Backwater Valve Service

Purpose

A backwater valve fails invisibly. It passes flow whether or not it can still close, so the homeowner has no symptom to report. The only thing between that valve and a basement full of sewage is a service record: a dated statement that somebody opened it, cleaned it, watched the flapper seat, and called the building protected or unprotected. The procedure also checks the design condition the device depends on, that nothing draining through the valve sits above the elevation it protects against, because a well-maintained valve on a wrongly routed system still floods the basement.

Scope

Covers inspection, cleaning and functional assessment of normally-open flapper-type backwater valves, combination cleanout and valve units, and units with a manual gate, on building drains and sewers, annually and after any triggering event.

Does not cover clearing an active backup (the sewage backup response and restoration handoff SOP owns that), installing or relocating a valve (see the rough-in inspection readiness SOP), or ejector and grinder pumps. A valve in a vault meeting the permit-required confined space criteria routes out of this procedure.

Procedure

  1. Locate the valve before the appointment is committed. Acceptance: location taken from the property record, a prior service note or a visible cover, then confirmed on arrival. Wrong looks like an hour of hunting and a guess that it is under the slab. Stop rule: record it not located, never serviced, because a valve nobody can find is functionally no valve. Hazard: do not break concrete looking for one; that is the lead's call.

  2. Give the occupants a fixture-by-fixture stop-using-water instruction before the cover comes off. Toilets, sinks, showers, laundry, dishwasher. Acceptance: every fixture out of use, no appliance mid-cycle. Wrong looks like "go easy on the water", which puts a washing machine discharge into the open box with your hands in it. Stop rule: where occupants cannot be reached, or the building has public restrooms, lock the fixtures out rather than asking. Hazard: anything flushed while the cover is off reaches your hands as Category 3 water at drain velocity.

  3. Test the atmosphere before your head or hands go into any pit or box. Test in order: oxygen, flammable, toxic. Acceptance: oxygen 19.5 to 23.5 percent, flammable gas below the level your monitor and program set, hydrogen sulfide below the OSHA general industry limit at 29 CFR 1910.1000 Table Z-2, a 20 ppm ceiling, with the 50 ppm peak permitted once per 8-hour shift for no more than 10 minutes and only where no other measurable exposure occurs, which on a service visit means treat 20 ppm as the number. Wrong looks like leaning over an opened vault to look. Stop rule: a space meeting the permit-required confined space criteria of 29 CFR 1910.146 is not entered here; reschedule to a crew with a permit, an attendant and retrieval gear. Hazard: hydrogen sulfide numbs the sense of smell below the concentrations that injure, so a pit that stops smelling bad is a reason to leave, not to relax.

  4. Dress for Category 3 water before the first reach into the box. Acceptance: liquid-resistant gloves, eye and face protection, and a barrier over broken skin, selected under your shop's hazard assessment per 29 CFR 1910.132. Wrong looks like exam gloves and safety glasses for a job that means reaching into a wet sewer fitting. Stop rule: respiratory protection is only used inside a written program with medical evaluation and annual fit testing under 29 CFR 1910.134(f)(2); outside that program the tech does not do the work that required it. Hazard: aerosol comes off the moment a flapper is worked in standing residue, so the inhalation route applies here.

  5. Lift the access cover with the load and the seal in mind. Acceptance: cover off intact, gasket condition noted, cover set clear of the opening. Wrong looks like a cast cover levered off with a screwdriver, which chips the seat so it never seals again. Stop rule: a cover that will not come free gets penetrating oil and time, not heavier tools. Hazard: lift a cast cover with the legs and a proper hook, never fingers under the rim, and barricade or attend the open box for the whole visit.

  6. Clear the flapper and hinge, and confirm free movement through the full swing. Acceptance: flapper falls from fully open to fully closed under its own weight when lifted and released, no hesitation, no residue on hinge or pin. Wrong looks like a flapper held part way open by a mat of wipes and grease around the hinge, the commonest finding and invisible from above. Stop rule: a flapper that still will not swing freely has a worn hinge pin, so a repair kit or replacement now, not a note for next year; a flapper missing altogether takes the same verdict, and check the office record for a drain cleaning since the last service, because that is where flappers go. Hazard: never clear the hinge with a cable or hooked tool through the valve, which tears flappers off; clear by hand and with a scoop, fingers out of the closing path.

  7. Inspect the seat and gasket, and check the seal by hand and by eye. Acceptance: seat gasket supple and continuous, and the flapper held closed by hand showing no visible gap anywhere around the seat with a light run across it. Wrong looks like a hardened gasket that has taken a permanent set, present but no longer compressing. Stop rule: any visible gap means the valve will not hold against a surge, so the verdict is unprotected; a cleaned flapper does not make it a pass. Hazard: fingers out of the closing path, and do not press on a cracked body to test the seal, since it splits under point load and turns the call into an emergency repair.

