RRP Containment and Cleaning Verification

Purpose

Build the containment that keeps lead dust inside the work area, run the work practices the rule requires, and prove the area is clean by the procedure the rule names rather than by how it looks. The reason is not only penalty exposure. Lead reaches people by three routes on a paint job: breathed in while sanding or scraping, swallowed off unwashed hands at lunch, and carried home on clothes and boots to the tech's own children, who were never on site.

Scope

Interior and exterior containment, work practices, cleanup and cleaning verification on work regulated by the EPA RRP rule in pre-1978 target housing and child-occupied facilities, plus the worker-protection side.

It does not cover whether RRP applies, the test kit procedure or the presume-versus-test decision, which the RRP lead test and prep workflow on this shelf owns and which runs first. It does not cover abatement, a different program with different certification, or the prep and coating work once the area is released.

Procedure

1. Confirm certification, deliver the pamphlet and get the acknowledgment before the crew loads. Check that the firm's EPA certification and the certified renovator's certification are both current and the workers on the ticket are trained, and confirm the lead information pamphlet reached the occupant with a signed acknowledgment or a documented mailing. Acceptance: current firm and renovator certificates on file and a dated acknowledgment in the job record. What wrong looks like: a crew on site with a certificate that expired last quarter. Stop rule: any missing certification or acknowledgment stops the job before mobilization, not at the door. Hazard: none, a paperwork gate, first because everything after it is unlawful without it.

2. Clear and sign the work area, and keep it cleared. Post warning signs at every entrance in the occupants' language where practical, and get people, pets, food and movable belongings out before covering starts. Acceptance: signs at every entrance, the area empty of occupants and pets, and immovable objects covered and sealed with taped plastic. What wrong looks like: a resident stepping through the plastic for a phone charger. Stop rule: anyone entering during work stops the work until they are out and containment is re-sealed. Hazard: children put hands and mouths on everything, so a house with young children gets the boundary walked with the parent and a stated re-entry time, not just a sign.

3. Build interior containment to the floor covering distance and seal the openings. Cover the floor with taped plastic extending at least 6 ft beyond the work surface in all directions or to the walls, close and cover all ducts and vents in the area, close and seal windows and doors not used as entry, and flap the entry. Acceptance: sheeting taped continuously at the perimeter, every duct and vent covered and counted, no gap at the entry flap. What wrong looks like: a supply register open behind a wrapped dresser, which puts lead dust into every room the system serves. Stop rule: a duct you cannot cover means the system is shut down for the duration, written down, with a matching restore at step 9. Hazard: plastic on a floor is slick, so it is taped flat at every edge and nobody carries a load across it backwards.

4. Build exterior containment to the ground covering distance and account for wind. Cover the ground with plastic extending at least 10 ft from the working surface in all directions or to the property boundary, weight the edges, and close all doors and windows within 20 ft of the work on that building and on adjacent buildings. Acceptance: covering measured out and weighted, openings within that distance closed, vertical containment up where the work is near a boundary or wind is moving debris. What wrong looks like: chips on a neighbor's driveway at the end of the day. Stop rule: if debris is leaving the covering, work stops and vertical containment goes up or the work waits for calmer conditions. Hazard: exterior lead work puts chips into soil where children play and pets dig, so covering comes up before it rains and the ground is inspected before the crew leaves.

5. Do not use any prohibited practice, and know the three by name. Open-flame burning or torching of painted surfaces is prohibited; machine sanding, grinding, planing, needle gunning and abrasive blasting are prohibited unless the tool runs with HEPA exhaust control; and a heat gun operating above 1100 degrees F is prohibited. Acceptance: every tool either has HEPA exhaust attached or is not one of the listed classes, and any heat gun has a stated maximum below the limit. What wrong looks like: a shop vac with a pleated filter zip-tied to a sander, which is not HEPA exhaust control. Stop rule: a prohibited practice in use stops work immediately and the area is cleaned before anything else, because the dust already exists. Hazard: these methods are prohibited because they aerosolize lead; heat and flame also produce lead fume, finer than sanding dust and traveling further, and no glove or eye protection addresses either.

6. Protect the workers, on the routes the material actually takes. Run the job under the construction lead standard, 29 CFR 1926.62, including its exposure assessment obligation, its permissible exposure limit of 50 micrograms per cubic meter as an 8-hour time-weighted average and its action level of 30, with respirators only under a written program per 29 CFR 1910.134. Acceptance: an exposure determination on file for the task, hygiene facilities available, and no eating, drinking or smoking outside the clean area. What wrong looks like: a crew eating lunch on the containment with gloves in their laps. Stop rule: a job requiring a respirator with nobody fit-tested does not proceed. Hazard: ingestion is the route that gets dropped here, so hands and face are washed before eating and before leaving, and take-home is controlled by changing out of work clothes and boots on site rather than in the tech's own kitchen.

