Bird Deterrent and Exclusion Service

Purpose

Bird work has three ways to go wrong before anyone installs anything: the species is protected and the removal is illegal, the droppings are disturbed dry and put spores in the technician's lungs, and the device is picked for the ledge that was easy to reach rather than the pressure the birds put on it.

This standard makes BIRD PRESSURE select the device, and the class a written finding per site rather than one judgment for the building. A light device on a nesting site does not reduce nesting, it hands the birds an anchor, and the account reads that as proof exclusion does not work.

Scope

Covers deterrent and exclusion at residential, small retail, restaurant and light commercial buildings: ledges, sign bands, parapets, canopies, soffits, HVAC platforms and entries reached from a ladder, plus the nest and dropping removal one or two technicians handle in a visit.

Does not cover work needing a lift, swing stage or scaffold; a heavy accumulation inside an attic, shaft or chimney, which is a remediation project; bat and mammal exclusion; or lethal control, a permit question before it is a procedure.

Procedure

Step 1 - Name the species and clear the legal gate before a ladder comes off the truck. Most native birds are protected under the Migratory Bird Treaty Act at 16 U.S.C. 703; commonly outside it are feral pigeon, European starling and house sparrow, and some states protect more, so check your state wildlife agency's list. Acceptance: species per site, nest status as none, inactive, or active with eggs or young, with a photo, and the check logged with who was asked and when. Wrong looks like "birds, netted" on a ticket, which cannot be defended later. Stop rule: a protected species or any active nest, and nothing is disturbed until the agency confirms and the young have fledged. Hazard: none, a call made from the ground with a lens.

Step 2 - Wet the accumulation before anything disturbs it. Dried droppings and nest debris release Histoplasma and Cryptococcus spores when swept, scraped, blown or hit with a dry pressure washer, and that is an inhalation route no glove or face shield addresses. Wet it through with a low-pressure spray, let it soak, then work wet and collect with a HEPA vacuum. Acceptance: the accumulation darkened through rather than surface-damp, with depth and extent per site. Wrong looks like a broom, a leaf blower or a dry pressure washer. Stop rule: a heavy accumulation inside an enclosed space is scoped as a remediation project, not scraped. Hazard: respiratory protection under a written program per 29 CFR 1910.134 for the airborne route, gloves and disposable coveralls removed on site for the contact route, and no eating, drinking or smoking in the work zone until hands are washed, because the ingestion route is hand to mouth. If a dry disturbance happens anyway, stop, record date, site and duration, and tell everyone present that fever, cough, chest pain or headache days to weeks later goes to a physician WITH the bird-dropping exposure named, since histoplasmosis reads as pneumonia unless the clinician is told.

Step 3 - Classify the pressure at each site, separately. Light is occasional daytime loafing with light streaking. Moderate is regular roosting with droppings accumulating between services. Heavy is nesting, overnight roosting, or a site birds have held across seasons. Acceptance: a class per named site with its evidence: dropping depth, nest material present or absent, one direct observation with a time of day. Wrong looks like one class for the building, which buys one device for four problems. Stop rule: ambiguous evidence is classified up, since a heavier device costs less than a failed install. Hazard: classify from the ground or a footed ladder, never over a parapet edge.

Step 4 - Select the device against the class and the manufacturer's table. Netting is the only true exclusion and is what a heavy-pressure or nesting site gets, mesh from the manufacturer's table for the target species, commonly 3/4 in for sparrows, 1-1/8 in for starlings and 1-3/4 to 2 in for pigeons - confirm against the net you install. Spikes deny a flat perch on a narrow ledge; on a ledge deep enough to nest, birds build around them, so a nesting ledge gets netting or a slope conversion at the stated angle. Post-and-wire suits light ledges; electrified track suits moderate to heavy ledges with a power feed and periodic cleaning; sonic and visual scare devices habituate and control nothing at a nesting site. Acceptance: a device per site with its mesh or slope value off the table, beside the class it rates for. Stop rule: nothing on the truck matches the class, so the site goes on the return list unprotected rather than take a lighter device. Hazard: none at the tailgate, but the choice sets the fastener load step 6 has to hold.

