Lead Service Line Identification and Notification

Purpose

A plumber is usually the first person to physically see a service line, and often the only one who ever looks at both sides of the meter. That makes identification a service the water system needs and a liability the shop must handle carefully, because identifying a lead line means disturbing it. It produces a material verdict for each side, a written notification to the customer and the system, and a disturbance control plan, so the visit that found the lead does not become the visit that spiked the tap. It also draws a hard line under partial replacement, the most damaging thing a well-meaning shop can do.

Scope

Covers physical identification of service line material on the customer and utility sides of a residential or small commercial water service, classification into the categories the system's inventory uses, the disturbance controls when a suspect line is touched, and the notification that follows.

Does not cover replacement, normally done with the water system rather than around it; water quality sampling or interpretation (see the water quality complaint visit SOP; only a state-certified laboratory produces an actionable lead result); lead paint; or lead flashing. Nobody in the shop states whether a customer's water is safe to drink.

Procedure

  1. Treat any unidentified service line as lead until proved otherwise. Acceptance: the line recorded known-material or unknown before any wrench touches it, with the step 7 plan in place if unknown. Wrong looks like cracking the meter union to "have a look" on a 1940s house. Stop rule: if you cannot identify the material without disturbance, set the controls up first. Hazard: cutting, flexing, hammering or a hard shock from a closing valve releases particulate lead downstream, the mechanism behind post-work spikes.

  2. Pull the records before you pull the meter cover. Acceptance: on the ticket, the construction year, any service-replacement permit, and the inventory category, one of lead, galvanized requiring replacement, non-lead, or lead status unknown, the four the EPA Lead and Copper Rule Revisions set for the inventories due October 16, 2024. Wrong looks like classifying from building age. Stop rule: where the record says non-lead and your check disagrees, the check wins and the gap is reported; a records entry is not evidence of what is in the ground. Hazard: none, but skip it and you can tell the system nothing new.

  3. Identify the material on each side: building side at the first accessible point inside, street side at the meter setter or curb stop. Clean a small spot on each and run a magnet test and a scratch test. Acceptance: both tests recorded separately per side, because a partial replacement leaves two different materials on one service and that is where identification matters most. Wrong looks like judging by color under a flashlight, since film makes copper, galvanized and lead look alike, or assuming the sides match. Stop rule: where a side is wrapped, sleeved, buried, or reachable only by excavation, record it unknown and report it rather than guessing or digging; curb work belongs to the water system. Hazard: scratch with a hand tool, never a grinder or wire wheel, since abrading lead makes fine particulate you breathe and carry home; and do not enter a meter pit or vault, because it can hold water and a hazardous atmosphere and entry is a confined space question.

  4. Read the results against what each material does under a scratch. Lead is soft, scratches bright shiny silver, non-magnetic. Copper scratches bright copper and is also non-magnetic, which is why a magnet alone cannot separate the two. Galvanized is magnetic, scratches dull gray, usually threaded. Plastic is unmistakable. Acceptance: a material named per side on both tests. Wrong looks like a magnet alone, which rules out galvanized and leaves lead and copper indistinguishable. Stop rule: bright silver on a non-magnetic pipe is lead until a laboratory says otherwise. Hazard: keep the cleaned spot small and wipe it down; the debris is lead-bearing.

  5. Look for the physical tells that survive an ambiguous scratch. Lead service lines are commonly bent in gentle curves rather than run with fittings, often carry a bulbous wiped solder joint near the meter, and often show a looped gooseneck at the main. Acceptance: each tell recorded present or absent, and photographed. Wrong looks like relying on one ambiguous scratch on a corroded surface. Stop rule: a wiped joint or gooseneck is strong evidence of lead even where the scratch is unclear. Hazard: photograph rather than handle; flexing an old lead line for a better angle is itself a disturbance.

  6. Check what is downstream, because galvanized has its own category. Acceptance: interior galvanized identified and recorded, with whether it is or ever was downstream of a lead service. Wrong looks like treating it as unrelated. Stop rule: galvanized downstream of a lead service, now or ever, is recorded as galvanized requiring replacement, because it accumulates lead over years and keeps releasing it after the lead line is gone. A plastic service does not clear the building either: lead-bearing brass stayed legal until the 2011 Reduction of Lead in Drinking Water Act took effect on January 4, 2014, tightening lead free to a 0.25 percent weighted average of wetted surfaces. Hazard: none, but the reclassification changes any repipe scope, so it goes to the lead.

