Equipment Decontamination and Rinsate Handling
Purpose
Rinse water off a spray unit is not waste water. It is a dilute pesticide with exactly two lawful ends: applied to a site the label lists at or below the label rate, or held in a marked container as make-up water for the next batch of the same product. Everything else - a floor drain, a storm inlet, a septic tank, the gravel behind the shop - is a discharge or an unlabeled application, and both are the kind of finding that costs a license rather than a callback.
The second thing it protects is the customer's landscape. A trace of broadleaf herbicide left in a tank that later sprays an insecticide around a foundation curls the ornamentals two weeks out, by which point nobody can prove where it came from and the shop pays for the plants anyway. Dedicated equipment is what makes that argument unnecessary.
Scope
Covers end-of-day and product-change decontamination of tanks, hoses, wands, tips, screens and filters on backpacks, hand cans and truck-mounted units, decontamination of PPE and the tech, and the destination decision for the rinsate produced.
Does not cover product on a surface it was not intended for, owned by the spill and over-application response SOP; storage of concentrate between stops, owned by the pesticide storage and inventory SOP; the measuring-container rinse at mixing time, owned by the PPE and mixing station setup SOP; or the timed-output test, owned by the sprayer calibration SOP, which sends its unit here first.

Procedure
Step 1 - Decide where the rinsate goes before any water goes in. Name it on the ticket: a labeled site at this stop, or the marked rinsate container for the next batch of the same product. Acceptance: a destination written down with the label site listing that permits it, before the first rinse. Wrong looks like rinsing first and then hunting for somewhere to put 3 gal of dilute product, which is how it ends up on gravel. Stop rule: no lawful destination available at this stop, do not rinse here; cap the unit, note it, and rinse at the shop. Hazard: none at this step, it is a decision made with the label in hand.
Step 2 - Empty usable product out before you dilute it. Spray the remaining mix onto the labeled site at the label rate until the pump loses prime, then note the heel in the sump. Acceptance: tank down to its unpumpable heel with that volume written, and no application outside the sites the ticket already covers. Wrong looks like dumping a half tank into the rinsate container, turning a usable batch into a disposal problem four times its size. Stop rule: more product left than the labeled site can legally take, hold it as product, not as rinsate. Hazard clause: this is a full-strength application, so the same PPE the label required for the treatment stays on, and you spray downwind of yourself, since the last minutes of a tank are where techs relax and walk into their own spray.
Step 3 - Triple rinse, and pump every rinse through the plumbing. Add clean water at 10 to 20 percent of tank volume, agitate, then pump it out through the hose, wand and tip rather than the drain valve. Repeat twice more. The three-rinse count and the 10 to 20 percent fill are the EPA triple-rinse procedure of 40 CFR Part 165, written for pesticide containers and applied here to the equipment that held the product. Acceptance: three rinses, each pumped through the tip for at least 30 seconds, each discharge clearer than the last and the third running clear. Wrong looks like a rinse dumped from the drain valve, which leaves the wand and tip holding undiluted product for the next tech and voids the count. Stop rule: any rinse drained rather than pumped through, the count restarts at one; a third rinse still colored or foaming means restart with a tank cleaner the label permits. Hazard clause: the discharge is still a pesticide on a contact and inhalation route, so gloves and eye protection stay on for all three, and it goes into a catch container or onto the labeled site, never a garage floor drain or a septic system, which it kills and which then carries it to the drainfield.
Step 4 - Pull the screens and filters and clean them separately. Remove the tank screen, the in-line filter and the tip screen, brush them into the rinsate container, and inspect them. Acceptance: each screen free of solids and free of splits, and each one accounted for on the bench before reassembly. Wrong looks like rinsing around a loaded in-line filter, where suspension concentrates hide and where the next batch picks up an unexpected active. Stop rule: a split screen or a missing one, the unit does not go back together; tag it and use another. Hazard clause: brush the screens with the unit depressurized and gloved, keeping the debris wet, because dried formulation flicks off a screen as respirable dust and a glove does nothing about an airborne route.
Step 5 - Handle a chemical-class change as a dedication decision, not a cleaning problem. A unit that has held a plant growth regulator or a broadleaf herbicide does not become an insecticide unit by being rinsed. Acceptance: the unit is dedicated by class and marked on the tank, or the service manager has approved a documented conversion with a cleaner the label permits plus a bioassay - a sacrificial sensitive plant sprayed and watched for 7 to 10 days before the unit touches a customer's landscape. Wrong looks like trusting a triple rinse to make a herbicide tank safe for ornamental work, when no field test proves absence and the damage shows up two weeks out. Stop rule: no bioassay result and no dedicated unit, the ornamental work does not happen today. Hazard clause: tank cleaners are often strongly alkaline or chlorinated, so read that product's own label and SDS before it goes in, and never combine a chlorine-releasing cleaner with an ammonia-based one in the same tank, which generates chloramine gas in a confined tank headspace the tech is leaning over.
