Pesticide Label Reading and Compliance

Why this matters

"The label is the law" is the most repeated phrase in pesticide applicator training, and it's literally true. Under FIFRA (Federal Insecticide, Fungicide, and Rodenticide Act), the EPA-registered label is the legal document that specifies how the pesticide may be used. Applying a pesticide in any way not specified by the label is a federal violation - including using the wrong dilution, applying to a surface not listed, exceeding the labeled rate, or skipping required PPE. Civil penalties for label violations can be substantial, and state pesticide regulatory agencies prosecute commercial applicators who violate labels.

This reference covers the structure of a typical pesticide label and the key compliance points.

The signal word - first thing to read

Every pesticide label has a "signal word" indicating toxicity:

Signal word Toxicity category LD50 (oral, mg/kg)
DANGER (with skull and crossbones) I 50 or less
WARNING II 50 to 500
CAUTION III 500 to 5,000
CAUTION, or no signal word required IV Over 5,000

DANGER also appears WITHOUT the skull and crossbones on Category I products, but that is Category I for eye or skin corrosivity, not for oral LD50. Read which route the Category I applies to.

The signal word determines:

  • Required PPE
  • Storage and handling precautions
  • Restricted-use designation (DANGER products are often Restricted Use Pesticides - RUP)
  • Disposal requirements

A signal word is a band, not a ranking, and the difference between two bands can be enormous or almost nothing. Multiply out the table above and you can see why. The band edges sit a decade apart (50, 500, 5,000), so a WARNING product at the bottom of Category II and a CAUTION product at the top of Category III differ by a factor of 100. But a WARNING product with an oral LD50 just under 500 and a CAUTION product just over 500 are, for practical purposes, the same toxicity with different words on the jug. Never tell a customer or a new tech that WARNING means "ten times worse than CAUTION"; the table does not say that and at the boundary it is flatly untrue. Where the actual number matters, read the LD50 off the safety data sheet rather than inferring it from the signal word.

Label sections

A typical pesticide label includes these required sections:

1. Product identification

  • Trade name (e.g., "Tempo SC Ultra")
  • Active ingredient (e.g., "Beta-cyfluthrin... 11.8%")
  • Other ingredients
  • EPA Registration Number (e.g., "EPA Reg. No. 432-1363")
  • EPA Establishment Number
  • Manufacturer
  • Net contents

The EPA Registration Number is the key identifier. Search for it in EPA's pesticide product registration database (PPLS) to verify registration status.

2. First Aid

What to do for exposure (inhalation, eye contact, skin contact, ingestion). Read this section before opening the container; the appropriate response varies by product.

3. Precautionary Statements

Hazards to Humans and Domestic Animals: PPE requirements, exposure precautions

Environmental Hazards: water-body proximity restrictions, pollinator-protection statements, wildlife considerations

Physical or Chemical Hazards: flammability, container incompatibilities

4. Directions for Use

The heart of the label. The legal use of the product. Includes:

  • Authorized use sites (e.g., "for use in residential, institutional, commercial structures and outdoor areas")
  • Application rate per site
  • Dilution instructions
  • Frequency of application
  • Re-entry interval (REI) - how long until an area is safe to re-enter after treatment
  • Storage and disposal

It is illegal to use a pesticide in a way that's not on the label.

This is the rule. There is no "common sense" exception. Applying a product to a site not listed, at a rate not specified, or for a target not labeled is a federal violation.

5. Storage and Disposal

  • Storage temperature requirements
  • Container handling
  • Triple-rinse vs. pressure-rinse vs. inverted-cleaning of containers
  • Disposal routes (household trash for empty containers, hazardous waste for spilled material, etc.)

6. Worker Protection Statement (if applicable)

Required for agricultural-use products. Specifies notification requirements for workers re-entering treated areas.

7. Notice to Buyer

Warranty / liability disclaimers from the manufacturer.

Restricted-Use Pesticides (RUP)

Pesticides classified as Restricted Use (RUP):

  • Can only be applied by a Certified Applicator OR under their direct supervision
  • Sale requires verification of buyer's certification
  • Subject to additional record-keeping per state law
  • Often DANGER-labeled

Common RUPs in pest control: chlorpyrifos (now severely restricted), fipronil at certain concentrations, some second-generation anticoagulant rodenticides.

Verify any RUP product against the applicator's certification - using an RUP without proper certification is a serious federal violation.

