Wildlife Exclusion and Humane Removal
Purpose
Wildlife work is the part of this trade where the legal gate comes before the technical one. Bats, most native birds and many mammals are protected by federal or state law, seasonal restrictions apply while young are dependent, and the licence that permits removal is a separate credential from a pesticide applicator certification in most states. A shop that seals an entry on instinct commits three failures at once: it walls dependent young inside a structure where they will die and decompose, it may commit a violation, and it turns a one-visit exclusion into a demolition and odor job.
This procedure guarantees the legal and seasonal check happens before a ladder comes off the truck, that no primary entry is sealed until every animal is confirmed out, and that the record shows what was found, excluded and verified.
Scope
Covers exclusion and humane removal of bats, squirrels, raccoons, opossums, skunks and commensal birds from attics, soffits, chimneys, vents, crawlspaces and wall voids, plus sanitation afterward. Does not cover mouse and rat exclusion, owned by the rodent exclusion SOP; trapping and relocation of game or furbearing species, governed by state wildlife law and a licensing question before it is a procedure; carcass recovery inside a finished wall, which is a construction referral; or a rabies-vector species with a possible human exposure, which routes to the health department at step 1 and stops being the shop's decision.

Procedure
Step 1 - Run the human health gate first. Ask whether anyone, including a sleeping person, a child or someone unable to report an exposure, has been in a room with a bat, and whether anyone has been bitten or scratched. Acceptance: a clear no on both, or an immediate referral. Wrong looks like treating a bat in a bedroom as a nuisance call. Stop rule: any possible exposure, or a bat in a room where someone was sleeping, stop all work, tell the customer to contact their physician and the local health department the same day, and do not release or discard the animal if captured, because testing may be required. Hazard clause: never handle a bat or any mammal bare-handed; use thick leather gloves over the exam glove and a lidded container, and treat every bite or scratch as a medical event rather than a first aid item.
Step 2 - Identify the species and check legal and seasonal status before touching the structure. Confirm species from the animal, droppings, entry size and damage pattern, then check what governs it. Most native birds, their active nests and their eggs are protected under the Migratory Bird Treaty Act, 16 U.S.C. 703, which is federal and applies regardless of your state licence; mammals fall under state wildlife law, which sets who may remove them, what may be done with them, and when. Acceptance: species named, protection status checked, and any seasonal restriction confirmed with the state wildlife agency or its published guidance, recorded with the date checked. Wrong looks like pulling an active nest out of a vent because it is in the way. Stop rule: a protected species, an active protected nest, or a dependency period in force, no exclusion today; document and schedule past the restriction. Hazard clause: do not climb to inspect an entry before this check, since a check that cancels the job cancels the ladder work too.
Step 3 - Survey every entry, primary and secondary, from a stable position. Walk the full exterior reading soffit and fascia gaps, roof-wall junctions, ridge and gable vents, dryer and bath vents, chimney crown and cap, plumbing stacks and construction gaps, numbering each on the sketch. Acceptance: every opening the species can use is numbered and photographed, with staining, rub marks, chew damage or feathers noted to mark which are in current use. Wrong looks like finding the obvious hole and stopping, which leaves a secondary entry that defeats the exclusion. Stop rule: an entry you cannot reach from a properly footed ladder or a stable roof position, do not improvise; the service manager arranges the right access equipment. Hazard clause: foot the ladder on firm level ground at a safe angle and tie it off at the top for anything more than momentary work, keep three points of contact, and do not work a roof edge in wind, wet or frost, because a fall from height is the injury this trade actually kills people with.
Step 4 - Confirm the population is out or excludable before any device goes on. Establish whether dependent young are present from dropping size and distribution, vocalizations at dusk and dawn, evidence of a natal den or nest, and the season. Acceptance: a written determination of young present or absent with the evidence supporting it. Wrong looks like assuming absence because nothing moved during a daytime inspection, when most of these species are least active then. Stop rule: young present, no device is installed; wait out the dependency period or, where species and state law allow, arrange hand removal and reunion with the adult by someone licensed for it. Hazard clause: do not reach into a den or nest cavity, because a cornered adult defends young at close range and skunk and raccoon encounters happen at arm's length inside a soffit.
Step 5 - Install one-way devices on the primary entries and seal everything else. Fit a one-way door or excluder sized to the species on each active primary entry, and permanently seal every other numbered opening with material the species cannot chew or push through. Acceptance: device seated flush and fastened so the animal cannot work behind it, all non-primary entries sealed and photographed by number, sealed count matching the survey list. Wrong looks like a device stapled over a soffit gap the animal pushes aside from inside. Stop rule: a primary entry where a device cannot seat properly, do not seal it as a substitute; leave it open and call the service manager, because a partially sealed entry with animals inside is exactly what produces a trapped animal. Hazard clause: pre-drill and hand-fasten near wiring runs at eave and gable penetrations, and do not fasten into a soffit a service drop passes through.
