Gas Meter Set Coordination With the Utility
Purpose
The meter is the gas operator's asset and the boundary of your work, and almost everything that goes wrong with a meter set is an ownership or scheduling failure rather than a technical one. A load submission nobody sent. A turn-on that could not happen because the inspection was not signed. A meter located where the operator's own standard does not allow it, found after the piping was run to that wall. A relight nobody owned, so a family spent a night without heat while two companies each assumed the other was coming.
This procedure guarantees every boundary between your work and the operator's has a named owner and a date, and that the two which actually fail, the load submission at the front and the relight at the end, are confirmed in writing.
Scope
Covers coordinating a new, upsized, relocated or reconnected meter set with the gas operator for residential and small commercial buildings: houses, small retail, small restaurants, offices, multifamily.
It does not cover the sizing calculation that produces the load figure, which the gas line sizing for an added appliance SOP owns and which step 1 consumes. It does not cover the operator's own service line, meter or service regulator work. It does not cover the customer-side line regulator, which the gas pressure regulator replacement SOP owns. It does not cover the pressure test on the house piping, which the gas line pressure test SOP owns and which step 4 hands off to.

Procedure
Submit the load in the operator's units on the operator's own form, and keep the reference. Acceptance: total connected load in both Btu per hour and cubic feet per hour, appliance by appliance, the delivery pressure requested, and the proposed location, submitted on the operator's form with a date and a reference number recorded. Wrong: a phone call describing the job, which leaves no record and no place in the operator's queue. Stop: a load figure that has not come through the gas line sizing for an added appliance SOP does not get submitted, because the operator will size the meter off whatever you send. Hazard: none at this step, paperwork at a desk, and that is exactly why it gets skipped under schedule pressure.
Get the location agreed by the operator before a single foot of pipe is run to that wall. Mark the proposed position on site and check it against the operator's standard and the adopted edition of NFPA 54, the National Fuel Gas Code, for clearances to the electric meter and service, to building openings and to any relief or exhaust discharge, plus protection from vehicle traffic. Acceptance: the location marked, the clearances measured in feet and inches, and the operator's agreement logged with a name and a date. Wrong: choosing the location because that is where the old service entered. Stop: no agreement means no piping to that wall, and any relocation goes back through the sizing SOP because the developed length just changed. Hazard: work near an existing live meter set means never operating the operator's valve and never standing over the service regulator vent.
Write down who does what at the boundary, item by item, before anything is scheduled. Acceptance: a list covering the service line, the meter, the service regulator, the meter bar or riser, the customer-side shutoff, the house piping, any bollards and the relight, with the performing party named against each. Wrong: an assumption that the operator sets the riser, which is true for some operators and not others in the same county. Stop: any item with no named owner is resolved with the operator before a date is asked for. Hazard: none, a list, but it is the artifact that prevents two crews standing at the same wall with neither of them holding the part.
Build the customer side to be ready first, then get it tested and inspected. Acceptance: house piping complete to the meter location, a passed test recorded under the gas line pressure test SOP at the pressure and duration the adopted edition sets, and the permit inspection signed off, since most operators will not energize without it. Wrong: booking a turn-on against a build that is nearly finished, which burns the operator's slot and puts you at the back of the queue. Stop: a failed test or a failed inspection means the turn-on is rescheduled, not attended in hope. Hazard: pressurise slowly rather than in a spike, and bleed test pressure to atmosphere outdoors, never into the building.
Book the turn-on only once a named person owns the relight. Acceptance: the operator's date and window confirmed in writing, and one named person, with a phone number, responsible for relighting every appliance and for being on site inside that window. Wrong: a turn-on booked on the assumption that the operator relights, which some do for a limited appliance list and some do not at all. Stop: no named relight owner means the turn-on is not booked, because a live meter and cold appliances is a worse state than no meter at all in January. Hazard: none scheduling, but the consequence is a hazard: an unattended turn-on leaves a customer to relight appliances themselves, which is how a pilot gets lit on a system still full of air.
On the day, verify the operator's set against your own load figure before you accept it. Acceptance: the meter badge's rated capacity in cubic feet per hour recorded and compared with the load from step 1, with the margin written as a percentage of rating; delivered pressure measured at the customer-side shutoff and matching what was requested; the operator's valve position and any lock noted. Wrong: accepting a meter because it is bigger than the old one, without reading the badge. Stop: a badge rating below the step 1 load is raised with the operator on site, before any appliance is lit. Hazard: the meter and its regulator are the operator's, so you do not operate the valve; and purging air out of the house piping goes to the outdoors under the purging chapter of the adopted edition, never into the building, with the discharge clear of ignition sources and openings.
