Burst Pipe Emergency Response
Purpose
The pipe repair on a burst call is an hour of work. The water damage is the rest of the customer's year, and the difference between those two outcomes is measured in the minutes before the water stops. This procedure puts the shutoff first, the electrical hazard ahead of the shutoff where they overlap, and the photographs ahead of the demolition, because the customer's insurance record is being created whether anyone thinks about it or not. A crew that arrives, repairs neatly, and never documents what was wet has done half the job.
Scope
Covers response to an active or recently stopped water release inside a residential building from a supply line, fixture connector, water heater or appliance line, through isolation, repair or documented temporary repair, and handover.
It does NOT cover drying, extraction or mold remediation, which is a restoration contractor's scope and is referred rather than attempted. It does not cover a sewer backup, which is a contamination event handled under the drain cleaning standard with its own precautions, and it does not cover the service line outside the building, which the water service line replacement SOP owns.

The handoff that gets skipped under pressure: nobody writes down what time the water stopped. That single time is what an adjuster uses to reason about the loss, and the shop is the only party on site who knows it.
Procedure
Give the electrical instruction before the shutoff instruction on the phone. If water is standing anywhere near outlets, an electrical panel or a running appliance, everyone stays out of that space and out of the water, and the customer calls the electric utility or 911 rather than wading in to reach a valve. Only where the path is dry does the dispatcher walk them to the main shutoff. Acceptance: the caller states whether water is near any electrical equipment before any valve instruction is given, and both times are logged.
Talk the customer to the closest control they can reach dry. A fixture stop under the sink, the valve at the water heater, or the main where it enters the building. Acceptance: the caller reports flow stopped, or reports the valve turned with no change, which is a different problem and worth knowing before arrival. Wrong looks like a long search for a main nobody has ever labeled, which is exactly the failure the shutoff location and labeling visit exists to prevent.
Assess from dry ground on arrival and treat water plus electricity as the first hazard. Look for where the water is going, whether a ceiling below is loaded, and whether any energized equipment is wet. Acceptance: no one enters standing water until the circuits serving that space are open at the panel and verified dead at a receptacle or fixture with a meter proved on a known source before and after (NFPA 70E-2021, 120.5; the practice for that work is 29 CFR 1910.333(b)(2)). This is electrical work, so only a person qualified under 29 CFR 1910.332 and 1910.399 opens the panel and proves dead; if nobody on site is qualified, the space stays clear and an electrician or the utility is dispatched, which is the same answer as the wet-panel case. If the panel itself is wet or the water is at its base, nobody opens it: that is a utility call.
Stop the water at the closest reliable control and prove the pressure is gone. Work outward, fixture stop first, then branch, then main. Acceptance: an opened low fixture runs down to nothing and stays down. Wrong looks like a main valve that turns fully closed while water keeps coming, which means the valve is not seating: do not force it harder, because an old gate valve stem will snap and you will have converted one emergency into two. Go to the curb stop, or call the purveyor if their key is required.
Relieve and drain rather than leaving a charged system behind the break. Open the lowest fixture in the building and a high one to break the vacuum, so residual water leaves through a drain instead of through the hole in the ceiling. Acceptance: flow at the break stops within a few minutes. Where the burst is on the hot side, remember the water leaving it can still scald: keep hands and face clear until it runs cold at the open fixture.
Deal with a loaded ceiling deliberately, never from underneath. A ceiling holding water will come down as a sheet with the weight of the water behind it. Stand outside the bulge, clear people and furniture from the room, and relieve it from the side with a pole into a bucket or a tub. Acceptance: the bulge drains and the ceiling is stable before anyone works under it. Wrong looks like a tech standing under a sagging ceiling with a screwdriver, which is a hospital visit hiding inside a routine call.
Photograph everything wet before anything is opened or moved. Wide shots of each affected room, close shots of the failure point, the standing water line on walls or cabinets, and the ceiling from below. Acceptance: photographs taken before demolition, with a timestamp. Wrong looks like a clean, competent repair with no record of what the room looked like, which leaves the customer arguing a claim with nothing but a memory.
Record the failure mode, not just the failure. Frozen and split, corroded through, a failed supply connector, a burst hose, a pinhole in soft copper, a fitting that let go. Acceptance: the mechanism named on the ticket with a photograph of the failed component, and the component retained where the customer may need it for a claim. Wrong looks like a discarded braided connector nobody can produce when the manufacturer's warranty is raised.