  7. Where work will disturb a lead or unknown line, apply the controls before the first cut. Acceptance: a written control plan covering work method, the flushing that follows, and the filter provision. Wrong looks like a torch. Stop rule: never apply flame, a grinder, a wire wheel or an abrasive saw to lead pipe, because torch temperatures generate lead fume, an inhalation route gloves and glasses do nothing about, and lead in construction is governed by 29 CFR 1926.62, which requires initial protection for its trigger tasks before exposure is assessed; an emergency changes the sequence, not the controls. Hazard: no dry sweeping, no compressed air on lead debris, collect with a HEPA vacuum or wet, no eating or drinking in the area.

  8. Refuse a partial replacement, or escalate it, but do not simply perform it. Acceptance: any proposal to replace one side while leaving the other is escalated to the lead and coordinated with the water system first. Wrong looks like replacing the customer's side today because that is the part they own and can pay for. Stop rule: a partial disturbs the lead it leaves behind and can raise lead at the tap afterward, so a well-meant partial job leaves the customer worse off than before you arrived. Not negotiable at the tech's level. Hazard: the customer will push, so the script is that the shop coordinates lead lines with the system and cannot do half of one.

  9. Notify in writing, in both directions. Acceptance: a written notice naming the material found on each side, what was and was not verified, and the system's program; and the same in a report to the system, especially where it contradicts their inventory. Wrong looks like telling the homeowner verbally at the door. Stop rule: the shop does not say whether the water is safe, estimate exposure, or advise on health effects; the notice states findings and routes the customer to a state-certified laboratory and to the water system, whose replacement duty under the Lead and Copper Rule Improvements finalized in October 2024 runs through your state's primacy agency. A refusal to let you report goes into the notice, and you report anyway where the state requires it. Hazard: an unguarded sentence does the damage, so the wording is standing shop language.

  10. Give the flushing and filter instruction in writing before you leave. Acceptance: a written instruction naming the taps, the flush duration, and the filter certification. Wrong looks like "run the water for a bit before you drink it". Stop rule: after any disturbance of a lead or unknown line, the occupants flush the cold tap used for drinking and cooking for the duration the system specifies, and use a point-of-use filter certified to NSF/ANSI 53 for lead reduction, not NSF/ANSI 42, which covers aesthetics only, for the period the system specifies, commonly at least three months absent another figure. Hazard: hot water is never used for drinking, cooking or formula, since it dissolves more lead from any lead-bearing component.

The record this produces

Nine fields: the inventory category from step 2, the building-side material with magnet and scratch results, the street-side material with the same, the tells present or absent, the downstream galvanized finding and its category, whether the visit disturbed the line and how, the customer notification date and method, the report to the system with date and recipient, and the flushing and filter instruction given. Photographs of both test spots and of any wiped joint or gooseneck attach to the record.

The customer keeps a copy, the water system receives a copy, the shop keeps the original. The system reads it to correct an inventory entry, the part they most need and least often get, and the next tech reads it before touching that service, because a known lead line is worked with the step 7 controls from the first minute rather than after a scratch test.

One worked pass, including a failure

Step 3, building side: 3/4 in pipe entering the basement, magnet sticks firmly, scratch goes dull gray. Street side: a short section ahead of the meter is accessible, the magnet does not stick, and a hand scratch goes bright shiny silver.

Step 4 reads that correctly rather than optimistically. Non-magnetic rules out galvanized and leaves lead and copper; the bright silver separates them, because copper would have gone copper-colored. This is lead, and step 5 confirms it with a bulbous wiped joint a foot ahead of the meter and the pipe curving to the wall rather than turning with elbows, both photographed. Step 6 then records the basement galvanized as galvanized requiring replacement, which changes the repipe scope about to be quoted.

Step 8 fails, in the sense that the customer's request cannot be granted. Hearing the interior galvanized has to go, they ask the tech to start today and leave the outside for the city. That is a partial, and it disturbs the lead it leaves behind. Stop rule taken: the tech does not perform it, and the lead contacts the system to coordinate the service and correct the inventory to lead.

Steps 9 and 10 close it. Written notice: lead confirmed street side, galvanized requiring replacement building side, beyond the basement not verified, no statement about water safety, routing to the system and a certified laboratory, filed the same day with photographs. Flushing instruction naming the kitchen cold tap and the system's duration, an NSF/ANSI 53 filter for at least three months, no hot water for drinking, cooking or formula.
