Pipe Material Identification and Condition Report
Purpose
An identification is three things, not one: the material, the vintage, and the joint method. A condition verdict is a fourth thing and it cannot be read off the outside of a pipe at all. This procedure produces a written per-zone report an estimator can price and a customer can hold you to, built from evidence that came from inside the pipe or from how the system behaves under flow. Skip it and the shop quotes a repipe on a look, or worse, tells a customer their galvanized is fine because it is dry on the outside, three months before the kitchen line closes to a trickle.
Scope
Covers identification and condition assessment of potable water distribution piping inside a house, small office, small retail space or multifamily unit, from the point of entry to the fixture stops.
Does not cover the service line outside the building or the lead-inventory duties that follow a lead finding, owned by the service line material verification methods SOP and the lead service line identification and notification SOP. Does not cover polybutylene, Kitec or early brass-insert PEX, whose failures are a fitting problem rather than a tube problem and which have their own SOP. Does not cover the repipe verdict, which the pinhole leak assessment and repipe recommendation SOP owns and which consumes this report as an input, or drain, waste and vent piping.

Procedure
Establish the bonding and electrical situation before anything is cut. Metal water piping is commonly part of the grounding electrode and bonding system. Acceptance: a written note on whether a bonding conductor lands on the water piping and where, plus a yes or no on standing water near a receptacle, panel or appliance cord. Stop rule: standing water near electrical equipment stops the visit until a qualified person under 29 CFR 1910.332 and 1910.399 isolates circuits per 29 CFR 1910.333(b)(2). Hazard: separating a bonded metal line breaks that path with your hands on both ends, so a temporary jumper goes on before the cut, per NEC Article 250 in the edition your jurisdiction has adopted.
Inventory the accessible points before you start testing. Meter or entry, heater connections, hose bibs, every fixture stop, exposed basement, crawlspace and attic runs. Acceptance: at least one accessible point per fixture group, listed with its location. Stop rule: a fixture group with no accessible point is reported as unassessed rather than assumed to match its neighbours, since partial repipes are common and rarely documented. Hazard: crawlspace and attic entries mean rodent droppings, low headroom and insulation of unknown type, so light it, look before reaching, and disturb nothing loose and granular.
Run all four identification tests at each point. Magnet, scratch with a key on a clean spot, colour of the bright metal, and the printed line. Acceptance: material named per point with which tests agreed, using the ASTM B88 colour code where a copper stripe is legible, being green for Type K, blue for Type L and red for Type M. Stop rule: tests that disagree, such as a magnet holding on a copper-coloured pipe, mean a painted or plated surface, so clean to bright metal and repeat rather than recording the first answer. Hazard: dry-scraping old painted pipe in pre-1978 housing releases lead-bearing dust, an ingestion and inhalation route, so wet-wipe instead and clean up the debris.
Read the print line for vintage, not just for material. Acceptance: the ASTM designation, nominal size and any date or lot code transcribed exactly as printed, for example the F876 and F877 markings on PEX or F441 and F442 on CPVC. Stop rule: an illegible print line is recorded as illegible, never inferred from the house's build year, because supply piping is replaced piecemeal and the year proves nothing about a given run. Hazard: none here, a reading taken with a light and a rag; record it as checked rather than blank.
Name the joint method, because it is often the failure mode. Soldered, threaded, compression, crimp, clamp, expansion, solvent cement or press. Acceptance: joint type per zone, and for soldered copper a note on whether joints predate the 1986 Safe Drinking Water Act Amendments prohibition on lead solder in potable systems. Stop rule: a joint that may carry pre-1986 lead solder is not sanded, ground or torched for a closer look, it is photographed and reported. Hazard: heating or abrading a lead-bearing joint puts lead into the air and onto hands, a route gloves alone do not close.
Get the operating evidence, which is where restriction shows. Record static at a fixed gauge point, then flowing pressure at that same point with a stated draw open, normally the two furthest fixtures. Acceptance: static, flowing and the difference, all at the same gauge point, with the draw named. Stop rule: a drop over about 20 psi at that draw indicates restriction in the distribution rather than a supply problem, and a drop under it does not clear the pipe, it only fails to convict it. Hazard: opening a hose bib to fit a gauge on a corroded galvanized nipple can shear it, so support the bib body with a second wrench and have the shutoff located first.
Take a coupon only where a cut is already required and authorized. Acceptance: wall thickness at the thinnest point and deposit thickness, both measured, and the effective bore computed from them. Stop rule: a coupon cut within a couple of inches of a threaded joint reads the thread root rather than the run, since threading removes wall by design, so the measurement is retaken mid-span or the report carries deposit only. Hazard: cutting into a line that has not been proved drained sprays hot or cold water at face height, so isolate, open a low drain, confirm no flow, and keep a face shield on for the cut.