Relight and commission every appliance, one at a time, with the system proved as you go. Acceptance: each appliance lit per its own instructions, its inlet pressure read static and again with everything firing and landing inside its plate range, a spillage check at each vented appliance with the building in its worst case, and a leak check at every joint the work disturbed showing no bubble growth over a full minute and no indicator response above outdoor background. Wrong: opening the customer-side shutoff and letting all the appliances find gas at once, which puts air slugs through several controls. Stop: any appliance outside its plate range or spilling is shut and tagged rather than left lit. Hazard: this is the step that puts fuel into an occupied building for the first time, so a personal carbon monoxide monitor stays at your breathing zone throughout; the OSHA limit is 50 ppm as an 8 hour time weighted average at 29 CFR 1910.1000 Table Z-1, and a climbing reading stops the work.
Hand over the boundary in words the customer will remember. Acceptance: the customer able to point at the customer-side shutoff and say which way it closes, holding the operator's emergency number, and told plainly that the meter and everything upstream belongs to the operator and that a gas smell is the operator's call, not the shop's. Wrong: a handover that only covers the appliance warranty. Stop: a customer who cannot find the shutoff gets shown again before you leave. Hazard: the wording matters more than the paperwork - on any gas smell everyone leaves on foot, nobody touches a switch or a garage door opener, no phone is used inside, and the call goes to the operator from outside, as the gas odor call response SOP sets out.
The record this produces
One meter set record per address, filed with the property rather than the ticket:
- Load submitted: Btu per hour and cubic feet per hour by appliance, pressure requested, form reference and date
- Location: proposed position, measured clearances, and the operator contact and date who agreed it
- Boundary list with the performing party named against every item
- Test and inspection: gauge, pressure, hold time, result, and the sign-off date
- Turn-on: operator window, and the named relight owner with a phone number
- Meter badge rated capacity, the margin as a percentage of rating, and delivered pressure
- Per appliance: static and loaded inlet pressure, spillage result, and lit or left off
Worked pass: a small restaurant adding a fryer bank
Existing connected load 610,000 Btu per hour. The fryer bank adds 240,000, so the new total is 850,000 Btu per hour, which at the operator's published 1,030 Btu per cubic foot is 825.2 cubic feet per hour.
- Step 1: the sizing SOP had already run and flagged the meter. The existing badge reads 630 cubic feet per hour, so 825.2 against 630 is 131 percent of its rating and the meter has to change. Load form submitted with both figures and every appliance listed, reference number recorded.
- Step 2: FAILED. The obvious position, where the existing service enters beside the rear door, sits directly below the kitchen's makeup air intake and inside the operator's clearance to the electric meter. Stop rule taken: no piping was run to that wall. The set moved 11 ft along the same wall with the operator's agreement logged by name and date. That pushed the longest run's developed length from 78 ft to 89 ft, which moved the sizing from the 80 ft column to the 100 ft column and put the meter-to-manifold section up one trade size, read on site from the adopted edition's table.
- Step 3: boundary list written. The operator sets the service line, meter, service regulator and riser; the shop provides the customer-side shutoff, all house piping, the bollards and the relight. Two items had been assumed the other way round before this list existed.
- Step 4: piping built to the new location, test passed and recorded, inspection signed two days before the operator's window.
- Step 5: turn-on booked for a Tuesday morning window with the shop's lead named as relight owner, on site, phone number on the schedule.
- Step 6: new badge reads 1,000 cubic feet per hour. 825.2 against 1,000 is 82.5 percent of rating, leaving 17.5 percent unused. Delivered pressure at the customer-side shutoff matched the request. House piping purged to outdoors clear of the makeup air intake, not into the kitchen.
- Step 7: appliances lit one at a time. Every loaded inlet reading landed inside its plate range with all appliances firing, no spillage at any vented appliance with the hood at full speed and the doors closed, monitor at background.
- Step 8: the kitchen manager and the owner both shown the customer-side shutoff and both closed and reopened it. Operator emergency number posted by the shutoff.
The step 2 failure is the cheap one to take and the expensive one to skip. Eleven feet of relocation cost a re-run of the sizing calculation and one trade size of pipe. Finding the same clearance problem after the piping was in would have cost the piping, the test, the inspection and the operator's slot, and the fryer bank was already delivered.