Step 6 - Decontaminate PPE and the tech, in that order. Wash gloves before removing them, wipe boots and the respirator facepiece, bag coveralls separately, wash hands and forearms. Acceptance: gloves washed while still on the hands, respirator wiped and cartridge date checked against the change schedule, work clothing bagged apart from everything else in the vehicle. Wrong looks like contaminated coveralls going home in the cab and into the family wash, the take-home route that puts residue on a child's clothing with nobody applying anything. Stop rule: a glove found split during the wash means the skin under it was exposed, so wash the skin, record it, and report it as an exposure the same day. Hazard clause: hand-to-mouth transfer survives every other control on this list, so no eating, drinking, smoking or phone use until hands and face are washed.
Step 7 - Put the rinsate where step 1 said, and prove it fits. If applying, check the labeled area available can take the rinsate volume at or below the carrier volume the unit is calibrated for and at or below the label's active rate. Acceptance: the arithmetic on the ticket - rinsate volume, area treated, resulting carrier volume per unit area, and the active as a fraction of the label rate. Wrong looks like putting the whole volume on the smallest patch of labeled turf at the stop, which delivers the right active over the wrong area and runs off. Stop rule: not enough labeled area, the rinsate goes into the marked container instead; that container carries the product name, the date and the volume, and it is stored in the locked compartment. Hazard clause: never pour rinsate to a lawn edge that drains to a street inlet or within the mixing station's drain setback, and never into surface water, because most structural insecticides are acutely toxic to fish at concentrations well below anything that looks dirty.
Step 8 - Reassemble, restore and verify before the unit carries product again. Refit the screens and filter pulled at step 4 and the tip recorded at calibration, then pressurize with clean water. Acceptance: every screen back in, no drip at the trigger valve, no weep at the fittings, gauge holding a full minute, tip marking matching the calibration record. Wrong looks like a unit reassembled without the in-line filter, which passes debris to the tip and changes the delivered rate at the next stop. Stop rule: a part left over on the bench, stop and find where it belongs; do not run a unit with an unexplained spare part. Hazard clause: this is the step that puts pressure back into a unit that was just apart, so bring it up to pressure with the tip pointed away from people and pets and stand to the side of the wand, and confirm the tank is marked with its dedicated class before it leaves the bench.
The record this produces
On the ticket: rinse method and count, rinsate volume, destination with the label site listing that permits it, area treated and resulting carrier volume if applied, container identity and date if stored, screens and filters serviced, any exposure noted at step 6, and the reassembly check.
The service manager reads destinations across the week, because a shop storing rinsate every day has a dedication problem or a batch-sizing problem, and both get fixed at mixing rather than at the drain. The office watches container ages so held rinsate is used as make-up water while its product is still in the line-up, instead of becoming a drum nobody will sign for. If a customer's plants decline or a neighbor reports a discharge, this record separates a documented in-label rinsate application from a disposal event.
Worked pass: end of day, 4 gal backpack, one failed step
Unit holds a perimeter insecticide at the ticket's verified dilution. Step 2 sprays it out onto the account's labeled perimeter until the pump loses prime, leaving a heel of 0.25 gal.
Step 3, rinse one: 1.0 gal of clean water added. The tank now holds 0.25 + 1.0 = 1.25 gal, so the concentration falls to 0.25 / 1.25 = 0.20 of the original, and the same fraction applies to each later rinse if the heel returns to 0.25 gal each time and the water actually mixes. The tech drains rinse one out of the sump valve into the catch tray rather than pumping it through the wand. That fails the acceptance clause, and the stop rule restarts the count at one, because the wand and tip still hold undiluted product regardless of what the tank now holds.
Three proper rinses follow, 1.0 gal each, pumped through the tip for a full 30 seconds. After three the tank sits at 0.20 x 0.20 x 0.20 = 0.008 of the original, or 0.8 percent, a 125-fold reduction. Rinsate collected: 0.25 gal heel plus the failed rinse plus three rinses, so 0.25 + 1.0 + 3.0 = 4.25 gal.
Step 7: the unit is calibrated at 1.0 gal per 1,000 sq ft, so 4.25 gal needs at least 4,250 sq ft of labeled site to go out at or below that carrier volume. The remaining untreated labeled area at this stop is about 1,200 sq ft, which would put 4.25 / 1.2 = 3.5 gal per 1,000 sq ft on it, three and a half times the calibrated carrier. Step 7 takes its stop rule. The rinsate goes into the marked container instead, labeled with the product name, the date and 4.25 gal.
The next batch uses it. All of the active in that container came from a 0.25 gal heel of finished spray, so a 4.0 gal batch built on 3.25 gal of the rinsate plus 0.75 gal of fresh water needs concentrate for 4.00 - 0.25 = 3.75 gal of finished spray, not 4.0. The remaining 1.0 gal of rinsate stays in the container for the batch after it.