Grade each zone against stated criteria, not adjectives. Acceptance: one of serviceable, monitor or end of life per zone, with the evidence that decided it written beside it, being the measured bore ratio, the flowing pressure drop, the joint type, or the absence of any of them. Stop rule: a zone with no internal evidence and no flow evidence is graded unassessed, not serviceable. Hazard: none here, a grade written at the table; discharge it rather than leaving it blank.
Put the system back and prove you left nothing open. Refill slowly with a high fixture running, purge air at every fixture from nearest to furthest. Acceptance: static within about 5 psi of the arrival reading at the same gauge point, no drip at any joint disturbed, and water running clear at every fixture. Stop rule: a joint that weeps is redone before you leave, not noted, because you made it. Hazard: repressurizing puts a tech's face at a fresh joint, so crack the valve a quarter turn and stand off the plane of it; then verify what you disturbed still protects, meaning the permanent bond is restored and the temporary jumper removed only after the permanent connection is remade and confirmed tight.
The record this produces
Nine fields: the bonding note and its location; the access inventory with unassessed groups named; material per point with the tests that agreed; the transcribed print line or the word illegible; joint method per zone with the pre-1986 solder note; static, flowing and the difference at one named gauge point with the draw stated; coupon wall and deposit with the bore ratio; the grade per zone with its deciding evidence; and the restore verification. The grades are what get read; everything else exists so a grade can be defended a year later to a customer who says nobody told them, or to an estimator who wants to know whether the third bathroom was looked at or assumed.
One worked pass, including a step that fails
A 1968 single-storey house. Complaint is weak flow at the kitchen and the hall bath, worse when the washer runs. A water heater changeout is already scheduled, so a cut is authorized at the heater nipples.
Step 1: a bonding conductor lands on the cold line within 5 ft of the entry, noted with a photo. No standing water near electrical equipment.
Step 2: eight accessible points listed. The primary bath has no accessible run and no under-sink view, so that group is flagged for the unassessed grade before testing starts.
Step 3: magnet holds at the entry, heater and laundry; scratch shows grey metal; those three are galvanized steel. Under both remaining lavatories the magnet drops and a scratch shows bright copper with a red stripe still legible, so Type M copper under ASTM B88, from a partial repipe nobody documented.
Step 4: the copper print line is legible and transcribed. The galvanized has no legible marking and is recorded as illegible rather than dated from the house year.
Step 5: galvanized is threaded throughout; the copper is soldered, and the joints are downstream of a partial repipe of unknown date, so the pre-1986 solder question is recorded as open and nothing is abraded.
Step 6: static reads 62 psi at the laundry bib. With the hall bath lavatory and tub both open, the same bib reads 24 psi. That is a 62 minus 24, or 38 psi drop at a two-fixture draw, well over the 20 psi gate, and it points at the distribution rather than the service.
Step 7 FAILS on its first attempt. The coupon comes off the heater cold nipple, and the thinnest wall reading lands in the thread root, which is thin by design and says nothing about the run. Stop rule taken: the measurement is retaken from a mid-span section of the same 3/4 in galvanized removed during the changeout. That section measures a clear bore of 0.45 in against the 0.824 in nominal inside diameter of 3/4 in Schedule 40 steel. Area goes with the square of the bore, so 0.45 squared is 0.2025 and 0.824 squared is 0.679, giving 0.2025 divided by 0.679, or about 0.30. Roughly 30 percent of the original flow area is left.
Step 8: galvanized zones graded end of life on the bore ratio and the 38 psi flowing drop together. The copper lavatory branches are graded serviceable on material and the absence of any flow evidence against them. The primary bath is graded unassessed, with the reason.
Step 9: system refilled with the tub spout open, air purged from nearest to furthest. Static reads 60 psi at the laundry bib against 62 psi on arrival, a 2 psi difference and inside the 5 psi acceptance. No disturbed joint weeps under pressure. The permanent bond is remade on the new heater nipples and confirmed tight before the temporary jumper comes off.
When the site does not match this procedure
No cut is authorized anywhere. Step 7 does not run. The report carries the flow evidence, the material and the joint call, with internal condition recorded as unmeasured. That is a weaker report and it says so on its face.
The pipe is polybutylene, Kitec or early brass-insert PEX. Stop here and use the polybutylene and legacy material assessment SOP; handling those lines to inspect them is itself a risk this procedure does not manage.
A lead service line or lead-jointed connection is suspected. Nothing is scratched, cut or disturbed on it. Route to the lead service line identification and notification SOP, which carries the notification duties this one does not.
Multifamily with a shared riser. Assess the unit and name the riser unassessed. Grading a riser from inside one apartment is a guess wearing a report's clothes.