Step 6 - Verify the structure is empty, then close the primary entries. Leave devices in place for the period the species requires, then verify vacancy before permanent sealing: fresh sign check, a dusk watch at the device, and an inert tracking powder on the interior side of the entry read for tracks. Acceptance: no fresh sign and no tracks across the observation period, plus a dusk watch with no emergence. Wrong looks like sealing on the calendar date with no vacancy check, which walls in whatever stayed. Stop rule: any fresh sign, track or emergence, devices stay and verification restarts; sealing is not a scheduling decision. Hazard clause: use only an inert, non-toxic medium indoors, since a pesticide dust used as tracking powder is an application to an unlabeled site and puts a respirable material into an occupied building's air path.
Step 7 - Sanitize with the right respiratory control, or refer it. Remove droppings, nesting material and contaminated insulation, then clean and treat per the products' labels. Acceptance: contaminated material bagged and removed, surfaces cleaned, and the work done with the respiratory protection the hazard requires. Wrong looks like sweeping a dry attic floor, which aerosolizes exactly what you are protecting against. Stop rule: heavy accumulation, saturated insulation, or structural or electrical damage found during removal, stop and refer to a remediation or building contractor. Hazard clause: bat and bird droppings can carry the fungus that causes histoplasmosis and rodent droppings can carry hantavirus, both inhalation hazards, so wet the material rather than dry-sweeping, wear a respirator under a written program meeting 29 CFR 1910.134 including fit testing rather than a dust mask, and never use compressed air or a leaf blower in the space.
Step 8 - Remove the devices, close out, and warrant only the exclusion. Take the devices off, permanently seal those entries, photograph each, and hand over a written close-out naming every opening sealed, the material used, and the warranty terms. Acceptance: sealed entry count equals the survey count, photographs on file per number, and warranty language stating what is covered, the entries this shop sealed, and what is not. Wrong looks like a verbal promise that nothing will ever get in again, which no exclusion delivers on a structure that keeps weathering. Stop rule: an entry the customer declines, or one needing carpentry the shop does not do, exclude it from the warranty in writing and name the trade they need. Hazard clause: the last sealing trip is where a tired tech skips tying off the ladder, so the access rules from step 3 apply unchanged on the final visit.
The record this produces
The exclusion file: species and evidence, the legal and seasonal check with date and source, the numbered entry survey with photographs and current-use notes, the young-present determination with its evidence, device locations and install date, verification results including tracking medium and dusk watch, sanitation scope and respiratory protection used, device removal and final sealing date with photographs by number, and the close-out with warranty terms.
The service manager reads the numbered survey against the sealed count, because those two disagreeing is the most common cause of a callback, and the office drives the removal visit off the install date, since a device left on indefinitely eventually fails and re-admits. On a callback, the photographs by entry number decide in minutes whether the animal returned through an entry this shop sealed, which is warranty work, or through a new opening the structure developed, which is not.
Worked pass: squirrel entry at a gable, late season
The customer reports scratching above a bedroom ceiling for two weeks. Step 1 clears: no bat contact, no bite or scratch. Step 2 identifies gray squirrel from chew pattern and droppings, and the state agency's published guidance confirms no seasonal restriction is in force at that date, recorded with the date checked. Step 3 numbers seven openings: a chewed gable louver corner in current use, two soffit gaps with rub marks, a lifted roof-wall flashing, a bath vent with a missing damper, and two construction gaps with no sign.
Step 4 fails. Dropping size varies and a dusk listen picks up vocalizations consistent with dependent young in the gable void. The stop rule applies: no device goes on. The customer is told plainly that the wait protects them from a decomposition and demolition job inside their ceiling, and the visit is rebooked past the dependency period. Only the two construction gaps with no sign are sealed today, since sealing an unused opening cannot trap anything.
At the return visit a repeat of step 4 finds no vocalizations and no small droppings, so the determination is written as young absent with its evidence. Step 5 puts a one-way excluder on the gable louver and seals the four remaining sign-bearing openings: six of the seven surveyed openings are now closed and the seventh carries the device.
Step 6 verifies at the device with no emergence on the dusk watch, no tracks in the inert powder and no fresh sign. Step 7 removes soiled insulation wet rather than dry under a fitted respirator. Step 8 removes the device, seals the louver, and closes out with seven photographs against seven numbers and a warranty limited to those entries.