7. Clean daily and at the end, in the order that works. Bag waste in heavy plastic sealed at the work area, HEPA vacuum all surfaces high to low, wet wash with a general-purpose cleaner, then HEPA vacuum again where the rule and the surface call for it. Acceptance: no dust, debris or residue visible on any surface, checked with a work light at a low angle before verification starts. What wrong looks like: a clean-looking sill with grit in the corner that shows the instant the light rakes across it. Stop rule: a failed visual means cleaning repeats; verification does not begin on a surface that has not passed the visual. Hazard: emptying or changing a vacuum filter re-aerosolizes everything the vacuum collected, so it is done outdoors, into a sealed bag, wearing the respiratory protection the exposure determination calls for.

8. Run cleaning verification with the card, and follow the second-cloth path when it fails. After the visual pass, use the cleaning verification procedure at 40 CFR 745.85(b): wipe windowsills and countertops individually and uncarpeted floors in sections no larger than about 40 square feet with a wet disposable cleaning cloth, then compare each cloth against the EPA cleaning verification card. Acceptance: the used cloth is not darker than the card for every surface and every section. What wrong looks like: a cloth that matches on the field of a floor and is clearly darker at the edge nearest the work. Stop rule: a cloth darker than the card means re-clean that surface or section and wipe again with a new wet cloth; if the second cloth is still darker, wait one hour or until the surface is dry, then wipe with a new dry cloth, whose result completes the procedure. Carpet is HEPA vacuumed, not wiped. Hazard: this reads as a wiping task and gets done bare-handed by instinct, and it should not be: the cloths carry the lead you just collected, so gloves stay on and used cloths go into the sealed waste bag, not a pocket.

9. Restore what you disabled and file the record. Uncover every duct and vent counted at step 3, restart any system shut down, uncover and test any alarm covered during the work, remove containment by folding dirty side inward, and file the record for at least three years as 40 CFR 745.86 requires. Acceptance: ducts uncovered equals ducts covered, every alarm passes its own test button, the system runs, the file is complete. What wrong looks like: house looking finished with one bathroom vent still taped. Stop rule: any item that does not restore stops the close-out; nobody leaves a house with life safety equipment disabled. Hazard: folding dirty side inward keeps the collected dust off the tech and out of the truck, and a sheet dragged out flat undoes the whole day.

The record this produces

Per job: certification numbers with expiry; the pamphlet acknowledgment; work area description and containment photos; duct counts covered and uncovered; the 1926.62 exposure determination; any prohibited-practice stop; the cleanup log; verification results by surface and section, including every re-clean and any dry-cloth completion; the restore checklist and alarm tests. Retained at least three years under 40 CFR 745.86, and it is the only thing that answers an inspector.

One run of this procedure, filled in

A 1948 bungalow, interior repaint of a hall and two bedrooms, presumed lead-based paint with no testing, so the whole job runs regulated. Step 1: certifications current, pamphlet acknowledgment signed 9 days before the start. Step 2 posted signs at three entrances. Step 3 covered floors to the walls in all three rooms, covered and counted seven ducts and vents, sealed two doors and hung a flapped entry. Step 4 did not apply, interior only. Step 5: all sanding ran with HEPA exhaust at the tool, no heat guns. Step 6: exposure determination on file for hand scraping and HEPA-shrouded sanding, wash station at the entry, lunch outside containment with hands washed first.

Step 7 bagged waste, HEPA vacuumed high to low, wet washed and re-vacuumed. The visual failed first pass in bedroom two, where grit showed along the baseboard corner; that area was re-cleaned before any verification cloth came out.

Step 8 verified four windowsills individually and the three floors in six sections of about 40 square feet or less. All four sills and five of the six floor sections passed on the first wet cloth. The sixth section, nearest the work wall in bedroom two, came back visibly darker than the card. The stop rule ran as written: re-cleaned, wiped with a new wet cloth, still darker. The crew then waited one hour until it was dry and wiped with a new dry cloth, and that result completes the procedure for that section. It was not re-wiped wet a third time until it looked acceptable, which is the shortcut this step prevents.

Step 9: seven ducts uncovered against seven covered, the two smoke alarms covered during sanding uncovered and tested with their own buttons, containment folded dirty side inward and bagged, file assembled for three-year retention.
