Pantry and Stored Product Pest Service

Purpose

A stored product pest complaint is a package problem wearing the costume of a surface problem. Somewhere in that kitchen, stockroom or garage sits at least one unit of food with a breeding population inside it, and until that unit leaves the building nothing else holds past a generation.

This standard makes the SEARCH ENVELOPE the deliverable: the written list of every location and container you agreed to open. It is the only thing a later trap count actually measures. Draw it small and a search failure reads as a treatment failure, and shops answer a treatment failure with more product. That is how a pantry account runs four visits and closes on none.

Scope

Covers stored product pests at residential, office and small retail or food service accounts: Indianmeal moth, sawtoothed and merchant grain beetles, cigarette and drugstore beetles, flour beetles, warehouse beetles, grain and rice weevils, and spider beetles. Includes dry pet food, bird seed, spices, decorative grain and dried botanicals, which is where a residential source usually is.

Does not cover psocids and booklice, a humidity condition owned by the silverfish and occasional invader SOP; German cockroach in a pantry, owned by its own program; a seed cache in a wall void, which is rodent work; or a food plant under an external audit, where device counts and mapping are set by the audit standard rather than here.

Procedure

Step 1 - Identify to guild before opening a cabinet. Collect specimens and cast skins into a vial and sort under a hand lens into moth, beetle or psocid. Webbing matting grain together, with larvae wandering away from food, reads as Indianmeal moth; a beetle in flour with no webbing stays close to its source. Acceptance: a guild name, plus a species where it changes the search - a cigarette beetle sends you to spices, dried botanicals and pet treats a flour beetle never touches. Wrong looks like "pantry bugs, treated", which cannot direct the next visit. Stop rule: psocids or a cockroach on the shelf, close this SOP and open the one that owns it. Hazard: vial and lens rather than fingers, and hands off your face until washed, because cast skins and frass carry mold and are a contamination route rather than dust.

Step 2 - Write the envelope, then pull every unit inside it. Name the locations in writing before opening anything: complaint shelf, the rest of that cabinet run, uppers, under-sink, utility room, the garage or basement shelf holding pet food and bird seed, and any decorative grain nearby. Every unit inside comes off the shelf and gets turned over, factory-sealed packaging included, because these insects are routinely packed at the source and a sealed bag with a chewed seam is the most missed find in this trade. Acceptance: a count of units handled per location, each marked clear, condemned or held, with the envelope on the ticket. Wrong looks like opened packages inspected and sealed ones left alone, which passes the visit and fails at 21 days. Stop rule: a location the customer will not open gets logged unsearched, never blank, because a blank reads later as a clear. Hazard: top-shelf work goes on a rated step stool, never a chair or counter edge, and a bag that fails overhead dumps grain dust into the face, so bring heavy units down at chest height.

Step 3 - Condemn and remove the same visit, or freeze what the customer keeps. Condemned units go into a sealed bag and out of the structure before cleaning starts, not into the garage and not into the kitchen bin. For items a customer will not discard, university extension guidance is a freeze at 0 F for at least 7 days to kill all life stages, so bag it and write the release date on the bag. Acceptance: every condemned unit sealed and off site by the end of the visit, every held unit bagged and dated. Wrong looks like condemned bags left by the door overnight, from which larvae walk out of a twisted top and re-seed the room you just cleared. Stop rule: the customer will not release the primary source and will not freeze it, so stop before any application and let the service manager reset it in writing, because product over a live source has no acceptance condition attached. Hazard: infested product releases larval hairs and mold spores when handled, an inhalation route no glove addresses, so bag at arm's length, never pour a unit out to check it, and wear respiratory protection under a written program per 29 CFR 1910.134.

Step 4 - Clean the void, not the shelf face. With the envelope emptied, run a HEPA-filtered vacuum along the shelf lip, corner joints, the gap behind a shelf standard, the toe kick, the drawer slide channel and the hinge cups, then wipe. Acceptance: a light run along each crack shows no grain, frass or cast skin, and vacuum contents are bagged and taken off site. Wrong looks like a wiped shelf face over a lip still holding a spill layer, which is a complete breeding medium on its own. Stop rule: a spill layer that ran into a wall or floor void through a gap you cannot reach does not get sealed in - record it and route the opening as a carpentry correction. Hazard: keep the filter seated and do not empty the canister on site or blow its exhaust across the room, since this vacuum's job is to capture an inhalation hazard rather than move it.

Step 5 - Find the pupation sites, which are not where the food is. Late-instar Indianmeal moth larvae leave the food to pupate, so check the wall and ceiling junction above the pantry, the top edge of cabinet doors, hinge cups, the underside of shelving, recessed light trims and trim gaps. Acceptance: every named location checked and recorded, cocoons removed mechanically. Wrong looks like a spotless pantry and adults still flying at 21 days out of a ceiling nobody looked at, which the shop reads as a product failure. Stop rule: cocoons above a finished ceiling or in a soffit you cannot open get escalated, not treated blind, because a residual on a ceiling face does nothing to a pupa behind it. Hazard: overhead scraping drops debris into the eyes, so eye protection stays on, and nothing comes out of a light fixture until it is off and cool.