Step 5 - Remove nests and droppings wet, and treat the parasites you displaced. Under step 2's controls, bag nest material wet, HEPA vacuum, then sanitize per the label. Bird nests carry mites, ticks and fleas that move inward for a host the moment the birds are gone, and they bite the technician holding the nest as readily as the office worker inside the wall, so step 2's gloves and coveralls stay on through nest handling. A labeled acaricide or insecticide goes into the ledge, void and wall penetrations at that visit, applied by a certified applicator under your state lead agency's FIFRA-authorized certification program, or a technician under one. Wear what that label's PPE section lists: product driven into a void overhead is an inhalation route for aerosol and dust as well as eye and skin. In a restaurant or retail space, cover or clear food, surfaces and stock, put people out and keep them out, ventilation running, until the re-entry interval is up. Acceptance: nest material bagged wet and sealed, surfaces vacuumed and sanitized, treatment recorded with product, rate, sites and re-entry interval. Wrong looks like a clean ledge and a call three days later about bites inside that wall. Stop rule: an active protected nest step 1 missed, stop and return to step 1. Hazard: bags go down on a line, never dropped: a wet nest bag bursts on impact and re-aerosolizes everything step 2 controlled.

Step 6 - Install into a substrate that will hold. Set netting perimeter cable at the maker's anchor spacing, tension it so the net does not pocket, and test every anchor. Acceptance: each anchor holds the stated pull without movement, and a perimeter walk finds no opening larger than the mesh. Wrong looks like a net closed on three sides, a funnel rather than an exclusion. Stop rule: a substrate that will not hold an anchor - synthetic stucco over foam, spalled concrete, deteriorated masonry - is not answered with more fasteners, so leave the site unprotected and route the anchoring detail to the customer's contractor. Hazard: anchoring into concrete, masonry or stucco is a dry disturbance too - drilling releases respirable crystalline silica - so run a drill with a shroud or dust collection under the matching Table 1 entry in 29 CFR 1926.1153, on step 2's 1910.134 respirator program. Confirm your fall-protection trigger first: general-industry maintenance is 29 CFR 1910.28(b)(1) at 4 ft, construction or alteration 29 CFR 1926.501(b)(1) at 6 ft; ladders per 29 CFR 1910.23; drill nothing overhead until you know what is behind the substrate.

Step 7 - Energize and re-open what you covered, then prove both. Connect an electrified track's charger last, from the ground, nobody on the structure, and confirm output at the far end of the run with the maker's tester, not at the charger. Then walk the install: soffit and gable vents, dryer and combustion vents, scuppers, drains and equipment access are reopened or screened, never sealed. Acceptance: the tester reads the stated output at the far end, and every covered opening listed reopened or screened. Wrong looks like a netted-over soffit vent or a blocked scupper, a bird problem traded for a ventilation defect. Stop rule: no output at the far end, de-energize, find the short, re-test. Hazard: sealing a combustion or dryer vent is a carbon monoxide and fire hazard, so any vent covered earlier is reopened before this visit closes; the charger is off before anyone touches the track.

Step 8 - Verify at 30 days, per site. Photograph each protected site from a marked position at install and again at 30 days. Acceptance: no new droppings or nest material at each site between the two photographs, and no opening larger than the mesh. Wrong looks like a verification photo from a different position, comparing to nothing. Stop rule: fresh droppings at a protected site means a breach or a wrong class, so find the opening and re-read the class before anything else goes up; birds on an adjacent untreated ledge are a scope extension, not a failure. Hazard: step 2's controls apply to any new accumulation, since a 30-day deposit dries as well as a 30-month one.

The record this produces

Per site, not per building: species and nest status, class with its evidence, device with its mesh or slope value, treatment and re-entry interval, anchor test, tester reading, both photographs from the marked position. The class beside the device is what an owner gets shown when a site keeps failing: droppings under a device rated below its class is a wrong device, not a service failure.

Worked pass: pigeons at a strip retail building

Step 1 identifies feral pigeon, outside MBTA protection, state check logged; two inactive nests at the sign band, none elsewhere. Step 2 wets the walkway accumulation under it, about 2 in deep over roughly 12 ft, and works it wet with a HEPA vacuum. Step 3 classifies four sites: sign band heavy, parapet ledge moderate, HVAC platform light, rear canopy light. Step 4 buys to those classes - 2 in netting off the pigeon table for the sign band, electrified track for the parapet, post-and-wire for the platform, spikes for the canopy edge. Step 5 bags both nests wet, sanitizes, then treats the sign band void and penetrations for mites after the units either side closed, putting the re-entry interval outside trading hours.

Step 6 installs three of the four: at the sign band the netting perimeter's return leg lands on synthetic stucco over foam and two anchors pull out under a firm hand test, nowhere near the stated pull, so the stop rule fires and that site goes back to the owner's contractor as an anchoring detail. That leaves 3 sites protected and 1 held. Step 7 energizes the parapet track from the ground, the tester reads the stated output at the far end, and two soffit vents the netting run crossed are screened, not covered, and listed. At 30 days the 3 protected sites show no new droppings or nest material against their install photographs from the same marked positions; the parapet track re-tests at no output, nest material having bridged it, so it is cleaned wet under step 2's controls and re-tested; the sign band shows continued activity, the expected reading for a site nobody protected rather than a device failure.