  8. Exercise the manual gate where one is fitted, and leave it fully open. Acceptance: gate through full travel and back to fully open, mechanism lubricated per the manufacturer's instruction. Wrong looks like a gate seized open, where nobody notices and where it is useless the day the customer needs it closed. Stop rule: a seized gate is a failed component; do not free it with a cheater bar, which cracks the body or shears the stem. Hazard: confirm it is fully open before closing the box, because left part-closed it makes a slow-draining building blamed on the drain.

  9. Camera upstream and downstream to find where the debris came from. Acceptance: a recorded inspection either side of the valve, with any root intrusion, grease, offset or belly noted with a distance. Wrong looks like cleaning a flapper every year without asking why it keeps loading up. Stop rule: a structural defect either side is a separate finding with its own quote, so the service invoice cannot imply a defective line was addressed. Hazard: the camera head returns contaminated, so decontaminate it here, not at the next kitchen sink.

  10. Verify the configuration rule, the check that makes the whole device work. IPC 715.1 and UPC 710.1, in the edition your authority having jurisdiction has adopted, require fixtures whose flood level rim is below the elevation of the next upstream manhole cover to be protected by a backwater valve, and require fixtures above that elevation not to discharge through it. Acceptance: every fixture draining through the valve identified from the camera run and the layout, each confirmed below the reference elevation. Wrong looks like a whole-house drain through one valve serving the basement. Stop rule: where upper-level fixtures discharge through the valve, record a configuration finding and route it to the lead, because when the valve closes on a street surge those fixtures back up into the lowest opening in the building.

  11. Close up, restore service, and give the verdict as a word, not a checkmark. Acceptance: cover reseated on a clean seat, occupants told water use may resume, record completed with a verdict of protected or unprotected. Wrong looks like a ticket reading "backwater valve serviced". Stop rule: on an unprotected verdict the lead tells the customer before you leave and the record states what would change it; a customer who declines the repair gets that decline written in their own words, because a dated statement of what was found and refused protects both parties. Hazard: a floor box that does not seal lets sewer gas into a finished basement, so wipe the seat before the cover goes back.

The record this produces

Ten fields: the valve's location described well enough for a stranger to find it, make and type where legible, the atmospheric readings, flapper condition with the free-swing result, hinge pin condition, seat gasket condition with the gap check result, manual gate condition and the position left, camera findings either side with distances, the step 10 configuration verdict, the overall verdict, and the date.

They land on the property record rather than the invoice, because the value is in comparison across years: last year's flapper and gasket findings tell the next tech a degrading valve from one that had a bad year. Some sewer backup coverage asks whether the valve was maintained, and a dated record naming the components inspected answers that. And the drain cleaning tech reads the location field before running a cable into that building.

One worked pass, including a failure

Townhouse with a finished basement, annual service, valve in a floor access box near the basement bathroom. Last serviced 14 months ago, one drain cleaning since. Step 3 reads oxygen 20.8 percent, no flammable gas, no detectable hydrogen sulfide; the box is a shallow floor access rather than a vault, so not a permit space.

Step 6 finds the classic. A mat of wipes and congealed grease has wrapped the hinge, holding the flapper roughly a hand's width off closed. Cleared by hand and with a scoop. After cleaning it falls freely from full open to full closed under its own weight, so hinge and pin are recorded serviceable. Step 9 explains where the mat came from: heavy grease through the kitchen branch upstream, clear to the property line downstream, quoted separately.

Step 7 fails. Flapper held closed by hand, light run across the seat, and a visible gap shows through roughly the lower right quarter: the gasket has hardened and taken a permanent set. Stop rule taken. The verdict is unprotected, a seat kit and re-service are scheduled, and the lead calls the customer to say the building is currently exposed.

Step 10 produces the finding nobody was looking for. The basement bathroom and floor drain tie in upstream of the valve, correctly, and so do the first-floor kitchen and the laundry. The basement floor sits about 8 ft below grade at the upstream manhole, below the reference elevation, so it belongs behind the valve. The first-floor kitchen sink rim sits roughly 3 ft above that same grade, so under the rule it should not discharge through the valve at all. Routed to the lead: when a street surge closes that flapper, the first floor and laundry drain into a closed system and surface at the basement floor drain.

Step 11: seat wiped, cover reseated, water restored, record closed unprotected with a scheduled return.
