zipper door at the top of the stair with a mat on the zone side. Step 4 covered five grilles, three supply and two return, system off during sanding. Step 5 photographed all four spaces. Step 6 proved eleven devices dead before plates came off. Step 7 set extraction out a bedroom window with the tissue drawing into the zone at the zipper.

Day one reset passed: cloth clean at the threshold, three alarms uncovered. Day two failed. The dark cloth across the hall side of the threshold came away visibly gray, and the mat's top sheet had been peeled that morning and not since. The step 8 stop rule fired, so no tape patch: the boundary was rebuilt next morning taped to the stair trim rather than the wall face, and a second mat went on the occupied side so the crew stepped twice. Day three's cloth came back clean. The dog had pushed the zipper twice on day two, which is why the second mat stayed.

Step 9: five grilles uncovered against five covered, HVAC returned to the step 4 setting, all three alarms tested with their own buttons, eleven plates re-installed from labeled bags, and the two circuits opened at step 6 closed by the lead who opened them.