Application rate calculations

The label specifies application rate. The technician must calculate:

  1. The treatment area in square feet, linear feet, or area-specific unit
  2. The dilution required (if a liquid concentrate)
  3. The volume to mix
  4. The volume to apply per area

Common rate format examples:

Label specification Calculation
"Apply at 0.5 fl oz per gallon" Standard dilution; mix 0.5 fl oz concentrate per gallon of water
"Apply 1 gallon of dilution per 1,000 sq ft" Verify spray equipment is delivering 1 gallon per 1,000 sq ft (test the equipment calibration)
"Maximum 4 applications per year" Track application history per site
"Re-treatment interval of 14 days" Don't re-apply sooner than 14 days

The math is straightforward but unforgiving. Over-application at 2x the label rate is a violation; under-application is ineffective. Calibrate equipment before each spray application.

Site-specific instructions

The label specifies which sites the product can be applied to. Common site categories:

  • Residential indoor (varies by location within the home)
  • Residential outdoor (lawn, ornamental beds, perimeter)
  • Commercial indoor (food service, healthcare, manufacturing, office)
  • Commercial outdoor
  • Industrial
  • Greenhouse / nursery
  • Agricultural crops (specific crops listed)
  • Right-of-way / non-crop

Some products have site restrictions:

  • "Do not apply directly to food or food contact surfaces"
  • "Do not apply on residential turf during bloom" (pollinator protection)
  • "Do not apply in school facilities except during off-hours"
  • "Do not apply within 20 feet of water bodies"

Re-entry intervals (REI)

The time after application before an area is safe to re-enter without PPE. Common ranges:

  • 0 hours (re-entry once dry)
  • 12 hours
  • 24 hours
  • Specific intervals for greenhouse / agricultural products

Customers and their occupants (children, pets, employees) must be informed of the REI for each application. Document the REI in the service report.

PPE requirements

Each label specifies the PPE for application. Common requirements:

  • Long-sleeved shirt and long pants
  • Chemical-resistant gloves (specific material specified - nitrile, butyl, neoprene)
  • Safety glasses or chemical goggles
  • Shoes and socks
  • Respirator (specific type - N95, organic vapor cartridge, supplied-air)

PPE is the applicator's protection. Skip it and you're the person at risk.

The respirator line carries a second obligation the label does not print. Where a label requires a respirator, the employer owes a written respiratory protection program under 29 CFR 1910.134: medical evaluation before first use, fit testing for any tight-fitting facepiece, cartridge change schedules, and training. A respirator handed across the counter with no program behind it satisfies the label on paper and protects nobody, and it is its own citation independent of anything FIFRA says.

Tank mixing

Multiple products applied together (tank mixing):

  • Every label in the mix has to permit it. If any product's label prohibits tank mixing, or prohibits mixing with that class of partner, the mix is illegal. A permissive label on one product does not authorize the other.
  • The most restrictive label governs the whole tank. Highest PPE, longest REI, lowest application rate, narrowest site list, and the strictest use restriction across all products in the mix. Not the average, not the one you read last.
  • No product goes above its own labeled rate, ever, and mixing does not create room to push one. Two products with the same active ingredient or the same mode of action stacked in one tank can exceed the labeled rate for that active without the technician noticing.
  • Run a jar test before you mix a combination you have not used before. Small proportional amounts of each product in water in a clear jar, in the same order you would load the tank, shaken and then left standing. Look for separation, curdling, gel, sludge, or heat. If it fails in the jar it will plug the tank, the lines, and the tip.
  • Load in the correct order. The general sequence is water first, then dry formulations (wettable powders and dry flowables), then flowables and suspensions, then emulsifiable concentrates, then adjuvants and surfactants last, with agitation running the entire time and water added between products. Follow any order the labels specify over this general rule.
  • Mix only what you will apply, and apply it promptly. A tank mix has no shelf life; incompatibility and degradation build as it sits. Leftover mix is hazardous waste and a disposal problem you created yourself.
  • Document the mix on the service record exactly as applied: every product, EPA registration number, rate, and the resulting REI you gave the customer.
  • Know why you are mixing. Two modes of action against the same target is legitimate resistance management. Mixing to save a second trip, or mixing because more is presumed better, is how applicators end up with phytotoxicity, surface staining, a plugged sprayer, or a violation.