Step 6 - Apply labeled crack-and-crevice only, then restore the room. Read the label's food-area and Hazards to Humans sections before anything is opened, and treat only the cracks, crevices and voids the label names, at the label rate. A broadcast across a pantry shelf or food prep surface is use inconsistent with the labeling, a violation of FIFRA at 7 U.S.C. 136j(a)(2)(G), and useless besides, because the insect is inside a package or a crack. Acceptance: product, rate and each treated site recorded; food, utensils and dishes cleared before application; and the restore condition met before anything goes back, meaning the label's re-entry or drying interval satisfied and any food-contact surface washed and rinsed. Wrong looks like items returned to a damp shelf. Stop rule: the label's PPE cannot be worn as listed, the application does not happen, because label PPE is a condition of use. Hazard: an aerosol or dust in a closed kitchen is an inhalation route for you and an ingestion route for the household, so ventilate, keep people and pets out for the label's interval, and never dust into a return grille or open chase.

Step 7 - Set numbered pheromone monitors, one species per trap. Place one lured trap per zone at shelf height near the perimeter, and number and date each trap and lure. Acceptance: a numbered trap in every zone named in the envelope, with the lure species on the trap and the ticket. Wrong looks like two lure types in one trap, which cross-attracts and produces a count you cannot attribute, or a trap set mid-floor where nothing flies. Stop rule: a zone that cannot take a trap because the customer wants them hidden gets recorded unmonitored rather than implying coverage. Hazard: none beyond the reach itself, which keeps step 2's step stool rule; this is a placement decision, not a chemical one.

Step 8 - Read the count against the envelope, not against the product. The traps from step 7 collect for 21 days and that count is each zone's baseline. Replace traps and lures at the 21-day visit and re-inspect the envelope; at the following interval visit the gate is a per-zone drop of at least 75 percent from that zone's own baseline, AND no webbing, larvae or live adults on re-inspection. Judge each zone on its own number, never on the house total. Wrong looks like a falling total hiding one zone that has not moved. Stop rule: a flat or rising zone is a missed unit rather than a treatment failure, so return to step 2 and widen the envelope there - no additional product goes in on a flat count. Hazard: re-entry repeats step 6's restore check, because the last visit's items are back on the shelves and a second application over returned food is the error this step exists to catch.

The record this produces

Per visit: guild and species, the envelope with a unit count and disposition per location, condemned units and their removal, held units with freeze dates, cleaned voids, pupation sites checked, product and treated sites with the restore confirmation, and the trap map with lure species and dates.

The envelope beside the per-zone count is what makes this worth running. A count flat in one zone is an unsearched container inside that zone. A count flat everywhere while the envelope covered the whole structure is the only case that justifies re-examining the method, and it is the one the service manager wants escalated.

Worked pass: a kitchen and pantry with Indianmeal moth

Step 1 identifies Indianmeal moth from webbing in a bulk oat bag and two adults in a vial. Step 2 writes a four-zone envelope and pulls it: pantry 34 units, upper cabinets 22, under-sink 9, garage shelf 9, so 34 + 22 + 9 + 9 is 74 units handled. Step 3 condemns 5 - a bulk oat bag and an open flour bag from the pantry, a dried corn arrangement from an upper cabinet, and a bird seed bag plus dry dog food from the garage - all off site the same visit. Step 5 finds 6 cocoons at the pantry ceiling junction and 2 in a hinge cup. Step 6 treats labeled crevices only, and the shelves reload after the label's drying interval with the shelf faces washed first.

Step 7 sets one trap per zone, so 4 traps. At 21 days the baselines read pantry 18, uppers 6, under-sink 0, garage 27, so 18 + 6 + 0 + 27 is 51. At the following visit: pantry 3, uppers 1, under-sink 0, garage 22, so 3 + 1 + 0 + 22 is 26.

The total falls from 51 to 26, which is 25 fewer on a base of 51, or 49 percent, and a tech reading the total calls that progress. Per zone it does not hold. Pantry 18 to 3 is 15 fewer on 18, or 83 percent, passes. Uppers 6 to 1 is 5 fewer on 6, or 83 percent, passes. Under-sink held at zero. Garage 27 to 22 is 5 fewer on 27, or 19 percent, which fails the 75 percent gate.

Step 8's stop rule fires and no product goes into the garage. The envelope is widened there instead and produces the source in about ten minutes: a sunflower seed sack behind the shelving unit, outside the line drawn at step 2, plus a seed cache under the water heater platform. The sack is condemned; the cache routes to the rodent exclusion SOP rather than being swept up as a spill. The record carries the finding that matters months later, which is that the treatment was never failing, the search was.