Repair to a permanent standard, or state plainly that a repair is temporary. Where a permanent repair cannot be made on the visit, a temporary is acceptable only when it is written on the ticket as temporary, with the date it must be replaced and the risk if it is not. Acceptance: the customer signs having read which one they have. Wrong looks like a push-fit coupling behind drywall described as "fixed", which becomes the next tech's mystery and the shop's liability.
Restore pressure slowly and walk every fixture. Open the main partly, listen, then fully, and check the repair, every fixture, every stop and every ceiling below for at least 10 minutes. Acceptance: repair dry at 10 minutes under full pressure and no fixture running or dripping. Wrong looks like pressure restored and the truck packed at the same time, since a joint that weeps takes a few minutes to show.
Hand over with the drying problem named, not softened. Say what is wet, that water behind cabinets and inside wall cavities does not dry on its own, and refer a restoration contractor. Acceptance: referral given and recorded, and the customer told the time the water was stopped so they can give it to their insurer. Wrong looks like "it should dry out", which is the sentence that turns a water loss into a mold claim three weeks later.
When the water will not stop
The main valve will not seat: curb stop or purveyor, then quote the main valve replacement as its own item before you leave, because the customer has just discovered the hard way that they have no shutoff. The curb stop is buried, seized or the purveyor's key is required: call them immediately rather than digging at a valve you may damage, and keep the building's lowest drains open while you wait. The break is in under-slab piping: the isolation is at the manifold or the main, and the scope is a re-route rather than a spot repair, which the customer needs to hear on the day. Frozen pipe, still frozen: never thaw with an open flame, which is a documented cause of structure fires; use warm air or listed heat cable and expect a second split when the section thaws. The building has no functioning shutoff at all: the water stays off, the ticket says so, and the repair visit is scheduled with a valve on the truck.
The record this produces
One emergency record on the property record, written for an adjuster as much as for the next tech:
- Time of the call, time the customer reported flow stopped, and time the shop confirmed the water off
- Electrical assessment: what was wet, which circuits were opened, whether the utility was involved
- Where the water was isolated and whether any valve failed to hold
- Failure mode with photographs of the component, and where the component is now
- Photographs of every affected room, taken before demolition
- Repair performed, permanent or temporary, with the replacement date if temporary
- Pressure restoration check at 10 minutes and the fixture walk
- Restoration referral given, and what the customer was told about drying
The adjuster reasons about the loss from the times. The lead schedules the valve or re-route from the isolation notes. The next tech knows a temporary is in that wall.
Worked pass: split copper in a garage ceiling, hard freeze morning
- 5:58 am, customer wakes to water running down the garage wall.
- 6:02 am, call to the shop. Dispatcher asks the electrical question first: water is running near the garage door opener outlet, so the customer is told to stay out of the standing water and not to touch the opener, and to go to the main only because it sits on the dry side of the garage by the front wall.
- 6:06 am, customer reports the main handle is fully closed and water is still coming.
- 6:34 am, tech arrives. Garage circuits opened at the panel from the dry side and verified dead at the opener receptacle before entering the water.
- Step 4: FAILED. The main gate valve turned to a full stop with no change in flow: the gate had corroded off the stem, so the handle moved and nothing did. Stop rule taken: no attempt to force it, no attempt to repack it under pressure.
- 6:41 am, curb stop closed with the key at the meter box, flow stopped. Lowest hose bib opened and the system drained down.
The timeline is the lesson. Water ran from 5:58 am to 6:41 am, 43 minutes. The customer reached a shutoff and operated it correctly at 6:06 am, so 35 of those 43 minutes were the valve's failure rather than anyone's response time. A main valve that had been exercised and proved during a shutoff labeling visit would have ended this at 6:06 am, and the difference between 8 minutes and 43 minutes of open half-inch line is the difference between a wet garage and a wet garage plus the ceiling below it.
The rest of the call ran clean: ceiling bulge in the room below relieved from the side into a tub, photographs of both rooms before anything was opened, the split section cut out and replaced permanently in the same visit, main gate valve replaced with a quarter-turn ball valve as a quoted add-on, pressure restored slowly and checked dry at 10 minutes, and a restoration referral made with the 6:41 am stop time written on the customer's copy.
